Honorable, Valiant Lords; Through the arrival of the ships Stavenisse and Zeeduijn on the 2nd of August and 31st of July last after a prosperous journey, having found ourselves honored with Your High Mightinesses' esteemed missives dated 20th and 26th of June, along with the relative documents annexed thereto, as well as the report submitted to Your High Mightinesses by the Junior Merchant and Trade Bookkeeper Douglas upon his return to the Indian capital and Your High Mightinesses' disposition thereon, according to which we shall govern ourselves on future occasions; hoping however never to fall into the necessity of having to use the same report for any guidance. With sorrow we were necessitated to have to report to Your High Mightinesses in our respectful letter dated 27 October of the previous year the falling behind of the ship Blijenburg, however we received all the more agreeably the communication in Your High Mightinesses' venerated letter of 26 June of the current year, namely that that vessel, after enduring a raging hurricane, the loss of the majority of its rigging, and taking on 10 feet of water in the hold, had arrived safely at Canton in China. We wholeheartedly wish that both the vessels bearing this to Your High Mightinesses, as well as all further keels of the Honorable Company, by the Giver of all good, may long be preserved from such disasters, which are harmful to its precious interests! 3. Now proceeding to a report of affairs of all that has occurred worthy of Your High Mightinesses' attention since the trade recently conducted until the arrival of the ships, as well as during this trading season, we shall, however, in observation of the necessary brevity in matters of less importance, respectfully refer ourselves to the daily register kept both here and on the journey to Edo, and thus initially bring to your honored notice under the heading of Ships and Vessels: That, in conformity with Your High Mightinesses' order contained in the missive of 25 June 1769, we, at the request of the officers of both ships, and under favorable approval for the better stowage of the copper to be loaded, have granted 1800 empty small chests and 1700 dunnage planks. The skipper Adriaan van Es having made known, by a copy of a report accompanying this among the annexes, how on the voyage hither he had noticed that two shrouds of his foresheet rigging had snapped, which cause was attributed by him solely to the burning of the same rope during tarring, as it had been installed anew at the head office, and outwardly nothing could be perceived on it, and likewise that the aforesaid main topmast shrouds were entirely unfit for use and rotted; so we, for the inspection of the same, have commissioned skipper Siedenburg and his First Mate Welbergen, in order to serve with a report regarding their findings, which came in on the 27th of August, whereby the aforementioned was confirmed in all parts, whereupon we unanimously resolved to allow the named Van Es to draw the required shrouds from the stores he had on board, after having previously made known the requirement in a report to be submitted; Your High Mightinesses being able, if it pleases you, to view this in more detail in our resolutions of 26 and 27 August, as well as 7 October last, to which we respectfully refer. Also by us, according to the resolutions of 7 October, for the reasons given therein, permission was granted to skipper Siedenburg for the making of new fittings on his rudder, item bands for the mizzen mast, which was cracked at the top; amounting to f24:8:- vide resolution of 25 October, and the report accompanying this. It having appeared from two reports produced by both skippers at the resolution of 7 October, that according to the statements of their chief surgeons, most of the medicines supplied to them at Batavia had been consumed on account of the continuous illnesses that prevailed aboard the ships, and they therefore requested that what could be obtained here be purchased for them, and also that they be accommodated as much as possible with the remainder from the stock on hand for the office; so we, upon this request, being of the utmost necessity, have decided, subject to the approval of Your High Mightinesses, to purchase the rhubarb and the licorice, as being obtainable here, for as much as might be needed, item to have the Chief Surgeon Thunberg state in writing which medicines and in what quantity could be spared from the stock in fulfillment of what was specified in both those writings, this report along with the two previous ones going to Your High Mightinesses among the annexes of this letter. With respect to the delivered trade cargoes, having nothing remarkable to impart except that both ships delivered what was discharged from them in conformity with the invoices, only two catties of sugar more being received from Zeeduijn than is stated on the invoice of that vessel, urgently imploring you to honor us with your esteemed approval concerning this, the carriage with both those keels amounting to f 391954:3:8, namely Stavenisse f 196923:14:8 and Zeeduijn f 195030:9:-, making up the aforementioned sum of f 391954:3:8. Concerning the trade, we have in the first place, with regard to the principal branch of the Honorable Company's trade or the copper, not been able to succeed in our expectations in any way; for even though the two first signatories entered into negotiations several times with the interpreters concerning a petition to be submitted to the Governor in order to obtain an increase of the same, they settled their opinion on this from time to time, and sought to shelve it; but after having insisted repeatedly, having finally been pressed about this again, they declared they did not dare receive any papers of that nature in any way, much less deliver any translation, but that during the unloading of the ships they would seek to obtain the cooperation of the Nagasaki Regents toward gaining this important point, as well as on the occasion when the Imperial Steward Sacquemon Samma was present at the sorting of the ray skins, His Honor was urged for his cooperation with the Governor