The army of the Marathas is estimated at 150 thousand men, both foot and horse, and that of the Nizam at 30 thousand horsemen and foot soldiers. The flight of the inhabitants and others from the lands of the Subah is beginning to become general. 8 to 10 villages situated near Tritjenapalij have been entirely razed in order to prevent the advancing enemy from encamping in the vicinity of those places, while the same, as well as the Castle of Tansjoer, are being put into a state of vigorous defense, and the Subah is on the verge of moving into Madras, where a house is being prepared for him and his family. Meanwhile, he is no less intent on means to prevent the further march toward and the invasion of these lands, if at all possible, and has therefore had many offers of money made. However, it is not to be thought that the Marathas will let themselves be bought off so easily, as from all the movements they are making and their combination with the Nizam, to whom the Subah owes allegiance, it seems to be in earnest either to completely strip him of the government or else to set bounds to his conquered lands and usurping power. They are said, therefore, to have demanded of him through a vakil or envoy not only the restitution of the Tansjoer but also the Marava lands, besides the arrears of chauth or the fourth part of the revenues of these lands, and the tribute money which he has still to yield and pay to the Marathas and the Nizam from many years past. What he answered to that is not known, but this is certain: that, according to his custom, it will have been flattering and veiled with all kinds of evasions, so that he will not pay willingly, much less easily relinquish Tansjoer, which he has had his eye upon for so long, and through the capture of which he was placed in a position to secure himself even further. These prospects make the further march of the Marathas to these lands certain and indubitable, although the Subah has stationed his entire force, which is estimated at 20 to 30 thousand sepoys and horsemen, supported by the English auxiliary troops under the command of Brigadier Smith, before the mountain passes, which for that reason have been very heavily entrenched, in order to prevent an intrusion. Thus, this will likewise not be able to happen so easily, or some blood will first have to be shed and the Marathas will have to master the strong artillery of the English; although the former, on the other hand, have to their advantage not only their superior numbers, but also the narrow passage situated in the south of the Mysore country, whither it is said a strong corps of 30 thousand horsemen has been detached from the Grand Army in order to penetrate from that side. Should this happen, which is indeed to be believed, the Subah could get caught between two fires, or else be forced to divide his currently united force to face the aforementioned corps, which will certainly turn directly toward the Tanjore country; for the chief concern of the Marathas is to manage the affair in such a manner that no misfortune of being massacred befalls the captive prince of Tansjoer or his brother. From this it is certainly apparent, as I have already said herefore, that the Marathas are in earnest, and once having penetrated, the Subah will have quite a task, and they will not leave these lands before and until they have restored the dethroned prince or his aforementioned brother to the Tansjoer throne, unless the Grand Prince himself might at times be seized by the desire to keep it for himself, which will be no wonder on account of the great advantages that this kingdom comes to yield and can further produce, and as such is the bride around which one dances. Moreover, the same will be no novelty, as the Maratha Empire that the present Grand Prince rules does not belong to him by inheritance, but his grandfather Madhavrao, who was only Prime Minister, dethroned the lawful prince descended from Sahu Raja on account of his effeminacy and bad governance, and since then brought the Empire to himself and his descendants, just as was done by Hyder Ali Khan in the Mysore country in like succession. 1053 Sieur de Boistel, who was here for a day a few days ago to conduct certain business, confirms that if the Marathas were to invade these lands, they will surely force the European nations on this coast to render them help and assistance, and whether it was not even better in such a case to condescend to this as far as possible, rather than having the lands plundered and ruined by those robbers, or being besieged and harassed by that nation; and although these are still only conjectures and opinions, they could nevertheless have consequences, though I nevertheless wish for the best and will at the same time hope that my answer to the letter of the great prince, according to what was noted in my recent humble dispatches of ultimo December last, will free us and the Honourable Company from all solicitations of that nature. Having perceived from certain circumstances that have arisen the displeasure conceived by Governor Falck concerning the promotion here of some officers under the Ceylon detachment, I could not refrain, regarding the differences of opinion between here and Ceylon, from respectfully submitting to Your Noble Honours that this did not occur without necessity, and thus was not done arbitrarily; for as soon as the resolution of 21 October 1773 was taken to cover the city from a formal siege or blockade, or sudden surprise attack, by means of a detachment outside the city, and thus to proceed to the division of the garrison, it was found that the officers on hand were not sufficient to command the posts inside the city as well as