370. 3787 Brief presentation of the true state of the Honorable Company at the Surat Office, in such manner as the same, in comparison with the preceding financial year and the stipulation made in the year 1755, was found upon the closing of the trade ledgers on the last day of August 1759; as General indication and comparison of the profits and expenses of this versus the preceding financial year. The reasons for the increase and decrease consist of the following, to wit: Ordinary Rations — — - - Less ƒ 362:11:8 The lesser provision of board money and emoluments to a smaller number of political servants in this financial year is the cause of this decrease. Ordinary Expenses Less „ 153:19:— For wood, salt, vinegar and lamp oil to a smaller number of servants, this has therefore been genuinely decreased. Extraordinary Expenses - - - - - Less „ 73:6:— For ballast for raising the Honorable Company's shipyard, sailors' day board money, and cloth for cartridge bags, the aforementioned small amount was disbursed here in this financial year less than the year before, and then gunpowder disbursed from the Honorable Company's stock. Carpentry and Repairs - - - Less „ 165:11:— Last year, for extraordinary repairs that do not occur annually, no more was spent than ro/a 1684:—:—, and this year, pursuant to the Resolution of September 8, 1778, there was paid for this r:o 2072; however, on the other hand, through the abandonment of the old lodge and further arrangements made by Resolution of October 4 of this year, everything has been saved, except for a small amount of 10 rb., that until now was paid annually for the relaying of tiles in the old lodge and inside latticework, whereby, notwithstanding that this year the extraordinary repairs cost more than in the preceding year, this account has been decreased by this much. The Hospital More ƒ 47:2:8 This year the cost of the prescribed and administered medicines amounted to more than in the most recent preceding financial year; otherwise, the debited half-wages of the persons who were incapacitated and maintained in the hospital actually amounted to ƒ 66:9:8 less. Last year this account, above that of this year, was charged with Rop:s 813:31 for purchased rice in place of spoiled rice, and with Rop: 145:2- for purchased medicines, or together ƒ 1150:8:8; the remaining ƒ 410:4:8 were economized on various items. Expenses of Chaloups etc. Less 219:4:— In this year, the repairs made and provisions supplied to the Jonge Petrus and the Dordrecht, both in cash and from stock, pursuant to the Resolution of January 23 last, cost more than in the preceding year by rop: 873:38. Gentlemen: Upon the balancing of the Trade Books of this Directorate for the year 1778/1779, the undersigned keeper of those trade folios has found such debtors, creditors, and outstanding accounts as follow below, with a brief explanation of their origin, namely: Debet: For these goods, being various merchandise sold in the year 1778/1779 that have not yet been weighed out and, by order of the Lord Director, have been transferred to this account in the amount of Rupees 190014:24:8, or ƒ 228017:8:—. Marginal note: In the Council of Policy at Surat, 29 November 1779. Of those goods that remained uncollected as of the end of August, a large part has already been consumed, and the remainder shall likewise be collected as soon as possible, at which time this account shall be balanced. Imposed payment: ƒ 36:3:—. On 2 November 1778, for reasons stated in the Resolution of that date, the aforementioned amount of taxation and relief was transferred to the debit of this account, for as much as the repatriated Junior Merchant Holmberg is indebted to the Honorable Company. Marginal note: According to the Decision of 22 November, the Honorable Head Administrator is ordered to examine this item, and as soon as his report regarding this is received, a formal disposition shall be made concerning it. This amount was advanced to the Honorable Company's brokers on three warrants issued by Your Right Honorable, Respected, and Severe Honor, dated 22 February, 1 June, and the end of August 1779, for the continuation of the contract for return goods concluded for the year 1779, and by them handed over directly to the Company's linen suppliers. Marginal note: For this money and what has since been provided on this account, the linens have already arrived for the most part, and with the completion of the collection, this entry must be balanced as usual. Having carefully reviewed and paid close attention to everything relevant to the matter, adjudicating the claim and conclusion reached by the Honorable Fiscal, acting officially, as well as administering justice in the name and on behalf of the High and Mighty Lords States General of the United Netherlands, our sovereigns, the aforementioned Martinus Ioan Bosman, defendant in person and defaulter, by virtue of and for the benefit of the defaults granted against him, is declared to be deprived