association was fruitless and Heijdeman was kept almost under public arrest, there seemed no other way left than public complaints, and we would have proceeded to do so immediately had we not taken into consideration, 1: that the true state of affairs was unknown to us, as well as to what extent such a complaint could have the presumption in its favor, and 2: that such complaints can often result in many difficulties, especially in this place where this nation currently plays the sovereign master and everything must yield to their arbitrary authority, which was the reason why on the aforementioned 30th of September we resolved to dispatch the Warehouse Master Holmberg, as the most capable and proficient in the English language, thither with orders to cause Mr. Shaw to desist from his unlawful procedure and to bring the said Heijdeman with his family back here, to which end the small vessel De Jonge Petrus was also sent along for his transport. And the written report of the aforementioned Warehouse Master, which was exhibited at our meeting of the 14th of December 1782 and is included among the annexes hereof, will clearly show Your High Right Noblenesses how falsely and faithlessly this Heijdeman has been challenged and assaulted, surely in order to extort from him the little he still possesses, since his innocence has not only been demonstrated by a number of irrefutable proofs, but the Nabob's own wife, the very one who had instituted this complaint, after she had found means to escape from Brootchia and avoid the hands of her rulers, solemnly declared that she had no claims whatsoever against the aforementioned Heijdeman or his family, and that she had been compelled to bring these complaints through force and all kinds of threats. Wherefore, finally, after we were clearly convinced that all amicable representations and urgent requests of the Director were fruitless, and that all the promises of the English Chief to settle this affair in the best manner upon receiving orders from Bombay, having had to decide on the 25th of January of this year to make public complaints, we accordingly ordered the Second Factor Meijer to demand from Mr. Shaw and his Council the unhindered return hither of Heijdeman, his family, and effects, first publicly by word of mouth, and, that having no effect, in writing; and this has also had the result that the aforementioned Chief and Council finally consented thereto, just as the said Heijdeman also arrived here on the 3rd of February, as appears from the note in the resolution of the 2nd. While Your High Right Noblenesses will see from our resolution of the 16th of October that the aforementioned Holmberg during his presence there, in accordance with the instructions given to him, found an opportunity to oblige Mr. Shaw to have the Company's linens coming hither from Brootchia stamped and shipped on the old footing and without payment of any tolls, whereby the convention made at Bombay, described in detail in our letter of the 30th of April last, takes effect in all these matters. And since, upon the notification given to us by the former Brootchia Factor Frans Bernhard Zimmerman of his claim against the former Nabob of Rps 616:-:-, as appears from what was communicated in our obedient letter of the 30th of April frequently mentioned, we had granted him for his indemnification such portion of the gifts of the year 1772 as was still due to the said Nabob, this has also caused some stir with Mr. Shaw, since, as appears from what was communicated by the frequently mentioned Meijer and the proceedings in our resolution of the 4th of January of this year, he formed a claim upon it, without wishing to pay any heed to what we caused to be represented to him on that account, which in substance contained: That the aforesaid moneys had been advanced to this said Nabob on those gifts fully 5 months before the English made themselves masters of Brootchia; that the gifts, being always paid annually according to the book years or from the first of September of one year to the last of August of the other year, would already have been settled by the said Zimmerman with the Nabob had the siege of Brootchia not prevented it; and that, furthermore, it is an established rule of law that whoever, upon the acquisition of a country, enjoys the benefits that legally belonged to the previous ruler, is also bound to the satisfaction and settlement of the debts contracted thereupon. To him, in order somewhat to accommodate his impoverished and needy condition, granted the rent of the lodge for one year, and for the remaining debt to f 3 thereof under 2 lbs August last, there is no apprehension. Pursuant to our resolutions of 24 May and 15 July of the past year, as well as 25 January of this year, we have dispatched for the benefit of that office the annual presents, as well as the necessary writing materials, supplies, and medicines, together with two bills of exchange each of 200 Cops. Outside of the presents mentioned above, none other having taken place at this office, we further note that on 28 October we approved honoring the Company broker according to annual custom with a dress of honor to the value of Rops 25:-:- on the occasion of the heathen Diwali or New Year feast. Further, at the session of 12 March, we also approved the specification sent over by the Second