Government at Batavia, designated as a return ship via this Coast, dispatched it early, or in the beginning of June, the same nevertheless, after a laborious voyage of three months and one day due to adverse winds and currents as well as calms, did not appear here until the 9th of September last. The long absence of that vessel, as well as the ship Vreedelust designated as a counter ship for this Coast, which according to the report received had supposedly departed Batavia in July, but to this day has failed to appear, has made us not without reason apprehensive of their too late arrival at this place. Consequently, in consideration thereof, as well as the approaching shift of the northern or foul monsoon, this caused us to decide on the 17th of August last not to send both vessels upon arrival to the subordinate factories, but to detain them and dispatch them back from here directly to the Netherlands and Batavia. It was by then becoming too late for them, once discharged here of what was brought from Batavia and laden with the bales on hand, to depart for the aforesaid factories in order to be further laden there, since according to the regulation made by their said High Nobilities, the ships must depart Jaggernaijkpoeram at the latest by the 25th of October, and according to the standing order once established, no ships may remain or stay in the north after the 30th of that month, much less is it to be attempted or risked to detain those vessels in that region until such time, on account of the sudden gale-force squalls and storms that are to be expected there most unexpectedly. And although the aforesaid decision was already taken on that day, we nevertheless suspended its execution for several days to see whether the bearer of this might yet appear, and whether there might be any prospect of having it undertake the voyage to the Netherlands from Jaggernaijkpoeram, as in previous years. But as it still did not appear by the last day of that month, we resolved, in accordance with the outcome of our aforesaid Resolution, to send all our sloops and vessels to Jaggernaijkpoeram, in order to fetch the linen bales ready there for Europe, which according to the latest reports already amounted to a number between 500 and 600 bales, besides those that further by 5

From which Your High Noble, Right Worshipful Sirs may favorably observe that although the aforesaid two English varieties of sestergantij and allegias are somewhat better in fineness, or contain more threads than those of the Company, yet the difference in this respect, as well as with regard to the lengths, cannot be considered so great as to be the cause of, or give reason for, such a great difference in the prices paid for them by the British, amounting to 17 5/8 percent more on the sestergantij, 36 7/16 percent on the allegias, and 19 3/16 percent on the callawaphoe compared to what ours cost, while their quality is, as aforesaid, sufficiently comparable. The English always pay more money for their textiles than the Honorable Company is accustomed to spend for its own, and to which one is also somewhat bound, since one cannot proceed to any noticeable increase or alteration without prior special order and authorization, while they, on the contrary, according to the experience one has had thereof on various occasions, do not proceed so strictly, but pay as much as the merchants can demand for them. We hope that Your High Noble, Right Worshipful Sirs will be satisfied with the aforementioned demonstration and will interpret our elaboration on this matter favorably, while Your Honors are requested to remain convinced that our aim is always directed toward bringing Your High Noble, Right Worshipful Sirs complete satisfaction in this important article of the Company's welfare. To that end, we let no opportunity pass to encourage both the chiefs and the merchants to their duty and obligation through serious exhortations and emphatic warnings. Upon the arrival of the bearer of this document here, the greatest part of the crew was sick; therefore, all forty-six men had to be transferred to the hospital, in which twenty-two persons still remain. These have been replaced here as well as possible, both by changing military men into sailors and by taking seamen assigned to the shore. For this purpose, the forty sailors were very useful to us whom we, out of precaution, took from the ship the Bovenkerkerpolder, bound for Bengal, which arrived here on July 29 last with a healthy crew and having had only six deaths on the voyage, in view of the report received that there was a great shortage of seamen in Batavia, and foreseeing from this that upon the arrival of the ships, one might sometimes encounter an impediment in that regard. This removal of men was undertaken all the sooner because the aforementioned ship the Bovenkerkerpolder suffered no inconvenience thereby, as it was still manned with over one hundred common sailors upon its departure from here for the Ganges. Among the sick remaining here are also the third mate Lodewijk Kalen, the boatswain Jan Godfried Nels, the cooper Johan Lodewijk Geslag, the steward's mate Reijnier Timman, and the quartermaster Marcus Roeloffse. After we had for a long time with the utmost longing looked out for the ships which Your Right Honours have been pleased to assign as a return vessel via this Coast, and a cargo vessel, we finally saw, Petrus Albertus van der Parra, Governor-General and the well-born Lords Councillors of Netherlands India To His Right Honour The Right Honourable, Highly Esteemed, Broadly Commanding Lord Batavia. — Faucquet De Jan EClercq 17 on the 9th of September last, the ship De Pallas appear, after a voyage of three months and one day; while the ship Vreedelust still remains absent, and until now one has not had the least news whether the same has appeared elsewhere or has made port. From the inquiry which has been conducted into that long voyage by an appointed Judicial Commission, one could not discern the least negligence or lack of seamanship on the part of the ship's officers, but on the contrary that the sailing orders given to them were punctually observed and complied with, and thus the falling below Ceylon is to be attributed to nothing other than the