109 That she has borne no excessive expenses in the employment of these smacks, since in those periods when the Company's ships were unloaded and loaded at this roadstead, the aforesaid vessels constantly served to convoy some vessels of the brokers to Bhavnagar. In April it had to cruise on the roadstead against the Cooly Pirates, for which reasons the escort granted to the ship having sailed in the name of the Second Sluijsken, destined for Mocha and Jeddah, has caused no expenses to the Honorable Company. Having granted the convoy to the merchants to Bhavnagar, it cost the Company uniquely 76 Ropia from the 25th of April to the 17th of May, and that on the grounds that it was outside the ordinary shipping season. But the smacks were never cruised upon the return of the previously recounted ship from Mocha and Jeddah, although by Resolution of the 16th of August 1770 it was indeed permitted to bring about these expenses. The 14th of March 1770 the smack De Verwagtinge served to convoy the ship of the Second Sluijsken, the same having been purchased as the specification shows, occasioned by provisions and such equipment goods as had belonged to the wrecked vessel, and were running along on the books without money, which in the building of that vessel was charged to the account of the Company no more than the sum of what was essentially spent and consumed on it; we hope that this will acquit us of all negligence and will demonstrate to your Right Honorable Worships our faithful zeal in her service. We have furthermore seen under this main section of ships and vessels, not without surprise, for what use the latter mentioned of the vessels against the time have been employed from time to time. On the 21st of April 1769, the horrys De Hardlooper and De Lastdrager having, for pressing reasons, as the ministers say, been lent to Mr Price, and have made a trip to the North for that gentleman, from where they returned in the beginning of May. Their High Mightinesses, by their very same venerated letter of the 18th of August of this year, having pleased to order us to send an accurate account of all the expenses borne by the Company in the varied employment of the aforementioned vessels, the Chief Administrator presented an account or report thereof at our meeting of the 18th of November, showing that the Honorable Company, in lending these horrys to Mr Price, has borne and paid Ro/a 94. The lending of those horrys to Mr Price, Your Honors have disapproved, with a recommendation to the ministers to manage such complaisances as much as possible, but on the employment of the smacks no remark seems to have been made by Your Honors. It makes nonetheless, with regard to the Company, no difference whether her vessels 110 have been employed for the private use of an English chief, or that the same have served to convoy those of the Company's servants or of other private merchants; in both cases the Company has no benefit from her vessels, bears meanwhile the costs caused by the use of the same, and runs at the same time the risk of losing those hulls by storm or otherwise. We could even sooner pass over the lending of the horrys to Mr Price than the aforesaid employment of the smacks. From the former, the Company could to some degree at least promise herself something, considering the broad statement which the present ministry has made of the great friendship and benevolence which the aforementioned Mr Price has testified to have for the Dutch Company, and which has come into such great consideration with Your Honors, that Your Honors solely on that account, in favor of the Jew Elias Abrahams, have taken the disposition treated in our rescription of 25th September 1770. But from the convoying of the ships or vessels of private individuals, the Honorable Company has nothing to expect but damage and disadvantage. Having taken the liberty in our respectful letter of the 25th December 1768 to represent to Their High Mightinesses how we are often unable to decline such requests on account of the great power of the English here, and that such refusals can often occasion, if not remarkable disadvantages, at least a great delay in the progress of her affairs, we hope that these reasons will also meet with the high approval. We do not in any way approve, however, of the complaisance which the ministers have had for the aforementioned Mr Price. The Company finances and maintains her vessels not to have use made of them by others.

