The order of Your High Excellencies to state everything in the letters henceforth in guilders and not in rix-dollars, with the sole exception of the yield of the lease farms, we promise to strictly and dutifully comply with, and also to take as guidance the received extract secret resolution of Your High Excellencies of 18 April 1774 concerning separately the linen trade of this office; just as in observance of the remaining orders, through express commissioners, we have properly caused the muster rolls of the Company's servants here as of the end of June to be collated against our pay books; the report thereof is transmitted herewith, alongside that of the inspection of the said pay books to check whether any estates of deceased Company servants were administered by the Curator ad lites. We have furthermore learned with displeasure that the leasing of the Domains in 1771 yielded 465 rixdollars less than in the previous year, as a result of which, and because of the lower profits obtained and increased expenses, the state of this Office in 1770/1 has considerably declined. We find meanwhile, in the statement of that state contained in the servants' letter of 20 7ber 1771, so much obscurity, and the account of the expenses and profits of the book year 1769/70 inserted in that letter differs in several respects so much from the statement they had previously given of it, that we are brought to doubt whether full reliance can be placed on the trade books of this Office. For according to the account contained in the servants' letter of 20 7ber 1771, the expenses of 1769/70 amounted to f 16442:1, but according to their advices of 21 7ber 1770 they amounted to f 17609. 17. —, while the same in your letter of the last of December were estimated at only f 15959. 17. 8. We must nevertheless assume that the respective entries from which that account was formed were drawn from the trade books, but if these were in proper order, the successive statements would have to agree with one another, and this requires, accordingly, further clarification. This obscurity containing no essential difference, as appears from the subsequent annual representations, the account was, according to the understanding of the former Chief, drawn up as before, which seems since that time to have carried the approval of the High Indian Government. Regarding the fortifications and buildings, we have seen with much astonishment that in the plan of the projected Fort Concordia, as it had been approved by you, an alteration had to be made after that date, because the newly built Hospital, which had been marked out by the Engineer Pilon himself and was already half completed upon his departure for Batavia, did not permit the execution of the aforementioned project; that plan was nevertheless drawn up by the Engineer, and the alterations which the Captain Engineer Dulet made to it were determined with his prior knowledge, but it seems that the first-named did not think of the Hospital at the time, or at least that he neglected to inform Captain Dulet. If the defects upon inspection are truly found to be greater, for reasons cited therein. to give notice to Dulet of the situation of that building, and to inform the same that for that reason they would not promote it nor obtain it with the approach of the bad monsoon, of which no report had been made to Major Dulet on Batavia; thinking that if his project were approved, news thereof might reach Timor soon enough before completion, and one would then behave strictly accordingly. That he had subsequently found himself confronted with the fact, and contrary to expectations, carpentry had been carried out during the bad monsoon with wood that had been felled in haste and, still being green, had to rot in a short time, as would appear all too soon. That the engineer, notwithstanding this, once again ventures most humbly to assure Your Right Honorable, that this change, however contrary to his sentiment, can nevertheless be of no importance; that he has exerted every effort to meet the purpose and expectation that Their Right Honors in Batavia had of him, just as he attends to the completion of this fort with all diligence, as much as the lack of materials here allows, and also flatters himself that in the coming year, if no unexpected obstacles arise again, he will bring the work to an end. the projected plan of the fort was partially impracticable. Before reading aloud No. 3 69 Examined H. Dibergus Report from the Commander that the murderers of the Landonese Regent Banie Dale could not be discovered. L: Kruijenhoff Council Meeting Held on Friday the 23rd of September Anno 1724 Present: The Honorable Mr. Berend Willem Foekens, President, Together with The Esteemed Members Willem Adriaan van Este, Johannes Beekman, and Jan David Tekenborg, sworn Secretary, As well as the Rottenese Regents: The Regent of Termano, with his Tommagong The Son of Raja Denka, with his Second The Regent of Loolie The Regent of Thie The Regent of Odijnale, his son The Regent of Cimbassoo The Regent of Dauw The Regent of Lando, and brother of the Regent murdered there 71 The President communicated to the meeting that, after all trouble and investigation had been taken, they had not been able to discover who had committed the murderous deed against the Landonese Regent Banie Dale. He had hoped, with the arrival of the Rottenese Regents, the Second