to qualify for withdrawing the Camp of Cranganoor. During the past bad monsoon, it rained beyond precedent to such an extent that there was no interval to do anything to the moat, and besides that, the rain this year persisted so uncommonly long that, although the good monsoon had already set in and our roadstead had long been safe, it nevertheless still continuously rained at night every now and then here, but mainly at Cranganoor, so that the further deepening of the moat could only just be started at the time of writing this. I am currently busy making the necessary arrangements for the withdrawal of the Camp, yet I will not begin this all at once, partly because the moat before Cranganoor first needed to be deepened, and partly because the sudden withdrawal of the Camp during the good monsoon would create a disadvantageous impression, both on the side of the enemy and on the side of our Allies Trevancoor and Cochim; thus I shall do this imperceptibly and gradually, in order to be better able to withdraw the Camp against the bad monsoon, without this causing any sensation or appearing of significance, by letting the chegossen or native Christians remain stationed in the entrenchment under the artillery of the fort, all the more as these people also accommodate themselves better outside than inside a Fort, and especially since the chegossen mostly belong to that area. The objective of the English to place Ragabooij on the Throne at Poena has not yet been achieved: it is reported that the English troops, who departed overland from Bengale for that purpose to join with the troops from Bombaij, experienced obstacles on the way; I even received news from souratta that those Troops were prevented from further transit; but according to the latest intelligence I have from Bombaij, they are said to have drawn somewhat closer now, and the intention to bring Ragabooij to Poena was still to proceed. Governor Falck has informed me of having received news from the Governor of Cormandel, Mr. van Vlissingen, that the English Ministry at Madras gave notice to Mr. van Vlissingen that they, the English, had received orders to undertake hostilities against the French, and it is already known here that the English have dislodged the French from Bengale and placed them under arrest at souratta, where they have a factory, and conveyed them to Bombaij, and likewise that Pondicherij was surrendered to the English by Capitulation on the 18. October after a heavy siege, so that the French now have nothing left in the Indies except Mahé, here in the vicinity on this coast, where they also daily expect the English; so that their project to obtain a harbor here or elsewhere has lapsed thus far; yet according to the latest intelligence from Europe, brought here via Suez, war was not yet declared in the month of July. Notwithstanding the measures we took by secret resolution of the 26. November 1773, and although we have been in a reasonably good posture of defense here since the hostile invasion of the Nabab Heijder Alijchan, I have nevertheless, for greater security, established good order over everything further, as I think one is obliged to do under such circumstances of the times, being unable to know whether war has been declared between those two nations or not, and in the former case what consequences and relevance it might have for us; and that is indeed the principal reason why I had those improvements to the point Holland executed in all haste, of which mention is made in the general letter. Furthermore, I shall endeavor to comply with Your High Nobilities' honored orders pursuant to Your High Nobilities' secret resolution of the 9. September 1777 concerning the state of defense and how Cormandel, Ceylon, and Malabar could best and most prudently assist one another in the various monsoons. Meanwhile, I have recently obtained a private letter from a certain Mr. Bolts dated the 17. November, an Extract of which is enclosed herewith, from which it appears that on the 4th prior he returned to Baliapatnam from the Nabab Haider Alijchan (though it is thought that he was only with the Ministers) and obtained three factories for Their Imperial and Royal Majesties, namely in the bay of Carvaar, Mangaloor, and Baliapatnam; Carvaar lies above Onor not far from Goa, and Baliapatnam three miles north of Cannanoor, Mangaloor being too well known to need specification. I was also pleased to see that the private trade conducted for the Company in the financial year 1776/77 was agreeable to Your High Nobilities, and I now have the honor to present to Your High Nobilities the Yield of the subsequent financial year, from which it appears that the Company has once again gained pure and clear funds therein of f 20686. 20. monsoon gathered around 50 heads together, I am currently busy getting as many together as possible, and I promise your High Noble Honours to leave no stone unturned in this regard. The native Christians and Chegossen or natives of this land are daily trained in the use of weapons and are advancing reasonably well; thus I shall make the necessary use of them, since this initiative of mine has been fortunate enough to carry away your High Noble Honours' full approval. These people have gradually shown themselves willing, and in the end more turned up than were needed, so I had the oldest, the smallest, and the most unfit singled out and sent on their way, just as troops who are given furlough, with the promise to return at the first requisition. Currently the native Christians consist of four companies, each of 100 men, and the Chegossen of three companies, each of 100 men, thus together 700 men in the first line. I have already for a long time attempted to lure Syrian clergy to us here, in order through them to persuade their coreligionists (who are here in very large numbers) to our religion and to bring heathens to Christianity, for which the Syrians, if they come over to us, are quite suitable, partly because the Syrian Christians (being a mixed remnant of the so-called St. Thomas Christians) in the matter of religion do not by far differ as much from us as the Roman Catholics do, but primarily because the Malabar language is their mother tongue, and they, being