Together with The Right Honorable, Highly Esteemed Lords Councillors of the Netherlands Indies etc. etc. etc. High Noble, High Honorable, Far-Ruling Lord Right Honorable, Highly Esteemed Lords Via a native vessel that returned from the capital, we had the honor to receive on 1 December of the past year Your Excellencies' most favored letters of 4 August previously, as also on 8 January last, via the arrival of the small ship De Orangeboom, which is now returning again to Your Excellencies, the most respected further writings of the same dated 13 December recently past, with such appendices as are recorded on the register, expressing to Your Excellencies our most dutiful gratitude for the favorable fulfillment of the requisition and the further graciously granted write-off regarding the costs incurred in the erection of a new building for the minor tea duties, together with the relocation of the rice warehouse, together to the amount of ƒ 11885: 7: -, while on this occasion, beside that same condescension, we most obediently submit to Your Excellencies regarding the costs of the as good as completely renovated dwelling for the Assistant, 2 Masters, the military guard, and the sergeant's residence, annexed three stone kitchens and 2 privies, together amounting to ƒ 5692. 19: 8, with which renovation work was completed in the preceding month of February, whereby one is now engaged in erecting the palisades and building the new small powder house, and notwithstanding that a few palisades and masonry stones are still lacking, which we have taken the liberty to request in the requisition now departing, we hope nevertheless, barring unexpected accidents or illness of the workmen, to advance so far that most of the journeymen artisans can be spared this autumn and returned to Your Excellencies. And since we noted in the requisition the required small pieces of artillery for this office, according to the plan of Major Dubez, yet were unable to ascertain his intention regarding their caliber, we request Your Excellencies to be permitted to refer ourselves to His Honor's specification in that regard. The 50 piculs gift-pepper presented to Your Excellencies by the Sultan more than a year ago, but undelivered, we received in the past month, and are now having the same transported to Your Excellencies under the cargo of the bearer of this. Concerning court affairs, we have nothing of importance to present to Your Excellencies, other than that everything is in a profound state of rest, notwithstanding that the Panembahan continues to lead quite a strange way of life, whereby the inhabitants are greatly plagued and the trade and diamonds are almost neglected, or at least come to a standstill, so that we have been unable to collect more than the very small lot of 289 1/16 carats now departing. Furthermore, we must dutifully inform Your Excellencies that in the beginning of the past month of February, a certain Palembang Prince, undoubtedly well known to Your Excellencies, named Raden Beloeft, arrived here from Mempawah with four small vessels under the pretext of a lack of provisions, yet whether urgent reasons of state have not lured him hither we cannot determine with certainty, as nothing is heard in that regard, and he is also preparing to sail westward again shortly. The eager delivery of pepper after sending our humble letters of 25 October of the past year increased our apprehension of shortly falling into difficulties regarding ready cash, wherefore a few days thereafter, or on the 1st of November, via a short letter via Samarang, we applied further to Your Excellencies with an earnest request to obtain a small increase to our petition to the amount of 12000 Spanish Reals; but since this letter will not have been delivered in time, Your Excellencies have also been unable to take a favorable decision on our behalf in this matter, wherein however nothing has been neglected, as the supply is currently ceasing, notwithstanding that one could still pay for a small quantity; however, before the arrival of the Orangeboom, in the thick of the weighing, on 18 December we already found ourselves truly destitute of money, and had this announced to the Sultan, adding that we were expecting a speedy relief from Your Excellencies, in order to see whether one might, through this compliment, induce the King to continue the supply on credit, but this precaution was in vain, as His Highness had all the pepper that was down here in the village and a part of it already before the lodge brought back upstream and stopped the weighing, however not forgetting to deliver a portion of it to the Bugis at 7 Spanish Reals per picul.

