61 The conquest of the Tanjore principality, through which the Company continues to enjoy those privileges which it had of old obtained from the former princes. In the reports concerning the native affairs, it has appeared to us very alarming that the Subah of Carnatica, by means of the English troops, has not only mastered the entire Marawar Kingdom and the lands of the Udaya Tevan; but that the said Subah has made further considerable progress, and has formed even more pretensions against the prince of Tanjore; news has even already been received here that the last-mentioned prince has had to bow before his enemies, and his entire Kingdom has fallen under the power of the Subah. This brings us accordingly into no small concern regarding the engagements which the Company's Ministers recently entered into with the prince of Tanjore; we fear above all the consequences Regarding the Subah of Carnatica, we have extensively and amply informed Your Right Honorable High Mightinesses in our separate dispatch dated 31 December 1773; and therefore we only note that in the past year, per the return ship De Pallas, directly from here, Your Right Honorable High Mightinesses were presented with the copies of all the Cauls, Parwanas, and Contracts that the Company has entered into with the kings of Tanjore and other native princes, just and in such manner as we sent them to Your Excellencies in the past year; from which, and from the new Contract entered into with the Nabob in the year 1773, we trust that it will evidently appear to Your Right Honorable High Mightinesses that the Company continues 62 which could arise from that revolution of affairs to the detriment of the Company's possessions and trade; for although the son of the said Subah gave repeated assurances during the conquest of the Marawar Kingdom that the Dutch Company would not be curtailed in its trade and possessions, experience has nevertheless taught on more than one occasion how little reliance can be placed on such assurances. And since we might perhaps be compelled, for the maintenance of the Company's acquired privileges, to make use here of the Contracts and engagements which the Company has entered into from time to time with the king of Tanjore and other native princes, Your Excellencies will have to send us at the first opportunity 63 authenticated copies of all the Cauls and other Contracts which Your Excellencies, by your separate letters of 31 December 1772, demanded from the Ministers on Ceylon and Coromandel; together with all such further documents as Your Excellencies shall judge can serve to demonstrate the privileges and possessions which the Society has acquired and possessed in the Kingdoms of any of those princes, with the addition of the necessary proofs of the infringement or prejudice which may have been done to the Company in those privileges and possessions. The 4500 Palicol Chintzes, for whose short amount the Junior Merchant and Secunde at Paliacatta, Hendrik Schoffier, is debited with f 25299:5:8, have been of such poor quality, and we have so much reason for dissatisfaction over the acceptance and dispatch of those linens, that we might with all fairness persist in that entire debit; For this favorable relief, the Junior Merchant and Secunde of Paliacatta expresses his greatest gratitude, under the assurance that the memory of that benefit will constantly stimulate him to look after the Master's service with loyalty and zeal. 64 We thank Your Right Honorable High Mightinesses very much for the communicated promotion of Mr. Vos. but gladly wishing to defer to your favorable intercession and trusting in a better service in the future, we have seen fit to relieve the said Hendrik Schoffier from the imposed payment of 25 percent advance, but to leave him debited with the loss incurred upon the sale of those Chintzes, which loss shall accordingly have to be paid by the said Schoffier to the Company. To fill the place of Extraordinary Councilor in the Council of India, vacant by the death of Jan Arend Meijer, it has pleased His Serene Highness to elect from the nomination presented by us to His Highness for that purpose, 65 Johannes Vos, former Extraordinary Councilor of India, hoping that the same shall be agreeable to our Right Honorable High Mightinesses our Lords Principals, and that it will be approved by Your Excellencies; and in this confidence, now making a beginning with our respectful rescription and notification, we note at the outset: Concerning Ships and vessels and their cargoes, that on account of the long voyage that the ship De Both has made, we had the journal kept by the Master of that vessel, Lambertus Arnout Halfman, during his voyage, examined by a Judicial Commission before the Fiscal and in the presence of our Master of Equipage; but thereby it did not appear that the officers of that vessel are to be accused of any misconduct, as the aforementioned Judicial Members, in their report made thereof, of which we send the copy among the annexes of this dispatch, declare that upon examination they discovered nothing from which any incompetence, negligence, or lack of seamanship would be shown regarding what was declared by the commissioners of the ship De Both.

