The 5th of December 1772. charged to this Government among others by the Bengal ministers per invoice of the 25th of August of the past year, and the amount of f 105: 6. —. counted by him into the treasury here for his share as First Warehouse Master of Houghly in the out-turn compensation for 93 lb of Cloves and 13 5/8 lb of Nutmegs, which were found deficient above the permitted allowance on the parcels sent to Patna in November of the past year; citing that, since the weighing of those spices to the Adjutant van Amelungen, who transported and escorted them to Patna, was done amply and in good condition, as well as to his satisfaction, the shortage must solely be ascribed to the drying out of the same by the continual dry winds during the long journey from the said office to Patna; so it is, after the reading thereof, approved and understood to present respectfully the said request with the outgoing advices via Ceylon to Their Right Excellencies, and to request Their Excellencies' favorable disposition thereon. On the other hand, it is approved and understood to dismiss the petition made by the Tandil of the dhoni Johanna Maria to be exempted from the compensation imposed on him of 60 Parwas of paddy, which he fell short on the cargo of 2000 parwas conveyed to Palliacatta beyond the permitted allowance, without him being able to provide any valid reasons for the cause thereof; consequently, granting it would only give rise to more such requests, and he is therefore still to reimburse the Honorable Company for the amount thereof, being pag: 9: 9. —.; yet considering that he is a needy person, it is understood to retain half of his earned wages, or 1 1/2 pagodas per month, toward the payment of that charge, and after full receipt thereof, to withdraw the warrant issued for it. Since no paddy has been brought in from the country for several days, whereby the scarcity thereof has increased to such an extent that the common people began to suffer great want, it was approved and resolved, upon the proposal of the Governor and the request made to His Honor to that end, to have 5000 parras of paddy supplied from the Company's warehouses, to be accounted for again to the Honorable Company at 3 1/8 [illegible] per fanum. 5 December 1773. Upon the received nominations from the Civil Council of this city for a double number of native members, in place of the discharged Moor China Segoe Marcaiar, and the fellow member appointed as interpreter of the said Council, the Roman Catholic Sjaudwerij Moetoe Poele, it was resolved to elect in their stead the Moor Miera Lebbe Marcaiar in place of the first-mentioned, and the Patnammer or Roman Catholic Anthonij Moettoe Sambanettij in place of the second-named. Concerning the affairs and interests of the second mentioned office of Sadraspatnam, it is understood to approve the contracts concluded there with the merchants for the delivery of the linens on the requisition of the year 1773 falling to that factory, received alongside the letters from the chiefs dated the 14th of November last, as they were found upon review to have been arranged according to order, and it was also deemed appropriate to insert them herein. Contract of tendering for the year 1773, on behalf of and on account of the General Dutch Chartered East India Company, by order of the Right Honorable Reijnier van Vlissingen, Governor and Director of the Coast of Coromandel with its jurisdiction, together with the Council at Nagapatnam, entered into and concluded by the merchant Willem Blaauw, head, and the bookkeeper Mr. Jacob Pieter de Neijs, second in command at the office of Sadraspatnam, with the merchant Goendhoer Baalchittij, as follows: First: by the said headman there has been deposited into the fund the sum of 5000 pagodas The 5th of December 1772. in order to invest and further invest with the monies on behalf of the Company; he promised to continue and promote the procurement of the cloths with zeal and vigor. The 5th December 1773. to authorize expense accounts merchandise as closely as possible to satisfy Fourthly: He remains bound to surrender, according to their value, the cloths and linens brought by him of lesser length, width, and quality than required by the demands; just as he binds himself in particular to surrender likewise to the Honorable Company, according to an appraisal to be made thereon, all the linens that do not contain the full width, but are found to be too narrow. Fifthly: In case the cotton and yarn during the procurement should drop in cost, and foodstuffs become cheaper, the merchant binds himself to reduce proportionally the prices of the cloths and linens not yet gathered before that drop, and likewise also the dyeing wages of the blue cloths, if the indigo should happen to be cheaper or easier to procure than that bought up to now; on the other hand, if the aforesaid crop, spinning, and dye materials significantly increase in price, such that it is found to be impossible to complete what has been contracted for or to procure what is still lacking at the agreed prices and dyeing wages, the Company shall accommodate him, or he shall be free to cease further deliveries. Sixthly and lastly: For the trading of indigo, he shall be assisted on behalf of the Company with the necessary cash according to the custom here at the office, provided that he immediately reports and states the purchase prices of the lot to be bought by him, and presents what has been brought in, so that one may be assured that the money provided for it has effectively been spent on the mentioned dye material. Of this Contract, six identical bond instruments have been made and signed, three thereof in Dutch and three in Malabar, of which one set in