The Ordinary Lieutenant and Head of the Artillery here, Hendrik Hilmand, has shown by petition that for nearly four years, or since the powder mill was abolished and its housing, etc. was sold, he had maintained out of his private purse the powder drying ground and chamber for the service of the Company, with respectful request also, as the maintenance of the aforesaid powder drying ground was falling somewhat too heavily upon him, to grant him annually something from the Company's treasury for this: Whereupon, having deliberated and observed that the petitioner, having purchased the powder house of the Company by public auction in the year 1775, it was no more than fair that his request be accommodated somewhat, because the aforesaid powder drying ground and chamber did not belong to the Company, but to him, although the same was nevertheless employed solely in its service: Grant of 25 pagodas to Helman 31 December 1778. That since the specified number of clerks remaining in the Company's service at both secretariats here is too small, it is therefore entirely impossible for him, the petitioner, to get all the work done properly and in its due time henceforth, whereby he fears, by continuing in such a manner, to fall greatly behind, as the work is too manifold. 31 December 1778. 2nd. That besides this, the two sworn clerks who are presently only available, in case of illness as well as any other unforeseen accident concerning the petitioner, or during necessary duties of his at the Secretariat of Policy or of Justice, whereby he must separate himself from the one or the other, are also not enough to be able to serve both the Policy and the Justice properly, the more so because they (in order to also have some means of subsistence) act for the residents of this city not only as proxies, but even as solicitors before the Honorable Council of Justice, and thereby it is often caused that they cannot take the pen in any meeting, much less conduct any ballots, or assist commissions, as it is sufficiently known that for that reason various matters at Justice have been postponed from one day to the next. The 31st of December 1778 ample and accurate report, what the reasons are for the differences discovered upon re-assaying in Europe between the fineness of the three-image and the new Nagapatnam pagodas, together with information as to why it is deemed necessary for the minting of fanums to use gold of 15. –. carats, whereas that coin was found to be of a lesser or lower alloy: to discharge themselves thereof, they have the honor most submissively to demonstrate to your Right Honorable and Worshipful Honors: That since the gold necessary for the minting of both the three-image and the new Nagapatnam pagodas has been sent directly from Europe after it had been brought there to the required fineness, being Car: 20. 8 2/15. and Car: 18. 5½, one has had nothing else to do with it here than to melt it directly, cast it into ingots, and furthermore, having granulated it, convert it into the aforesaid coin species. So that we must attest in good conscience that we cannot give or find any reason or cause to which the different fineness of 1¼ grain in the first-mentioned and ¼ grain in the second-mentioned, discovered and found in Europe upon re- or post-assaying, ought to be attributed, other than the ignorance of the smelters, the poor quality of the melting crucibles, charcoal, and the like, regarding which we shall have the honor to demonstrate more fully in the continuation of this, while in the meantime we may be permitted, under favorable interpretation beforehand, to make this consideration for our discharge: that the forwarding of the three-image pagodas requisitioned by the Lords Masters was entrusted from here to the chiefs of Jaggernaikpoeram, not only because the return ship in the year of the dispatch of those coin species was dispatched directly from that office to Europe, but also because at that time that sort of pagodas would not have been in stock here in cash, since that coin serves only for the North, or specifically for the collection at the Palicol office, and therefore, being minted, was sent at the first occurring opportunity to Jaggernackpoeram, consequently a minor error must have resided in the aforesaid shipment to Europe, 15. The 31st of December 1778 namely, that instead of Nagapatnam three-image pagodas, Mazulipatnam ones were sent, which could very easily have occurred, since at Mazulipatnam as well as at Madras similar sorts of pagodas being minted, they have one and the same stamp and appearance, and circulate much more heavily to the North than ours, on which account we are so much the more reinforced in this our modest opinion, subject however to wiser judgment, because all our pagodas from time to time, as soon as they are issued in trade, although of one and the same alloy as those of the English, are nonetheless collected and reminted in the Mazulipatnam mint with the English stamp—notwithstanding that they cannot well be distinguished from ours except only by those who handle them daily and, dealing with them, are practiced through experience in the knowledge of coins and coin species, especially the money changers and other money merchants—for no other reason than to make them more acceptable in the country whither they must be sent and issued into and for trade, and to avoid the issuer having to be under the necessity of paying any agio on them, which must otherwise happen because the English everywhere upcountry have the predominant or sole ruling power there, and all trade being driven in no other than their money and stamp, the same is also held in higher credit among the native population out of habit rather than for any other reasons, and is, as it were, regarded and held as the standard coin, especially among the stubborn common people and others in the countryside and in the weaving villages. This restamped coin thus circulating simultaneously in receipts and expenditures with the others, the shipment assumed to be mistaken as stated hereinbefore could very easily have happened. But regarding our handling and minting of the same here, we refer to the assay samples which one is obliged to take from the mass after melting, together with and alongside the assay samples taken from each bar separately before melting, of each minted batch, sealed together, and transfer them into the main money vault for safekeeping, and we are prepared, besides the oath taken upon entering our respective services, to clear ourselves with a further special oath of faithful conduct.