101 We have also until now found no evidence of the mentioned benevolence of the English chief, which might justify those complaisances, but above all we cannot permit the Company's narrow-beamed vessels to be employed as a convoy for private vessels, and thereby be exposed to the danger from which one seeks to secure those vessels by means of that convoy, which may find the approval of our highly esteemed paymasters, while we shall not fail to decline all such friendly favors as much as possible. And we hope that Your Right Honorable Worships will favorably accommodate us regarding the employment of the Company's narrow-beamed vessels for the protection of private vessels belonging under their jurisdiction, as we have done nothing therein other than what has always been in continuous use here, the necessity of which was so clearly demonstrated by the late Ordinary Councilor Schreuder, and which is nevertheless impossible to abandon without losing all merchants, and making the English the sole and absolute masters of our trade, as they will then have it in their power to extort such escort money from our people as their interest shall dictate, to the complete oppression of our trade, besides other manifold inconveniences. Lastly, in concluding this matter, we must note that no copy of the separate letter from the ministers dated 14 April 1740, nor of the writing attached thereto, has come into our hands, whereby we have been rendered unable to judge the matters treated in that writing. Your Honors must therefore still send those copies to us. And since we experience more and more that the servants, both at this and at other offices whose duty it is to provide the necessary papers for the Netherlands, remain negligent therein, and in view of our repeatedly shown displeasure, Your Honors shall not only note this, 112 and obey strictly, in the hope of a favorable indulgence in case one might have been negligent in that regard. To this order, one shall henceforth further recommend the dispatch of the papers for the Netherlands, but at the same time attach a pecuniary fine to it, to be forfeited by those who shall be found guilty of dereliction of duty in this respect. That is, unless one would often decide either to withhold the entire requisition for the Fatherland or a part thereof; for, not counting the endless and even sometimes insurmountable troubles one has in obtaining the raw linens for the Fatherland at the bazaar earlier than the beginning, middle, and so on until the end of the month of November, and subsequently getting them from the bleaching grounds before the middle of December, we almost always encounter at the dispatch of the ships such oppositions from the various regents of this city, who usually postpone their unfair demands until the moment our goods must be stamped and shipped. While we may not conceal from Your High Excellencies our well-founded fear that we will henceforth be incapable not only of sending any cash, but even of obtaining sufficient monies for the purchase of the returns and the daily household, in case the sale of spices does not increase very considerably, since the small quantities of sugar and copper brought here, together with the remaining quicksilver and camphur, are by no means sufficient therefor, even if one had the good fortune to collect so much of the debts of the brokers that one could pay off the negotiated monies therewith. Regarding the return, demanded by Your Right Honourables, of such equipage and ammunition goods as were sent hither in the year 1720 for the construction of a new smalschip; having approved at the session of 27 October to have the equipage overseer state and report which of those goods were required for the equipping of the aforementioned recovered smalschip De MosselSchulp, which were used for the service of the remaining vessels and in the housekeeping, which were required for the rigging of the two new covered horrijs being made pursuant to the resolution taken at the meeting of 15 June (of which one is now already completed and in service), and which were and would remain as a remainder; the same subsequently submitted, in compliance thereof, such a report as has been entered into the resolution of 18 November following, and we have the honour, pursuant to our decision of that date, now to send back to the headquarters: 14 pieces of iron cannon of 3 lb 2 metal culverins of 3 lb, and 16 iron-mounted gun carriages of 3 lb with their blocks, wheels, and linchpins, while the remainder specified in the aforesaid report as required have been retained here in the hope of a favourable interpretation. We further take the liberty most obediently to elucidate to Your Right Honourables, in reply to what was ordered by Your Right Honourables regarding this matter, that all the equipage, ammunition, weaponry goods, etc., supplied to the aforementioned Mosselschulp at the time of its equipping and restoration, and listed in the specification inserted into our resolution of 8 December 1712, have already been entered into its inventory and the books according to orders, as well as remaining under the accountability of the equipage overseer; and that with the requested write-off, one merely denoted such expenses in cash and provisions from stock as belonged to the repair, were paid and used for that purpose, and thus could not be accounted for further; while we humbly