The Right Honourable Governor informed the members that the sowcar Nellalherdam Tarwaddi, in accordance with the decision of the session of the 13th of this month, had been to the Nabob with the translations of the drafts of the contract and other papers inserted in the resolution of that day, and that, the reading thereof having been given to him, he had disapproved many points in particular that had not been to his liking, and in general had declared that everything had to be arranged in a different manner, which he would do himself, wherefore the commissioners only had to be sent, to whom he would then deliver the same, which had also happened; and that they had returned with those altered drafts, and those papers having been translated into Dutch, it was found that the sense and content of the matter were one and the same, yet only with a change of words, and that they had been framed in the style and manner of Moorish bombast and magnanimity, with the omission of some items both regarding the Kandyan elephants and the paying of honours, as he said that one had constrained him too much in that regard, wherefore it was best that the same should be adapted to the circumstances of time and opportunity, as he held himself assured that the Honourable Company would not deviate from their customary maxim, with the further intimation that the Princes of Tanjore having been merely tributaries, he was thus greater or higher than they; which upon further resumption thereof, as now found to be such in Council, the same were approved, and it was also resolved that the same, as soon as possible, both in Persian and in Dutch, being transcribed in fair copy and made ready, signed and sealed, the commissioners are to be sent with them to Nagore, in order to be signed and sealed by the Nabob as well, subsequently to be exchanged mutually, and at the same time to receive from him the bond granted by the sowcars; meanwhile His Honour submitted the letters written by the Nabob concerning this both to His Honour and to the commissioners, while they were busy having the papers translated, which it was deemed proper to insert only in this resolution, but the other papers, having been signed, in the next following resolution. 1. 8 5. 44 had to testify in that regard that, whatever effort had been made and caused to be put into effect, he had not been able to bribe those self-interested court dignitaries for less than a sum of 15000 pagodas, and thus 5000 pagodas more than had been determined in the aforementioned resolution, indeed amounting to an excess of 12000 guilders over what Their High Nobilities, the Honorable High Indian Government, were pleased to stipulate in Their Venerated secret dispatch of the 16th October 1772, should one fall into the necessity of having to make any expenditures; although His Honour testified at the same time that he had indeed wished from his heart that one had not had to, nor needed to proceed thereto, but that there had been no other way out or means to be found, or any possibility, to not only settle the dispute in another manner and bring it onto such a footing as that to which it had been brought and directed, but also to obtain thereby the confirmation of the prerogatives of the Honorable Company: So it was deliberated thereupon, and in view of the fact that it is no unknown matter that the malicious and self-interested court dignitaries and lesser regents, who are with such a prince, or chief regent of the country, such as the Subah or the aforementioned Madarroel Moelk and more others of their kind, eagerly make use of such occasions to brew some mischief or other through incitement, and to make the person with whom one must deal unmanageable by instilling all kinds of evil designs, and thus to direct the matter to the worse, in order that their greed may be satisfied, as had been more than too much experienced in this matter, 545 it was approved and agreed to conform fully with the delivery of the aforementioned contracted sum, in the hope and expectation that the aforementioned Their High Nobilities, out of consideration of the delicate circumstance in which one has found oneself, and that one has not been able to do otherwise in order not to drag out the settlement thereof any longer and expose it to a doubtful circumstance and disadvantageous outcome, will be favorably pleased to approve it, as having occurred for the best and the greatest interest of the Honorable Company. Current Porto Novo pagodas, and added thereto the calculated interest on a principal of 103000 pagodas, for which the Prince, after the settlement of accounts held with Cannagasowea Poele under date of 4th June of this year, has remained indebted for the remainder, according to what was recorded in the Resolution of the 13th November of the past year, to the sum of 3000 pagodas, which is also included under the aforementioned principal of 484545 pagodas to be paid by the Nawab, so that the interest that is still to come in will amount to 13336. — Current Porto Novo pagodas; and the same being added to the interest already received from the revenue of the Kiewaloer lands, amounting to 18268 Current Porto Novo pagodas, would come to total 31604 Current Porto Novo pagodas, the interest that accrues to the benefit of the Honorable Company on the monies lent by it to the Tanjore Prince; from which His Honour, as well as the members, maintained that there could easily be found 546 not only the aforementioned forced expenditure, but also the expenses which one was obliged to incur, but of which demonstration the aforementioned Lord Governor further said he would have a more detailed and neat account drawn up and brought in. Through the conclusion of the accord with, and subsequent departure of the Nabob Madarroel Moelk from Naoer to Madraspatnam, and the army partially to Tansjoer, Tritjenapalij, and elsewhere, no further disturbance or hostilities being to be expected from that side, the Lord Governor therefore said he had given the necessary order to withdraw the troops inside who had been camped so long north and west of this city for its protection; except for a small number of troops which His Honour had deemed necessary to leave outside for the time being, on account of the loud rumors of the descent of the Marattas, in order to guard the erected batteries and entrenchments that have cost the Honorable Company money, and to keep them in a state of defense, as is further shown by the arrangement made in that regard in the following report of Captain Wohlparth. Thus, in my humble opinion, it is only necessary to maintain a garrison or detachment outside to keep watch at the posts that are now occupied.
