To the Right Honourable and Respected Sir, Willem Jacob van de Graaff, Director and Chief Commander of this Directorate, together with the Respected Council. Upon the closing of the trade books of this Directorate for the year 1777/8, the undersigned keeper of these trade ledgers has found such debtors, creditors, and outstanding accounts as follow below and overleaf, with a brief explanation of their origins; namely: Account of Contracting: Rupees 165000:— or Guilders 198000:—:—. That amount has been advanced to the Honourable Company's brokers on three warrants granted by Your Right Honourable Sirs dated 15 April, 2 July, and 30 August 1778, for the continuation of the contracting of return goods made for the year 1778, and by them handed over directly to the Honourable Company's linen suppliers. On: For this money, and that which has since been supplied on that account, the linens for the greater part have already come in, and with the expiration of the collection statement this entry will, as usual, be entirely cleared. Various merchandises sold in the year 1777, which have not yet been weighed out, and on warrants: Resolutive dispositions having been taken in the Council of Policy at Surat on Friday 4 December 1778 concerning these goods, which remained uncollected under August of the latest purchase contract: the greater part has already been sold and paid for, and everything will presumably be settled either in this or at least in the next coming month. Secret Negotiations: Rupees 21000:— or Guilders 25200:—:—. Concerning the origin of this, I take the liberty respectfully to refer to that which was set down in the recently submitted Memorandum that was registered in the Resolution of 3 November of the past year. 3: Regarding these 21000 rupees which were drawn from the main cash by the former Director Bosman on a warrant dated 8 March 1774, and whereof, in our respectful response to the Homeland Extract and our humble letter dispatched today to Their High Honours, it has been informed that they are not accounted for, it has been approved and agreed to place the same to the account of the said former Director Bosman, just as has been done with other entries charged to him in accordance with the order of Their High Honours by letter of 15 August 1777. The Wooden Revetment outside the Land Gate of the Honourable Company's Wharf: Rupees 63506:7:8 or Guilders 76207:7:8. According to the just-cited Memorandum, this account under the last of August 1777 stood at: Rupees 33:16:—. To Engineer Loewe, who had been here from Ceylon to examine that work, has been paid and advanced in this book year for double board money, house rent, and extra consumption for his voyage hither: Rupees 172:39:—. Total as above: Rupees 63506:7:—. From the Lord Director, there have been transferred to this account an amount of: Guilders 3919:2:— or Rupees 4714:3:—. 5: On this entry, the disposition of Their High Honours is still awaited as to how long the same must continue to be carried in the books. Mattijs Monte, Bookkeeper and Provisioner: Rupees 3000:— or Guilders 3600:—:—. Johannes Boelen, Chief Mate and Equipment Overseer: Rupees 3000:— or Guilders 3600:—:—. The origin of these two debtors having been broadly mentioned in the above-mentioned memorandum, I take the liberty to refer thereto. 6: This is a usual advance payment for the purchase of various necessities. Frans Bernhard Zimmerman, deceased, Titular Under-Merchant: Rupees 1954:17:— or Guilders 2345:4:8. This was, conform to that described in the aforementioned Memorandum under the last of August 1777, debit: Rupees 521:47:—. Whereto has been added in this book year that charged from Batavia, the 1/8 part of Guilders 13750:15:— in Dutch currency, which was imposed for restitution upon the heir of the Cochin Cashier Nicolaas Bowijn, and this, for reasons broadly mentioned in the Resolution of 3 November 1777 conform to Journal page 42, is debited for that with Guilders 1718:17:— or: Rupees 1432:18:—. Total as above: Rupees 1954:17:—. 7: In accordance with the order of Their High Honours by letter of 8 August last past, the Rupees 1432:18 mentioned here adjacent must be charged back to Cochin, and regarding the remaining Rupees 521:47, it is agreed to let the same continue in the books for the time being, and until further order of Their High Honours.

