How the improvements to the fortification works here, having recently and just in time been entirely Absent Secret Resolution Taken in the Council of Malabar at the city of Cochin completed on A notable defect discovered on the fortification works of Cochin at the Point Holland from which a certain distance cannot be covered the improvement is very necessary in these times completed, to the best of his knowledge no actual deficiency is now to be found in them, except for one more, namely at the Point Holland, under which point there is a certain distance that could not be covered, because that point is so sharp there and of such an alignment that no embrasure can be laid towards that uncovered area. How he nevertheless in the meantime judged this matter to be increasingly of such great importance that he could not rest easy in these critical circumstances of the times without making some improvement or other in that regard, even though it is a defect that might perhaps strike the eye of only a few, but yet, upon the first demonstration, or when one is at the aforementioned distance and merely looks at the embrasures, is so visible that the most simple-minded can comprehend this defect. resolves there 221 the Governor has instructed the provisional Captain-Lieutenant Stip to devise a means thereto. has thereupon shown in writing that with the placement of a cavalier on the said point the same can be remedied. How he therefore specially instructed the provisional Captain-Lieutenant Stip, who, pursuant to what was resolved in the Council here on the 9th of this month, has been charged with the oversight and supervision of the fortress works, to survey and carefully inspect the fortification works here, and also to direct his thoughts to whether he could devise anything to improve this defect in a short time and with little expense. How he thereupon delivered a report and therein not only demonstrated that defect as being the only defect in the fortification works, but also pointed out a very good means to improve the same in a short time and with little expense, namely by placing a cavalier, by way of a spur or half-moon shape, on the point from one face to the other, as he clearly explained this in an accompanying [illegible]

That the Governor, thereupon having looked around at once for someone to take on this work by contracting, was unable to find anyone who dared to undertake it even above the aforesaid sum of 7000 Rupees, because the materials have now become very expensive, and the point Holland lies furthest from the place from where the materials must be collected, besides which the condition was also that this work had to be finished before the end of the bad monsoon, notwithstanding that the Governor promised to lend an effective hand in obtaining materials, laborers, and coolies at his peril, and even to provide a good advance. The Governor also finds difficulty in having it done for the account of the Honorable Company. Job Vijverberg has finally undertaken to perform it for 8000 Rupees under the supervision of Stip. Proposal of the Governor to commission that work to Vijverberg. In compliance with your Right Honourable, Highly Respected highly honoured order, I, the undersigned, have inspected the fortifications of this place and found them reasonably good, except that I observed a defect at Point Holland. I mention only this point, because improvements can be better made here than at Point Zeeland, where, according to the situation of that Point, the improvement could also take place. The defect actually consists in this: that one can approach the city there on the glacis, across a width of five roeden, without exposing oneself much to the artillery, and even erect a battery in front of Point Holland, which could not be prevented from the city, because no embrasure of Point Holland faces toward it, due to the alignment and shape of that Point, except slightly from the flank of Zeeland, which defense, however, is so slight that the enemy, by making a small elevation against it, could quietly go his way. Therefore, according to my modest knowledge, I judge that a partition should be made on Point Holland in the following manner: namely, from one Face to the other, to draw a curve /:Demis Cune or Fer à Cheval:/, to lower or take down the front part of the Bastion by 4½ feet, and to raise the curve by 5½ feet across a width of 34 feet, upon which 5 cannons can very easily be placed, and under this curve a sortie, or passageway, in order to be able to enter the lowered section, from which not only the aforementioned place could be fired upon, but it would also at the same time be of great service to the seashore, which can be done at considerably less cost and in a short time, than giving the entire point another form, or raising the remaining part of the Point; which I certainly do not reject entirely, but at the same time note as a very expensive and tedious work, because in order to obtain a foundation for that weight, a great deal of that point would have to be demolished. However, I do not doubt that some will not consider this proposal the best, yet having to choose one of two, I judge this, according to my modest knowledge, to be the best, partly because it completely fulfills the purpose, and partly because it will cost incomparably less, and at the same time can be carried out incomparably faster, besides it being a general rule that one cannot very easily make alterations to a fortification without incurring great costs, and that from one alteration usually more alterations arise, and even become necessary. Your Right Honourable will be able to see everything better from the enclosed drawing; and whatever might still be lacking therein, I will, with all due respect, demonstrate to your Right Honourable as well as I know how. Subsequently, having resumed the specifications of the submitted nominations from the respective colleges of Orphan Masters, Commissioners of Small and Matrimonial Affairs, as well as Fire and Ward Masters, together with an extract of a church resolution showing that the Consistory, owing to the absence of the Deacon Eversdijk, found it very difficult for the three remaining Deacons to collect the alms in the city, had elected the Assistant Surgeon Hendrik Verduijn at the request of the said three Deacons; it is agreed to approve this election and to notify the said college thereof by an extract of this document; as well as, in place of the deceased Equipage Master Lourens Buijs, Thursday the 8th of January Anno 1778. The acting Equipage Master Blankenburg appointed as a member of the College of Fire and Ward Masters. to appoint as a member of the College of Fire and Ward Masters the Chief Mate and acting Equipage Master Johannes van Blankenberg, of which the said college shall likewise be notified by extract. Whereupon the collegians together, having been called in one after another and having most willingly taken the prescribed oath of office, each college for its part, were thanked for their services rendered during the past year and exhorted to continue to employ their good offices toward the advancement of the affairs of their respective colleges. The Governor informs the members that this is a consequence of the resolution taken on the 12th of May of the past year regarding the two small gardens that the Topass Matthijs Rodriques and the Mestizo Claas Verhoeve have on lease on the island of Baijpin, the former for a sum of 10, and the latter for 15 ropias per year; the trees were chopped down, and they consequently request to be exempt from the payment of the lease moneys, and that, because in the extract of the Cochin resolution of the 12th of May 1777 handed to him, the collector, no mention was made of those small gardens, he requested to be furnished with orders; concerning which matter the Governor informed the members that at the session of the 12th of May of the past year, when it was decided to have the trees on Baijpin along the bank of the river directly opposite this city chopped down for such reasons as are stated therein, it was not known otherwise than that all that land fell under one lease and under the lessee Claas Verhoeve, but that it had now been found Thursday the 26th of February 1778.
