To present to Their High Nobilities with a request for a complete fulfillment. The 28th of December 1775. cash, merchandise, and requirements for Coromandel in the year 1776, drawn up by order of His Honour, it was, after deliberation, approved and agreed to conform entirely with the arrangements made therein by His Honour. Consequently, it was resolved to present the aforementioned demand, according to annual custom, to Their High Nobilities via Ceylon, with humble petition on behalf of this Government for a complete fulfillment of all that has been petitioned, especially of the 290000 guilders in gold of 15 carats requested under the 7 and a half tons of cash for the minting of fanums, since the same is most urgently Disposition on the answered extracts regarding errors discovered in the Coromandel trade books of 1768/9 and 1769/70. Continuation. The 28th of December 1775. needed on account of the extraordinary expenditures that currently must be made in that currency for repairing the fortification works, for which the coolie wages are paid in fanums. Furthermore, having reviewed the extracts received and answered at this main settlement and at the subordinate offices from two memoranda of discovered errors in the trade books of this Government for the financial years 1768/9 and 1769/70, both drawn up at Batavia, the first on the 27th of July 1772 and the other on the 13th of July 1773, and received here via Ceylon on the 20th of February and 13th of November 1773 respectively, it was approved and agreed to dispose thereon provisionally, or subject to the favorable approval of Their High Nobilities, the High Indian Government, as will be noted below, and to keep a brief note of these decisions in the margin of the aforementioned extracts, in order to serve as a humble reply Continuation. And further to order the servants to send hither, by the first sea opportunity, the deserter Johan Conrad Morel who has returned thither, in order to be placed under the garrison here. Concerning Palicol, on the servants' letters of 19 and 31 October of this year, and the enclosures received therewith, it is primarily resolved hereby to approve the transmitted transfer of the Palicol chiefdom made by the outgoing chief, Senior Merchant Philippus Jacobus Dormieux, to his successor in the said office, Merchant Hendrik Ambrosius Johnson, together with all the other trade papers sent hither with the last-mentioned letter, as the same upon examination were found to be arranged according to order; as well as to give communication thereof to the servants there for their information. With the justification of the outgoing chief Dormieux and his associates concerning the small shipment of linens in the Wakkerheid, satisfied, and to warn them. 28 December 1775. Upon the satisfactory justification demanded by this government, by letter sent thither dated 7 October Anno 1775, from the outgoing chief Philippus Jacobus Dormieux and the second Hendrik Scoffier concerning the small shipment in the ship de Wakkerheid of only 3 packs of linens for Europe and 13 packs for the Indies, together amounting to the scarcely mentionable sum of ƒ 21180:18.-, and that in a season of the year in which one ought already to have settled with the merchants; the said servants having advanced for their excuse by letter of 19 October last that they had made every effort that could ever be required of them toward the timely provision of the demands, but that having the misfortune of having to deal with merchants who were unparalleled in shameless indolence, all exhortations and coercive measures employed by them to stimulate and urge the aforementioned contractors to a timely delivery of cloths had been in vain, although they had even kept them arrested in the Fort for some days, which is the very last coercive measure to which the chiefs at the subordinate factories may have recourse in case of the most pressing necessity: thus it is, for the reasons alleged by the aforementioned servants for their discharge, but principally in consideration of the fact that since then, through their care, most of the linens have come in, approved and resolved to hold themselves satisfied with the aforementioned justification. However, in the outgoing letter thither in this regard, it shall be remarked that this government hopes that the aforementioned consideration will not be drawn into any precedent for the future by the servants, but on the contrary, that it will encourage them to give satisfaction through a more timely collection of sound cloths, with a warning at the same time that otherwise, or if the contrary is experienced, one will indeed be compelled to take more serious measures in hand in order to procure an earlier collection thereby; since, to bring the cargo of a return vessel to 9 tons, as the Lords Majors desire, one absolutely requires the Palicol linens, which run high in money. To give communication of the aforesaid justification to Their High Noble Indulgences, with petition to likewise be satisfied therewith. 28 December 1775. And of this resolution, so far as concerns the justification of the aforementioned chiefs, communication shall be given to the High Government of the Dutch Indies at the very first opportunity, with a humble petition on the part of this government to Their High Noble Indulgences to likewise be pleased with that justification. While to Jagannathapuram shall be communicated the arrival here of four vessels that have delivered their cargo well. Satisfaction is expressed over the reduction of the merchants' debts. 