of all exceptions, both declinatory and peremptory, as well as defenses and arguments that he, appearing in this matter, might have been able to propose and make; furthermore banishing him, the defendant and defaulter, from the jurisdiction of the Dutch East India Company, never to enter it again, upon pain of heavier punishment; further confiscating half of his accrued monthly wages for the benefit of the Noble East India Company, with condemnation to all the costs and expenses of justice; furthermore leaving reserved to the Noble Company such actions as it might deem advisable to institute against the aforementioned Martinus Ioan Bosman, in order to be able and permitted to do so where, how, and when appropriate. A copy of an English letter with the Dutch translation written to us by Mr. Spencer and Council on 18 Febr: 1759, whereby all the privileges in Souratta of the Dutch Company and its servants are guaranteed. 2. A copy of an English letter with the Dutch translation written to us by the Governor of Bombaij, Mr. Crommelin, and his Council on 25 Jann: 1765, whereby the aforementioned guarantee of Mr. Spencer is explicitly confirmed. 3. Three successive extracts from the Memoir of the late Ordinary Councillor Schreuder, left by His Honor upon his departure from Souratta, speaking of the privilege of the Company to subsequently be permitted to export freely the goods on which toll was paid upon import here, without paying toll for them a second time. 4. Fourteen copies of translated firmans which are cited in the aforementioned Memoir as proof of this privilege, and among which are specifically the copy firmans that were presented this time to the English Government as proof of this privilege. 5. A copy of an English letter with the translation written to us by Mr. Hodges and his Council on 13 August: 1762, whereby the aforementioned Chief and Council sent to us a list of several complaints which the Nabab said at that time to have against the Dutch Company. 6. An English extract with the Dutch translation thereof from the aforementioned list, in which the Nabab under article 6 complains about the Company's brokers, that N. 15. - that they had abused the aforementioned privilege of the Dutch Company by selling goods in the Company's name, and consequently exporting them without paying toll for them. 7. A letter written by us to the aforementioned English Chief and Council on 3 Septemb: 1762, serving among other things as an accompaniment to our response to the aforementioned list of the Nabab's complaints, and an extract from our aforementioned response containing what was answered on our part to the aforementioned complaint of the Nabab against the brokers. 8. An extract from an English letter with the Dutch translation written to us by the aforementioned English Chief and Council on 19 Septemb: 1762, containing their reply thereto, and in which, in the capacity of mediators, they propose that the past should not be investigated, and as far as the future is concerned, that the Nabab and all others who have an interest in the tolls should rely on our word of honor that it would be prevented that our brokers in the future would abuse this right of the Company any longer. 9. A copy of a Dutch letter written by the English Chief and Council on 23 Septemb: 1762, whereby the aforementioned proposals of the English were accepted, with some exceptions, which, however, have no bearing on this matter. 10. A copy of an English letter with the Dutch translation, written to us by the aforementioned English Chief and Council on 24 Septemb: 1762, whereby they took upon themselves the guarantee of these our agreements with the Nabab. 11. An extract from the Memoir of the late Extraordinary Councillor Senff, left here upon his departure from Souratta, from which it appears that the Company exercised the privilege several times in his day. 12. A N:o 11 386. 12. A translation of an order from the Nabab granted to the Naib or second-in-command of Souratta to allow the free export of the goods of the Company mentioned therein. This order was granted by the Nabab only a few days before the English Government prevented the Dutch Company from the further exercise of the right to export its goods toll-free. This is the same order that is mentioned in the beginning of the letter written on 30 April 1779 to Bombaij, and proves that to this day we have been in the actual possession of this right, for if that were not so, the Nabab would not have given us such an order. Worshipful Sir and Sirs, The many insults and injuries the English trade at Surat has laboured under for a considerable time past, having brought the Honourable the Governor and Council of Bombay to a resolution to procure satisfaction by force of arms, and a large force for that purpose being actually arrived in this river, countenanced by a part of His Britannic Majesty's squadron and troops, we take this opportunity to apprize you, gentlemen, of such their intentions, and