90: The 2nd of November 1778. insolvency or otherwise to have to pay for one another, provided that for this reason it may be presented to their said High Excellencies that the trade officials, by extract of this, shall be qualified to provisionally take in the adjacent sum of ƒ 36:3 on imposed payment. Furthermore, it was understood to present the supposed error to their High Excellencies, demonstrating that all the shares in this assessment are according to custom brought to 19 3/8 shares, in which the share of Holmberg, for 1 1/8 share, in total amounts to 1/157 and not, as stated in the adjacent calculation, 3/125 share, and which 1/157 share actually makes up the sum of ƒ 11:17:8 that was charged from here and ropias, concerning the adjacent indicated request, carrying their humble and very respectful petition to remain exempt from this assessment, whereupon after deliberation it was approved and understood to agree thereto, and that consequently the trade officials... It was approved and understood to impose the adjacent charge for 2 pieces of baftas that were found short at Gale in pack No. 339, according to custom for payment: 1/4 on the Bazaar Commissioners and 3/4 on the Cloth Suppliers. To have the adjacent 3 items paid in cash from the treasury. Liquidated, and thus the same has no more credit at the Batavia general ledgers... ƒ 28:15:8. For the calculation error discovered there at the Office of General Inspection in the aforementioned invoice of the 15th of April 1777, where for 3/125 share from ropias 104 4 23/24 is entered ropias 59 449/48... ƒ 71:17:8. And such amounts only to ropias 53 3/4... ƒ 64:10:—. Thus charged too much... ƒ 7:7:8. That which Batavia has charged to Ceylon by invoice of the 27th of April 1778, for the cost of 2 pieces of white broad whole baffas of 8 ures in pack No. 339 brought to Gala by the ship Stavenisse for the Cape of Good Hope, and there found short, which, because the outer packing of the bale was sufficiently well-conditioned, according to the resolution of Gala of the 19th of February 1778 was charged to Surat for accounting thither, to be reimbursed by those responsible with 30 percent advance: ducats 3:34 1/2... ƒ 11:6:8. 215 Resolutive Disposition To the Right Honorable Jacob Willem van de Graaff Director and Chief Ruler of this Direction Together with The Council Right Honorable Sir 179 Copy Surat, the 6th of October 1778 Gentlemen, Trade books of this the undersigned found such and outstanding accounts sum, with a origin according to 9½2 16505:s 19800:—:— the Honorable 15th April settling of to Honorable East India Company their Direction You have undoubtedly been informed by the public of the outrages and violences committed on the 20th of last month by the Nabob's men against the French nation, my own person, and that of my entire family. To give you a fuller and more accurate knowledge of it, I send you herewith my protest in this regard. You will see therein unheard-of facts, barely admissible even among the most ferocious barbarians. Since Europeans have been established in Surat, there exists no example of such atrocities. You will admit yourselves, Gentlemen, that a malefactor, a thief, and even an assassin would have been treated with more moderation and less violence; but my reflections here are superfluous, my intention being only to inform you of these excesses of ferocity committed against the Consul Frenchmen for sale [illegible] ordinance of 00 Gentlemen, Mr. Van der Graaff, Director of the Noble Dutch Company and His Council, At Surat of France, whose person and asylum are sacred, and of the necessity in which I find myself to protest against this act of violence and to pursue reparation for it. In reading the enclosed document, I am well persuaded that the details contained in it will be horrible to you, as well as to all other civilized nations. They seized the doors, which they barred with their weapons, and broke the windows, through which they entered into all the rooms. Like assassins, they committed all sorts of disorders and brigandage there, both plundering right and left and exercising their brutality upon the maids, whom they dragged out of the house to strip them of their silver bangles. These violences were not enough; these barbarians threw themselves upon the beds where timid innocence believed it had the right to rest in tranquility. These were the Consul's children, one aged three years and the other one year, who were peacefully asleep there. The clashing of the sabers and bayonets of these madmen awoke these tender victims of brutality; they uttered cries at the sight of these furious men, who threatened these little innocents with raised sabers. These monsters of nature threatened to make these poor children's beds serve as their tombs if anyone approached to give them the help that their cries and their arms outstretched toward their father, mother, and eldest sister