of Lando, and some of the principal Tommagongs who had been summoned from there, to obtain more elucidation regarding this matter. However, none of them had been able to give any clearer report than that the murdered Banie Dale had made himself very hated among all the people of his settlement, and that certainly some who had been most embittered against him must have committed this deed, without them being able to accuse anyone specifically, or having knowledge thereof, the Second, Banie Daij Lasse, having been outside the settlement at that time. His Honor deemed it necessary, with the presence of the Rottenese Regents, the heads of Lando and others, to repeat this investigation in a full assembly, and also to proceed to the election of a new Regent. In accordance with which proposal, five Tommagongs of that settlement, being summoned inside, along with the Second of Lando and the brother of the murdered Raja, were specifically questioned whether they did not know the murderers. When the Landonese Tommagongs—namely Danie Amalinge, Ledo Maccasse, Teno Massesa, Ropio Tabsie Obij, and Gilie Lanie—were called inside, together with the aforementioned Second, they were seriously questioned alongside Lando's brother whether they did not know who the murderers of their Regent had been. To which aforesaid question they, as well as Nadik and all the Regents, answered no. The President, together with the Council, considered that since the case had recently occurred, and no clearer report could be obtained from Lando itself—because possibly many of this settlement had lent a hand in this and thus one would not inform on the other, meaning all further inquiries for now would still be in vain—it would be just as advisable to pretend to desist from all further investigation, in order to let the matter run its course, and thereby win the trust of the people of the settlement sooner, so that time and their carelessness might reveal who the perpetrators are. The Landonese having been sent outside, the proposal was considered with the Rajas. Furthermore, the Regents were asked whom they considered to be the most capable to be appointed as Regent of Lando. They answered thereto that no one would know this better than the present chiefs of this settlement, who then also came to declare unanimously that the murdered Regent and his family had made themselves so hated among all the people of the settlement (which had also been the cause of his death) that they all unanimously requested not to appoint any of them as Regent over them again. They, the Tommagongs, claimed to have the order and commission from the entire settlement to nominate the Second, Banie Daij Lasse. The present chiefs answered on behalf of all the Landonese, soliciting most urgently that the present Second, Banie Daij Lasse, might be given to them as Regent. Whereupon, after the Second of Lando with the Tommagongs had stepped outside, the matter was deliberated with the Regents, who witnessed the hatred that the murdered Regent and his family had brought upon themselves. They asked the Regents who was the most capable to succeed in the government of Lando. The further investigation was abandoned in order to win trust and leave the discovery to time, deeming it necessary to pretend to refrain from further investigation because of the impossibility of obtaining the desired light in this matter, as it could well be that many had a hand in it.

The opinion of the present Sengadjis regarding this matter having been heard, they all expressed their satisfaction that Capitang, in preference over his younger, but for that purpose incompetent brother, was chosen as ruling Sengadji, and his old father, at his own request, was relieved of the burden of government. Whereupon the Council, subject to the approval of the High Indian Government, agreeing, the discharge of the old Lising was granted, and the oath on the Quran was administered to his son Capitan under the addition of the requested surname Dassie. He bound himself to fulfill the promise of his ancestors, by contract, and especially to make complete the missing number of serving Solorese here caused by desertion and death, to which the old and the other Sengadjis also promised to do their utmost. And Dassie thereupon, having been greeted as Sengadji by everyone present at the meeting, the same was adjourned. Underneath stood: Thus done and resolved at Coupang on Timor, date as aforesaid. Froschart was introduced as a fellow member into the same; who, having taken the customary oath of secrecy as well as that of purge into the hands of the Honorable President, after congratulations from the Council, was also assigned a seat in the other colleges of Orphan and Estate Masters, likewise Commissioner of Matrimonial Affairs; and appointed as co-inspector over the fortifications in place of the late Ensign Bauer. Upon the proposal of the Honorable President that, given the little likelihood that exists to date due to the slow delivery of wax to fulfill the demand for 600 piculs pursuant to the requisition of the Honorable High Indian Government, which had made his Honor consider means that may serve to promote a greater delivery as well as to prevent private export. Thus, in order to effectuate the same, it has been resolved by edict to forbid one and all the export of that commodity until the Honorable Company's demand shall have