The 20th December Anno 1770. first, whether it is satisfactory for the officer to bring forth his claim, or not; And this latter having been demonstrated, as he hopes to do, whether his claim is then grounded in laws and rights, or not; And fourth, What further and requisite inquest could have been or still can be done by him. Regarding the first point, in his opinion no great elaboration is necessary, since it is indisputable that, as he is to observe the rights of the High Authorities as required, he must also be maintained accordingly, and not met with offensive phrasing, nor accused of dereliction of duty, as nevertheless resides, according to his humble understanding, subject to wiser judgment, in the aforesaid resolution of the Honorable Council, and specifically in the words that he, as officer here, shall have to investigate the matter further and as required, and to advise their Honors of its essential nature, etcetera, although for greater clarification he would still gladly note that the consideration which the aforesaid office deserves stands emphatically described in Merula, in his manner of proceeding Book 4 to 14, Chapter 4, Andreas Gail, Observations of the Imperial Practice, Observation 20, and in the legal dictionary compiled and published by a society of jurists under the supervision of Master Franciscus Lievens Kersteman, title Fiscal, besides several notable and weighty orders, dispatched both by the Lords Masters to Their High Excellencies and by the latter to the respective outer governments, etcetera, which, being fully known to your Honorably Severe and Noble Sirs, he respectfully excuses himself from specifying at length herein. Concerning the second point, he likewise respectfully maintains the affirmative, and that by law it could not have been refused him to declare himself further upon the revocation of the delinquent's confession, not only for the reason already alleged here above in passing, but also because, having been entirely unable to imagine that to him as an officer, upon the bare word of that man, the heart-grieving misfortune would occur of being suspected of dereliction of duty, and thus not only admonished to a better observance of his office, but in addition later even an insistence added thereto, he absolutely needed time to declare himself properly in respect of so important a matter as this, which is pernicious on the one side as well as the other, in order not to proceed lightly in his office and thereby bring many consequences upon his head; however, since this will have to be treated extensively under section C, he will simply step away from this article and proceed to C. And whereas this is what it principally comes down to, he will, with the kind permission of your Honorably Severe and Noble Sirs, elaborate a little regarding it, and after having first described what requisites are required in a confession upon which someone can be condemned extraordinarily, respectfully demonstrate that the same are to be found in that of the prisoner. 689 862 The 20th of December, Anno 1770. That the requirements then are the following: 1. That it be clear, possible, and probable. 2. That besides the confession, the fact itself is also established elsewhere. 3. That the confession be made by the offender himself, in his own person. 4. That it take place after previous information has been taken to the charge of the prisoner. 5. That the confessor persist in his confession. 6. That the confession be voluntary in the beginning, or if extorted by torture, afterwards ratified by the accused outside of pain and bonds, as the same are noted at large in the works of Mr. Pieter Bort, 2nd volume, title 9, chapter 5, paragraphs 27, 28, 29, 30, 31, and 32, and the further multitude of jurists cited there; likewise in the aforementioned legal dictionary of Kersteman, title Confession, and the criminalists alleged by the same, besides yet a series of others. That all this is now to be found in the prisoner's confession will most clearly be evident to Your Right Honorable and Honorable Sirs from the copy of the trial papers annexed hereto, in case Your Honors should please to examine them, and particularly the confession. For regarding the first point, the same is so constituted that it could never be better produced, since the prisoner, upon interrogation by the Palicol chiefs, the Honorable Aecama and the Honorable Pan, gives a detailed, evident, and in no way doubtful, but in every way acceptable account, first of the cause that gave rise to the deed, and thereafter of the execution itself, mentioning time, place, and whatever further in law can be desired in a confession by virtue of which extraordinary proceedings are taken, yea, even to the extent that he mentions by name those three women who had visited his mistress that morning. And regarding the second point, the same is also very satisfactory, for outside of the prisoner's confession, the deed is established by the murdered body and the bloody knife found beside it, which, being shown to the prisoner, was said by him to be the same with which he first committed