Dutch and one in Malabar shall be sent to the main settlement Nagapatnam, a similar set shall remain at this office, and the third shall rest with the merchant. The 5 December 1722. it was agreed to inform Palicol that, whereas according to what was noted in the Resolution of 7 November last, the disputes that had arisen between the English chief and the weavers in that vicinity had been settled, this gave well-founded hope that, all obstacles regarding the cloth trade being thereby removed, the collection of the cloths to satisfy the Asian and Indian demands would proceed undisturbed and in good quality; and furthermore to express this government's surprise at the continued absence of the final accounts settled with the merchants, which the chiefs in nearly all their letters concerning that subject had attested and assured that they would send over, and which could also have been done long ago because, the demands having already been fulfilled beforehand, their authorization had been requested and also granted to proceed with the collection of cloths to fulfill the new demands, but of which and of what had been promised from that assumption nothing had yet materialized, thus causing the government not without reason to fear that trouble is yet to follow, and from the absence of those accounts it had to be assumed that more money had already been advanced to the merchants than they were able to deliver in textiles against the expiration of the trading year; however, hoping for the best, it was decided to await the final accounts, without which one could not judge the matter with any certainty. The Resident of Cuddalore was, upon his three letters of 22 and 26 November last, authorized to repair the damage caused to the lodge there by the extraordinary downpours and the flooding caused thereby, provided that he should first send to this government a specific calculation of both the materials and the labor costs that would be spent on its restoration, with the instruction that the revetment of the lodge in lime and the copper-works must be dispensed with, since it was no longer necessary as no collection of textiles takes place there anymore, so that the packhouse could henceforth be prepared elsewhere or in one of the rooms of the lodge; furthermore, the raising of the earth against the foundation in front of the lodge was approved, in place of what was washed away, provided that as little as 17. Upon an extract from the judicial roll of the honorable Court of Justice of this castle of today's date, it having appeared that the insolent conduct of the marshal here, Paul Paulusz, against the fiscal of this capital, notwithstanding that concerning his entirely improper and disrespectful behavior previously committed against and around the said officer he had been pardoned for the last time in the expectation that through that lenient treatment he would desist from his offensive and capricious way of acting and remain within the bounds of his owed duty and respect, but instead of that proceeding from bad to worse, the said Court therefore, to prevent all further difficulties, having demoted him from his aforementioned service of marshal subject to the approval of this Government, and having nominated in his place again as such the gunner Herman Hendriksz; So it was, upon the proposal of the governor, made by circular inquiry by order of his Honor through the First Clerk of the Council of Policy, approved and resolved to approve the said demotion, and to let the said Paul Paulusz step back to quartermaster at 14 florins, as he had been before, and in his place to appoint again as marshal the aforementioned nominated gunner Herman Hendriksz, with the addition of the salary attached thereto of 20 guilders per month under a new contract of five years. The Porto Novo merchants having arrived here according to custom from there, in order to contract over the new contracting of the demands of that factory for the coming year, to the number of 136 packs of various cloths, the governor showed the meeting that the indebted merchants Masulamany Chittij, Waytinada Moetoe Chittij, Taaboe Naijker, and Rengasaaij Chittij, as well as Sjiras Jodambara Moddellij, had collectively paid on their old debit a sum of 1028 florins 16 stuivers or 104 pagodas 4 fanams 21 cash on the owed 4 percent on the advances made to them, but that his Honor had now agreed and settled with them to pay 6 percent instead of 4 percent, and of the demanded 35 packs of ordinary bleached guinees, 18 bales should be delivered at the ordinary price of 16 pagodas 12 fanams and a half or 389 florins 6 stuivers 14 penningen and the remaining 17 ditto with an augmentation of 8 percent, as had been granted to them since some years; and that furthermore the merchant of the honorable Company at this place Tieroemenij Chittij had interposed himself as surety for the merchant Waijtinada Moetoe Chittij, both for the monies to be issued to him for the delivery and for his entire debit to the honorable Company still amounting to 7450 pagodas or 33525 florins, until the same should be paid, and on that account the said debtor, as long as his debit lasted, should have a share in the delivery in the demanded cloths of that factory, with the understanding however that if it should happen that before that debt was cleared Porto Novo were broken up or the said debtor should happen to pass away in the meantime, that surety should then also cease and lapse, because he could not hold himself accountable for such an important sum in its entirety, since for its clearing there was no other prospect than the contracting and collection of cloths. 