Factor of such expenses as he necessarily had to incur on the occasion of celebrating the birth of a young hereditary prince from the illustrious House of Orange and Nassau, Willem Fredrik, amounting to Rops 939: 41, since we judged this by no means to be too high, in view of the fact that this occasion, which has also become national there now that the English are the masters there, must absolutely have been more solemn and more costly than it otherwise might have been arranged. The general expenses at that place in the past financial year amounted to f 4820: 8: 8, as appears from the trade books kept at that office and accompanying this. Finally, we also take the liberty here most respectfully to submit to Your Right Noblenesses the request made to us by the Second Factor Meijer, as appears from our resolution of 22 October, namely to be favored with an increase in salary, since it is at present, both for a First and for a Second Factor, now that that city is filled with a multitude of English gentlemen who everywhere display themselves splendidly and command respect, utterly impossible to subsist on the monthly sum of Rops 200:-:- allocated for the two of them, nor to maintain the honor of the nation regarding the customary way of living; and we are so completely convinced of these reasons that we once more request Your Right Noblenesses to cast a favorable reflection thereon, and thus to allocate to both factors a proportionate increase of unavoidable allowances. The office at Amed Abaad yielding no other matter for treatment, we, pursuant to our resolution of 20 September, subsequently remitted Rops 150½ for repairs done and the shifting of the tiles at the lodge, and Rops 142 for annual wages to the native servants there; and, as appears from what has been noted above, the lodge keeper Goodje Awetick having died, the supervision of the lodge was entrusted to the brokers; and that, as appears from our resolution of 6 January 1783, the silk patolas contracted out there to the Banyan Lala Kissourdas, after having provided him with another Rops 5010:- on 30 August, have all been received from there in good and sound sorts, as they will also go over with the bearer of this. While this account, with the entire contract of anno passato, is to be settled after the departure of this, we draw on this account by way of daily recount. Domestic Affairs: On 12 May, as appears from our resolution of that date, we thought proper to have a sailor from the ship Walcheren, who, in order to execute his intention of desertion, had opposed the sentinel of the gate, punished with the whipping post, as was indeed carried out. On the occasion that we, on 21 March of the year just passed, deliberated on the report of the unserviceable goods under ultimo August 1782, as recorded in that resolution, having thought proper that, instead of the unserviceable second Company carriage, together with two old, worn-out oxen, which according to our resolution of 23 July were sold to the highest bidder for Rops 305:-, and which money was duly counted into the Company treasury by the Chief Administrator, the old Director carriage should be employed for the service of the second and further Council members after the necessary repairs had been done to it; as well as to inquire whether there might not be an opportunity to purchase another suitable vehicle here, together with two mules instead of oxen; whereupon the dispenser Monte, to whom this inquiry had been commissioned, submitted at the session of 22 June a report wherein he indicated that such a vehicle together with two mules had been offered to him for purchase.

In continuation of what we had the honor to report to your High Nobilities in our humble letter of the 30th of April and 1st of October of the past year regarding the disputes that had existed between the Banyan merchant Boetoesa and the Warehouse Master Holmberg, as well as between the fellow Banyan merchant Deanaat, the Honorable Dutch Company, and the aforementioned Warehouse Master, we now have the pleasure to bring to your High Nobilities' knowledge that the said disputes, the latter of which was submitted on the 22nd of June for decision to four impartial arbitrators—two from our and two from the English side—as appears from what was noted in our resolutions of the 12th and 31st of March and the contracts inserted therein, have been entirely cleared away and settled to mutual satisfaction by an amicable agreement, so that the parties have declared in writing in the aforementioned contracts to have no further action or claim against one another; while, in accordance with what was noted in the aforementioned resolution of the 31st of March, the 45 canns of candy sugar to which Boetoesa laid claim have been delivered to the rightful claimants, the shortfall of the goods belonging to Deanaat has been issued from our warehouses, and the remaining balance thereof has been paid into the cash office. Furthermore, having expressed our particular satisfaction with their conduct, we have discharged from this commission the Second Abraham & Josias Sluijsken and Fiscal Jacob van der Sleysen, who acted in this matter as arbitrators on our side; and the Warehouse Master having on that occasion offered them his solemn thanks for the cares and troubles taken as well as the good arrangements made, we hope