the murder and afterwards wounded himself; and this has become even clearer from the attestation of the surgeon Joseph Seminaal, namely, that it is impossible for anyone to wound himself with his own hands in such a manner, however desperate and mad he might be; to which no little weight is added with respect to the person of the prisoner, as being the perpetrator, by the report of the commissioners Heshusius and Sliephaaken, to wit, that he had always lived with her in one room, especially when one adds thereto that which the chiefs report in their missive of July 4 of this year, that the three peasant women of whom the prisoner makes mention in his confession, having been interrogated before the commissioners by the interpreter and Brahmin, answered that the deceased woman had always stayed in her room alone with the prisoner and had not concerned herself with anyone else. The third requirement likewise fully applies and is beyond any doubt, as the confession demonstrates that the delinquent appeared before the chiefs in his own person. Likewise the fourth, since the examination of the prisoner was not scheduled before May 9th, whereas the aforementioned information had already been taken previously on the 5th, or the day of the murder. And the fifth also appears most clearly, since at the verification on May 10th he persisted in his confession, after the same had been clearly presented and explained to him by the interpreter Bandaar Adij Naraijna in the Gentoo language. And the sixth, namely, that the confession is voluntary, is likewise indisputably established by that document itself. And therefore the undersigned also trusts that Your Right Honorable and Honorable Sirs will please acknowledge that in this matter nothing required of him by his office and duty has been neglected or dealt with lightly in a matter of such weight as this, upon which the life and death of a human being depends, since all criminalists generally agree that in a case like this the same may and can take place. This now being so, point letter D follows, namely, whether his demand is founded upon the laws or not. He hopes it is, and refers for that purpose to that writing and the texts cited therein, which he respectfully considers superfluous to augment with yet a series of others or to allege any further examples. And particularly he conforms to the objections made by him in that writing against that which might have come into consideration in favor of the prisoner. Yet, supposing now that the Honorable Council had deemed that the conclusion of death was too severe and that a lesser punishment pertained to the delinquent, then the Honorable Council would have had the power to mitigate the same, saving the undersigned's right of appeal against it. However, the undersigned could not for that reason be accused of neglect of duty, since it can be demonstrated with hundreds of examples, both European and Indian, that the demand of the officer is sometimes indeed reduced without his being suspected or accused on that account. Concerning letter E, namely, what further investigation could have been made, or may yet be made by him, he respectfully alleges regarding the first that he indeed had to, and according to law could and was allowed to, rely upon the confession of the delinquent, as according to what was demonstrated under point C, having needed nothing further to bring forth his demand. It is possible that Your Honors' opinion is that the undersigned should have examined the delinquent here further, because it now appears in retrospect that this denial would then have come to light, but he judged the same, since the confession is legally satisfactory and the chiefs have written that they themselves over there could not have obtained any further light on this matter, to be entirely unnecessary, and thus he proceeded according to custom, without recollecting the same here further or conducting any further superfluous investigation. And a second recollection would even have been contrary to all practice, unless something further had been confessed by the prisoner, which does not exist here, regarding which Their High Mightinesses, the High Indian Government, in their honored missive of 5 June 1733, while pointing out some irregularities committed in the case of the Fiscal Steenhuisen and the Corporal Jensen, say among other things that such is contrary to custom. And which the undersigned can moreover confirm with sufficient examples, that if the evidentiary documents sent over from the offices concerning any offenses committed there are clear and distinct, as is the confession in the case at hand, then no further investigation is conducted here nor are the documents reheard anew, since that would denote a great distrust of the chiefs who, as commissioned members of the Judicial Council, conducted the inquest. And as for the other matter, namely what further investigation could now still be conducted by the undersigned, he respectfully maintains, subject to wiser judgment, none whatsoever, since the delinquent, having been examined by Your Honors themselves in