Purify, as well in this respect, as concerning the discovered deficiency in the alloy of the new Nagapatnam pagodas, which aforementioned discovered deficiencies may indeed principally be imputed to the previously indicated ignorance of the smelters, defective crucibles, and powerless charcoal in this country, which often causes the species in the fire not to be stirred, and thus sometimes, and especially in rainy weather, not to be sufficiently melted or properly mixed with one another, which one need not easily fear when using European crucibles and more capable and knowledgeable persons than the natives here, with and through whom the work must be performed; it is true that the assayer, upon taking the test from the mass, ought to discover it if any discrepancy were present, but which is easily excused when your Right Honorable and Honors are pleased to have the goodness favorably to consider that the assay balance and weights have been in such poor condition that the best assayer could not possibly assay completely accurately or to 1/8 and 1/4 grain therewith, but since, through the favorable care of the high superiors, we are now, or this year, provided with a better assay balance and its accessories, we hope that no discrepancy of that nature will occur again in the future: Regarding the treatment of the fanam species made of gold of 15 carats, it takes place in this manner: before the gold is melted, one prepares the required mattam of 8 penning, being silver mixed with fine or refined Japanese bar copper, requiring for that purpose for 100 marquen of fine silver of 11 penn: 20 grains, 47. 7. 6 1/64 Atg: of refined copper, and for other silver of lower alloy proportionally, these two minerals melted together and poured into small balls, pieces, and lumps into cow dung pressed flat about three fingers thick in several heaps on the ground for that purpose, as well as cleaned and purified of filth and assayed, being mixed with the gold, for example: with 100 marq: of gold of 15 carats, 89. 44. 11 1/1320 marq of mattam, in order thus to bring the gold to the fanam fineness of 7 carats, 10 7/20 grains; further melted together, poured first into ingots and then into granulate, weighed and delivered to the minters for minting, after a test has first been taken from that mass, for which purpose 22 engels are taken from each crucible and melted together. In order that your Right Honorable and Honors may know how the melting referred to herein is handled and conducted here, may the very same be pleased to know that it is done according to the custom and manner of the natives, in small crucibles made of finely kneaded earth or clay from the tanks and mixed with ashes of burnt paddy husks, and dried in the sun, each capable of containing at most 14 to 15 marquen, and the melting can take place with no more than 20 to 25 crucibles at the same time, which are also covered and closed tight with lids of the same material, furthermore one places and arranges them on and between the charcoal, with which they are completely covered and constantly replenished; thus it often happens that, not all the crucibles having received at the same time the required heat they needed, one begins to melt sooner than the other, so that they are taken out of the fire one by one as the smelters guess or see that it is melted, which they examine with a slight movement of the crucibles with the tongs, since upon remaining longer in the same, being unable to endure the greater heat, they are subject to the danger of cracking, for which reason one must always be watchful; this nonetheless necessary precaution, added to the inattention of the smelters, may well have been the cause or occasion for some of them being taken out of the fire too early, since it can be assumed as very plausible and with certainty that the metals, as aforesaid, in a closed crucible, never or not so well mix with each other, especially gold, silver, and copper at the same time, as when the melting takes place in an open crucible in the European manner,

From this method of working, we trust Your Right Honourable and Worships will favourably please to consider that it could very easily happen that one or more of those badly or poorly melted crucibles became mixed into the general mass, the more so as nothing of the kind has ever occurred or been discovered here, either in this regard or in other coin species minted here, which otherwise would have happened very quickly, since the money changers and other money dealers here in this country are very keen in discovering anything of that nature. Regarding the required information as to whether gold of 15. –. carats is absolutely required for the minting of fanums, or whether gold of a lower alloy could serve for that purpose, we take the liberty to bring respectfully to the memory and attention of Your Right Honourable and Worships that, because the minting of fanums from gold of diverse alloys turned out from time to time to be very detrimental to the Company, from 7¼. to 9½. per cent, the mattam with which the gold was mixed was reduced from 9. –. penningen 15½. grains down to 8. –. penningen, just or the same standard as was used for those which were minted for the account of private individuals, and they are therefore obliged to bring gold of 15. –. carats into the mint. By this reduction in the mattam, the loss on that fanums minting was then diminished to 6. –. per cent, which loss, further or since the method of private individuals was introduced to bring the gold to 15. –. carats before it was processed for that purpose by adding refined Japanese bar copper, has been brought to a good 2. –. per cent and barely that, so that, having turned out according to wish, it gave cause to expressly request gold of 15. –. carats directly from Europe for that fanums minting, as well as bar silver of 11. penningen, 20. –. grains for making the mattam for it, since silver must absolutely be used for the fanums species, without which the fanums will not be current at all, neither here, nor even less inland in the Tanjore country, seeing that all receipts and expenditures, together with further trade, especially in the purchase and sale of nelly and other grains, as also the collection of all tolls and revenues, item the payment of the country's produce, takes place with the fanums minted here in the mint, so that into the Prince's treasury and those of the lesser regents nothing is paid and received other than in fanums reckoned at 10. –. pieces to a pardao and 500. –. pardaos to a bag, which is therefore provided with the seal or stamp of the shroff or money assayer, and upon expenditure and exchange flowing to this city, are subsequently transported to Tanjore in the harvest time, thus remaining in that manner circulating everywhere in the Tanjore country and here. Consequently, in our opinion, with submission however to your wise judgment and pleasure, no further reduction or lowering of that gold than that to which it has now been brought could take place, because the fanums would then lose the colour of the silver and look strongly like and incline toward that of copper. Yet the same are not specified as such, or item by item, in the mint assay findings; but solely deducted from the net remaining amount of the proceeds of the coined parcel, being stated in general terms: deducted for the Lord's dues and minters' wages — per thousand etc., as can be seen in more detail in the mint assay findings themselves; nor is it neglected therein to demonstrate specifically the amount in money, both of the gold and the proceeds thereof, after deducting that of the assay samples and what was lost during smelting, all of which cannot be seen so clearly and specifically in or from the specifications found inserted in the letters from here dedicated to the Supreme Government of the Dutch East Indies, as the same are merely brief extracts from the mint assay findings. Yet, with respect to the aforesaid deduction of the Lord's dues and minters' wages being made known in general statements, regarding which the previous custom has been followed until now, one will, with the approval of Your Right Honourable and Worships, henceforth be able to note it down specifically item by item in the mint assay findings.