we faithfully assure you, that the measures pursuing, will in no shape interfere with or lessen any privileges in trade, or otherwise, that the noble Netherland East India Company or yourselves are entitled to at Surat; at the same time we are persuaded, that you, gentlemen, will at least show the strictest impartiality in the present dispute, if not, interpose on our behalf, which the Governor and Council of Bombay have expectations of, not only from the justice of our cause, but from the friendship subsisting between our two nations, and the good harmony that subsists between our two factories, and which we have no doubt will continue, while your noble Company's affairs remain under the present direction, for the gentlemen of which, we profess a real esteem, and have the honour to be with great respect, Worshipful Sir and Sirs, Your most obedient humble servants, Surat River, the 18th February 1759. Right Honourable Sir and Sirs, The manifold insults and injustices to which the English trade in Surat has been subjected for a considerable time past having caused the Governor and Council at Bombay to take the resolution to obtain satisfaction for themselves by force of arms, and a sufficient military force for that purpose having presently arrived in this river, supported by a detachment of His Britannic Majesty's fleet and troops, we therefore avail ourselves of this opportunity to give Your Honours notice of this intention of theirs; and we faithfully assure Your Honours that the execution of these measures will in no way prejudice or diminish any privileges in trade or otherwise which the Honourable Netherlands East India Company or Your Honours yourselves have obtained at Surat. Gentlemen, It is now some time since we received your letter of the 25th July last, but the arrival and departure of our Europe ships and business of greater moment having engrossed all our attention must plead our excuse for not having sooner replied to it. Our President acknowledges to have received the letter you mention from Mr. Senff, which being merely a complimentary one he did not think it material to reply to, but even admitting it otherwise, surely you can have no right to complain of so trivial an affair, considering the many insults and impediments offered to British subjects and their concerns in your different settlements, of which we have undoubted intelligence. With respect to the new customs you pretend have been introduced at Surat, we must remark, and indeed you yourselves acknowledge in the letter now before us, that it has ever been usual to obtain permission for erecting any new buildings as well from the possessors of the castle as the governor of the town. We therefore have an undoubted right to expect suitable application should be made on such occasions to our Chief as governor of the castle, and such application is certainly most properly made in writing.

in writing, so that we can by no means allow that our requiring the same should be deemed an innovation, or that it should give you any just cause of complaint. From the several papers which have passed on the subject of your powder magazine, copies of which our Chief and Council have regularly transmitted to us, we have always understood that you wanted something more than merely to repair the place where you have usually kept your gunpowder. But if this is really your only intention, as asserted in your letter now before us, we have no objections to your carrying it into immediate execution under the inspection of a proper officer, whom we shall order to attend for that purpose, to see that nothing else is done than to put it in its former state, as we cannot by any means permit your erecting a magazine with arches of stone and chunam under pretence of repairs to your former one, as such a step would excite many jealousies in the government and give much uneasiness to the inhabitants, from whence many bad consequences might ensue, which it is our duty to obviate as far as lies in our power. It was by our express directions Mr. Spencer made you the assurances quoted in your letter, and to which we have ever strictly adhered, it having been our constant study to preserve inviolable the rights of the European nations settled in Surat. This being truly the case, as is evident from the uninterrupted trade carried on by all to this hour, we cannot but express the utmost surprise at your confidence in asserting that the country government has been countenanced and encouraged by us to offer you the grossest affronts, to oblige you to pay a considerable sum of money or starve, and to send your heavy cannon away to Batavia, while we are actually possessed of a letter under the hands of your late Chief and Council, dated the 30th September 1762, wherein they themselves acknowledge the good offices our gentlemen rendered them on this very occasion and return them thanks for the same, and while it is notoriously known that, without our mediation, your whole factory