that these settlements, of which we have given notice to the English ministry by a brief letter, will serve to your High Nobilities' satisfaction. And whereas the Director made known to us at the meeting of the 12th of March aforesaid that, as appears from what was noted in the resolution of the 2nd of August 1772, the bankrupt Tabidas Nagardas had now come to terms of agreement with his creditors, and that therefore the brokers had made a request that, in order to enable him all the better to achieve his intended purpose, there might be released to him all such goods as had been taken into judicial sequestration at their instance on behalf of the Honorable Company, as appears from our resolutions of the 2nd and 15th of the aforementioned month of August, and had remained so until now, we have consented thereto; and the same goods have accordingly been duly handed over to him by a judicial committee, as appears from a receipt inserted in our resolution of the 31st of March, this being the only means to enable the said Tabidas to pay his debt to the said brokers, the collection of which has been left to them, whilst they themselves shall remain responsible to the Honorable Company; that

In our most recent obedient letters dispatched to your Right Excellencies on 18=e December, we had the honor to bring to your High Knowledge that, in accordance with the received highly esteemed orders, the celebrations of joy on the occasion of the happy birth of a young Hereditary Prince from the Illustrious House of Orange and Nassau, Willem Fredrik, were accomplished here in the most solemn and magnificent manner. We take the liberty here to note that at our session of 15:e March, three accounts were submitted of the expenses incurred on that occasion, amounting together to Rop:s 10159: 15: in cash and Rop:s 433:29: from supplies, which we, considering the in all respects splendid and costly display, did not find to be too high and approved. Regarding this display, in order to avoid duplicate expansions, we respectfully refer to that which is set down in detail in the accompanying Daily Register under the date 24:e November. Warehouse Keeper Nicolaas Holmberg, who is now crossing over to the capital for a spring voyage, having made known in our meeting of the aforementioned 31:e March how, during the time of 12:e years that he has served as Translator in foreign European languages in this Directorate, he was obliged to acquire for himself in the meantime, with much expense and trouble, a good number of books, of which he had already gathered together a fine and useful collection, with which he now found himself burdened upon his departure, with a humble request: that this library, which had cost him himself Rop:s 2965 ¾4 according to receipts, might be taken over by the Honorable Company, and its amount paid from the funds of the Graves. Thus we resolved on that day, subject to the highly esteemed approval and approbation of your Right Excellencies, to grant this request for several reasons cited in the resolution of that day; yet to have the cost of the aforesaid library paid not from the funds of the Graves, as these do not even amount to 1000: Rop:s and one would still have to advance what is lacking on behalf of the Honorable Company, and one should also preserve these particular funds as much as possible and keep them in good condition, but to have it paid from the Company's treasury, and also to have the same appraised by two members of our assembly and subsequently handed over to Secretary Wiardi to be administered by him and accounted for annually under the ultimate of August. is also very necessary, in a place where one constantly has to deal with foreigners, to necessarily have some servants who are knowledgeable in their language. Furthermore, for the reasons mentioned in our resolution of the 31st of March, we were also obliged to advance to the lord city Governor, who has settled his old debit to the Company on the incoming and outgoing Company as well as private tolls as before, a sum of twelve thousand rupees, we having debited that Regent in the books for that amount; Pursuant to what was decided in our meeting of the 31st of March, the Warehouse Master Holmberg and Rocquet, appointed as such ad interim, have each produced their surety according to order at the session of the 7th of this month, the first for the period of four years on account of all charges which might fall upon him by virtue of that administration should he happen to remain absent in the meantime, and the second for the administration of that post, both up to 2050 rixdollars. No purchase of houses and lands having taken place, we have the honor, with regard to Correspondences; with the Western Sea offices, most obediently to report that the same are properly maintained, as appears from the letter books sent herewith, while a requisition received on the 18th of May from Ceylon and recorded in our resolution of the 15th of June has been satisfied, and a number of 50 head or two crews of Moorish sailors has also been dispatched thither as appears. Finally, we take the liberty here to bring to the knowledge of Your High Right Honourables in all deference how, to our extreme surprise, at the session of the 7th of this month upon the communication given thereof by the Director, it came before us that the