Again appointed as merchant for a one-sixth share of all that was assigned to this Chief Settlement for procurement is the native Ankim patawi Rama Naijker, as possessing the required means for it, to whom, as well as to the other five shareholders, at our session of 27 December last, was contracted out and assigned for delivery a number of 570 packs of various cloths and linens, at the last paid prices, except the Guinea common for Europe, for which in the Homeland Demand, as was specially demanded in anno passato, it was not known that it had to be according to the Sadraspatnam sample or weave, that is of 9 coenjang or bales, but the ordinary price was agreed upon and granted, namely for the bleached: p a/o 88. 22. 40. or ƒ 400. 4. 6., instead of the last paid price of pa/o 98. 17. –. ƒ444. 3. 12., and for the raw Guinea pra/o 85. –. –. ƒ382:10. —. in place of pa/o 95. 17. -. ƒ430. 13. 12., alongside which we also stipulated that what was accepted should be delivered by them in good quality and complete, with the further express stipulation that all that was left undelivered by them, the amount or sum thereof should be refunded in cash with an advance of 25 percent, besides exclusion from trade moreover for those who happen to make themselves guilty of a defective delivery of what was accepted; we seek by this precaution to prevent that they not only 982 continuation. Of the entire demand assigned to merchants, and for what reasons. first employ the received funds, or a part thereof, for their own benefit, and afterwards, or at the very last when the time has expired and being unable to obtain any linens, bring back the cash to liquidate their account, since some of these traders have left up to 2 to 3000 pagodas undelivered, but also thereby to remove all reasons for complaints and all sorts of exceptions concerning the smallness of the demands with which they repeatedly come forward whenever the contracting takes place. Regarding the subordinate factories, that which was assigned at Bimilipatnam, Palicol, Palliacatta and Sadraspatnam was accepted for procurement by the merchants for the last paid prices, except that at Palliakatta there again remained unaccepted the Bethilles Ternatanes in kinds, and ginghams under-breeches checkered, as well as the Cambays with Sarassa headers for Ternate, for reasons mentioned in the servants' advices of 6 March 1772 and 20 January 1773, mostly or entirely amounting to that which we had the honor respectfully to communicate to Your High Nobles in our advices via Ceylon of 15 January 1772 and 16 October 1773 per the ship Den Tempel; those servants further communicate that the entire demand for the present was assigned only to the three partnerships of merchants of Ragoer wengatarama Chittij, Moelingna Rawana appa Chittij, and Sjalladoe Condaija Chittij, because the shareholders of the fourth company 983 of the recently deceased merchant Ekoeloo Gobaal Chittij were so divided among themselves that the servants had not the least hope for the present to see the interests of the Honorable Company observed with that zeal and attentiveness as well ought to be done. 984 Regarding Sadraspatnam there is nothing to remark. How much remained undelivered at Paliacatta. On the other hand, at Palliacatta there remained undelivered 31 packs for Europe and 21 for India, whereas if these, or the former, even if it were only half of them, had arrived and could have been sent with the return ship, it would have greatly served to bring the value of the cargo of that vessel nearly up to the sum of nine tons stipulated by Your High Excellencies, whereas now, due to a lack of fine goods, the ship had to be filled with coarse goods; while the chiefs regarding the non-fulfillment of those bales state in general terms that the missing or the undelivered quantity had indeed been brought in most amply, but because of their poor quality they were rejected during sorting as unacceptable, and the 4 packs of checkered gingham undergarments, mentioned in our latest advices of 16 October last, were also left unfulfilled following the remark made by us regarding the price increase they added to it on their own private authority, as this could not take place without the special qualification of Your High Excellencies. item at Portonovo. remark regarding this above this Main Office of 79 packs, is principally due, partly to the poor condition of the cloths which had to be rejected for that reason, partly because of the failure to deliver a portion thereof, which the merchants allege could not be brought over from the weaving villages because of the disturbances that have arisen in Tanjore. Concerning that of Portonovo the situation is also similar, but since, as stated regarding this, a large portion of the linens of those contractors still lies unsorted at Portonovo, which arrived too late or only after the close of navigation to be transported here, there is no doubt that the aforementioned missing quantity will come in approximately. 