According to the promise made in our respectful missive of 25 April last, of which the duplicate accompanies this, we are today also having the ship Mentor undertake its return voyage, which sets course directly from here to Batavia and will possibly arrive there sooner than Concordia. The ship Mentor also arrived here with a leak and other defects, of which it was remedied as soon as possible, appearing from the resolution of 12 April last that 9025 lbs of rice and 5000 lbs of cadjang, which according to the sworn ship's declaration had become wet due to that leak, were spoiled and thrown overboard; we decided in our session of the repeatedly mentioned 25 April to have these re-issued to the ship's officers along with other necessities, and we send the aforementioned declaration among the enclosures. The findings on the delivered cargo of this vessel were presented in our meeting of the 29th following; they show that the warehouse and dispensary goods were delivered very well, except that among the warehouse goods 1/4 ream of large format paper was found damaged, caused by the nailing shut of the case, and on the linseed oil 18 3/4 cans were delivered short over and above the permitted deduction. We had the paper written off, but charged the 18 3/4 cans of linseed oil to the officers' account as a forfeit, as well as for three spars that the officers did not deliver. We decided thereupon to have the firearms for the office that can be repaired fixed in our smithy, but to send those that are unserviceable and cannot be repaired back to Batavia, along with the firearms sent for Travancore that were found defective, so that they are returning thither with this vessel, along with three mortar grenades of 6 inches and two of 7 inches which were found with holes. One mortar grenade of 7 inches was delivered short by the officers and therefore charged to their account as a forfeit. Among the 500 pieces of 4 lb round shot, 79 undersized ones of 3 lbs were found, which we had entered into the books as such. Furthermore, the officers were charged as a forfeit for 5 lbs of cartridge yarn and 2 pieces of powder horns which they delivered short, and of the 6000 lbs of gunpowder brought in, one barrel of 50 lbs was found completely spoiled, caused by the leak on that vessel, which we therefore had written off and destroyed. The chief surgeon of the ship Mentor, named Hendrik Schols, arrived here with the ship in a sickly condition, and subsequently grew progressively worse, of which the skipper De Kort, being on the verge of departure, gave us notice and requested that this man, who was in danger of departing this life within a few days, might remain here, and that the second surgeon on the aforementioned ship, Johannes Verwoert of Bommel, might be promoted to chief surgeon on Mentor. This person, having been examined by the chief surgeon of the Company's hospital here, Louis Quintin Martinsart, was found to be fully capable of it. We took this request into consideration on 29 April last and approved granting the request of the aforementioned skipper, leaving the very ill chief surgeon Schols here, and appointing the aforementioned second surgeon Verwoert as provisional chief surgeon on Mentor in his place, and the third surgeon Leonard Godfried Kolb as provisional second surgeon on that vessel, provided that upon their arrival at the headquarters in the Indies, both apply to Your Right Excellencies for the full titles and corresponding salaries, upon which we request that Your Right Excellencies be pleased to look favorably. The unnecessary Extracts shall henceforth be excused. European goods to be requested directly from the Netherlands. The order concerning the Artillery matters could not yet be complied with. Answer to the Patria Extract. The sending of Extract Resolutions, when the Copy Resolutions themselves are sent over, shall henceforth be excused, as well as the sending of a separate bundle of Extracts concerning the Provisions to the Ships, and the write-offs, as also the sending to the Gentlemen Majores of such papers as were specifically cited in Your High Noble Lordships' respected missive; and henceforth our annual requisition of European necessities shall be presented directly to the Gentlemen Masters in the fatherland, as we are now doing upon the