those for the detachment that had marched out and was posted north and west of the same, which, being divided into several posts and detachments, formed a line and covered it as required. Whereas a dispute has arisen between His Highness and the Dutch Company, both concerning certain lands and the recognition monies and elephants which the Honorable Company purchased from the conquered Prince of Tansjoer, Toelaja, which purchase His Highness mentioned in the heading hereof was unwilling to respect, but has desired that those lands, upon repayment of the monies paid for them, be returned, and that the redemption of the recognition monies and elephants, upon a like reimbursement of the money paid for them, should be annulled, and it was thus, after diverse conferences held on the matter, in consideration of the friendship and good understanding between His Highness and the Dutch Company which has endured for a very long time, resolved and agreed to satisfy His Highness in this matter; so it is that concerning this an agreement has been reached and the accord concluded thereon established in the following articles. Firstly: That those purchased lands, consisting of the Province of Kiervaloe and divided into eight Mahanams, namely: 1. of that same name 1. Chikel mahanam 1. Tervoer mahanam 1. shall deliver written proof into hands, showing that pursuant to this agreement the Lands of Kiewaloer, Tripondi and the Sea places Naoer and Topotorre have been ceded, and which proof shall remain deposited with the Saukaars, who have bound themselves for the aforesaid payment, for as long as or until the payment of the aforesaid contracted moneys shall be fully effected and liquidated, in order to subsequently be delivered to His Highness. Fifthly: The Governor and Council bind themselves for and on behalf of the Honourable Company that as soon as the Saukaar pays the first installment of 180'000. pagodas, they shall deliver to the said Saukaars the Jewels that had been in pawn, yet were redeemed through the purchase moneys of the aforesaid bought Lands, but nonetheless remained within the city and have since been secured; in return for which the Souba shall be required to grant a receipt for their reception to the Honourable Company, and thereby indemnify the same against all present and future claims concerning that matter. Sixthly: And whereas through the aforesaid contracted disbursement of what was paid for the Recognition moneys and Elephants, the redemption thereof has hereby been annulled, the Honourable Company therefore binds itself on that account to pay annually 3. Elephants, namely one tusked and two aliasses, along with 5000. pardauws in cash; to wit: The three Elephants shall be brought by the people of the Honourable Company into the Province of Triwaloer, and delivered there to the people or servants of the Souba, and the money or the aforesaid 5000. pardauws shall be paid here in cash to the person who is sent hither with the proper receipts. Seventhly: His Highness, on the other hand, shall permit the Dutch Company free and unhindered Trade everywhere in the Tansjoer Lands in such manner and form as took place under the successive ruling Tansjoer princes, and in addition confirm by a Cowle all the prerogatives or privileges granted and conceded by the aforesaid princes to the Honourable Company, and also order by a Tashrif parwana the unhindered transport of all cloths and linens, subject to payment of the limited half-toll, as well as the free passage of the Company's Servants, merchants and others with their Palanquins etc., precisely and in such manner as has always been in use; also to cause the Company's Lands to enjoy without the least hindrance the necessary upper water for the sowing etc. of the same. Eighthly: It is promised and assured on behalf of the Company that to His Highness himself, or to the son of His Highness who shall govern the principality of Tansjoer or to whom the Government thereof shall be entrusted, all such Honours shall be shown as it was customary to observe toward the princes of Tansjoer themselves, according to the ancient Customs; and which were only observed toward their own person, but not toward any others who only rule or shall hold governance there in their name. Ninthly: It is agreed and established that henceforth all persons, of whatever nation they might be, whether deserters or debtors of one of the two Contracting parties, shall upon discovery or upon reclamation be handed over and extradited at once, without any the least exception being allowed to take place regarding this. Tenthly: In like manner it has been agreed to surrender the four Elephants of the Candian prince present here, which it is said were to be sent as a gift to the dethroned prince of Tansjoer but remained behind here, and on which account His Highness, as conqueror of Tansjoer, maintained that they belonged to him, provided that His Highness shall grant a proper receipt for their reception to the Honourable Company, and free their Honours from all claims concerning that matter. Twelfthly: Since the surrender and cession of the aforesaid Lands as well as the annulment of the recognitions has taken place on account of the maintenance of the old friendship, and to prevent all alienation therein, it is stipulated and agreed that if His Highness should resolve or see fit to cede or surrender those Lands, and in particular the Sea places Naoer and Topitorre, and the Land of Tripondij to anyone, the same then should and would have to happen to the Dutch Company, and to no other foreign European Nation, nor even to any Native peoples, just as the prince Pretappa also promised and bound himself by writing of the 23.