985 Concerning Palicol, the chiefs declare regarding the 7 packs of Guineas, Company's old sort, 3 packs of fine Salempores, 3 packs of ordinary Salempores, and 1 pack of ordinary dungarees with red heads, which remained undelivered there, that this, according to the statement of the merchants, was to be attributed to the fact that the first and last sort, especially the first, being a very old sort with the Honorable Company, the demand for it this year was as large as ever, and the weavers had declared that in former times they could well have delivered for the price which was still being paid for it at present, but not now, due to the times worsening day by day and the increasing expensiveness of everything, and thus had no profit from it; therefore those weavers could only with very great difficulty be persuaded to weave that sort of goods and be kept at work; just as difficulty had similarly arisen regarding the fine Salempores, because of the large collection which had been made this year by the English, for the reason that they, being the dominant nation in those regions, their collection had to prevail over that of the others, and further adding as an impediment the poor quality of the cloths being delivered, on which account many of them had to be rejected. 986 Regarding the 47 packs that remained undelivered at Jaggernaijkpoeram, among which well over half consists of colored or patterned goods, the chiefs attribute this to the considerable collection and purchase that has taken place over the past three years by private individuals, to such an extent that it was unprecedented, and therefore had not without reason caused them to fear a further decline in the quality thereof; moreover, the weaver, seeing his goods collected so eagerly by private individuals in his own province, cared considerably less than before about the delivery for the Company's merchants, who, due to the great distance, being situated more than 60 hours southward from Jaggernaijkpoeram, could not exercise sufficient oversight. and for what price, to which one refers regarding where the sloops and vessels winter, how much the revenue for stamped paper amounts to. to relieve ourselves as best as possible of this nuisance, which through longer detention was likely to cause more and more trouble, as there was no other way out with it, have sold it for an amount of 2200 new Nagapatnam pagodas or 9166. 13. 6 guilders, to be paid half in cash and the other half through the delivery of caliatour wood. Regarding the expenses account, it refers. The charges and expenses account item. Regarding unusable and unserviceable goods, we likewise find no material worthy of being treated to Your High Noble Worships' revered attention, wherefore we take the liberty to refer ourselves to the successive resolutions passed on that account on 2 February, 16 June, 24 July, 20 August, 28 September, and 16 October last. The account of the Stamped Paper for the concluded financial year 1772/3 was, upon examination, found drawn up and treated according to regulations, and the amount received for it of 371. 11. 40 pagodas, or 1671. 13. 2 guilders, has been counted into the treasury. Regarding the sloops and smaller vessels belonging here, we have had the sloop De Walvisch winter to the north in the River of Coringi, and the other four sloops De Papegaaij, De Nagtegaal, De Anthonia Dorothea, and De Poeijoer, as well as the pantjalling De Goede Verwagting and the thonij De Johanna Maria, all at the end of or towards the expiration of October last, having returned here from their voyages to the north, were sent with the Company's cash, spices, linens, and other effects to Jaffanapatnam to be secured there on account of the troubles that have arisen here; which have also all arrived safely there, except for the sloop De Nagtegaal, which, having discharged the goods it had carried at Caits, and striking a reef while sailing into the river there, sank up to its deck owing to a plank springing loose. Accident that befell the sloop De Nagtegaal. Little hope for its salvage. Renewal of the request for two sloops, even for one or two more. When this unexpected accident was reported to us, the Jaffanapatnam servants, by the means they applied to the salvage of that small vessel, had hope of preserving it, but according to the report received these days, there appears to be little or no likelihood of that, since, having sunk and become wedged between the reefs, the lightening of the same was made impossible, by which loss we, to our regret, come to be even more at a loss for the necessary vessels; we therefore take the humble liberty not only to renew hereby our request made by letter of 10 September last for two sloops, but also that it may graciously please Your High Noble Worships to add another one or two sloops to our aforementioned demand. Through the large distribution the stock of grains has been considerably reduced, and through the dearness no purchase could be