Company's cloth suppliers had fulfilled the requisition for the patolas for 1736 so poorly that instead of 5740 pieces they brought only 2440 pieces to the bazaar, and thus a number of 3300 pieces less than contracted, consisting chiefly of those of 4, 5, and 6 hasta, without the said suppliers having given the slightest notice of this non-fulfillment. We judged this conduct of theirs also so culpable that we, as appears from our aforesaid resolution to which we respectfully request permission to refer, condemned them to indemnify the Company with the payment of 75 per cent on the prime cost of all those unfulfilled silk cloths in case they did not deliver the same within 20 to 23 days, and since we believed we had reasons to distrust them, as though they often still held the same in their possession 82 in order to make a more profitable sale therewith to the English, who were employing all means to obtain them, we further resolved to let them remain under arrest in the Company's compound until they should have fulfilled this. 86 Liberty, to grant place here beforehand to the most recently received Extract of the Fatherland General Missive dated 15 October 1773, with our appropriate respectful answer to it. The departure of the ships from Soeratte seems to be subject to so many difficulties that, however emphatically your orders are framed in that respect, they have nevertheless hitherto not had the required effect. We see well from your rescripts that you were satisfied with the justification given by the ministers in that regard, but if the late delivery of a part of the returns, or the untimely receipt of the required cash, provide sufficient reasons to detain the ships beyond the appointed time, little reliance can be placed on their timely dispatch. We nevertheless judge with you that the advances yielded by these additional returns cannot outweigh the danger to which the ships are exposed by a departure from there that is too late. And we therefore expect that the ministers will henceforth strictly follow your further repeated orders, and will take care that, pursuant to the contracts, the linens come in at the appointed time and the due cash is promptly paid. Aside from the obstacles that are often encountered in fulfilling the contracts, and which mostly owe their origin to the troubles that afflict these countries and the terrible extortions under which the native sighs, there is yet another here, and indeed a far worse one, to wit: The manifold impediments encountered during the unlading and even more during the lading of the ships from the respective governments; all pretenses, even such as an honest European would be ashamed to utter, 87 are gathered together at that moment, and when one is in the midst of the work and intends to dispatch the ship according to the orders, one is even forcibly prevented from doing so, and the governments, aware that the ship must depart on its time, are then brought to reason only through presents, which often must be quite substantial; because, although in the future they might also be compelled to yield, they nevertheless gain this much by it, that they prevent us from dispatching the ship and thus know how to make our actions displeasing to our High Superiors. Yet, notwithstanding all this, we shall never fail to employ everything that can serve toward a speedy dispatch of the ships, and never detain them beyond the appointed time or let them wait for any goods that may now and then be lacking from the requisitions. The further declaration that the officers of the ship Aschat gave at the requisition of the Lord Governor-General on 16 June 1768 was not inserted in the collection of your resolutions sent to us; but now having received a copy of that declaration, together with your missive of 21 October 1771, it has become apparent to us from it that those officers have adequately refuted the suspicious passages that appeared in the report of the Master Carpenter of the Equipment Yard and of his master journeyman to their charge, and that they at the same time have further demonstrated that the damage caused to its cargo by the leakage of that ship must chiefly be attributed to the fact that the said ship, before its departure from Batavia, was not properly provided for. 88 All the expenses incurred for the recovery of that small vessel, both in gifts to the Prince of the Marathas and his courtiers, as well as the mission to Poona, together with various gifts and dispatches to the Governors of Bassein and Gera, from 31 August 1769 to 15 April 1772, have amounted together to 7222 1/2 Rupees, as appears from the specification inserted in the Resolution of 13 June 1772. We also remain awaiting the specific statement of the costs incurred for the recovery of that vessel; and it seems to us that they will have run quite high. Meanwhile, from the delayed restitution of the said small vessel and the further conduct of the Marathas, one can sufficiently gather what confidence the Company can have that the orders of Prince Madhavrao, not to molest its ships, will be properly followed by his subordinates. For this reason, we still have misgivings whether, by an annual present of four thousand Rupees, all apprehension of the ever-growing power of the Marathas capturing our ships might disappear, and the ships of the Company be freed from their