called for, but in vain. While these tender offspring of the Consul were kept under close guard with the sword ready to fall upon them, he himself, his wife Madame Anquetil, and his eldest daughter were withstanding an assault difficult to depict, at the door of the hall, against a troop of these furious men. The Consul, without weapons or stick, summoning all his senses, could only parry the blows by putting forward against these furies an armchair that served him as a shield against more than twenty bayonets that were presented to him, aimed almost touching his stomach, and at the moment when he was on the verge of being dragged away by this vile soldiery, nature and maternal affection redoubling the courage and strength of his wife and his eldest daughter, both made a thousand efforts to free him, far beyond what the weakness of their sex allowed. It was during this crisis that the shirt and jacket of the Consul were torn from his body by this troop of assassins who said aloud that they had come to abduct him. The tears and prayers of the Consul's daughter, the entreaties of his wife, who, to soften these hearts of stone, presented to them the two other children whom she had just snatched from the hands of the executioners—nothing was capable of satisfying the rage of these madmen. They dispersed the rabble without putting an end to the continual alarms with which the family of Mr. Anquetil was threatened at every moment; they posted a double guard everywhere. The Consul, anxious about the fate of the French who were scattered here and there in the garden, demanded that they all be presented to him. Fifty rupees given that same day to these monsters, and as much the next day, softened their greed and procured food and drink for the Consul's family, though still with much inconvenience. The laws of the country that prescribe the choukey forbid any actual violence, prevent troops from entering the house of the person one wishes to arrest, and allow only an encirclement on the outside; but all law of nations, of hospitality, humanity, decency, property, and diplomatic immunity—in short, all sacred rights—have been violated toward Mr. Anquetil, Consul of France at Surat, and toward all his family. The sketch of these horrors is traced in this official report, which is a faithful picture of it, and the most authentic reparation will never erase the cruel memory of all these outrages, which lasted 48 hours. Resolutive Disposition To the Right Honorable Worshipful Mister Willem Jacob van de Graaff Director and Commander-in-Chief of this Directorate Together with The Council Right Honorable Worshipful Mister On behalf of His Most Christian Majesty, as well as other Frenchmen then in the King's Garden at Suratte, annexed protest of the said Consul: On 20 September 1778, at nine o'clock in the evening, in the deepest darkness, and at a time when all was believed to be quiet and in safety in the French Garden, a gang of the Nabob's sepoys and soldiers (alias highway robbers) to the number of 400 men, rushed upon one of the gates of the said Garden, having fiercely assaulted the gatekeeper and his household, whom they plundered, beat, and kicked out of their small house. After this first violation of the law of nations, these sepoys, having no officer at their head, moved through the French Garden, destroying everything, and arresting both all the Europeans they happened to meet and the servants of Mister Anquetil, whom they beat miserably. They ran everywhere, as if enraged and in the greatest confusion, into the Consular House, attacking cutlass in fist, bayonets fixed on their muskets; they seized the doors of the house, which they occupied with their weapons, breaking the windows through all of which they crept into the rooms. Like murderers, they then committed all kinds of atrocities and open thefts, both by plundering right and left and by practicing all sorts of brutalities with respect to the maids, whom they dragged out of the house with the intention of taking their silver bracelets from them. These wanton acts were not yet enough, for those cruel men fell upon the bedsteads where fearful innocence rightly believed to lie in peace; these were the Consul's children, the one 3 and the other one year old, who were sleeping quietly there. The clashing of the cutlasses and bayonets of those raging men awoke these tender victims of insolence; they screamed upon the sight of those wild men swinging the bare sabre over these young, innocent skins. These monsters of nature threatened those poor children by intending to make their beds serve as a grave if anyone should approach in order to show them the assistance that their screaming and their arms outstretched toward their Father, Mother, and Eldest Sister demanded, though in vain. While then these tender offspring of the Consul were very closely guarded under the sword threatening to fall upon them, he, his