would have been sacrificed to satiate the revenge of an enraged mob, whose resentment was raised to the greatest height by your having forcibly rescued from the hands of the government's sepoys a woman who had violated the Mahometan law in burning the body of her deceased mother, who had embraced that faith, and afterwards protecting her under your colours. And it was with no small difficulty the gentlemen of our factory could prevent the fatal consequences with which your persons and effects were threatened. How then, or with what degree of justice, you can possibly accuse us of having countenanced or encouraged the proceedings of the government on this occasion, we leave to the impartial world to judge, and rely on the uniformity of our own conduct and the uprightness of our intentions in regard to you and all others settled in Surat as an answer to your protest, which will only serve to render us less sanguine in any disputes you may be hereafter involved in, either through your own imprudence or the violence of your servants; for as we have received such an ungrateful return for our good offices, once acknowledged by yourselves, but now seemingly forgot, we shall stand justified to all the world should we give ourselves no further trouble about you, but leave you to extricate yourselves from such disagreeable circumstances in future in the best manner you may be able. claim to have been introduced in Surat, we must remark, and indeed they themselves acknowledge in the letter which we now have before us, that it has always been customary to obtain permission for the erection of any new building, both from the possessors of the Castle and from the Governor of the city; we have therefore an indisputable right to expect that on such occasions a proper request be made to our Chief as Governor of the Castle, and such a request is in fact much more proper in writing; thus we can in no way allow that, when we demand this, it should be regarded as a novelty, nor that the same can give Your Honours any just cause for complaint. From the several papers that have been exchanged concerning the subject of Your Honours' powder house, copies of which have been duly sent to us by our Chief and Council, we have always understood that Your Honours desired something more than merely to repair the place where they usually stored their powder; but if that is truly Your Honours' only intention, as is maintained in the letter currently in hand, then we have no objection to Your Honours putting this into execution immediately, under the supervision of a capable servant, whom we shall order to attend for that purpose, and to see to it that nothing else is done than to restore the same to its former state; whereas No. 11 392 whereas we can by no means permit that Your Honours erect a magazine with arches of stone and lime under the pretext of repairing the old one, whilst such a step would give much suspicion to the Government and cause much anxiety among the inhabitants, from which various evil consequences might ultimately arise, it being our duty to oppose the same as much as lies in our power. It was by our express order that Mr. Spencer gave Your Honours the assurances which they cite in their letter, and which we have always strictly adhered to, it having been our constant endeavor to preserve inviolate the privileges of the European nations settled in Surat. This being indeed so, as is evident from the undisturbed trade carried on by everyone up to this hour, we cannot help expressing our utmost astonishment at the boldness with which Your Honours assert that the Native Government was strengthened and encouraged by us to inflict the greatest insults upon them, to compel them to pay a considerable sum of money or to die, and to have to send their artillery away to Batavia; whereas we do in fact possess a letter signed by Your Honours' late Chief and Council dated 30 September 1762, in which they themselves acknowledge the good services rendered to them by our gentlemen on that occasion and give thanks on that account; and whereas it is manifestly known that Your Honours' entire establishment would, without our mediation, have been sacrificed sacrificed to satisfy the vindictiveness of a raging mob, whose bitterness had risen to the highest peak because Your Honours had forcibly rescued from the hands of the Government's sepoys a woman who had violated the Mahometan law by burning the body of her deceased mother who had embraced that faith, and also by afterwards protecting her under Your Honours' flag; it being with no small difficulty that the gentlemen of our Factory were able to prevent the disastrous consequences with which Your Honours' persons and goods were threatened. How Your Honours can, or with what degree of justice it is possible that they accuse us as if we had in this case strengthened and encouraged the actions of the Government, we leave to the impartial world to judge; and we rely upon the consistency of our own conduct