hostile attacks. However much we have exerted all our efforts to obtain the passes required by Their High Nobilities for the stipulated sum of 4800 Rupees, this has been impossible, and one has even had much trouble to obtain them for 6000 Rupees annually. And although the word of the Marathas and their good faith are in very bad repute, and it would certainly be imprudent to rely on them so far as to take no care to properly defend oneself in case of attack; yet there are until now no examples that these peoples have violated their passports dispatched under the great seal of their prince. Although the red lead recently imported here in the years 1771 and 1772 was disposed of at a net profit of 7 and 28 percent, we have nevertheless been compelled to cancel that item, as the heavy supplies brought by the English and other Europeans for 5 to 6 years past have now rendered it entirely unsaleable. The demand for red lead has also noticeably decreased, indeed even to such an extent that the ministers in their aforementioned provisional demand have entirely cancelled that item, both because of its low price and because of the large supply of that dyestuff brought by the English. We fear therefore that the parcels which Your Honours have sent to the ministers above their previous demands can hardly be disposed of by them. now exceeds what is required to such an extent that Your Honors are presently compelled to seek that way out. Regarding the report of the Senior Merchants of this Castle concerning the price of lead charged to the offices in 1765/6, and what appears concerning this in Your Honors' letter to us of 22 October 1771, we will only remark that the difference in those calculated prices is not so much to be attributed to the higher or lower charges from the Netherlands as to the erroneous handling of the trade bookkeeper at Batavia. It will furthermore be especially agreeable to us to be able to find that the brokers have fulfilled the latest contract entered into with them; that the goods were collected in due time, and the Company has remained free of bankruptcies or other damages, as we are not without apprehension regarding this, given that the brokers as of the end of August 1770 were still indebted for f 118349 and their affairs, according to that report of the ministers, were then in an unfavorable condition. The brokers have complied with this and received the goods in due time, although they could not be bound to any time for the collection of the spices. Furthermore, one takes the liberty to assure Your Right Honorable Worships that no damage is to be feared from those people, although due to the bad times they are also compelled to give much credit and are often unable to collect their outstanding money in due time, the bankruptcies that occurred here in the year 1770 among the English and Natives having caused us to fear that they would also suffer much under it, which however later proved more favorable. Concerning the calculation of profits on goods that were sold in a previous financial year but paid for only in the following, we do not deem it necessary to express ourselves further herein; we dealt with that point last year, and conform for the rest to what Your Honors remarked concerning the state of this Directorate in the financial year 1768/9; in expectation that Your Honors in the future, through appropriate corrections and reimbursements, will immediately counter the arbitrary conduct of the ministers in raising salaries; promoting servants contrary to the regulations; employing unnecessary laborers for unloading the ships; taking on common soldiers at f 12 per month, and similar entries that serve to increase expenses, and in no way agree with the assurances that the ministers have repeatedly made of their zeal in observing economy. We can also by no means approve the expenses that have already been incurred for the purchase and construction of so many buildings, and are still further to be incurred; the state of the Company at Surat is so precarious; the condition of affairs, and above all that of commerce, is subject to so many changes and difficulties; and so little reliance can be placed on the granted privileges or other concessions, that in our opinion it is by no means advisable to enlarge the establishment of the Company with more buildings; we are even in doubt whether that establishment at the Wharf will answer the intended purpose; the Moorish government, and those who direct affairs in their name, will never lack pretexts to thwart the trade of the Company and to suppress the Company's effects and merchandise with little security. Thus, we may also trust from Your Right Honours' mentioned equity that an unfortunate event will not be imputed to us which we could not have prevented, except by complying with the most absurd demands of the City Governor to the very great detriment of the Company; or, producing the Company's acquired privileges, which we judged we ought not to do without Your Right Honours' superior prior knowledge; while we furthermore believed we could not answer for it to the same Highest Authority if we had consented to let the claims of Dianaet against Warehouse Master Holmberg—which upon the outcome were also found to be mostly unfounded and fabricated—be adjudicated by the City Governor, since this conflicts expressly