request Your Right Honourables' pardon for the failure of not having properly made this known. Please be pleased, Your High Excellencies, nevertheless favorably to consider that, with regard to the employment of the small vessels for convoying the craft of the brokers and other Company servants and dependents, we have done nothing other than what has always, from ancient and uninterrupted times, been granted to them here. We therefore most humbly request to be permitted to continue doing so, since the merchants and brokers would otherwise be compelled to request convoy for their vessels from the English gentlemen and to trade under their escort and flag. The consequences thereof would be very disadvantageous, as our competitors would thereby also obtain the opportunity to determine and collect the convoy fees at their pleasure, to grant escort when they see fit, and also to make themselves masters of our trade in this regard. Besides which it is certain that such necessary conveniences for the merchants cause little or no expense to the Honourable Company, because most convoys are requested and granted at those times when our small vessels must always cruise off and on the roadstead anyway. Under respectful thanks for transmitting a list of the Moorish seamen, both in Batavia and elsewhere, who are still living, and requesting that this may be continued annually, we have ordered the pay-bookkeeper to ensure that with each of the currently arrived ships the required number of 150 healthy Moors qualified for sea service are dispatched. Thus with this bottom [illegible] heads are sent over, who we cannot doubt are all capable of their duties, as we did not fail to hand over to the skippers, according to custom, an extract from Your High Excellencies' much-esteemed missive of 2 August 1751 containing the order to return any Moorish seamen found to be unqualified. Furthermore, most humbly begging Your High Excellencies' pardon concerning the differing statements of the brokers' debts in our respectful reply adapted to the Patria Extract of 2 October 1721, where the same are stated at ƒ 101286:-, and in our humble letter dispatched to Your High Excellencies under date 21 December 1772, where they are stated at Rups. 154430: 2:-, we take the liberty in that regard to elucidate to the same that this error was solely caused by the fact that in the aforementioned reply special mention was only made of the old debt, which was left behind by the Right Honourable Gentleman, Extraordinary Councillor Serff, of blessed memory, and had since been reduced to the aforementioned amount of ƒ 101236:-, with this addition, however: that against this, one had also been compelled again to credit the merchants on their new account; whereas with the letter a full account of the debits of both the old and new accounts was provided. Notwithstanding that our only aim has always been, and will ever remain, to direct all our actions to the greatest benefit and advantage of the Honourable Company, and in so doing to continuously earn the precious pleasure of our high superiors, we nevertheless find ourselves compelled, with regard to our resolution of 30 October 1772—namely, not to deliver any merchandise to the brokers before its amount has been brought to the money-changer—and the declaration made thereon by Your Excellencies of being pleased to permit that this method be brought into practice for the future if feasible, most respectfully to report how subsequent experience has shown us, as was also predicted at the time the aforesaid resolution was taken, the impossibility of ever maintaining this in practice. Considering that the merchants will never submit to such obligations, except in times of great demand and because they can succeed with no one else; but should these conditions lapse, it is naturally to be expected that they will always prefer to turn to those from whom they can obtain the same goods on credit. And it is for that principal reason that, in order not to see all the merchants suddenly drawn away from our side and the already very languishing trade thereby brought entirely to a standstill, we were indeed forced at the session of 11 May last to abandon the aforementioned decision again. And although it was then decided to let this deviation take place for no longer than the space of 3 or 4 months, in order to enable the brokers to bring in the so urgently needed funds, which, however, as appears from what was previously stated, still had to be negotiated, and thereby to keep them under the impression that we intended to persist with the first-mentioned decision, we were nevertheless compelled, for the aforementioned reasons, to silently concede further. We shall nevertheless not fail at this time to do everything in this matter that might be in any way possible and will serve the master's best interest, as well as to leave nothing unattempted to gradually reduce the debts of the brokers and thereby finally bring those accounts onto an even footing; although the awareness that the numerous bankruptcies and the universally known poor state of affairs of Souratta and its surrounding lands render these people entirely unable to settle their debts so directly is not a little hindrance to us, while by means of force one would sooner lose than gain, since their credit, which absolutely must be maintained, would thereby be broken even more.