Pursuant to Their High Noble Indulgences' venerated order, and the resolution taken on the 3rd of November last, this was debited for repairing and equipping the small ship De Mosselschulp for undertaking the voyage to the Indian Capital, for ƒ 61:6:8 or Rs. 509:21:—. In fulfillment of the aforementioned resolution of Their High Noble Indulgences dated 29 July 1777, the Under-Merchant Hendrik Brugman has paid into the Honourable Company’s treasury [illegible] Rs. 80, which amount was credited to this Directorship by invoice, and in fulfillment of the resolution taken on the 3rd of November last has been brought to account here with Rs. 1024:34:—. W D: Hontag has among other things come here with the intent to cause the Company or its subordinates as much vexation as possible by means of the English Government, of which, among others and besides several other malicious conversations that he is said to have held in Bombay from time to time, the following may serve as an example: that when some days ago the Company's Moody Mannik Dada was with him, he, according to the reports of this man, said among other similar things that the Company unlawfully possessed the King's highway running across the Wharf, and therefore had no right to have the same closed off with gates on both sides of the Wharf, and that he, Bosman, would well know ways to compel Their Honours to have to demolish both these gates and leave the road open. 5th 226 The 25th of February 1778 5th: That although Their High Excellencies, by Their most honoured missive of the 31st of December 1773, have recommended and ordered that no steps should be taken to promote private interests that could bring the Company here into trouble with the Government, yet the case in question is of a very different nature, and it is not a matter here of favouring any private views, but of maintaining or abandoning a privilege of which the Company has hitherto been in unviolated, or at least in recognised possession. 6th: That it has always been held by all those who must be considered to have known the Company's condition and real interest in Surat most completely, that privileges thus acquired, as well as those of which one is in possession through long usage, must in every possible way be sought to be maintained unviolated, without tolerating any infringement thereof. 7th: That the privilege here concerned is very essential and of great value to the Company, which otherwise would be constantly exposed not only to being insulted in the persons of its subordinates, but also to running the danger of suffering great damages in time, if the English or Native Government undertakes, on all kinds of sought-after complaints, to have the Company's subordinates seized and imprisoned, to whom large sums must sometimes be advanced, as for example to the Linen Suppliers. 8th: That specifically concerning the privilege here at issue, among others, the late Councillor Extraordinary Schreuder, in his memoir left as Director of Surat, Chapter 9, page 276, has most strongly recommended its conservation, saying: "Those who enjoy fixed protection must be maintained in everything, indeed even to the uttermost, against the Regents, in order not to lose again a privilege that, according to the 3rd Chapter, was obtained with so much difficulty." It is resolved and agreed to claim the aforementioned Tabidas Nagerdas as a protégé of the Company; yet first and before proceeding to public steps, to try whether by a friendly message to Mr Boddam, he could be persuaded to desist from this and to refer the said former Director Bosman with his complaints to the Company. The undersigned was requested and commissioned by the Lord Director to go to Mr. Boddam and to claim Tabidas; arriving there, he represented to the said Mr. Boddam how the Director, with his compliments, had sent him to his Honour in order to request that Tabidas Nagerdas, who was kept in detention by his Honour at the instance of the former Director Bosman, be released and handed over to us, as he had belonged for many years under the protection of the Honourable Company, and on that ground alone was subject to the authority and the laws of the Dutch nation. That the Lord Director, out of a desire to maintain and foster the good harmony presently existing, wished only with great reluctance to resort to making public complaints, and had therefore sent him as a second to request, in the quality of a friend of Mr. Boddam, the release and handover of Tabidas. Mr. Boddam replied to this, after preceding professions of his readiness to maintain the good harmony, that he deemed he had the right to keep Tabidas under arrest until he should have provided bail, because he was said to have acknowledged the debt to the former Director Bosman, and that one always acted in that manner with all residents. Thereupon Mr. Boddam changed his tone and said that Tabidas had not claimed the protection of the Dutch Flag, nor told him that he belonged under it, adding thereto that he was inclined to hand him over, provided that the Lord Director undertook and promised that he would send him back whenever he needed him again regarding his affairs with Bosman. To this the undersigned replied: That such a promise on the part of the Lord Director was impossible, as it was not permitted to allow anyone of the subordinates of the Dutch Company to stand trial or cause them to appear before a foreign judge, while outside of this Company no one could claim any right or judicature over this Tabidas, and that consequently the former Director Bosman, whenever he believed he had any action against Tabidas, had to bring the same to the place where it belonged. Mr. Boddam replying to this that he was ready to let Tabidas go from his arrest, if it was accepted to let good justice be done to Mr. Bosman; the undersigned replied that he could give his word for that, adding that the Dutch nation was accustomed not to withhold that from anyone. For which reason, having judged myself obliged to employ everything possible so that Your Right Nobles may be informed of the state of this office, I dispatch this via the overland route to Nagapatnam, in the hope that it shall obtain a favorable delivery, in order to have the honor thereby to bring to the high notice of Your Right Nobles that everything at this office is in good condition, while I am at the same time so fortunate as to be permitted to inform Your Right Nobles that we, after the Japanese copper had previously been sold with a fixed profit, sold the powdered sugar at the general sale on 28 January last for 12½ rupees the 100 pounds net cash, yielding an advance of 107 percent, of which there is no example in the western part of the Indies; all the other articles have likewise been claimed either at the fixed or at very acceptable profits. I can in no way doubt that the foregoing will meet with the pleasure of Your Right Nobles, while at the same time it obliges me to solicit Your Nobles with all earnestness that our requisition of merchandise dispatched in January may be fulfilled in quantity and quality. In particular I find myself all the more spurred to this, both because there is now great hope that the parties, weary of the war, will soon reach an agreement and thereby, all troubles ceasing, trade goods will find an ample market in many outlying places where everything is now depleted, as well as especially because I believe I may establish that the prices, particularly also of the above-mentioned sweet stuff, will not decrease, considering that the previously recounted misfortunes and the shortage of ships arising therefrom, combined with the dearness of kapok in China and Bengal, will indeed prevent the private merchants and cause them to desist from sending any ships thither, and we thus possibly have no other sugar to expect from the Headquarters than that of the Company. I wrote from Bombay more than once to Van de Graaff for the necessary papers for my justification, but received no answer.