29 The 26th of December 1772. Cloves to Ceylon and why. Regarding the shipment of 1500 pounds made by the Secunde of Palliacatta, Hendrik Scossien. Whereupon the Lord Governor gave notice to the meeting that, upon the expressed embarrassment for cloves by the Lord Governor of Ceylon, Falck, and a request made by His Honour in his private letter of the 9th of November last, to be assisted with 3000 pounds, or if only half thereof, with the promise that as soon as relief was received there, or the extra demand made for it, he would return the same in the month of April next coming, or as much earlier as it shall be possible; His Honour, in consideration of the urgency with which that request had been made, and also because the subordinate factories, according to the latest received memoranda of the remainders, were still reasonably provided with that spice to keep that trade going until the relief obtained from Batavia with the expected ships, had therefore from the stock here, amounting to 3000 pounds, sent half, or 1500 pounds, with the thonij De Johanna Maria through the Manaar Straits to Colombo; whereof it was resolved to make note in these minutes, as the members have fully concurred therewith. Resolution for 3000 paras of paddy. The scarcity of provisions, especially in paddy and rice, which increasingly began to rise in price and grew day by day due to the flooding of the lands on account of the heavy, continuous rain that had fallen since mid-October until the beginning of this month; whereby the greatest part of the crops that had stood in the field having been washed away, there is no supply of grains, so that the poor congregation and residents of this city came to suffer great want; it is thus, upon the proposal of the Lord Governor, approved and understood, besides the 5000 paras of paddy supplied according to the entry in the Resolution of the 5th of this month, to supply another 3000 paras from the stock of the Honourable Company, to be sold to the needy and suffering people at 3¼ measures per fanum, in order to prevent famine, with which the Honourable Company's provender would otherwise be burdened. Request of the Secunde of Palliacatta, Hendrik Scossien, granted to travel here, in which matter. A request being made by the Secunde of Palliacatta, Hendrik Scossien, to be allowed to come over here for a short trip, in order to demonstrate to this Government in person his inability to provide the Honourable Company with any security for the amount of the assessment regarding the Palicol chintzes sold at a loss in Europe, mentioned in the resolution of the 25th of June of this year, and to see whether any means could be devised to satisfy the desire and order of this Government for the indemnification of the Company in that regard; it was deliberated thereupon that, although his coming here could effect nothing in his favour, since the Government could bring about not the least mitigation in that matter, and he himself would also not be able to provide guarantors, because no one will want to bind themselves as such, and for that reason he has already mortgaged his house for his former service as Chief of Palicol under the Honourable Company, and it has remained as such for his currently serving office; it is nevertheless approved and understood to consent thereto in case the Chief, the Honourable Philippus Jacobus Dormieux, judged that the presence of the said Secunde could be spared there for some time; but since the Government suspected the contrary, on account of the reports coming in from all sides of the march of the Marathas to these lowlands with a numerous army, it is approved and understood first to request the advice of the said Chief before allowing the aforementioned Secunde to enjoy that permission to come over here. Notice of the payment of 5000 pagodas by the Tanjore prince. Furthermore, notice was given by the aforementioned Lord Governor to the meeting that, of the moneys lent on three different occasions to the Tanjore prince, 5000 pagodas were paid these days from the harvest of the pawned lands of Kowaloer, upon the receipts granted thereof by the Cashier; whereof it was understood to keep note in these minutes. Opening and reading of a packet of Batavia papers brought by the ship Zuijdbeveland from the Indian capital to Colombo, and received here this morning from there via Jaffanapatnam; and found therein Their High Excellencies' revered missive of the 31st of July of this year, along with the annexes noted therewith. Upon the receipt of which it was approved to give reverent notice thereof in the advices being prepared to be dispatched via Ceylon, and to that end addressed both to the lords and masters in the Fatherland and to the aforementioned Their High Excellencies at Batavia, now read, summarized, approved, and signed; and further resolved to dispatch the same by the catamarans prepared for that purpose, as soon as the still missing trade and other papers—which, due to the late receipt thereof from the north, for which one had to wait some time, though the settlement of the Palicol merchants is still lacking, could not be fully completed—are ready, and to that end to make all haste. On the occasion of reviewing the aforementioned advices, the Governor submitted the petition presented to His Honour by the secretary of this meeting, Willem Duijnevelt, addressed to Their High Excellencies, the Supreme Indian Government at Batavia, requesting that, with ample time of expiration and other reasons alleged therein, he be promoted to Merchant, or otherwise honored with the title and rank thereof; which was agreed to, with a favorable recommendation alongside the aforementioned advices, in which the Governor had already inserted an entry, to be offered to the most esteemed Their High Excellencies.
