201. 286 77 The 22nd November Anno 1779. Examined Master Isaacs Deliberation on the letter from Their High Nobles to keep watch on the wharf with the ordinary crew as long as the aforesaid ships lie here in the roadstead, especially at night. Thus done, resolved, and determined in the Dutch Factory at Souratta, on the day, month, and year aforesaid. Was signed: Wm. Js. van de Graaff, An. Is. Sluijsken, Jb. van der Sleijden, Corns. van Citters Aarns. Zoon, Wm. L: Sontag, Et. Ns. Wiardi, and W: H: van Bijland. Monday the 22nd November Anno 1779, in the afternoon. All present. Deliberation was held upon Their High Nobles' much-esteemed letter written at Batavia on the 14th August last, which was received here this morning, and thereupon the following resolutions were taken: 202. The 22nd November Anno 1779. To request a boat for the hoeker from Batavia and in the meantime to hire a small boat. Their High Nobles having this time further reiterated their much-esteemed order given by letter of the 8th August 1778, on the occasion that a new country boat was made here, namely to requisition such vessels henceforth from Batavia, it is approved and agreed that the Equipment Overseer shall be ordered by extract hereof to submit in a report the length, width, and depth of a boat for De Dordrecht, since the boat of that vessel was reported at the latest inspection to be unfit and utterly irreparable; with orders further to report henceforth at least one year in advance whenever new boats are needed, in order to be able to request them from Batavia in time. Furthermore, it is agreed for this time, as long as De Dordrecht must sail, to cause a boat to be hired for the service of that vessel, seeing that it cannot 287. The 22nd November Anno 1779. Concerning the long pepper and the gold thread, to have the Honorable Second report. The chintzes on ponebegesjes. sail without it in this river without [risk of] accidents upon running aground, which frequently happens in this river due to the swift falling of the tide. Upon that which was noted by Their High Nobles regarding the return last year of a parcel of long pepper and two pounds of gold thread, it is approved and agreed to order the Honorable Head Administrator by extract hereof to provide a report concerning this, and that there shall be delivered to his Honor, for his further information in this matter, the relevant extract from the aforesaid letter of Their High Nobles. Upon that which was noted by Their High Nobles regarding the conduct of this Council in the preceding year with respect to the chintzes on ponebegesjes requested for the Netherlands, it is approved and agreed to answer with respect that the requisition of chintzes on ponobegesjies, which translated into Dutch is chintzes 284. The 22nd November Anno 1779. being sent in chintzes on linens of 1 3/4 ges wide, was fulfilled in just such goods as have been requested and sent under this name for a series of years and long before the arrival of the present Lord Director, namely in chintzes painted on dorogesjies, that is on linen of 1 1/2 ges wide; and that because no remarks were ever made concerning this, this Council thought, as was already written last year, that it should not make any change therein now without first asking, thinking that notwithstanding this incorrect designation, the Noble High Mighty Lord Masters in all probability mean by it such goods as have hitherto been received under that name in the Netherlands; that the Council nevertheless thought it would do no harm to inform the aforementioned Lord Masters of the actual designation of these goods, and that solely for greater clarity regarding the actual difference 205. 288. The 22nd November Anno 1779. Elucidation concerning spoiled meat and oil. thereof, and whether the Lord Masters might at times actually wish to be served with chintzes painted on ponebegesjies, it has sent a single corge thereof as a sample. Upon Their High Nobles' remark that this Council did not state the reasons which caused the spoiling of the 430 lb of meat and 79 1/2 kannen of olive oil that were sold at auction last year, it is approved and agreed to answer with respect that the meat, according to that indicated in the resolution of the 27th April 1778, had to be opened in the spring of 1777 in order to make a supply from it to the ship Ouwerkerk, and that this Council considers this to be the proximate cause whereby the meat came to spoil. That furthermore, as far as the olive oil is concerned, no other reason can be given for it than that it repeatedly happens that such 206. The 22nd November Anno 1779. Deduction concerning the sales. provisions in the warehouses become spoiled through no fault of the Administrators. Upon Their High Nobles' esteemed remark that they had hoped that the merchandise sent hither in the preceding year would have met with a considerably more favorable market than that of the immediately preceding year, it is approved and agreed that it shall be very humbly demonstrated to the aforementioned Their High Nobles that this Council, in its very respectful letter of the 27th December 1777, detailed and item by item demonstrated how the sale of goods in the last-mentioned year already differed very noticeably for the better with the lot prices of the 20 preceding years, and especially with the prices that the Company obtained for them during the immediately preceding administration, and