to trade, until the appearance of the frequently mentioned vessels, from which conduct it is easily inferred that a good stock of cash is the best means to obtain the pepper in the Honorable Company's warehouse, and thereby, if not completely to prevent the smuggling trade, at least to forestall it to some degree. However, we have the pleasure of being able to inform your High Nobilities that the stock of black pepper in the warehouses still amounts to a quantity of circa 720,000 lb, more than a common cargo for the Orangeboom, which, highly estimated, could carry no more than 500,000 lb of it upon its return, so that for the remaining 220,000 lb another barque is required; but since we dare not state with any certainty whether the 2 Amoy junks present here will enjoy their share from that stock or whether something can still be purchased from outside for those traders, we do not dare make a request to your High Nobilities for a second vessel, but indeed for the speedy return of the Orangeboom, under the dutiful promise to give proper notification thereof to your High Nobilities immediately after the conclusion of the Chinese affair. Mention of the duplicate of the respectful letter sent previously, on 5 June last, via the vessel of the Citizen Lieutenant van Este, reporting the late arrival of the vessel mentioned alongside, which is now returning, we have the honor to enclose herewith; and to proceed immediately, in company with this, to the required report concerning what has transpired here this year, responding in addition, in all respect, to the contents of Your High Noble Mightinesses' very respected letters of 31 December of the past year, and 15 February last, starting with the article on: Ships and Vessels, we must to our regret report that we have not had the pleasure of receiving the country boat so graciously sent by Your High Noble Mightinesses, and so urgently needed here, as the ship's officers, according to the signed declaration included among the annexes, were forced by heavy winds and high seas, in order to prevent greater misfortunes, to cut it loose from the towline and let it drift. And since we thus remain deprived of such an unloading vessel here, we repeat our humble request to Your High Noble Mightinesses for another, in the hope that wind and weather will favor its transport. The report of the officers of the said vessel, in copy, concerning this voyage, will show Your High Noble Mightinesses that on the journey here, they discovered nothing differing from the chart. The cargo of this small ship having been duly delivered, upon inspection by members expressly commissioned, at the opening of a bale of linen, after examination and inspection of the linen bales, bale No. 469 of Salempoeris, ordinary bleached, 3rd sort palicols, containing 80 pieces, the gross weight agreeing, its outer packaging was found in good condition, but the inner packaging was damaged in some places and stained, in which 19 pieces of that linen were stained on the edges, and eleven pieces stained through and through, and damaged in various places. Of which finding a proper report having been served in our meeting on 16 May last, we, as in our opinion the officers cannot be held at fault in this matter, have used the most suitable precautions to protect the Company from damage, as is noted at large in our resolution regarding this, alongside the dispositions of several other matters on that day, which accompanies this. Also, for the Regents of Termano and Curbasso, only one case of brandy was received, out of the two that according to Your High Noble Mightinesses' letter were to be sent to us to make up for the shortage of the previous year. Indeed, on the invoice sent here, no more than that single one is acknowledged; thus with respect to the delivered cargo, nothing is amiss, only requesting that Your High Noble Mightinesses, on a forthcoming occasion, please graciously send us the still missing one case of brandy for those of Termano, alongside the piece of handkerchiefs as a gift for Lando, which was also not delivered last year according to Your High Noble Mightinesses' honored notification, and could not be obtained.

Furthermore, we report that in observance of the order of 31 December 1769, received on 14 January of the past year, a cable rope is now sent back by this small vessel with calculation of the price, requesting to be provided with another in its place. While, in conclusion of this matter, we report that this year no foreign ships or vessels have arrived at this place. Concerning indigenous affairs, we shall most respectfully append hereto beforehand our ample resolution of 27 July of the past year, by which Your Right Excellencies will perceive how, by the Timorese regents, assisted by the officers of both companies of Mardijkers, on that day, for the abduction of a female slave belonging to the European burgher Johannes Bartholomeus, and inciting her to steal, together with the ensuing atrocious murder of this abducted maidservant; two Mardijkers, one subject of Sonnebaaij, and one slave of the regent of Sonnebaaij were condemned to death: the first two to be broken on the wheel, and the last two to be beheaded; and moreover that a fifth was sentenced to be flogged, branded, declared a slave, and to work on the Company's public works for the term of his life; in order thus to give those criminals their just deserts according to the degree each of them was found guilty in these outrages: with which sentence we, whether pleasing or painful, for the maintenance of justice and the good peace of these lands, indeed had to conform; as the same was also carried into execution in our presence according to its form and contents. With the joint agreement of the chiefs and the general consent of the subjects of Ammarassie, subject to the honored approval of Your High Excellencies, the regent appointed by name is Don Rotte, in place of his father who passed away late last year, as well as Manuel, who has been chosen as the second regent of the Amacoon territory, in place of the deceased administrator Fietinonie Taijbokke, very urgently requesting the title of Don Manuel Cietenonie Taijbokke. For both of them we also implore the favorable confirmation of Your High Excellencies, as the extract of that resolution accompanies this. As well as an original written report submitted to the chief by the interpreter who arrived from Moubara these days, from which latter