dispatch of this letter, a copy of which is annexed hereto. The order received with respect to the Artillery matters we shall take for our dutiful information and observance, but since the calliper and bullet moulds were not brought by the ship Concordia, we have not yet been able to comply with it. We subjoin here the Extract from the Patria missive, answered by us in the margin. Extract 69 Extract from the missive written by the Assembly of the Gentlemen Seventeen in Amsterdam to the Governor-General and the Council of the Dutch Indies at Batavia, dated 25 September 1778: Section 255. In the General Missive of the previous year, Section 410, we made known that from the secret letters of Governor Moens it appeared quite clearly to our mind that the neutrality which the ministers of Malabar had hitherto observed between the Nabab Hyder Ali on the one hand, and the King of Travancore on the other, would probably not be able to hold out. Section 255. The vindication of the Commander of the Expedition to Chettua, as well as those of the Commander and the Resident of fort Chettua, Lindser and Riberto, were sent to the High Indian Government at Batavia by separate letter of 5 May 1777, and in copy to Your High Noble Grand Reverences by letter of 12 October of the same year; Chettua having been reinforced as much as our small force available at that time could bear, without stripping our Cochin and Cranganore, and even more than the orders and regulations concerning that fort entailed. The same has since, to our regret, been only too well confirmed by the hostile actions undertaken by the Nabab against the Company. The actual invasion by his troops of the Company's conquest Paponetty, as well as of the lands situated between Chettua and Cranganore, compelled the ministers to oppose his undertakings openly, and one has thereby become engaged with him virtually in a formal war. Yet we must greatly lament the unfortunate success of the Company's arms, for 70 for besides that the Nabab has remained in possession of the conquered lands, the Company's fort at Chettua has moreover had to yield to his power, while the expedition undertaken by sea to relieve that fort, if possible, had a most fatal outcome. This latter is all the more disagreeable to us because we fear that that expedition was very likely not properly directed, and it seems not entirely beyond question whether the requisite precautions were taken to provide the said fort with what was necessary, so that it might have been capable of offering proper resistance. According to the ministers' separate letter of 2 January, they were at that time still unable to report the circumstances and causes of both the failed relief and the subsequent surrender of the fort with complete certainty, because those who could provide the best information on this matter were held prisoner by the Nabab. We hope, however, that an opportunity will subsequently have arisen to carry out this so necessary investigation, and we do not doubt that Your Honours will likewise have investigated with all possible attention whether in one respect or another any neglect or wrong direction took place. 71 Section 257. The cruising off the beaches of Vypeen is still being continued. Section 256. The defects in the fortification works at Cranganore have not only been repaired, but the moat has also been deepened and a covered way laid around it; these improvements and the further arrangements made regarding the Camp before Cranganore, in order to reduce the expenses that had run very high, were described in a separate missive dated 25 April 1779 dispatched to Their High Noble Lordships, to which we refer. Section 257. Meanwhile, we consider it a good thing that the ministers have devised means to cover the Company's fort at Cranganore, upon which more than one attack had already been made, as much as possible, in order to deprive the enemy of the opportunity for further encroachment. In the same manner, we approve their measures for the reinforcement of the island of Vypeen, and to prevent him from landing there by having two large ships cruise, which would at the same time serve to secure the roadstead of Cochin, it being beyond doubt that possession of that island would greatly facilitate the Nabab in the continuation of his undertakings.