and the sincerity of our intentions toward you and all others settled in Surat as an answer to their protest, which will only serve to make us less willing to intervene in any disputes in which Your Honours might be involved in the future, whether through Your Honours' own imprudence or through the violence of their servants; for now that we receive such an ungrateful return for our good services, once already acknowledged by Your Honours themselves, but now remarkably forgotten, we shall be justified before the whole world if we no longer concern ourselves with Your Honours, No. 11 393 no longer concern ourselves, but leave it to them in future to extricate themselves from such unpleasant circumstances in the best manner possible for them. 394. Extract from the Memoir of the late Ordinary Councillor of the Netherlands Indies Jan Schreuder, left by him upon his departure from Suratten, Chapter 3, second section, page 73. 11. Concerning the Toll, how it is calculated, as well as in what places, and from what Goods it may and may not be taken. On all merchandise that we import and export, the Toll must be paid according to custom at 2½ per cent, vide firmans Anno 1618, 1627, 1645, 1662, 1709, and 1712. However, such goods that serve for use, such as Clothing, Consumption, Personal necessities, Manufactured Gold, Silver, and copper work, Jewels, all kinds of Provisions and Victuals, are completely toll-free both upon import and export, vide firmans Anno 1618, 1643, and 1712. On everything on which toll has once been paid upon import at Souratta, no one may demand any Toll thereafter, in whatever Place it might be, vide firmans Anno 1631, 1633, 1638, 1643, 1657, 1662, and 1712. On all merchandise that we trade in Agra, Dillij, and other Places, and bring down via Amedabaad, as well as on the Linens and other Goods that we purchase in Amedabaad, Patten, Dholka, Cambait, Brodera, Brootschia, Occlisser, etc., and transport to Souratta, no toll may be demanded or taken anywhere, except only in Souratta the customary 2½ per cent, vide firmans Anno 1643, 1709, and 1712. To Calculate this Toll, the Goods purchased in the King's Lands must be valued in the following manner: Agra goods costing 10 rupees at purchase against 12 rupees. And Amedabaad goods, 10 rupees against 10½ rupees. But those from Brodera and Souratta or thereabouts against no more than what they actually cost according to the invoice, vide firmans Anno 1643, 1662, and 1712. No one throughout the entire Country up to the District of Houglij may take Tolls from us doubly or twice, vide Firman Anno 1709. I have only cited everything here in brief, simply to indicate what one actually has or does not have to look for in the Firmans. The further elaboration must be consulted in those Writings themselves, all of which, so far as they were kept under this Office, I have collected with great effort, had re-Translated by three linguists, signed for the Translation, and thus bound in a separate Book kept at the Secretariat. Yet nowadays the governors of Mumtaas-Abaad, which belongs under Agra, demand from their merchandise that they bring from Poereb and other places such dues as the ordinary merchants are obliged to pay to them. It having been represented to the King by the Dutch that from the beginning of their arrival in Hindustan until now, their brokers have always been separate and subordinate to them, and that they were in possession of a firman to that effect, which expressly states that no one may force any brokers upon them without their consent; but that recently one Bhagwan, farmer of the indigo, has caused them many troubles without reason, and prevented them from continuing the indigo trade in peace; therefore the King has ordered that this Bhagwan shall not be allowed to force himself into the service of the Dutch as a broker, but that it must be left to them to employ such person as their broker as they themselves may desire. The Hollanders are exempt from wheel taxes and weighing fees. And from them 3½ percent is taken, namely 2½ P:r C:to customs duty and 1 P:r Cento brokerage, whereas from other merchants only 2½ P:r C:to is taken, and the 1 P:r Cent brokerage is not exacted from them. And whereas recently all weighing fees and wheel taxes throughout Hindoustan have been remitted by His Majesty's favor, they live in expectation of the King's high generosity that they may also be freed from this 1 P:r C:to brokerage. And since the King's full favor rests upon the merchants, the King ordains and commands that the Hollanders shall henceforth be free from this 1 P:r C:to brokerage, and it is therefore the King's order that no one shall be permitted to demand this of them, and that they shall continue to take the customs duty only as of old custom, and also ensure that the King's order in this matter is not violated. Likewise, the said Hollanders have further represented to the King that they imported broadcloth and other goods from certain seaports into