provisions to the hospital; from the provisions charged back to this office pursuant to Your Right Honourables' resolution of 24 December 1776, both for repairs and for the payment of earned wages and coffins provided to the ship Juno, as well as repairs made to the wooden pier; and the reduced expense items have resulted from having fewer servants, a smaller number of Company slaves, and chain gang laborers in this year, as well as because less maintenance was needed for the daily household, and also because fewer charges from Batavia were placed to the debit of sloops and vessels, and the same have also required less repair here, as well as because, due to a smaller number of craftsmen and frequent illnesses among those present, the construction of the new lodge could not be carried forward more swiftly, and thus fewer expenses have also been incurred on it; while the profits have resulted from a greater sale of merchandise, all of which is demonstrated in greater detail in the presently transmitted overview of the expenses and profits, to which we respectfully request permission to refer. Upon the inventory taken at the end of August of this year, we discovered to our surprise that many items differ from the trade books, as of some goods more, and of others less, were found than the balances thereof shown in the trade books at the end of August, and even some articles that were not even known in those books. We leave to Your Right Honourables' wise judgment to whom the commission of these errors is to be attributed; but if we are permitted to submit our opinion to Your Honors, we believe that these mistakes have successively crept into the books over the course of years, and the keepers thereof have often forgotten, whether in recording receipts or write-offs; to which is added that it does not seem to have been the custom here to issue anything upon a warrant, but that monthly, only a note of what was issued and consumed in that month was submitted by the person who had custody of the goods, which note will often have been lost through negligence; and as proof of this latter supposition, it serves that the 157 posts for door and window frames that were supposedly lacking are, on the contrary, actually in existence and have already been used on the already completed new buildings, as clearly appeared upon counting the same and confronting them with the actual balance; and so it will have gone with more articles, both regarding the materials belonging to the construction of the lodge and the household necessities, during the time the deceased former bookkeeper Barend Vorsselman kept the trade books, because he was a man—and to which vice more bookkeepers here, according to report, have been subject—who was very much given to drink, and very often with intoxicated senses

This chaos of confusion, and the little light that the trade books shed in this regard, renders us unable to supply Your Right Noblenesses with much elucidation. Since the financial year 170 7/8, two entries have already been running in the books for round and long shot of 3 lb, and of these, one in which the shot of that caliber is taken together, and this is the entry for the missing 2267 pieces, although at that time more were recorded under that entry. The surplus 2960 iron and 2065 lead canister shot balls are, it is thought, likely to belong to the missing 240, 235, and 63 pieces of grape-shot of 4, 3, and 2 lb, of which the stools have decayed. Concerning the 20 pieces of unserviceable doors, the then First Resident of Campen was already notified in the year 1773 by a report dated 19 June, and there were even 25 pieces in such a state then, of which the master carpenter Willem Kettenis had proposed to make 10 pieces serviceable again. The missing 150 lb of gunpowder and 250 lb of nails were also, it is thought, probably used, but forgotten to be written off. According to the accompanying report, the decay of the 20 pieces panjangs limas and 11 pieces beams, glondongs, was caused by the damp ground; whereas on the contrary the deficit in weight of 2 lb, together with the 1 piece of jack found missing, was compensated to the Company with two capital advance by the estate of the deceased boatswain Pieter Jurgens, since shortly before his death these were still in existence and in his custody. The First Resident having informed the members that this meeting was convened expressly to comply with the highly esteemed order of Their High Excellencies by circular letter of 12 June last, whereby the same were pleased to communicate that it had pleased His Serene Highness the Prince of Orange and Nassau, etc., etc., as Supreme Governor of the General Dutch East India Company, to elect from the nomination presented to His Highness, as Governor-General of the Netherlands Indies, the Lord Jeremias van Riemsdijk, and thus to confirm him in that eminent character conferred upon His Excellency on 28 December 1775, with further instructions that, pursuant to the resolution adopted in the Council of India on 7 June of this year, said His Excellency should be publicly presented to the people in that high dignity on this date with the required solemnities; so, after reading of said circular letter was taken, and the deed of authorization sent therewith together with the accompanying form of the oath of fidelity and obedience were read aloud,

After this was performed, the First Resident, together with the other Members, went before the door of his dwelling, where the Militia, in their full arms, stood drawn up on the square, and beside them had also gathered the Craftsmen, Seafarers, and other Servants, as well as dependents of the Honourable Company, both Chinese and natives, residing around this Factory and along the stream the Songiauwer, to whom the said Resident made known the cause of this solemn gathering. And subsequently, the aforementioned Act of Authorization and Oath was publicly read out by the Secunde. Whereafter the following address was delivered by the First Resident to the gathered crowd: Respected and Good friends, How useful, how necessary it is that in a well-regulated state the supreme authority be conferred upon one of the distinguished men in the country requires little proof. Hoary antiquity, the experience of so many centuries, the concurrence of all civilized peoples, and daily experience sufficiently confirm the truth of this saying of mine. Such an eminent Head is, after all, the oracle of the people, the eye through which it sees, and the arm to whose protection they have entrusted their lives, property, privileges, and safety. Widows find in him a kind Comforter and merciful protector, orphans a tender Father, the needy a generous supporter, the forsaken and oppressed a safe refuge, Virtue a rewarder, and Vice an avenger. I shall not add anything more here, nor bring anything forward to show what a blessing a people enjoys who live under the rule of such a supreme ruler; let it suffice to say that we can testify to this from direct experience, that we also may rightly be counted among those peoples who have the good fortune of being governed by such Eminent men, men of thorough understanding, keen judgment, and endowed with such amiable and excellent qualities that they captivate everyone's love, respect, and high esteem. Though the inevitable Fate to which all mortals are subject has recently deprived us of such a worthy head in the person of the late His High Nobility Petrus Albertus van der Parra, we have the good fortune to see the administration of the affairs of the Dutch East India Company, and thus the common welfare and protection of us all, again entrusted into the hands of a no less worthy supreme ruler, and that to His High Nobility, the High Noble, Highly Respected Lord Jeremias van Riemsdijk, whom we have just presented to you in the eminent dignity of Governor-General of the Dutch Indies.