207. 289 The 22nd of November Anno 1779: and that, concerning the sale made of all such goods in the year 1778 as were not sent in the preceding year, this assembly, subject to correction, believes that the prices negotiated for them might well be acceptable according to the circumstances of the times, as cubeb pepper, which in the Netherlands is usually sold for 9¾ to 9½ stuivers per pound, was sold here for Rops 11 per 100 pounds, which amounts to well over 17 Netherlands stuivers per pound, and the sappanwood for Rop 1 12/5 per 100 pounds, or ƒ9:3:—, which is indeed somewhat below the usual retail price in the Netherlands, which generally cannot be otherwise in trade from the Indies to the Indies, but which nonetheless is far above the prices for which sappanwood was formerly sold here. Furthermore, that red lead, which was formerly not sold here for more than 15 Rops per 100 pounds, was sold last year for well over 20½ Rops; that elephant tusks, of which the highest 268. The 22nd of November Anno 1779: highest price in many earlier years was 124 1 Rops per 100 pounds, fetched 14¼ rops; and alum, which is usually sold here for 5¾ kops, fetched nearly 7 kops per 100 pounds; that on these grounds, this assembly not only hoped that the said Their High Nobilities would have found greater reason for satisfaction in the fact that, at a time when the country all around was troubled by wars and rumors of wars, as it still is, one was still able to negotiate such good prices for all these goods, but that the same also trusts that Their High Nobilities, on the grounds of what has been alleged here, will not deny the Director and the members of the Council the right to rest assured that in this matter they have acquitted themselves as good servants according to their conscience and have faithfully sought to fulfill their duty. That, meanwhile, concerning the powdered sugar, 209. 28 The 22nd of November Anno 1779: The price of Japanese copper was stated in error. Thanks for the approved repairs to the Company's garden. concerning the expectation of Their High Nobilities that the market for it would still rise, this has been met to some extent, as the last parcel was sold for 12 Rops net per 100 pounds, which is half a Ropij more than could be negotiated for it last year before the return of the ships. Regarding Their High Nobilities' remark concerning what was written about the Japanese copper in the past year, it has been approved and agreed to answer with respect that the entry of 57 1/4 kops per 100 pounds is an error that was already discovered by the Director shortly after the dispatch of the letters, as was demonstrated at length in the Resolution of the 7th of January last, and that the secretary requests favorable excuse on this account. It has been approved and agreed humbly to thank Their High Nobilities for Their 210: The 22nd of November Anno 1779: To order compensation for the deficit of equipage goods. Deduction concerning the deficits in the spices. Their favorable disposition regarding the advance made of Kops 3580 1/16 toward carrying out the necessary repairs to the residential house in the Company's garden Zorgvrij. Pursuant to Their High Nobilities' esteemed order, it has been approved and agreed to have the deficit of cannonballs in the ammunition warehouse compensated by the Equipage Overseer Boelen according to what was recorded in the Resolution of the 12th of February 1783, and to take in the surplus cannonballs into the remaining stock. Regarding what was remarked by Their High Nobilities concerning the deficit of 4½ percent on a parcel of cloves, and of 4 percent on a parcel of nutmegs, it has been approved and agreed to answer humbly that it was already demonstrated last year that the deficit on the cloves weighed out during the administration of the present Director is not very excessive, and that 291. The 22nd of November Anno 1779. that the large deficit on the nutmegs arose because it was necessary to separate them from the cloves and keep them in lime for some time, which treatment was also approved by Their High Nobilities for the reasons given, in Their letter of the 8th of August 1778. That regarding the very large deficit on the cloves weighed out before the time of the Director's administration, this assembly respectfully refers to what was written on that matter in its letter of the 5th of April 1777, and to which the said Their High Nobilities answered that They would explain Themselves further on this once the findings concerning the cloves found short at that time had been examined; and that, since this has not taken place to date, this assembly, for the same reasons as set forth at length in the aforesaid letter of the 5th of April,