Hindoustan; and that in exchange they traded linens, indigo, saltpeter, silk, and other merchandise in Agra and other places in the Hindorstan empire, and transported them to Brootchia and Souratta; and that they lived in the hope of the King's favor that, having paid the 2½ P:r C:to customs duty according to old custom, in Souratta and Brootchia no one might take more from them or hinder them. As also that they may be permitted to sell their goods to whatever merchant they please, and transport their merchandise to whatever places they wish, and also buy goods from whomever they desire, employing such brokers in their affairs as they themselves choose at will, and that no one may be forced upon their business without their own consent. These petitions have all been granted to them by the King. And therefore the King ordains and commands that all the foregoing be maintained, and that no hindrance therein be caused by anyone. The Hollanders having further represented to His Majesty that they may not be compelled to bring the copper which they import into the mint after payment of the customs duty, but be licensed to transport and sell the same throughout Hindoustan or wherever they desire, and that no hindrance or damage be caused to whoever buys it, so that they may import a greater quantity of that mineral; hereupon the King has also ordained that no one shall demand that the Hollanders bring their copper into the mint, but taking the customary duty, license them to have the said copper transported throughout Hindoustan and sold to whomever they wish, and also cause no hindrance to the buyer of that mineral, so that according to their promises they may steadily import much copper, and that copper may thereby become abundant. Further, they have requested of His Majesty's favor that the merchants, landlords, and others who owe them money may not delay in payment, nor be protected by anyone. Likewise that of the horses which they bring, any that are worthy of the King shall have their price set according to current rates and be purchased for the King, but with respect to the others, liberty shall be given to the owners to sell them wherever they wish, without being compelled to sell them in Souratta; also that whenever their ships depart for Bassoura, Gamron, Arabia, and other places, and some merchants of their own free will wish to travel along, paying freight, or load their goods thereon, no one shall be permitted to forbid this; likewise that the Hollanders may hire as many carts, camels, etc., as they might need for the transport and carriage of their merchandise. Hereupon is the King's order: That no merchants or other persons who owe money to the Hollanders shall be permitted to delay, but the regents must ensure that they receive their money according to justice, and not assist the debtors; that the horses they bring, any being worthy of His Majesty, must be bought according to the market price, but the other horses may be sold by their owners wherever they themselves desire, without being compelled to sell them in Souratta, so that with full peace of mind they may import good and fine horses; however, if agreement cannot be reached regarding the price of the horses selected for the King, they shall be sent to the court under the supervision of trusted persons, with a seal around their neck, so that the King's officers there may set the price and remit the funds for them. That whenever the ships of the Hollanders depart for Bassoura and other places and some merchants of their own free will wish to travel with said ships upon payment of freight, or load their goods thereon, no one shall forbid them, but shall fully permit them. against 10½ upon import, the toll thereon may be collected in Souratta according to that calculation as is customary there, but for the goods that are collected in Souratta, Brodera and other places, the actual cost is seen according to the invoice, and the toll demanded accordingly; but from the weighing charges and road tolls the Hollanders are free; however, 3¼ per cent is taken from the Hollanders, being 2½ per cent for toll and 1 per cent for brokerage, whereas from the other merchants no more than 2½ per cent is demanded, without them being troubled for 1 per cent. And whereas in these days all road tolls and weighing charges throughout all Hindoustan are free and have been remitted by the King, they therefore lived in hope that by the King's favor this 1 per cent might also be granted free to the Hollanders. Now, since the King's entire thought tends toward the welfare and flourishing of the merchant, the King, who must always be obeyed, orders that the Hollanders are also free from this 1 per cent brokerage. It is therefore required that this order of the King be obeyed and no one shall be permitted to trouble them on this account in the future, but continue to collect the toll according to previous custom, while no one shall be permitted to contradict this order or demand more.