council and having recanted his confession under the pretext of false translation by the Palicol interpreter Bandaar adij Naraijna, because the same was not only a next of kin of the murdered woman, but was also envious of him on account of the favor she showed him over her family, it is firm and certain that even if he were interrogated further, he will persist in this, unless Your Honors could see fit to send an express commission to Palicol to conduct a further inquest there to the exclusion of the chiefs, since summoning the interpreter alone is by far not satisfactory to investigate the matter here as required, because it would then still only be one man's word against another's, and the prisoner's confession will always tend to the benefit of the interpreter, in which case the aforementioned Palicol chiefs and the sworn clerk Neurenberg would also not only be suspected, but even accused, which the undersigned in the present case can by no means bring himself to do, as it would be of great consequence. The 20th of December, Anno 1770. consists mostly in dealing with the native, and therefore must take place through translation, to observe properly, about which, however, as far as the undersigned, also as a Member of the Government, is aware, there is as yet no reason for complaint. Regardless of that, even though they did not have full command of the language, when examining the delinquent, they were very well able to see from his posture and manner whether he confessed or rather denied, especially when the knife was shown to him and he was asked whether that was not the same one with which he had committed the murder; so that, the undersigned having to come to this point, he must also necessarily address the chiefs and the sworn clerk, who will certainly not fail to defend themselves and to demonstrate that they are unjustly suspected by him, the undersigned, as in his opinion they could also do with much justice, whereby he would expose himself to great accountability. While the suspicion of the interpreter upon such a bare denial can likewise be nothing but dangerous, since in that case the same could always happen, no matter how lawful a confession of a native, which absolutely must take place through interpretation, may be. Yea, the undersigned also has the faculty, just as well as the prisoner accuses the Palicol interpreter of malice, to be able to say that the one who translated the prisoner's words in court was biased in his favor with a passion, since the same stand directly opposite one another, as neither of the two is sworn, given that the pretext of consanguinity with the aforementioned deceased woman, and malice toward him, has no real substance, for otherwise he would certainly have made this known to the chiefs themselves through one channel or another, notwithstanding that, even if some consanguinity did exist, the same could have given that man no cause to have him put to death innocently, since he could not thereby regain the murdered woman; besides and apart from the fact that, if this negative is admissible without proof, no sworn clerk in this place can pass a lawful instrument of a native, whether it be a testament, bond, agreement, or whatever else it may be, that would not be subject to a similar exception, and therefore untenable, because all of the same likewise takes place through the translation of persons who are not sworn, which, once having occurred, according to the cunning nature of the natives, will always be claimed. For if the interpreter translated falsely, which occurred in his presence, he must nonetheless firmly and certainly have heard that the same named the three farmer's wives, and the account regarding this not being true, it is indeed certain that by his posture, as well as otherwise, he could and would have sufficiently indicated that he knew nothing at all of those people, as that absolutely must be, if at his examination he declared nothing other than in court, where nothing is mentioned of those women, although it is nevertheless not to be believed that the interpreter sucked those names out of his thumb. 693 864 The 20th of December, anno 1776. out of his thumb. So that in this matter, in any case, no other means to discover the truth would remain than to put the delinquent to a sharper examination, and in that manner to investigate whether his confession made at Palicol, or rather his denial here, is the truth, unless he could satisfactorily prove his assertion in court, which depends on his part, but not on the side of the officer. Yet to this means, as uncertain as it is dangerous, about which so many famous jurists have written both pro and contra, and of whose doubtful outcome there are so many sad and lamentable examples, he also feels burdened to proceed, because in a case in which a formal confession exists, as is required by law, as in the present case, no torture can take place, as it would be superfluous, regarding which the following emphatic words are stated by Joost de Damhouder in his Dutch Practice, title Torture, §8: "But if the defendant has confessed under torture, and