while pointing out the efforts that were made to obtain a Persian stallion according to His Majesty's taste, who however answered this only tacitly and with a compliment, see what was noted down about this in the daily register under 16 and 30 August last; so that we reasonably assumed that he would by no means charge himself with a proposal of matters of that nature, when the interpreters finally declared on 4 October thereafter to have been in conference with the Nagasaki Burgomasters and First Officers of the Governor concerning the presentation of this request, but that this had been advised against to them in the most serious manner by Their Honors, so that both for this and for many other reasons, of which the principal one is that the Japanese, considering the copper as a gold vein of their country, are by no means inclined to make any change in the regulation of the export thereof, doubting whether their government might be inclined to grant the Company any increase in the delivery of that mineral, but will seek for the present to keep the same on the old footing, respectfully referring Your High Noblenesses, under benevolent interpretation, to the previously cited dates of the daily register, in which this is expressed more broadly. In pursuance of Your High Noblenesses' order contained in the repeatedly mentioned missive of 20 June last, the first signatory presented to the Island Ottonas, cross-lookers, and interpreters in general His High Noblenesses' views concerning the deduction of the copper from the Honorable Company for the misdeeds of its servants; but they, excusing themselves hereupon from daring to deliver any papers of that nature, nevertheless suggested that on the occasion of the delivery of the invoices of the imported cargoes, the same be presented orally to the Reporting Burgomaster and Commissioner of Foreigners, which was attempted in the presence of the members of the Council, and which was faithfully done by the Head Interpreter Kosaijemon, as far as could be ascertained

having been translated; after a silence of some moments, one of the burgomasters present answered to this: how we dared to undertake such representations, as it was indeed an imperial order, and after uttering these words departed de facto, thus leaving us in uncertainty regarding both matters; nevertheless, in order to guard the Honorable Company as much as possible against all troubles in this regard, we have most strictly enjoined upon each and every one the observance hereof by the posting of Your High Nobles' ordinance. 3 We furthermore offer our humble gratitude for the account amounting to ƒ 4923:4:8 refunded by Your High Nobles to the Honorable Armenault and assigned by His Honor to the Treasury in reduction of the Honorable Company's outstanding debit amounting to ƒ 59605:5:8, as well as the approval of the 40 pieces of Hamans delivered against payment to His Imperial Majesty. Concluding this section, it is also mentioned that the loaded quantity of bar copper, distributed between the ships in accordance with Your High Nobles' orders, amounts to a total of: also, as appears from the resolution of 27 August, with their highest favorable approval, approval there were delivered to the Imperial Rentmaster, at his request, for the account of His Imperial Majesty against payment, 20 pieces of Patna chintzes and 40 pieces of fine Hamans, as well as for the account of the Governor of Nagasaki 8 pieces of black perpetuanas, to which request we acceded the more readily because the Honorable Company was thereby exposed to no loss. The affairs concerning the trade having thus far been brought as briefly as possible to the respected knowledge of Your High Nobles, and having obtained the old prices on the imported merchandise, except for the ray skins and Moemagulen, treated more extensively in our resolution of 7 October last, we deem it no less expedient to present to the same a brief demonstration of the recently traded capital, as in the report to be handed over by the Honorable Feith the traded merchandise goods will each be shown specifically in their separate entries with their profits and losses. The goods traded in this year, as appears from the Trade Books, 13. render a sum of ƒ 35332:6:— And the purchase „ 26489:15:8 so that the gross profits amount to 3 pieces 432:10:8 To which is added that with which the profit account is credited up to „ 121770:—:— or together ƒ 211202:10:8 underweights Item, that which is written off for Company dues, expenses on merchandise, and the copper, to the amount of „ 60915:19:— the advances, in conformity with the close of the Trade Books, render 4 1/8 percent, yielding ƒ 150286:11:8 And the general charges sum up to „ 106665:9:— Consequently, it appears that the profits exceed the charges, and accordingly Japan has come out ahead by ƒ 43621:2:8 or in comparison with the previous year, when the charges exceeded the profits by „ 36426:19:8, a total of ƒ 80048:2:— which, in accordance with the model, is further briefly demonstrated. The profits in this year have amounted to ƒ 150286:11:8 and the year before they amounted to „ 57977:16:— thus more profits in this year of ƒ 92308:15:8 the charges in this year amount to ƒ 106665:9:— and in the previous year . . . . . „ 94434:15:8 thus higher charges this year of ƒ 12260:13:8 These subtracted from the higher profits obtained demonstrate that the Factory, in comparison with the previous year, has gained ahead by ƒ 80048:2:— The merchants having been in no way inclined to accept the tare on the powdered sugar according to the determination of the previous year, we had to proceed to establish a new tare, and the same was found on average to amount to 29 7/8 lb per canasser; also the tare made on the camphor tubs fell on average to 39 4/15 lb; see the copies of the declarations accompanying this, to which we respectfully refer, the tare on the powdered sugar amounting in comparison with the previous year: Per canasser: when the same amounted to 30 7/8 lb, in this year 29 7/8 lb, thus differing 1 lb. Per tub: when the same amounted to 37 17/40 lb, in this year 39 1/5 lb, thus differing 1 3/8 