45. 541 28 December 1775. Order regarding when henceforth the amount advanced to the washers must be written off. Recommendation to resort to the means prescribed in the text for a prompt settlement of the aforesaid debt within a few years, and the expectation of the Government to see it entirely cleared; observing also that nothing can contribute more to the achievement of this desirable end than for the merchants, as they have done this year for the first time, to make annual use of the favorable permission granted to them by the High Government to send linens to Batavia, so that the recognition money paid on them to the Company might serve to reduce their debts; with an added recommendation to the Chiefs to encourage the merchants emphatically every year to this effect. Since, according to an improper custom in use at Jaggernaykpoeram, it is the practice not to write off in their books the money advanced to the washers until the shipment has taken place; it is, since this is contrary to the method of bookkeeping adopted by the Company, approved and agreed to order the servants there henceforth to write off the amount advanced to the washers as soon as the linens shall have been received from the bleachfield. It having been observed from a transmitted General Return of all the trade goods disposed of at Jaggernaykpoeram during the recently elapsed financial year, that a considerable profit was made on them amounting to ƒ269,199:1:8:—, or ƒ39,604:12:— more 47. 28 December 1775. The Government expresses its satisfaction over the significant profits obtained there, and indicates its expectation for the coming year. more than in the previous year: it is indeed agreed to express to the Chiefs this Government’s satisfaction over these significant profits; yet, however, to remark that from the favorable appearance which trade has had there during practically the entire past financial year, it had been expected that the profits on the sold merchandise would have amounted to fully three tons; with the assurance, however, on the part of the Government, that although the result in this matter has not entirely answered its expectation, it is nevertheless fully satisfied with the diligence and vigilance displayed by the servants in this important point, and expects nothing less of them than that, persisting in this manner, they will yearly give more and more proofs of their loyalty and zeal for the welfare 542 Disposition on the requisition for 1776. Upon the communication given of the damage that the excessive drought has caused to the crops in the Palicol fields, and the fear of a general famine, it was resolved to express the utmost regret of the Government, together with its fervent wish that Heaven may take pity on the poor inhabitants there, and graciously turn this plague away from them; but at the same time to authorize the Chief, if due to the continuous drought the washing tank should unexpectedly dry up, as he seems to fear, to supply this deficiency by having a water well dug for the washing of the Company's linens, provided that not much expense needs to be incurred for it. It having been seen with particular pleasure by this Government, from a submitted statement, that the revenues there in the most recently completed financial year yielded ƒ 197:12:8 more than the year before: The 28th of December 1775. Satisfaction given at Palicol regarding the increased revenues, but displeasure at the merchants' increased arrears. so it was resolved to commend the Chief for this, in the expectation that he will constantly, as far as possible for him, ensure that the revenues yonder are increased annually, and the burdens, on the other hand, are reduced. On the other hand, however, after reviewing the accounts of the Palicol merchants, who have increased their arrears by a considerable sum of no less than ƒ 16820:18:8, it was resolved on the one hand to write to the Chief that the aforesaid increase of the merchants' debts was fully as painful to this Government as the increased revenues were pleasing to it; but on the other hand to remark that, although one is willing to attribute that increase partly to the vexations of the English, the ill will of the merchants, and the ill-advised advances made by the secunde Jan Onstee to all the merchants without distinction before his arrival yonder, one must nevertheless also blame him partly for it, since he afterwards had the imprudence to make a further advance of money to the merchants, which should not have occurred before they had paid in good linens the moneys issued by Onstee. The 28th of December 1775. To leave the same to the account and responsibility of Accama and Onstee, but in what manner. And consequently, to leave the increased arrears of the collective merchants as of the end of August 1775 to the account and responsibility of the present Chief Accama, as well as to that of the late secunde Onstee, in so far as each of the two of them shall participate therein, arranged according to a percentage calculation in proportion to the advance that each of the two of them has made. Meanwhile, it was resolved to warn him most earnestly to take the utmost care henceforth against the increasing of the debts, under the remark that otherwise, to counteract this, one will be compelled to resort to measures that will not be at all pleasant to him.