adverse or fierce westerly winds encountered, which they met with very early, or even south of the Line at 2 degrees south latitude, accompanied by very sudden rising steam squalls, which took away the chance to gain some westing with the winds south of the west; since the same, if one wished to observe any prudence, did not permit the use of any force or press of sails, notwithstanding that the favourable winds obtained at intervals were of very short duration and of quite trifling strength, which, as well as the vehement currents setting to the east encountered in that region, the speed of which was unknown, and upon which thus no dead reckoning could have been made with certainty, had been the cause that from the latitude of Isle de Gamo, or 3 degrees south latitude, to the latitude of Ceylon or 6 degrees north latitude, instead of the course stipulated in the sailing orders of NW by N and NNW, they could maintain no more than north, a quarter westerly, whereby they were also compelled, after they had discovered that they had fallen below Ceylon, to resolve to steer once again across the Line; all this being set down more closely and in greater detail, as found in the journals, and especially in the report submitted by the ship's officers under oath, of which the copy, as well as that of the report of the fiscal and appointed judicial members, we take the liberty to present respectfully along with this to Your Right Honours, in which latter, above what has been dealt with herebefore, it is furthermore found recorded that for the encountered dead-reckoning error to the west, or more westerly than had been calculated, in sailing to the south, to cross south of the Line a second time, and thereafter to the west to gain Ceylon, no other reasons could be supplied than that the current must have been so far to the south and have set the ship more strongly to the west than had been calculated. The long absence of those vessels, principally of the aforementioned return ship De Pallas, caused us at our session of the 17th of August last, to take the same into consideration, as well as the approaching change of the monsoon, especially in the northern part of this Coast, whither those vessels, according to the determination and arrangement observed for three years, had to be sent, in order to be fully laden there, or rather at the factory of Jaggernaikpuram, and from there to be directly dispatched, and which order undoubtedly had to be maintained this year as well, and to heed the shortness of the time which would be between their arrival and dispatch to Jaggernaikpuram, to discharge here the goods brought along and again with the on-hand both south bales. 18

they were then also compelled, after having discovered that they had fallen below Ceylon, to turn back in order to steer through the passage a second time; all of which being set down in further detail, as found in the journals and particularly in the report submitted today in the presence of the ship's officers, of which copy as well as the report of the fiscal and commissioned judicial members, we take the liberty to respectfully offer to Your Right Honourables alongside this letter; in which latter, in addition to what has been treated hereinbefore, it was furthermore set down that for the discovered error to the west, or further west than had been estimated in sailing to the south to reach the line a second time and thereafter to the west to make Ceylon, no other reasons could be supplied than that the current had been so far to the south and must have set the ship stronger to the west than had been calculated. The long absence of those vessels, especially of the aforementioned return ship De Pallas, caused us at our session of 17 August last to take into consideration the same, as well as the approaching change of the north monsoon, especially in the northern part of this Coast, whither those keels had to be sent according to the determination and arrangement observed for three years, in order to load fully there, or rather at the factory of Jaggernaijkpatnam, and to be dispatched directly from there, which order undoubtedly would also have to hold good this year, and to pay attention to the shortness of the time that would be between their arrival and dispatch to Jaggernaijkpatnam, in order to unload here the goods brought along, and being laden again with the bales on hand, to let it depart for that factory, to the end of being fully laden there and dispatched at the latest on 25 September; since, with whatever haste one might work, it was absolutely impossible to unload the ship, load it, and send it to that factory in less than 18 days, where it had to be further discharged and loaded; so that this keel, even if it had appeared on the very day of our resolution taken on 17 August, could nevertheless not be dispatched from here before 5 September, and could not be off Jaggernaijkpatnam before the 10th following, thus leaving only fifteen days to perform and carry out all the work there; and even less if the ship should appear here some days later, as has happened; so that the consideration of all this on that day caused us to resolve to detain both aforementioned ships and to dispatch them back from here, while in the meantime having all the sloops and thonys that were on hand here (except the pantjalling De Goede Verwagting, which was detained to collect in the meantime the bales from Sadraspatnam and Portonovo) as well as those already to the north, to which we have since joined the bankgaut Den Arend, which finally also arrived here on 27 August, as well as the Ceylon sloop De Nagelboom, which arrived a few days before from Jaffanapatnam to collect the remaining men of the Ceylon detachment; bring over here the bales for Europe lying in readiness at Jaggernaijkpatnam and, according to the latest tidings of the chiefs, amounting to a number of upwards of 600 packages, besides the linens that daily came from the delivery as well as from the bleachfield, which with the stock on hand here amounted to a quantity of upwards of 1300 bales, besides those of the aforementioned three southern factories and those still to arrive from here; which was judged ample and sufficient for the full loading of the return ship.