Your High Excellencies will learn with little pleasure that on those fickle peoples, who are always striving for change, their loyalty can little more be relied upon, and they seem more devoted to the Portuguese than to the Company. The affairs with Maubara being in this state, although their defection is not yet public, one has grounded reason to think that such will soon follow, although, under the appearance of friendship, they have once again sent their messenger with a gift of 80 Catjes of Wax. Whether they now openly trade with the Portuguese, or have done so secretly until now, it will amount to the same thing, bringing no greater disadvantage to our trade than it does at present. And besides, even if this were so, one will currently have to accept this defection, having no means at hand to prevent it, which could also not be undertaken except by force, the success of which would nevertheless not justify the costs. We have therefore judged it more advisable to wait until the defection of Maubara becomes more public, and we are fully informed of the manner how, in order then to seek redress with greater urgency along less costly avenues, if only to prevent others from following the example of Maubara. Concerning the Island of Rottij, we have the honour to report that the old king of Termano, Forra Sinlaij, has recently passed away here at Coepang. That settlement is not yet agreed on the nomination of his successor, due to an as yet unfinished confusion into which the recent unrest has brought these people; nor are all the Rottinese regents here yet, for the adjacent reasons, to be able to proceed to an election. Those of Lando, on the other hand, have made a request on behalf of all to appoint their second in command, Bance Daij Laffe, as regent in place of the murdered Banie Dale. Which, in the presence of the Rottingese regents and lesser chiefs in full assembly, was resumed and confirmed. However, under the same conditions that the minor sons of the murdered rajah may succeed in due time. On which the approval of Your High Nobilities is requested. Request. Obtained, and with the presence of the Rottinese Regents, along with several Landonese Tommagongs, and the brother of the murdered Rajah, an investigation was made once more in the assembly on 23 September of last year, yet just as fruitlessly. They all state unanimously that Banie Dale and his family made themselves so hated among these village peoples that the most bitter—without however being able to name the perpetrators—have avenged themselves upon him in such a manner, and that, for that reason, his surviving two sons, although still minors, are hated just the same. All of which having been maturely considered by us, as appears from the Resolution taken on the aforementioned date, which is transmitted in copy, and considering the danger to which one would expose these sons if, against the desire of those bitter minds, one of them were appointed as Regent, we deemed it safest, with the confirmation of the other Rottinese Regents, to grant their request. And Banie Daij Laffé has been appointed Regent of Lando, with these cautious stipulations, however, that such should only be for his lifetime, and that the sons of Banie Dale, when this discontent shall have been removed by time and their behavior, should succeed in the succession; and that in the same manner, the Second appointed in this matter in his place, also upon their nomination, being the Tommagong Darnie Amesinge, should retain the right to this office no longer than the government of Banie Daij Laffé lasted. Which arrangements we most humbly hope will gain Your High Nobilities' approval, all the more so because by thereby winning the trust of the Landonese, one will possibly find an opportunity to discover those guilty of the murder of the former Regent, and to punish them according to their deserts. Equally grievous is that which we have to say of Solor and Adenara, where the navigation of the Macassars increases to such an extent that our traders can no longer obtain anything in those regions and are afraid to send their vessels there, on account of two of them having been pursued this year by the Macassars, though fortunately escaping. Several settlements openly collude with the Macassars. Those of Lamahale, over whose disobedience we already complained in our humble reply of last year, and who have now driven their sengadji Lobotakke out of the settlement, proceed to the utmost insolence, enticing the Macassars to them and exchanging their local products for all kinds of prohibited goods, varieties of textiles, which the Company keeps reserved exclusively for itself. To avoid all prolixity, we shall refer, concerning the state of affairs there, to the enclosed report handed over to the chief by the interpreter Meijer coming from Solor. The harmful influence that this increasing navigation of the Macassars has more and more on the interest of the Company and the private trade, whereby one can expect little sale of textiles and no longer any sufficient supply of local products, will make the fulfillment of the annual demands from time to time more difficult. Therefore, because it is high time, as the Macassar smugglers penetrate everywhere into these regions annually with more than 100 vessels, we must devise the necessary means to stop this navigation and submit them most respectfully to Your Excellencies. These are to request Your Excellencies to send hither in the coming year a well-sailing, armed pantjallang, which we can man here with a sufficient number of Burghers and Mardijkers, letting it cruise these regions in the months of April and May, which is the time of the strongest navigation of the Macassars, at the same time convoying our small traders for commerce. One might then with reason expect not only that, through this unexpected cruising, many of those rovers—who are never seen in a fleet or with more than 3 to 4 together at one and the same time and place, and are thus no match for a well-armed pantjallang—would be captured and could amply make good the costs of such a cruising; but also that, if this were continued for only two years at suitable times, which would cause great commotion and deterrence, the waters here would soon be cleared of these interlopers and trade would flourish better; while one could then also devise means to give the unwilling and especially the rebellious Lamahalers a sensible correction once and for all.