outside of the torture has ratified his confession, then, wishing to revoke his confession, he may not be heard, then he must nonetheless be condemned, unless it be proved that the same is erroneous, just as also an extraordinary confession of the defendant which is ratified in torture is sufficient for condemnation, unless the defendant proves that the same was driven by fear," which he substantiates with several other jurists. From which it then indeed absolutely follows that if such confessions as are spoken of there cannot be revoked, but the defendants must nonetheless be condemned, such ought then all the more to take place concerning the delinquent in question, who not only confessed voluntarily, but also maintained his confession in that manner, unless he had sufficiently proved that the same was falsely translated. From all of which the undersigned then hopes that it will have appeared most evidently to your Honorable, Rigorous, and Noble Worships that in him not the slightest neglect of duty to the prejudice of the prisoner has taken place, and he is therefore unjustly held in suspicion thereof in the aforementioned appointment, and that furthermore he can neither conduct a further or more required investigation, nor give knowledge of the essential state of the matter, other than what has been done by him and is evident from the documents sent over from Palicol. The resolution is approved and the Fiscal is ordered to regulate himself accordingly. of the defendant's denial, and the accusation of falsehood against other persons, not on the part of him, the Officer, but on that which must come from the prisoner, although he nevertheless, such having occurred, retains his action against the guilty party, so it is that he very humbly requests Your Right Honorable and Worshipful Honors not only to declare him completely free of all neglect of duty in this matter, but also to uphold him against all such offensive expressions, and thus by Your Highest Honors' resolution to declare that the aforementioned interlocutory order of the Honorable Council of Justice is erroneous, as well as to annul the same as such through Your Highest Honors' supreme authority, and to order Their Honors to dispose further upon the aforementioned claim and conclusion, whether finally or otherwise, as is legally practicable in case of doubt concerning the sufficiency of the confession of the prisoner. While he, the humble signatory, expressing his regret that he has been placed in the necessity of having to trouble Your Right Honorable and Worshipful Honors in Your Highest Honors' weighty occupations, has the honor to subscribe with deep respect, beneath which was written: Right Honorable Sir and Sirs, Your Right Honorable and Worshipful Honors' humble and obedient servant, was signed: M. The 20th of December, Anno 1776. of this assembly to comply with the aforementioned resolution of the Council of Justice, which is regarded by this Government as equitable and prudent, by investigating further whether the delinquent Naraijna, sent hither from Palicol, who upon the presentation in court of the Officer's conclusion of the claim ad mortem, totally denied his full confession obtained at Palicol, upon which the Honorable Fiscal with right had and was permitted to ground his delivered claim, and by that denial also deprived the Council of Justice of the ability to dare dispose upon the Fiscal's claim without a further investigation having taken place, certainly out of legitimate fear of being able to burden themselves in that regard, is truly guilty of the murder of his concubine perpetrated by him according to the tenour of his Palicol confession, or whether the aforementioned confession, according to the allegation 14 The 20th of December, Anno 1776. Whereupon, after deliberation and in consideration of the absolute necessity in which one finds oneself to have the aforesaid vessels repaired of their defects, if one wishes otherwise to enjoy the required service from them, it is not only approved and understood, for the execution of the repeatedly mentioned repairs, to have the materials and other necessities specified by him in his estimate issued to the equipage master from the Company's stores, in order to be written off the ledger of the equipage yard to the debit of the carpentry account for sloops and vessels, but also to have issued to him from the Company's petty cash a sum of 763 fanums for wages for sawing 2½ pieces of beams into planks; furthermore, to authorize him to purchase, to the debit of the aforementioned account, at 2 pagodas apiece, or 12 pagodas in total, 6 pieces of Ambon beams, needed in addition to the specified materials, but not being in stock. 