made thereof; thus one relies on nothing other than maritime supply. The stock of grains has been considerably reduced, both by the larger distribution that had to be made to the garrison, which has been remarkably enlarged by the Ceylonese auxiliary troops and the admission of sepoys or native warriors, and because of the scarcity and dearness of grain which was experienced here throughout the entire past year, no purchase thereof could be made; and since the invasion and conquest of the Tanjore Kingdom, the dearness thereof has increased to such an extent that thousands of people have perished and been reduced to beggary, and there is also no prospect of improvement and of things becoming cheap, as through the troubles not only have most lands remained uncultivated, but also the foujdar has determined and ordered to sell the paddy no higher and also no lower than two measures per fanam, whereas previously, when paddy was exported from Tanjore, one was able to buy and obtain here in the city in a good harvest 4½ to 5 measures, and in a half or three-quarters harvest 3¼ to 3¾ measures, but now through that regulation no export will be able to take place, since the boyis and others cannot possibly do so, because they will have no profit but only loss on it, and moreover through the scarcity that exists in the country, everything that comes from the field will be consumed even by the inhabitants and the army people; thus nothing remains but to rely on a good supply by sea.

However, the servants of Bimilipatnam give us little hope for that, because of the excessive drought that prevailed there the entire month of October, causing grain to rise to a very excessive price; and according to reports received, one also has little to expect from Bengal, as the English Government, fearing a poor harvest due to a lack of timely rain, has forbidden its export, all of which we hope and heartily wish may change for the better. 1015 already obtained authorization thereto in the year 1769. what purpose the same serves and how construction undertaken of a battery of sods there during the recent troubles. construction of a battery between the outer city point Hollandia and the sea, of which the sandbank lying between the two having grown to approximately 1080 Rhenish feet, constitutes a considerable open plain, and thereby the city on that side lies entirely exposed and open, for which reason one already in the year 1768, according to secret resolution of 27 December, deemed the construction of a redoubt there very necessary, and this having been respectfully brought to the attention of Your High Nobilities by secret missive from here of 3 April 1769, Your High Nobilities by venerated letters of 25 April of the same year, were pleased to approve the same, in order thereby to cover the city as much as possible against a speedy and unexpected surprise attack, which otherwise can happen very easily, and in order to resist the enemy there, the greatest part of the garrison or force moving thither, the remaining posts would have to be uncovered or weakened in men. While through that movement to which the enemy can force us, on the other side, at that weakened place, they gain a free approach; from consideration of which danger one also, during the recent disputes and dangerous condition in which one found oneself at that time, partially constructed a battery of sods and earth, with two tiers of artillery on its left flank and one ditto on the face, so that the same, with 12 pieces of cannon, which this opening 1016 costs according to the calculation request for order for its completion. Concerning the dilapidated state of the fortifications. necessity to [illegible] defends the opening, and sweeps the point Hollandia as well as the roadstead, and 4 pieces of cannon on the right face, commands the mouth of the river and the beach along the right side. From the junior merchant of the same title, looking forward to a favorable reply, who has furthermore requested of us in the meantime to be discharged from his aforementioned duties, which having been granted at our session of 27 December of last year, we have assigned those duties, until it shall have been disposed of by Your Right Honourables, to the acting secretary Willem Duijnevelt; who, as well as the Assayer Iacob van Tessel and the Porto-Novo Resident Nicolaas Tadama, according to their petitions accompanying this in deference, solicit those offices with much humility from Your Right Honourables; and this having given cause for further petitions, the sworn clerks Abraham De Veer, Cornelis Obdam, and Iacob Simons make so bold as to humbly implore Your Right Honourables' precious favor in the same manner; the first that, in view of the requested discharge of the said Pietersz, he be gratified with another post in case of a vacancy, the second be favorably considered in case of any upcoming opening in the secretariat here, and the last likewise be favored with an employment in case of a vacancy.