with our laws, according to which the servants of the Company must be brought to justice before their Captain or Chief, and in such a case, neither the Company itself nor its servants would be safe in Soeratte for a single moment. Consequently, we hope that Your Right Honours' grounded displeasure over this misfortune may cease; we shall never fail, according to our indispensable duty, always to prefer the interest of our masters above that of private individuals; and furthermore, as much as is in our power, ensure that the last ship sets sail on the 10th of April and that Your Right Honours' further order concerning the skipper and mates be observed most strictly, as well as that in the future a pilot always be placed on the last ship. Taking the liberty to inform Your Right Honours that the new cordage which was sold here from the frequently mentioned Walcheren was solely pieces or ends of new rope, we ask pardon for our previously used improper expression, and we convey to the Same our humble gratitude for the favourable qualification to settle the account of the frequently mentioned ship on the General Ledger. We immediately resolved in our meeting of the 13th instant, in proper obedience to Your Right Honours' command, to pay into the treasury half of the 25000 Rupees paid at Batavia to the free skipper Pieter Caspar Schoen, according to the contract made by us with him, for freight of his small vessel the Wilhelmina, amounting to 12500 Rupees, pro rata of everyone's share in the means of subsistence from the 19th of August 1746; yet we can simultaneously not refrain from respectfully submitting to Your Right Honours that, however much we must agree that all the remarks made in that regard by the Same's dispatch of the 31st of December 1773 are well-founded, and it might thus in retrospect have been more advantageous for the Honourable Company if we had retained the return goods here instead of chartering this small vessel for their conveyance, we simultaneously hope that the good intention may be taken for the deed itself, while we only proceeded to this chartering out of a desire to serve well, and without any other underlying motives, as appears from our resolutions of the 2nd, 6th, 7th, and 24th of May. We feared that, for lack of a private opportunity, Your Right Honours would remain ignorant of the condition of this office, and out of consideration of this; and since we believed that the piece goods could be needed both at Batavia and the Eastern offices, and it seemed to our understanding more sensible that the Company should see its profits on those goods reduced by the freight of this small vessel for a single voyage than that it should be deprived of the same for an entire year, we resolved to proceed to this chartering. But with respect to the Japanese copper, concerning which, first of all in respectful reply to the remarks made thereupon in Your High Excellencies' letter of 31 December 1773, we humbly ask excuse for the improper phrasing in our letter of 30 April 1773 of "suchlike copper", whereas it ought to have been "Swedish copper cast in such bars as the Japanese", as the further context thereof also implies, we have the honor to bring to Your High Excellencies' knowledge that, since the brokers could not be persuaded to offer a higher price than that of A. p for that metal, we were at first obliged, on the 13th of this month, to resolve to order the shipmaster to keep the same on board and to transport it to the Malabar; until finally the brokers, on the 15th following—when the first signatory repeatedly pointed out to them how greatly their honor and reputation would suffer if they, who owed their livelihood to the Company and were indebted to it for their entire well-being, allowed this copper to be sent away again; that having repeatedly profited from it, they must now for once resign themselves, even if they were to forfeit their brokerage and even suffer some loss, while moreover it might happen that the same copper would rise in price again after the rainy season, etc.—bound themselves to pay net for the same 60 48 Ax per 168 lb, yielding the set advance profit of 180 percent, which we hope will serve to Your High Excellencies' satisfaction. Not having received the third fire engine sent to us, owing to the non-arrival and feared loss of the small vessel the Wilhelmina, we request Your High Excellencies that we may also be provided with one at the earliest opportunity, as it is most urgently needed here in case of unforeseen accidents. And we find ourselves obliged to offer Your High Excellencies our respectful thanks for the merchandise sent, which has all been received in very good and required quality. Yet we must add to this our most earnest prayer that, now that sugar is at such a good price, a larger quantity of that sweetness may be sent to us in the coming year, since this article always contributes to a more considerable sale of spices, at least as soon as the roads to the Deccan are open. In like manner expressing our obligation to Your High Excellencies for the favorable acceptance of the drawn bills of exchange, we shall now proceed forthwith to discharge the further monies negotiated here, as we have paid the suppliers not only the entire delivery for 1773, but have even advanced to them on that for this year a sum of 141000 Rox.