729: 882 The 28th of December 1776. — runs a credit of ƒ 60615:14:8; while showing how this item should be liquidated in the books of 1774/5, but it is furthermore most clearly demonstrated therein that, when the aforementioned item of ƒ 60615:14:8 shall have obtained its settlement, as is proper, by crediting in favor of the accounts of the respective chiefs as well as otherwise, the Company, through this arrangement, will remain fully secured for the old arrears of the merchants at the respective offices, and for the lease money of Bimilipatnam, until the aforementioned debts are settled, and one consequently could proceed to the distribution of the bonus from the linens sold in the Netherlands in the years 1773 and 1774, amounting, according to the returns received thereof, to ƒ 84838:3; it is thus, unanimously, approved and understood, the aforementioned sum of carried over The 28th of December 1776. — ƒ 60615:14:8, which still runs a credit in the books of 1773/4 on the bonus account, to have it settled in the books of 1774/5 on the proposed basis in favor of the accounts of the respective chiefs, and to remain current therewith until the collective arrears of the merchants and the lease of Bimilipatnam shall have been settled, and also to have the bonus of the linens sold in the Netherlands in the years 1773 and 1774 distributed in such manner as has been proposed by His Honour; thus all of his propositions appearing in the aforementioned document are hereby converted into a resolution. — The engineer, Willem Loewe, who came over here from Ceylon in accordance with the highly honored written instructions from the Supreme Government of the Indies, by revered dispatch of the 5th of May 1776, alongside the local surveyor Adam Godlieb Henik, having exactly surveyed 383 731. In dutiful compliance with the very highly respected orders of Their High Excellencies, the Supreme Government of the Indies at Batavia, contained in the received extract dispatch dated the 6th and 7th of May of this year, and furthermore most earnestly repeated to us by Your Honorable Valiance, we, the undersigned, have betaken ourselves to and upon all the bastions and curtains of the castle here, the Five Senses, as well as the outer works newly laid out around it toward the outer city in the year 1760, and after accurate measurements, inspections, and examinations, having found the same, we have the honor to present respectfully herein, with reference to the letters on the accompanying plans and profiles to be offered: 1: The Castle and its main rampart On the main wall of the curtain letter a, see plan between the bastions the Taste and the Hearing, wherein the Castle Gate is located, no cracks or deviations have been discovered. — The upper and lower right flank, first casemate, upper and lower battery of the face letter b of the bastion the Hearing, have from the foundations, with counterforts on the inside, a berm on the outside, and revetment walls of the parapets, been properly rebuilt and brought into good condition in accordance with the authorization of Their High Excellencies, the Supreme Government of the Indies. In the main wall of the left face letter c of the said bastion, there are six cracks rising from the foundations to the top with a 3-inch opening on the outside, of which one extends from the bastion angle through the lower and upper batteries of the face, along the terreplein through the upper and lower flank letter d, and its parapets, as well as the vault of the first casemate and the main wall of the flank, and likewise the terreplein and banquettes have sunk half a foot. The curtain letter e, between the bastion the Hearing and the Touch, has sunk about 1 foot at its banquettes, parapets, and terrepleins, and the outer main wall revetment has likewise leaned out 1 foot, and has cracked open from one another in four places right through the inside of the parapets with a 3-inch opening. — The right face of the bastion the Touch letter f also has five cracks in its main wall, of which four are slight, at 3 inches width, and one very severe of 6 inches, running, just like the one at the Hearing, through the upper and lower batteries of the face and the parapets along the terreplein, and further through the upper and lower flank and the vault of the first casemate and the main wall of the flank, as a result of which the entire face has bowed outward with a bend in the middle, which, in the event of repair, will necessarily have to be torn down first. — The main wall of the left face of the said bastion letter g likewise has 4 slight cracks, of which one, just like those of face c and f but not as severe, runs through along the bastion with a width of 2 and a half inches, as a result of which the main wall of this face has bowed out a little and the terreplein alongside the inner walls of the parapets and banquettes have sunk somewhat. — The curtain between the bastions the Touch and the Sight letter h, has five very severe cracks in its main wall and has deviated 3 to 4 feet outward from the line down to the foundations.