been fulfilled, at which time this prohibition will be revoked again; and that in order to contribute to this promptly, the inhabitants are exhorted to deliver the wax in their possession to the Honorable Company at the fixed price. Subsequently, it was also decided upon the aforementioned proposition to write off the Assistant J. Pros, owing to his persistent indisposition and senselessness, from salary and board money as of the end of this current month of May, leaving him on the books with suspension of salary until he should have recovered again from his insanity. Upon the request made by the soldier J. A. 89 That the prisoners are collectively implicated in the abduction, from Bakkenassie, about 3 months ago now, of a female slave named Lisarda belonging to the European citizen Johannes Bartholomeus; That they are guilty of theft, as this abducted girl was instigated by them to the stealing of various goods, which they subsequently divided among themselves; That finally, the prisoners, on the other side of the Negorij Penekassie, committed a gruesome murder upon this abducted girl, of which according to the aforementioned confession the perpetrators were the 1st and 2nd prisoner, striking with the murder club acknowledged by them (which by order of the 1st named was fetched by the 4th prisoner from an adjacent corn garden, and likewise handed over), the one after the other, the sleeping girl Lisarda on the head, so that she immediately died; In which murderous deed the last-mentioned three prisoners consented, and at some distance from there watched this gruesome act. Thus all of them, the one more, the other less (just as the 1st and 2nd are known as the authors, both who proposed the abduction and theft, and executed the murder, wherein the other three prisoners, as said before, lent a hand and consented), having been found guilty of the grave crimes: Firstly, of Plagium, or kidnapping of people, which according to the Divine, and upon this all-surpassing foundation established laws of the Christians, as well as according to the local laws here, is punished with death; Secondly, of theft, which according to laws and customs must also be punished corporeally, according to the circumstance of matter, times, and place; Thirdly, of Homicidium, or manslaughter, which crime was intentionally committed, that surely must be punished with a severe death penalty. All which crimes having been confessed as before, the assembled kings and regents, after ripe deliberation, have resolved, as they deem fit and resolve by this, considering the egregiousness of this crime, to cause each of the prisoners to undergo an exemplary punishment, commensurate with the magnitude of the crime, according to the degree he was complicit, for the deterrence of others. Condemning thus all the prisoners to be brought tomorrow, Saturday, which will be the 29th of this month, to the ordinary place of execution behind the Castle here, and there delivered to the executioner. First the prisoner Bastiaan Boelan, to be tied stretched out on a wheel, and beforehand struck on the head with the club with which he dealt the first blow to the murdered girl, and thereafter broken on the wheel from the bottom up. Subsequently, the 2nd prisoner Johannes Lisie, in the same manner bound upon the wheel, having also been given a blow to the head with the club, likewise to be broken on the wheel; After completion thereof, to let both these bodies lie in such manner without a stroke of grace until noon, one o'clock, when their heads shall be chopped off; 91 And the dead trunks having been taken down, dragged away by the Company's slaves, and thrown into a pit behind Coopang. Just as the 3rd and 5th prisoner, Tafel and Hasoo, also deemed fitting to undergo the death penalty, the one after the other shall be beheaded, and their dead trunks, with those of the aforementioned 2 criminals, dragged away and brought to the same place. Yet the heads of these four executed persons shall all 4, for greater deterrence, be placed on stakes outside the limits of this Negorij along the public road. While preferring grace over rigor in respect of the 4th prisoner Naoo, who otherwise (as having also lent a hand in the aforementioned crimes and consented therein) had also, alongside the 1st, 2nd, 3rd, and 5th, deserved death; yet out of special consideration that Justice owes it to his sincere and clear confession given already at the outset that it can with tranquility of conscience condemn the aforementioned 4 criminals to the rightful death penalty, and this man was the only instrument whereby the other criminals were convicted; to grant him, Naoo, his life, and further to condemn him, after having witnessed the execution of his 4 companions, to be tied to a post and flogged severely on the bare back until bleeding, thereafter branded with a glowing iron, and subsequently, being riveted into chains, to let him labor on the Company's public works for the term of his life. All of which the Council, in satisfaction of Justice, judged must be put into execution in such manner on Saturday aforesaid; in the absence of an executioner here, and since this would again give much wrangling and trouble among the regents and their peoples, the 2 available Kaffir Company's slaves are appointed as executors of this justice. Collated 105 J Murcus Report made to the Honorable Mister Berend Willem Foekens, titular merchant and chief, by the interpreter of Solor, I: F: Meijer, concerning the state of affairs there, briefly consisting of the following. 