lb. In compliance with their honored orders, the bar copper and the full demand of camphor now go over distributed between both carriers hereof according to order. Furthermore, we agree with Your Honors that in the aforementioned case it would have been less damaging to burn the ship, and we therefore also accept the orders which Your Honors have given regarding this for the future, heartily wishing that there may never be an occasion for their execution. Regarding the trade conducted in this Empire in the year 1772, having already noted what was necessary in our last preceding reply, and having seen from the servants' report of 1 January 1773 that the merchandise brought by the ships S Compagnies Welvaren and Geijnwensch had been sold at the previous prices, we must be satisfied with that and accept the loss suffered on the woollen manufactures and the goods unloaded from the ship Burgh, as we trust that none of those merchandises or goods could have been disposed of at higher prices. Subsequently, we must also accept the deteriorated state of this trading post in the year 1773, whose adverse consequences, however, have been somewhat reduced by the unexpected sale of the wreck of Burgh and the saved bark and watch-monies, for the write-off of which, to the sum of Rd 3419:—:—, the servants had already requested and obtained authorization from Your Honors. Regarding the number of ships required for trade in this empire, as well as concerning the private purchase of copper and means to obtain a larger quantity of this mineral, suspending our judgment until we shall have examined Your Honors' considerations on what we stated regarding this in the letter of 15 October 1775, we shall, with respect to the distribution of that copper to the west of the Indies, find ample opportunity in the future in this matter to be able to explain ourselves further regarding that distribution and the profits calculated upon it. 25. This meeting having been expressly convened by the Acting Chief, the Honorable Arend Willem Feith, for the reading of the papers received via the ships Zeeduijn and Stavenisse on the 31st of July and the 2nd of this month, the members were first assigned their seats according to rank, and the certificates thereof were delivered to the fourth and fifth signatories appointed by Their High Nobilities as Warehouse Master and Trade Bookkeeper, for which they expressed their humble gratitude. Resolution taken in the Council of Policy on After resumption, it was approved to confirm the resolution taken on the 4th of this month. Pursuant to the written request of the skippers of the ships Stavenisse and Zeeduijn, Adriaan van Es and Hermanus Siedenburg, namely that for the better stowage of a quantity of 6350 small chests of bar copper there might be granted 1800 pieces of empty copper chests and 1700 dunnage planks, it was decided, in accordance with the authorization of Their High Nobilities contained in the missive of the 25th of June Anno 1769, to condescend to this request. Upon a report submitted by the skipper of the ship Stavenisse, Van Es, to the effect that on the voyage from Batavia hither he had noticed that two shrouds of his fore-rigging had snapped, and upon closer inspection found the same to be entirely choked and decayed by tar, notwithstanding that it had been newly fitted at Batavia, and that both for this reason and because the main and fore-topmast shrouds, which had already been used on that vessel since the voyage from the Netherlands, could likewise in no way be used with confidence, considering the risk one ran in undertaking the return voyage to the Indian capital with such poorly conditioned rigging, he turned to this meeting with the request to appoint commissioners to examine and survey the defects indicated by him; on the grounds of this request, it was decided to commission thereto the skipper of the ship Zeeduijn, Hermanus Siedenburg, together with the chief mate of that vessel, Gerrit Welbergen, to examine precisely what was specified above as unserviceable, and to provide a report of their findings at the next meeting. The skipper of the ship Zeeduijn, Hermanus Siedenburg, and his chief mate, Gerrit Welbergen, having made known by petition that, according to a certain last will annexed thereto, they were named executors of his estate by the second mate Cornelis Slob Musserie, who died on that vessel on the voyage hither, but that finding themselves reluctant to take possession of this estate on the grounds of the invalidity of the aforesaid deed, as it is in no way considered conforming to a public instrument under law, until and before they were authorized thereto by a resolution of this Council, they turned to the same with the request that they might be permitted to assume the administration of those goods in order to deal with them in the best and most profitable manner; it was agreed to grant them this, and accordingly to authorize them by extract hereof. Initially, after reading, it was approved to conform to the resolution taken on the 26th of this month; further, having been received and read the report of the commissioners appointed yesterday for the inspection of the defects reported by the skipper of the ship Stavenisse, Adriaan van Es, whereby it appeared that the entire foreshroud was completely burned by the tar and found unfit for any use, as well as the fore, main, and mizzen topmast shrouds, also being completely unusable through age, so that the same needed to be refitted entirely anew, it was, in consideration of the necessity in which one finds oneself due to the bad condition of the aforementioned rigging, and it being above all necessary to employ new and sound cordage instead of this condemned cordage, unanimously approved to authorize the repeatedly mentioned skipper Adriaan van Es to submit a requisition for what is required for that purpose. 34. having requested authorization by the attorneys of the said Musserie to hold a public auction for the sale, it was accordingly resolved to grant him this request, provided, however, that he shall proceed with it in the best and most profitable manner for the estates.