733. 884 The 28th December Anno 1770. — and the banquettes of the parapet and the rampart walk have completely subsided and collapsed, so that during repair they will also have to be completely demolished and renewed; and in order to prevent any damage to the packing hall, dispensary, large treasury, and outbuildings of the government standing close by on the inside due to the shock of a collapse, it ought to be demolished as soon as possible. — On the main wall of the right face Letter i, of the bastion Het Gezigt, there are 1. three severe cracks of 1 to 1/2 foot width and several smaller ones, besides a large one that extends from the main wall of the lower flank, arch of the casemate, wall of the high flank, lower and upper battery of the face, straight through the bastion angle, whereby the said wall has bulged out more than four feet down to the moat and has partially collapsed, the same having already been demolished about three quarters and excavated down to below the hidden arches—which were also found here in the same manner and number as reported in the earlier report of the bastion Het Gehoor—pursuant to the authorization of the High Indian Government and the order of Your Right Honourable. — In the left face Letter k, of the last-mentioned bastion Het Gezigt, there are K, also 5 severe cracks, of which one runs from the bastion angle along through the entire battery, just as in that of Letter C, f, and i, whereby the main wall has yielded greatly, and the rampart banquette, etc., have subsided and collapsed, which also, according to authorization, is to be demolished and renewed shortly. — The curtain Letter l, between the bastions Het Gezigt and De Reuk, has 6. yielded on the outside in the middle by about 1 foot and has three cracks of 2 to 3 inches width, from below out of the foundations upwards, the banquettes and inner wall of the parapet having subsided somewhat. — m. 735. 885 The 28th December Anno 1770. the heard-of construction of the main walls with a multitude of hidden arches without continuous foundations and nowhere any counterforts residing on the inside of the main walls, thus we cannot discover in the least, much less dare propose without following heavy accountability, how these defects can be repaired without the main walls being demolished down to the foundations and rebuilt again with continuous foundations, proper counterforts on the inside, and massive main walls as required. 1. The Ravelin Letter v between the Castle point 't Gevoel and 't Gezigt has, in the main wall of the right face Letter S, three, and in that of the left face Letter t, u, six heavy cracks with still many light ditto; the main as well as the revetment walls toward the main moat have yielded everywhere, the parapets and rampart walk entirely fallen into decay, and a large part of the shoulder angle Letter S, along with the inner revetment wall up to the middle of the Ravelin, collapsed into the moat; the stone pillars under the bridge of the said Ravelin toward the counterscarp or covered way are fallen into decay, and the bridge from the Ravelin to the Castle is entirely lacking. The foundations of the main and inner revetment walls of the Ravelin between the point Het Gezigt and De Reuk Letter v, raised only one foot above the moat, and around the water line the stones are loose and partially hollowed out, further filled with earth on the inside, and must furthermore be fully built up according to the calculation previously sent. Previously, in a respectful report and further herein, it is most humbly demonstrated that the main walls of the principal rampart were constructed from below out of the ground without continuous foundations, with recesses every eight feet, measuring eight feet in width and depth in the walls, which are covered with arches at a height out of the ground of 24 feet and 14 feet above the water; subsequently filled from within with loose earth, whereby the walls are so weakened from below that they are only 5 feet thick at the front in the foundations and only 3 feet above near the vault, as can be clearly seen from Profile folio 1; these walls therefore being too weak to be able to withstand the heavy, laterally pressing load from above of such a high rampart, whereby cracks have also appeared in all the arches, and consequently deflections and subsidences have been caused. Concerning the Ravelin Litera V between the bastion Het Gevoel and Het Gesigt, constructed in anno 1760, it has a main wall that is 6 feet thick in the foundation and only 5 to 3 feet above, as well as no counterforts on the inside, whereby it has been impossible for these so weak walls to bear the heavy load of a rampart of 25 feet in height for long. The decay of the revetment wall of the counterscarp, likewise constructed since 1760, also arises from an error committed during construction, namely that the same on the inner side, instead of being raised perpendicularly toward the side of the covered way, was bricked up just as sloping as on the outside toward the moat, as shown by Profile folio 2; thus resting more upon the earth of the covered way than upon its own foundations, it absolutely had to subside and slide into the moat at the slightest movement of the earth. The High Indian Government having instructed us to give our opinion regarding the necessity of the works newly constructed since 1760, namely the 2 ravelins, counterscarp, covered way, and glacis, we must note in humility that we cannot avoid considering the same to be necessary for the following reasons: 1. If these works were lacking, the side of the Castle facing toward the city would be much weaker than the other side, The 28th of December Anno 1776. because the latter side is covered by the river, which is 25 rods wide and 12 to 15 feet deep, and thus the Castle would not, as it ought, be of equal strength everywhere. 