Saturday the 8th of March, Anno 1777. Insertion of the Request and Report of the Equipage Master. Having sailed from Batavia on the 6th of August of last year, and on account of the disturbances that have arisen between the Nabob Hyder Ali Khan and the Company having had to be detained here until now, it has been resolved and agreed to provide the necessities and rations for five months, as well as the cable rope according to the requisition, to have the boat repaired, and to have the cook's and steward's wares mended and tinned, as well as to insert into this resolution, according to custom, the Request and Report of the Equipage Master. To the Right Honorable, Highly Esteemed Lord Adriaan Moens, Extraordinary Councilor of the Dutch Indies, and Governor and Director of the Coast of Malabar, Canara, and Vengurla. Right Honorable, Highly Esteemed, Far-Ruling Lord! The undersigned skipper, Pleun van der Kuijl, commanding the Company's ship Hoolwerff, makes known to Your Right Honorable with all respect that he necessarily requires for the service of the vessel under his command, in place of those that became unfit, worn out, and broken on the voyage from Batavia to Ceylon, and from there to here and on this coast: 1 tiller, in place of the broken one 3 three-sheaved and gin blocks 3 two-sheaved ditto 25 single blocks, assorted 25 sheaves 50 belaying pins 6 sheaves with metal bushings, in place of the worn ones 1 hinge for a port, in place of the broken one, and 1 coir hawser of 21 inches, in place of the one that became unfit, as appears from the annexed declaration. The head cooper stationed here, Gillis Cornelis van den Bergh, of Zaandam, having made known by a written petition, which was read, that through continual illness and a severe rupture, accompanied by various other bodily infirmities, he has become incapable of performing his service properly any longer, and therefore makes a request to be favored with an invalid pension; and since it appeared from the annexed declaration of the skipper and Equipage Master Lourens Buijs that he has always acquitted himself in the Company's service as a worthy and diligent craftsman, but is now, through continual illness and a severe rupture, incapable of performing his service any longer; It is therefore resolved and agreed to pension the said Van den Bergh with 10 guilders per month, according to the regulation, and to incorporate the petition and attestation into this document. The same is granted at 10 guilders per month. Insertion of the Request and declaration. Saturday the 8th of March Anno 1777. The petitioner requests that he may be favored by Your Right Honorables with such a retirement wage as Your Right Honorables shall find proper. At the foot was written: Doing which. Was signed: Gelles Cornelis van den Bergh. In the margin: Cochim the 17th of February 1777. Lower: Extracted, signed: Ps Schemering, sworn clerk. I, the undersigned Lourens Buijs, skipper and master of equipage here, testify and declare that the head cooper Gillis Corneles van den Bergh, of Sardam, has always acquitted himself as an upright and alert journeyman and in the Company's service since the time he has been under my command, and is now, due to continuous illness and a severe rupture, accompanied by several other physical corruptions, incapacitated from performing his duty properly any longer; which declaration I, at the request of the said van den Bergh, have granted and remain prepared, if necessary, to confirm by oath. Cochim the 17th of February 1777. Was signed: Ls Beeijs. The ordinary proceedings having advanced this far, the honorable Secunde van Haric presented to the Governor a written petition directed to their Excellencies the High Government at Batavia, containing a request for obtaining letters of legitimation for his two natural daughters, with the added friendly request that the same may be sent over to the said High Government with a favorable recommendation under the Company's papers at the earliest opportunity; and since the Governor and Council considered this request in every way as a generous and decent work of charity, on which there was nothing to remark, it was approved and agreed to grant the request of him, the Secunde, and to forward the said petition with a favorable recommendation at the first occurring occasion to its further address. To conclude these proceedings, the Governor further informed the assembly that since the failed relief of Chettua and the shortly following surrender of the said fort, most of the dispatched detachment and the entire garrison of Chettua had been taken prisoner of war, transported to Calicut, and subsequently transferred to Seringapatnam; however, since then a few have escaped and others have been released and returned, whose wages, according to the 61st article of the Articles of War, have been suspended from the day of their capture until the day of their return, at which point the same ought to resume course; proposing that, since the said regulation is now to be applied, the paymaster be ordered to write off from that time in the books the wages of the clerks, soldiers, artillerymen, sailors, and others who were killed, missing, or taken prisoner during the detachment dispatched with the ship Hoolwerff and the surrender of Chettua, and on the other hand, to let the wages of those who have since returned resume course from that time; which having been deliberated upon, the members fully concurred with the proposal of the Governor, and it was consequently resolved to have an extract from this resolution delivered to the paymaster to serve for his guidance; wherewith this meeting was brought to an end. Thus done, resolved, and decreed in the Council of Mallabaar at the city of Cochim, on the day, month, and year aforesaid. After handling the secret matters, there were brought to the table two reports concerning the accounting and proof rendered by the secretaries of Justice and the Orphan Chamber, regarding the funds administered by them during the period of six months; which having been read, it was agreed to insert the same into this resolution. Insertion of the same Report drawn up and presented to the Right Honorable, Highly Esteemed Sir Adriaan Moens, Extraordinary Councilor of the Dutch Indies, and Governor and Director of the Coast of Malabar, Canara, and Vingurla, by the undersigned members of the Court of Justice, containing the account, proof, and balance of the administration of their secretary Johan Andries Dainiechen. Right Honorable, Highly Esteemed, High Commanding Sir. In humble compliance with the highly respected order of their Right Honors, contained in the Extract Resolution of what was treated and resolved in the Council of India under date of the 23rd of July 1736: the undersigned having been commissioned to examine the account, proof, and balance of the administration held by the aforementioned secretary, have, after taking examination, found that as of the last of August of the past year no cash remained held under the said secretary. After which, successively from the 1st of September following until the last of February just passed, there was received on account of the Lord's dues from sold houses and yards the amount of one hundred and eighteen rupees; furthermore, he showed to us a receipt from the Honorable Cashier Samuel Constantin Laffin dated the last of February just mentioned, which confirms that into the Company's petty cash fund the aforementioned one hundred and eighteen rupees have been duly paid, so that the receipts from the 1st of September of last year to the last of February just passed agree with the expenditures, and as of this date no cash remains in his hands. Wherewith we hope to have complied with the aforementioned highly respected order and remain with respect. Tuesday the 26th of August 1777. Receipt of a letter packet via the overland route from Tuticorin; the same is opened and found to contain a missive from Their High Excellencies alongside enclosures. In the forenoon at half past eleven o'clock, all present except Mr. Vernede due to indisposition. A letter packet having just been received via the Tuticorin overland route, under covering letters from the officials, brought there from Batavia by the ship Oostcapelle on the 14th instant, the Governor had the members convened to open the same and take reading of the papers contained therein. Whereupon, the same having been opened by the Secretary, there was found therein: 1 original separate missive from Their High Excellencies dated 25 June of this year, addressed to the Governor and Council here; 1 packet under seal volant from the supercargoes in Canton in China, addressed to the Governor and Council at Goa; 1 extract of the homeland circular missive of the High Noble Lords Seventeen to the Governors and Directors to the West, dated 12 November 1776; 1 extract of a missive from the Noble and High Respected Lords Directors of the presiding Chamber of Zeeland, of 14 November 1776, regarding the promotions within the High Government at Batavia; and lastly, 1 circular missive of 12 June 1777 regarding the inauguration of His High Excellency van Riemsdijk, a copy of the act of authorization, and the form of the oath, besides several other enclosures as mentioned on the register dated 25 June of this year.