There are required 1400, both large and small bales, and we are convinced that a ship of 100 feet being loaded, as a return ship is currently loaded, will never be able to hold them, especially the Amsterdam ships, because their holds are built rather more cramped than those of a Zeeland ship. However, because we would always gladly meet the expectation of Your High Noblenesses in this matter, we take the liberty respectfully to propose to Your High Noblenesses, in order that—if it can be done without detriment—henceforth the return ships projected via this coast be given 200,000 instead of 100,000 lb of stones as ballast, but against that only a single layer or 100,000 lb instead of a double layer or 200,000 lb of coffee beans, to gain space for stowing 1400 bales; which we think would thereby be sufficiently found; so that Your High Noblenesses, agreeing thereto, would enable us to satisfy annually the venerated intention of Your High Noblenesses, because 1400 bales, calculated on average at f 600 each bale, would yield a considerable amount of f 845,000, which together with the bottom layer, which ordinarily makes up f 60,000, would calculate exactly to the sum of f 900,000 desired by Your High Noblenesses. Meanwhile, pursuant to the venerated order of Your High Noblenesses, we have ordered Jaggernaikpoeram to trace and investigate with all accuracy, as well as to supply us with sufficient reasons and proofs of the true cause to which one can and must attribute with good grounds the considerable shortfall of fully 25,274 lb of pepper, discovered in the Netherlands on the consignment discharged over there from the Alkemade, and as soon as we receive a report thereof, we shall make a report of it to Your High Noblenesses according to Your High Noblenesses' desire. Although we have not yet been able to give a general account of the expenses incurred on sloops and vessels during the course of the recently ended book-year 1774/5, we hope nevertheless that the upcoming report that we shall make thereof via Ceylon will carry the approval of Your High Noblenesses just as well as the reduced expense on those small keels in the previous book-year; regarding which we assure Your High Noblenesses that the utmost frugality will always be observed and kept in sight by us. Regarding the discharged cargo of the merchandise received with both the aforementioned vessels, of which the general findings served at our session of 25 and 31 August, we have validated for write-off everything that did not exceed the regulation of the General Write-off, and thus have only caused the officers of the ship De Wakkerheid to be charged on invoice account for 63 pieces of Amboina beams delivered short by them; although the skipper alleges not to have received them at Batavia because of scarcity of wood in that year; but against that we have again credited those officers with 1358 cans of arrack api, calculated against the latest invoice price of 25 old pagodas the leaguer at f 392. And with respect to the officers of the ship De Both, these have also been charged in the usual proportions for 162 lb of Japanese bar copper at invoice price, and for 12 pieces of muffles, with two captain's advances; while against that there has again been credited to them 518½ cans of arrack, calculated against the latest sales price at f 150: 6: 8. With regard to the principal article of the linen trade, we thank Your High Noblenesses very humbly for Your High Noblenesses' favorable confidence in the contracts of this year, with which we have succeeded according to wish; as most linens have been contracted for the latest prices, both here and at the respective factories; but how far the contracted demands for the Netherlands and the Indies have been met by the suppliers, we cannot yet determine; as the reports of the collection are not sent over from the subordinate offices before the end of the trading season, and thus not until the month of November. The order regarding the specification of the linens in the letters via Ceylon shall serve for guidance. has written, and it is now hoped that the circulation of that coin, by him, was solely attributed to the high assay that he gave to it in the beginning of the minting and introduction of our Rupee; and because he, in his justification regarding that high alloy, has seriously assured us that if he had not used that precaution to make the Rupee in the beginning of a somewhat better assay, the course thereof would have been so traversed that it would have had little demand, presenting in justification of those advances that the Bimilipatnam and Palicol merchants had not accepted that coin in the beginning except after having raised many difficulties against it; while the English Mint at Masulipatnam had stirred up everything to obstruct the course thereof, we have been satisfied with this, and hope that Your Right Honourables will also be satisfied with this justification of his, all the more because he has assured us that, now that they are provided there with the necessary tools and a good Assayer, he would not fail to follow up the work of the Mint with the greatest exactitude and to manage it to the greatest benefit of the Lords Principals. We thank Your Right Honourables very much for our approved conduct regarding the Siamese ticals received in the past year, and upon receipt of similar coins not current here, we shall always aim at the greatest advantage for the Company therewith, and consequently prefer minting over selling. Yet we have not been able to do this with the Rupees brought recently by De Wakkerheijd, because of their bad alloy, which upon melting down and minting would have brought the Company a loss instead of a profit, for which reason we then also decided by Resolution of the 16th of August to dispose of that specie for ƒ 164512: 10:-: or with a slender advance of 2. 9/16. per Cent, which is the highest bid that was offered for it by the foremost traders and money changers of this place; whereby the Company has still profited an amount of ƒ 3520. –. –, which we hope may likewise earn Your Right Honourables' favorable pleasure. While, with relation to the demand and the remainders, we take the liberty to add here our Provisional Demand for cash, merchandise, and provisions for the year 1776, for which we request Your Right Honourables for a complete fulfillment, because we shall be in great need of all the articles specified therein, we assure Your Right Honourables that we shall not fail to present to Your Right Honourables yearly via Ceylon the required specification of the remainders and the debtors running on the books, properly drawn up. And since we have also made this order known to the public by affixing notices, we hope that it will make the desired impression and that payment will thereby be effected somewhat more promptly. To prevent fraud regarding the measures and weights used by small traders, the gauging fee for which was set rather high here, we have by our resolution of 3 July, subject to the favorable approval of Your Right Excellencies, resolved to reduce the gauging fee for ells, measures, and weights by half, and fixed the same for the future at such a price as is expressed in that resolution, to which we respectfully refer; we hope that the reasons which prompted us thereto will be favorably agreed to, and consequently this domestic arrangement approved by Your Right Excellencies.