Finally, that since no evidence whatsoever of any dishonesty in this matter has appeared before this assembly, it hopes that Their High Excellencies, in view of the description provided on the aforesaid occasion regarding the receipt and delivery of spices, will pardon them for not knowing what further investigation could be ordered in this regard; that considering the close supervision now maintained, it is hoped that Their High Excellencies will not be caused any further displeasure by such large deficits, but if, contrary to hope, such large deficits should be found hereafter, the oath in this regard will be suspended until Their High Excellencies' further pleasure thereon has been received. On what was noted by Their High Excellencies regarding a certain retroactive account amounting to ƒ36:3:—, mentioned more at large in the Resolution of The 22nd of November In the Year 1779: to let the Honourable Secunde report. The amount counted into the treasury by the Dispenser to serve to reduce what the interested parties owe. For the rest, to cause the Fiscal to act ex officio. the 2nd of November 1778: it has been approved and understood to order the Honourable Head Administrator to indicate by Report how the matter stands and especially to show how the ƒ7: 7:8 mentioned in Their High Excellencies' letter ought to be settled here. Pursuant to Their High Excellencies' highly esteemed order, it has been approved and understood to receive the rupees 4332:16, which were brought into the Company's treasury in two instalments by the Dispenser Monte pursuant to the Resolution of the 7th of June 1777, to serve in reduction for the benefit of the Members who, according to the Resolution of the 2nd of November 1778, are charged for what the Executors of the late Senior Merchant Bangeman have failed to pay out of the proceeds of his estate for the benefit of the brokers' old debt. Their High Excellencies having decided, in accordance with the proposal of the Director by separate Letter of the 5th of April 1777, to have the accounts of the Moorish Seamen kept in future by whole crews instead of doing so for each man individually as has been done hitherto: it has been approved and understood to order the Pay Bookkeeper to guide himself provisionally thereby when drawing up the Muster Rolls, The 22nd of November In the Year 1779: wherefor an Instruction will be prepared. To send over the Appendices of the paid-off Moors now. To send 200 Moors. and he will be instructed in due time by an Instruction to be drawn up for that purpose as to how these Accounts must be kept in future. Upon Their High Excellencies' esteemed order regarding the specification of how much the Moorish Seamen, whose pay-off was decided by Resolution of the 7th of February 1777, were owed beforehand: it has been approved and understood that Their High Excellencies shall be requested for an excuse that this was neglected last year through an oversight of the then First Clerk, who used to attend to the administration of these matters, with further orders to the secretary to ensure that these specifications are sent this time. 319 3787 of a vigilant conduct on our part; however, to convince Your Honours that we are still ready to do everything in our power to oblige Your Honours, we shall send our engineer to Your Honours' shipyard to make the plan that we demand, and we shall at the same time appoint a Committee to oversee the repairs to Your Honours' powder magazine and other works, as well as the making of the tanks, to which we shall give our full consent if the plan of our engineer agrees with Your Honours' description. Pursuant to the representation made by Your Honours to us that the Nawab had demanded from Your Honours the sum of 1072 rupees on account of our Honourable Company, and your request made to us to inform Your Honours what we knew regarding that matter, we now inform Your Honours that Babool Metha is the one who is employed to collect the toll duties, and that he has reported to the Daroga of the toll house that Your Honours owed the balance of an account arising from toll duties, of which he had credited our entire [illegible] share, not expecting to meet with any difficulty on Your Honours' part in recovering the same; but when Your Honours raised objections to the payment, Babool Metha complained to the Daroga of the toll house, who thereupon applied to the Nawab, as a consequence of which the Nawab demanded the same from Your Honours. The experience of twenty years must convince Your Honours of our inclination to render you good services, for as a consequence thereof, your situation in this place is uncommonly better than it ever was before that period. As we cannot form any judgment regarding the claim of the same as a privileged firman by the very unilateral appearance of your Phirmans which Your Honours have seen fit to present, we shall therefore also not view it in that light. It is consequently only necessary to decide whether Your Honours actually enjoyed this privilege at the time we took possession of the Mughal's Castle and fleet. To that end, we have made all necessary inquiry, and we now inform Your Honours that the result has convinced us that the privilege which Your Honours now claim was not granted to Your Honours at that time; and therefore we cannot allow a claim so greatly detrimental to the rights and revenues of the Mughal.