born Malabars themselves, know the language, manners, and customs of the native better than any other missionary, and are capable of interacting with the people in the countryside, seeking them out in their dwellings, instructing them in their own language, and thus making our religion palatable to their compatriots through their own example. I need not remind your High Noble Honours that if a land and people are to prosper, the cause of God ought first and foremost to be taken to heart; it is also too well known what bearing the work of conversion has both on political matters in general and on the interests of our Company here in particular, to press the importance of this matter further; but since, for the achievement of the aforesaid objective, alongside the Divine blessing, your High Noble Honours' assistance is also absolutely necessary, I have found myself obliged to inform your High Noble Honours thereof herewith in all deference, and to request your further orders. Your High Noble Honours are pleased to know, then, that finally an ordained priest of the Syrian Christians has promised me to come over to us and to have himself instructed in our religion, provided that, once instructed and capable of teaching our religion to others, he may then also have that dignity among the native which he had in his congregation, or actually, that he first be appointed as Proponent and subsequently as Minister, with the promise that he will then also immediately go into the country; indeed, that his travels and journeys in the country shall cost the Company nothing, if he only has a decent monthly salary from which he can subsist, just as he is now already actually being instructed by our minister, the Reverend Pieter Cornelisz, with the aid of a Malabar book, and is already beginning to advance reasonably well; at least the aforesaid Reverend Cornelisz, who spares neither effort nor time with him, has good expectations of it, and is of the same mind as I that one ought not to let this opportunity pass by. This man was at first under the impression that one could just immediately appoint him as a Minister, and that this takes place among us in that easy manner as occurs among the Roman Catholic and Syrian denominations here. I indeed promised him nothing positive, nor did I deny him anything either, so as not to cause him to become averse, but answered that it was still too early to speak of that, that he first ought to learn, and that in proportion as he advances quickly and becomes qualified, he will also in proportion to that soon reach his objective. I cannot vouch for this man meaning it with that true earnestness and hearty zeal that are required for it, and I would even be willing to believe that with him as much self-interest as desire and love for the cause of God has a place, be it somewhat to please me, or because the clergy among them here must get by just as frugally and, I may well say, just as poorly as the Roman Catholic clergy, whereas with the Company he has more pay to expect; but be it now that he is in real earnest or not, the main objective is of too great an importance not to test it and set it in motion in every conceivable way: if in the meantime one only has him so far that he brings some over to us from heathendom, and persuades many of his own coreligionists, then in the course of that Gospel work (once it is only set in motion) one can always make further arrangements, especially if it is true what he has assured me, and of which I privately also already have some knowledge, namely that another 2 to 3 of his colleagues are about to come over, who are only waiting to see how it goes with him. He insists strongly on administering the sacraments, for the sake of Baptism, because he says that through it both the Syrian and Roman Catholic priests achieve their objective most in the work of conversion among the native, because as soon as they have only disposed the heathens to have themselves or their children baptized, or as soon as they only notice that the people gladly accept the word of preaching, they immediately baptize them, so that they no time

Meanwhile, I have also proposed to him whether he would not be willing to go to Ceilon for some time, to be instructed there and, having been appointed as Proponent or Minister, then return here; but he showed great reluctance toward this. Besides this, the Malabar language here is entirely different from the one spoken on Ceilon, for on Ceilon Tamil, lingua Tamulica, is properly spoken and not true Malabar, 216 spoken, so that one would not be able to manage with him on Ceilon after all. Thus I request to be furnished with Your High Nobilities further orders in this regard, and whether this man, after he shall have been examined here by the church council and found qualified, may be appointed as Proponent, and subsequently as Minister, in order to proclaim the Gospel among the natives as a country preacher, and to administer the sacraments, under the supervision of the church council or a scholararchal assembly to be established, whereupon much good is to be expected from it, especially when the ministry here is seriously instructed, and has enough love of its own for the good cause, to assist this work of conversion, as much as depends on us here, and to protect it against the encroachment of the Roman Catholic priests, who are numerous here. And if Your High Nobilities please to grant this proposal, then I request to know how much I may have disbursed from the treasury to this man per month for the account of the Company; I think think that a minister of the Gospel, whether he be white or black, ought to desist from all other occupations and concerns to earn his livelihood, and that he therefore should receive such a salary that he would not need to take up anything else, nor to groan under the burden of his ministry, but may perform his work cheerfully, and apply himself solely and entirely to his service: He indeed provisionally receives 25 rupees per month privately, but we cannot always rely on this, and this is also only mentioned because he seems to be very well satisfied with it, and Your High Nobilities might somewhat accommodate yourselves to this in determining his wage.