2: Krayenhoff 15 That on his recent journey to Solor, sailing past Lamahale, he saw that 2 Macassar proas lay anchored there, and when he arrived at Lawajong, he sent over on the following day and had them asked what those proas were doing there, to which the only answer received was that these would depart immediately; and proceeding there in person after the lapse of a few days, he was informed that, among other things, 40 catties of birds' nests, which he knew they had in stock alongside other local products, had been sold to the Macassars for flintlocks, gunpowder, linens, etcetera, as he himself had seen at the house of a certain Gaga, who, together with the chiefs of Lamahale, requested him not to make this known at Kupang. That subsequently, these chiefs of Lamahale having been summoned by him to Lawajong in order to hear from them whom they wished to have proposed as their sengaji, these men, having appeared there, proposed a certain Sanda. That on that occasion, the interpreter, with all moderation, 107 had given them to understand how poorly it would be taken by the Company if they continued in their illicit trade with the Macassars. He held before their eyes the orders concerning this, alongside the contract to which they had bound themselves, and that they were not permitted to trade with other nations outside of the Company's subordinate traders, but were to deliver all their local products to us, as well as the punishments that the violators of this contract brought upon themselves, etcetera. But instead of this making any impression on them, they answered quite insolently: what business is it of the Company whether we trade with others as well; the Company certainly suffers no damage by it. However, they had afterwards quasi-promised to see to it that some products were collected to deliver to our traders, the fulfillment of which, however, is not to be hoped for, as they are too much entangled with the Macassars. That subsequently, speaking about the abuse they made of the permission to sail to Clox and Ende, and that they, without the least prior knowledge of the interpreter, on their own authority whenever it pleased them, visited all regions there with vessels, that they exposed themselves to the danger of being captured at the first encounter with a Company ship or vessel, and finally, that according to the orders they were not permitted to do so without his prior knowledge; which was answered just as indifferently by them, by saying to the interpreter: the Company certainly suffers no damage by it, what difference can it make, we sail with the Company's flag, etcetera. That in general, the Macassars, always roaming along the entire coast of Solor and Solor Straits, which daily increases with a greater number of vessels, are admitted more in one place than in another for trade, and thus supply the land with all contraband goods: gunpowder, flintlocks, white and blue linens, silk patolas, elephants' tusks, etcetera, whereby the Company and its traders are greatly prejudiced, being also able to obtain few or no products there. That especially those of Lamahale constantly and even openly, as if it were permitted to them without listening to advice or admonitions, collude with the Macassars and otherwise show very little fidelity or alliance, which will not improve until they are once feelingly taught how covenant-breakers are punished. That now recently, upon the interpreter's departure from Lawajong hitherward, while lying at anchor off Lamakera, the sengaji Lobetakke, who should properly be the lawful chief of Lamahale, though not wanted by them, came to him and said that the self-appointed sengaji Doelie of Lamahale had anew summoned the Macassars from behind Adonara, where these mostly stay, and had sent a message that the interpreter had departed for Kupang, just as he, upon departure from there, coming around the point of Lamakera, also saw 2 vessels crossing from Adonara to Lamahale, which made him give all the more credence to what Lobetakke said. That the only and most suitable means to close this illicit trade, which otherwise may increase from time to time and have disadvantageous consequences, will necessarily be, following the example of earlier times, to have a well-armed pantchiallang cruise there for a time, especially in the months of March, April, May, June, and July, when the greatest navigation of the Macassars

That since his presence there he has learned with certainty, and also seen with his own eyes, some 40 men of the Portuguese on horseback passing by Maubara, who served as an escort for a certain priest who had gone to a Portuguese place named Batugade, situated close to Maubara; and returning from there was about to come to Maubara, as the Chief Regent was informed by an express messenger from the governor at Dili that he would make the journey there first, because a Company vessel with the interpreter was at Maubara, to which message the regent reportedly replied that it was well, as his land stood free and open to everyone, of which he now makes no secret either, just as it is also well known that the Maubarese go back and forth to the Portuguese, and that governor even often sends the regent some trinkets as presents.