Spouse (Madam Anquetil), and his Eldest Daughter resisted against this raging mob in a dispute scarcely to be described; next to the door of the hall there reigned a mixture of violence, brutality, and villainy, and there magnanimity, soul-stirring words, supplications, and tears sufficient to move the hardest bowels of mercy. All this brought about a conflicting spectacle in which outraged humanity on the one hand, and stricken humanity on the other, could not claim its rights due to the noise of the cutlasses, muskets, and bayonets clashing against each other. The darkness of the night also magnified the dreadfulness and heart-rending nature of this scene. This wanton gang had, with equal frenzy, seized Mister Troublet, officer of the Curieux, who was then trying to protect the Consul's beloved; he was violently dragged outside and beaten black and blue. The Consul, unarmed and without a walking stick, calling up all his strength, could not ward off the blows and could barely cover himself against these raging men, who struck more than twenty bare bayonets against his stomach, other than by using an armchair instead of a shield. These thieves had already divided the booty among themselves, therefore the searches of the Jamadars recovered only a very small part of this plundered property. The Nabob's servant returned to his master in order to report to him the success of his expedition, since the Caffre Jamadar was probably ordered to treat the consul's family most insultingly without the slightest respect or the least decency, he let no opportunity pass by to do so, when Mr. Anquetil was compelled to have permission asked of him at two o'clock at night to summon the surgeon whose urgent assistance was necessarily required with respect to the widow Du Gras, sick for four months. The sight of these Sepoys, who had come foraging right into her room, had caused her to faint several times. Who would ever have thought that this permission to summon the surgeon would be refused! The savages themselves would not believe it, and if it was finally granted after much insistence, it was because this shameless Caffre had the insolence to touch the head and the pulse of the patient himself; an act which revolts decency, and which is even contrary to Moorish laws, even with respect to women of the lowest class. But what does insolence not permit when it is encouraged by impunity, and supported by despotism. 3 189 [illegible] Mr. Blakeman, English practitioner, arrived at 3 o'clock in the French garden. That honest man can give public testimony of the sight, hideous on the one hand and soul-stirring on the other, that met his eyes upon his arrival and made him shed tears against his will, aroused by compassion and pity. His visit completed, his pockets were thoroughly searched upon his return, as if the respectability or the dignity of his office did not assure his honesty. All those who had dealings with the Consul during the entire time of his detention were treated just as indecently upon returning, but the incivility committed against the consul and his entire household had not yet reached its highest peak. This final masterpiece was still lacking: the entire night from nine o'clock in the evening had been spent until the next morning in constant fear and alarm; the clock struck ten in the morning, and whoever it was of this pitiable family, the father, wife, children, and even servants had not yet been able to obtain the slightest nourishment. The Consul's little children, innocent victims of the hunger they were compelled to endure, demanded bites of food, as if crying out. The Nabob's people had occupied the kitchen, and no one was allowed to approach it. The laws of the land regarding the placing of Chaukis forbid all actual acts of violence, prevent the troops from entering the dwelling of those whom they wish to hold under arrest, and permit only encircling them from the outside; but all the law of nations, hospitality, humanity, decency, piety, and uprightness, in short, all human sacred rights have been grievously violated with respect to Mr. Anquetil, French Consul at Surat, and with respect to his entire family. The rough outline of these horrors is sketched in this official report, which is a plain description of it. And the most authentic compensation regarding this will not erase the sad remembrance of all these dishonorable deeds, which lasted 48 hours. The Consul, who at every moment was afraid for the lives of his beloved and children, exposed in the midst of so many disorders, confusions, and violent deeds, found no better means to prevent all mishaps than that of executing it himself, and making a general renunciation of all that he, his wife, and children possessed. Copy Outgoing Letters To the foreign Nations of the year 1778. To the Right Honorable Rawson Hart Boddam Esquire, Chief on behalf of the Honorable English Company and Governor of the