2. A fortress is also considered to be of very slight defense when it consists merely of a rampart and moat without the least outworks on the counterscarp, and this one here all the less so because the Castle is fortified in the old Dutch manner with flanks that stand perpendicular to the curtains. 3. Because there is only a narrow moat of 7½ rods in width and very shallow in front of it, the width of which is further reduced by a berm that is very necessary. 4. The rampart here being very high according to the old manner, an enemy can approach covered under the cannon. 5. Because the houses of the city give the enemy cover, so that they do not need to approach from afar. 6. A rampart as high as this one and not covered by any outworks is very easily and quickly ruined by cannon fire. 7. That these outworks, having already been constructed for the most part, only require repair and further completion, the expenses of which bear no comparison to the full construction of this work. 8. Because the razing of these works likewise cannot take place without heavy expenses, since the moats in front of the ravelins would have to be filled in and the glacis along with the ravelins leveled. 9. And finally, because one cannot rely much on the strength of some lines of this rampart that still appear sound, since one is not assured whether in time new cracks will appear in any of the same. Yet we deem it unnecessary to construct ravelins or counterscarps for the remaining curtains, because the side of the Castle facing the inner city is covered by a wide and deep river, and the same can be fired upon by the cannon of the batteries Amsterdam, Mollenburg, and Lijden; one can also easily, with little expense, prevent the passage across the river and the attack from that side if between these 739. 887 The 28th of December Anno 1776. two last bastions, a redoubt or battery is thrown up on the riverbank. The 28th of December Anno 1776. Castle and its outer works, in which the defects to be found therein are very distinctly demonstrated, to offer to Their High Noblenesses over Ceylon, together with a further calculation by the surveyor Henck regarding the newly discovered defects to the Castle and outer works, which were not stated in the first two calculations; with a humble request to Their High Noblenesses to let this Council receive Their highly favorable pleasure upon this, but in the meantime, pursuant to Their High Noblenesses' esteemed authorization, hereby to order the aforementioned surveyor to proceed provisionally with the renewal and repair of the defects found at the bastions of the Castle, insofar as they were stated in his first calculation. Furthermore, having been presented by the Honorable Chief Administrator the gift and carpentry accounts recently received from Palicol for the last six months of the recently expired book-year 1775/1776, as well as the summaries of what was given as gifts and spent on carpentry at the aforesaid office in the entire book-year, it was, after examination of the first-mentioned accounts and confrontation of the summaries of this year against those of the previous year, approved and resolved to pass the same for write-off, and also hereby to note therefrom that the first-mentioned account amounted in the recently elapsed book-year to 1264 guilders, 11 stivers, and the last-mentioned 405 guilders, 15 stivers, 8 pennings, being respectively 18 guilders, 12 stivers, 8 pennings and 31 guilders, 17 stivers, 8 pennings more than in the past year. And, after examination, it was likewise approved and resolved to pass for write-off the expense account of Palicol of the month of August last, as nothing was found to remark upon it either. For the replenishment of the Artillery Company in the garrison here, which has been very weakened by the sending of 15 men to Cochin, it was, upon the proposal of the Head of the Artillery, not only approved and resolved to promote the gunners Nicolaas van der Boom and Franciscus Farnuken to cannoneers at 16 guilders, but also to summon hither the gunner Barend Berggreen stationed at Jaggernaykpoeram; as well as to admit into service as gunner at 9 guilders per month Johan Philip Horninck of Jaffanapatnam. Further, due to expiration of time, it was approved and resolved to increase the wages of the cannoneer Jan Soet stationed at Jaggernaykpoeram to 16 guilders, the trumpeter here, Lodewijk Valentijn, to 20 guilders, the soldier in the Nagapatnam garrison Jan Willem Leopold and the sailor Joachim Jacob Jurgens both to 12 guilders, the second upon a five-year and the others upon a three-year contract. Lastly, it was approved and resolved to engage as an Oriental soldier in the Company's service Audoel Japer of Malacca, with the granting of the customary emoluments.