It has served to our particular satisfaction that the prices negotiated in anno passato for the powdered and candy sugar, as well as the soode many, have given Your Right Excellencies the desired pleasure, and we live in hope that the sale of the Japanese bar copper on the 6th of January of this year at Rop: 51: 20: per 100 pounds net, or with an advance of 140 per cent, will also not have been disagreeable in consideration of the distressed conditions of the times. But since, after the dispatch of our oft-mentioned General Description of the 30th of April, as appears from the communication in our respectful letter of the 1st of October, no acceptable prices were offered for the camphor and the quicksilver, at least not equal to the limit set thereon by Your Right Excellencies, we have not dared to dispose of them, but have allowed them to remain in the Company's warehouses until we should be strengthened in that regard with the further orders of Your Right Excellencies. Meanwhile, with respect to the demanded elucidation, we have the honour most obediently to reply: that at this office, according to an established custom, when forming the demand, such merchandise as has not yet been sold to the brokers is always stated in the column of the latest arrival, and not in that of the remainders, and that this is also the reason why, in the demand dispatched under date of the 12th of December 1772, the Japanese copper, the camphor, and the quicksilver unsold at that time were likewise dealt with in such manner. 123 The extract from the Patria missive of the 25th of October 1764 cited by the Right Honourable Lords Majors and Your Right Excellencies, whereby it was said to have been ordered to send annually, both to the Netherlands and Batavia, an accurate account current of the sugar being sold, is nowhere to be found here at the secretariat, and thus the same having perhaps by mistake remained among the papers of the Honourable, the Valiant Lord Extraordinary Councillor Senff, we have been unable to comply with what was ordered in that regard in any other way than to direct our Head Administrator at the session of the 27th of October to prepare such required accounts to the best of his ability. And as he then also, in our further meeting of the 16th of November, submitted a report together with 8 pieces of accounts of the sugar sold here since the year 1765/6, in which it is assumed that the aforesaid extract would have arrived here, up to 1772/3, we have the honour most humbly to offer the same herewith to Your Right Excellencies, while the duplicates thereof are being dispatched with the bearer hereof via Ceylon to the Patria. But we most humbly request Your Right Excellencies that a copy of the aforesaid extract may be sent hither at the first opportunity, in order subsequently to serve for instruction and dutiful observance. While offering respectful thanks for the sending of the requested merchandise, and what more, as far as that was possible, and giving assurance that all our care will constantly be directed toward disposing of the same in the most advantageous manner; whereto, however, before the departure of the bearer hereof, there was no possibility, as the brokers thus far have not been willing to proceed to offering any such prices as we think tenable and agreeable, we take the liberty further to elucidate to Your Right Excellencies that according to the contracts concluded when holding the tenders, never more than 1½ per cent invoice charges have been credited on the goods brought by water, and that if such should stand noted with 2½ per cent in the resolution of the 21st of March 1742 and the contract incorporated therein, the same must notoriously be a clerical error, as in the originals kept here nothing more than the first-named amount is noted, while we humbly request excuse for the aforesaid mistake. 124 With respectful reference to that which was stated regarding the displeasure felt by the Lords Majors concerning the increase of 4½ per cent granted on the tender of the year 1770 in the aforesaid extract from the Patria missive, we further request Your Right Excellencies, while expressing our particular obligation for the favourably granted write-off of 150 moeda spoiled masonry bricks and 71000 pieces of masonry bricks, which in anno passato the former Master of Equipage van der Kuijl in compensation, to be most firmly persuaded that we, according to the bounden duty of faithful and honour-loving servants, have never proceeded in the purchase of merchandise otherwise than with the greatest care and attentiveness, which shall remain inseparably fixed in us, while we assure Your Right Excellencies in the most solemn manner that nothing is left unattempted that can in any way serve in these very distressed conditions of the times to increase the profits and decrease the burdens, as well as to bring the outstanding accounts of the debtors to settlement as soon as possible.

Company-borne expenses at the time of the employment of the horris De Hartloper and De Lastdrager, as well as the narrow-ships De Verwagting and De Ionge Petrus, for private services, etc., more broadly mentioned in the same missive, has the honor hereby to demonstrate to Your Honorable Worships that, upon an exact examination of all the book years 1768/9, 1769/70, and 1770/1, in the specifications submitted by both the purser and the equipage overseer, it has appeared, with regard to the horris De Hartlooper and De Lastdrager lent to the Chief of the English, Mr. Price, on 21 April A:o 1769, noted in the resolution of Your Honorable Worships of the 24th of that month, that there were brought forward by the equipage overseer Pleun van Der Kuijl in his monthly specification for the month of May of the same said year, for paid expenses on those two craft: For the first: ro/a 64: — And for the latter mentioned: 308: 94: — Concerning the narrow-ship De Verwagting having convoyed some vessels of the Company's brokers on 14 March A:o 1770 to Bouwnager, it has not appeared to me from any specifications that anything in the least was brought forward for it, for the reason that the narrow-ships, according to the necessary custom during the time that the Company's ships are discharged and loaded at this roadstead, must always cruise to and from the roadstead in order to protect the small vessels against the Cooly pirates, and they therefore perform these voyages without any additional or extraordinary expenses. For the same reasons, in the convoying of the ship that sailed in the name of the undersigned and was bound for Mocha and Iedda, by both narrow-ships on 3 April 1770, no expenses were borne beyond what would have accrued in that same month, just as nothing was brought forward for it in any specifications.