Mogul's castle and fleet, together with the Council. Right Honorable Sir and Gentlemen! The Honorable Dutch East India Company has the right, for its goods upon which the usual toll of 2½ per cent has been paid upon import into Suratte, subsequently to have them transported at will throughout the entire Mogul Empire, without paying any further toll for them. This right appears, among other things, very clearly from the Firmans which were shown to Your Honors on another occasion, on 24 June 1773, by our commissioners. In consequence thereof, notice was recently given according to custom to the servants who are appointed on behalf of the Honorable English Company to oversee their share of the tolls, that we wished to send some merchandise of the Company to the interior; but these have caused us to be answered that henceforth this could no longer take place, unless toll were paid on it once again for export. We therefore request Your Honors hereby to be pleased to instruct the aforesaid toll servants better in this matter, and to give them the necessary orders so that the transport of the Company's goods may take place without further hindrance. We make this request in the most obliging manner, and with all the confidence that we are assured we can place in the written assurances that Mr. John Spencer, Esquire, together with his Council, gave to us on 18 February in the year 1759, and which were subsequently ratified in the most solemn manner by the Right Honorable Governor of Bombay, Charles Crommelin, Esquire, and his Council, in a letter written from Bombay on 25 January 1765. The Noble Netherlands East India Company has the Right to Export her Merchandizes through the whole Mogul Empire, if by import she has paid the duty of 2½ percent, Without being obliged to pay any more Customs thereof. That the decision of the Council taken thereupon demonstrates that, in consideration of the standing orders of Your High Honors always to give preference to the native creditors, the testamentary executors, the former Director Bosman and the Dispencier Monte, were authorized to pay the remaining funds of that estate to the brokers, after deduction of the death debts, under security to restore, and subsequently to count that into the treasury. I have this instant the pleasure of receiving yours of the 29th ultimo and am very sorry to hear that you have not received the packet entrusted to my care. Indeed, I cannot say but it gives me much concern. My not being bound to Surat immediately on my arrival at Bombay, I delivered your packet to Mr. Barretto de Souza, my particular friend at that place, which he promised to forward to you the first opportunity. If I had been bound to Surat, I should have taken the liberty of delivering it myself, as I had the honor of doing with two last year. I am greatly afraid your packet has miscarried from Bombay. However, I have written to Mr. Barretto de Souza about it, and I will inform you of the particulars of his answer. I think you had better write to him yourself, for your own satisfaction. Senhor Jeronimo Ribeiro, the Portuguese Chief, will inform you how to direct to him, to whom I beg my compliments. Your ship at Delagoa is called the Venus, Captain Tensondar, from Batavia for Holland. They had been from Batavia five months when they bore away. They were near as far as the Cape of Good Hope, but the winds blowing so violent, and the distressed condition they were in, having sprung their rudder in many places, and scarcely five men in a watch to tend the vessel, obliged them, I imagine, to take the method they have for the preservation of both ship and cargo. They had lost, I believe, before they bore away, sixty men, and most of the rest in such a bad state of health that they were not able to stand the deck. The short time they were in Delagoa, while I was there, they had buried seven or eight more. When I sailed, the captain himself was very indifferent, and all the officers in a most deplorable condition. I do not believe there is more than twelve people on board capable of doing duty. They propose, indeed will, I am afraid, be obliged to stay there till they can have assistance from you, or by your means from the Cape or Ceylon. I should esteem it as a most particular favor if you can give my best respects to Mr. Briancourt, the French Chief, his lady, and daughter, and return them my sincere thanks for all favors received. During the short time that they have been at Delagoa during my presence there, they have moreover buried 7 or 8 men. The Captain himself was very bad when I departed and all the officers in a very distressed condition. I do not believe that there were more than 10 to 12 men on board capable of performing duty. They intend, and I fear in fact they will be forced, to remain there until such time as they shall have obtained assistance from Your Honor, or through Your Honor's agency from the Cape or Ceylon.