Meanwhile we hope that an opportunity will soon have presented itself to enter into negotiations with Hyder Ali in a suitable manner for the settlement of the disputes, to which, as Governor Moens imagined, he seemed not disinclined. And since, according to the news received since then, the troubles in which the Nabob was involved with the Marathas caused him very much work in his upper lands, this will possibly have served to facilitate those negotiations. At least we wish that the ministers will have been able to bring matters so far that the seized lands may have been evacuated again by the prince's troops, and the Company will thus also have been restored to the possession of the Conquest of Paponetty, which is described by the ministers as the Company's granary. We must also await whether the Nabob, instead of entering into the alliance as was previously proposed by him, can be disposed to conclude such a treaty of commerce with the Company as that of which Your Honors have sent us the draft, and regarding the contents of which no remarks have occurred to us. With respect to the Company's allies, the Kings of Cochin and Travancore, it was pleasing to us to learn that they had shown themselves zealous, each according to their ability, to assist the Company against the hostile actions of Hyder Ali. And we conform entirely with the view of Mr. Moens that the goodwill of Travancore ought to be maintained for the Company's interests, in order thereby to deprive the English of the opportunity to estrange him from those interests. Section 258. Section 258: We have from the beginning up to now sought an opportunity, and we still do so through all conceivable ways and means, to settle matters with the Nabob in an amicable manner; and although up to now all our applied means have been fruitless, as appears in more detail from the successive separate letters sent in copy to the High Indian Government at Batavia and to Your Honorable Grand Nobilities, we shall nevertheless continually leave nothing unattempted in that regard until we may succeed therein according to our heartfelt wish; but whether we shall be able to get back the Fort, Chettua, and the Conquest of Paponetty, remains to be seen. Section 259. Section 259: And also whether the Nabob will be willing to conclude with us the contract of commerce previously proposed to him. Section 260. Section 260: The King of Travancore shows himself in all respects faithfully willing to prevent, together with the Company, the further encroachment of the Nabob; his own interest or preservation also entails this, which is why we may well count upon his goodwill; but whether the Cochin King or his ministry means it sincerely, of that we may reasonably doubt. The interest of this King currently entails pleasing the Nabob, for His Highness not only holds in possession a large and good piece of land of the Samorin's realm from the Nabob under payment of tribute, but also possesses in peace and quiet his northern lands bordering upon it. The first undersigned has already noted his reflections on this in a separate missive dated 24 April 1778, written to Batavia and sent in copy to Your Honorable Grand Nobilities, to which we respectfully refer. We try in all respects to preserve the good understanding between the King of Travancore and the Honorable Company; this King still has a good number of troops with those of the Company at Ayacotta and furthermore a considerable force in his northern frontier places, in order to prevent the undertakings of Hyder Ali Khan together with the Company. To promote those measures, it is especially required that one cultivate more and more in the prince a trust in the Company's power, so as to be able to be supported by it in case of need; wherefore an adequate reinforcement of that power is also in this respect of the utmost necessity. And since an unfortunate scarcity of European personnel might have been the reason that not as much assistance was sent to the ministers as the circumstance of affairs on this coast possibly required, we learned with pleasure from the separate missive of the ministers of 2 January of their intention to request from that Government, in addition to the 200 Sepoys which they had then obtained from the Coromandel ministers, a further 300 similar soldiers, while such an assistance under the present circumstance of affairs is to be regarded as a necessary measure. Section 262. Section 262: The pepper delivery also proceeds fairly well, and we leave nothing unattempted to induce the King more and more to a larger delivery. And since in 1777 trade will have been conducted with only one ship, we trust that the ministers will thereby have been able to negotiate so much higher prices for the Company's goods. We likewise expect that, as the consumption of cloves began to increase more and more, so much so that upon the dispatch of the ministers' letter of 2 January 1777 the stock thereof was completely sold out, Your Honours will have provided them again with a generous quantity of that spice, referring ourselves in this regard to what we have said under the subject of Coromandel, paragraph 207. We also do not doubt that Your Honours, through constant attention to the course and condition of trade on this coast, will continually employ the most suitable means to keep that trade established under the Company's territory, Paragraph 264. To increase the consumption of cloves we employ all possible means; the Supreme Indian Government has provided us sufficiently with them; our efforts have also met with good success, of which we hope Your Right Honourable Sirs will have found evidence in the Malabar papers. The report received regarding this was reviewed and recorded in our meeting of 3 July of the past year, whereupon we proceeded to the decision to have all the defects on this smalschip and the other vessels repaired, as well as to have a new town flagstaff erected if time and circumstances would permit, since, according to the aforementioned report, the flagstaff of this town was found to be so aged and bad that it could not well stand much longer; so that all vessels have been properly repaired, which, together with and in addition to the ordinary annual supply of equipment goods and other necessities for the same, cost 11790:2:8 guilders, as appears from the specification accompanying this.
