Regarding the apprehension of the notorious rovers, the former Radja Keliloehoe and his brother, nothing is left unattempted. to bring and keep them, by fire and sword, to the strict observance of the contracts sworn by them, although with all that I nevertheless imagine that they will never abandon the illicit navigation and the harboring of foreigners on their shores, considering that Bouton, Bali, and Java supply them with food and clothing at much lower prices than Ambon and Banda, yet I now have the fortune to be able to report to Your Excellencies that during the recently ended clove harvest no Ceram vessels or other foreign rovers were seen or heard of, presumably because the punishment applied during the recent Hongi expedition struck them too keenly, of which the report is to follow under the main heading of Expeditions and Cruisings; meanwhile, regarding Your Excellencies' remark concerning the Teuwer people dislodged from Kelibat, Kellemoerij, and Trooij, I respectfully submit that it was by no means lacking in my goodwill to capture those rovers, but rather due to inability, since upon my arrival in those quarters that rabble had already departed; and with respect to the apprehension, whether dead or alive, of the notorious rovers, the former Radja Kelliloehoe Lokman alias Witna and his brother Captain Mama, I assure Your Excellencies that I leave nothing unattempted to gain power over those faithless fellows, just as I have for that purpose sent two daredevils to Keffing and back again some time ago, under the promise of the reward of 300 rixdollars per head set by Your Excellencies, which two confidants of mine, named Pattij Radja and Phoon Pattij, I also charged with the commission to capture or massacre a certain son or emissary of the old King of Batjan, who according to rumors was said to be on Goram in order to summon the eastern Ceram people to assist the ruler of Tidore, so as to capture or massacre him as aforesaid, awaiting the outcome thereof; while I must not withhold from Your Excellencies' respected notice the report brought to me a few days ago, entailing the killing of the aforementioned Batjan emissary by his own slave, a Buginese by birth, who subsequently is said to have killed himself as well, though this requires further confirmation, since the reporters have it only by hearsay, both belonging to Keffing and having come up here expressly to give me notice thereof on the orders of their Captain. Demonstration that capturing the Moluccan rovers is difficult. That capturing Tidorese and other Moluccan rovers among the Ceram people is quite difficult to execute, Your Excellencies will easily comprehend when you please to consider that many are attached to the Tidore court, such as most of the Goram people, except only those of Keliakaten and Amar; among the Keffing people, Kelliloehoe, Quaij, Killebie, Kottabanda, and some of Ceram Laut; among the east Ceram people, Rarakit and subordinate villages, as well as Waroe; so that Your Excellencies will be able to observe, if it pleases you, in my Hongi report served at the session of 15 February last, wherein among other things it appears that a certain Solorese, a neighbor of the Magindanao people, was on Kelibon for trade. A Solorese was on Kelibon for trade. discovered on Ceram. equipped from Ceram to the west, were not encountered. preferable to prevent them from doing so. of which evidence has recently appeared, having the punished leaders of the illicit trade requested pardon. While under the fugitives of Amahei, etc., under this main section I respectfully give Your High Excellencies the pleasant report that the fugitives from the settlements of Amehei, Makarikii, and Soehoeko have all returned homeward, with the exception of the first chief rebel Jellasina, who was beheaded by the Alfoors, described at length in my Hongi report incorporated in the aforementioned Resolution of 15 February of last year. Thus Your High Excellencies will easily comprehend that even a single pirate kora-kora, from which upon attacking an immense number of well-aimed arrows are shot, is capable of overpowering the citizen merchant. Upon receipt of certain news that such a discovered ship or lesser vessel flies a foreign flag or is not recognizable, to give notice thereof by express to the Main Castle here, meanwhile making use of the protests on hand and observing to the letter the secret orders kept at the stations upon the appearance of foreign vessels. 3rd. To keep continually in supply for each cannon, both on the redoubt and the ramparts, twenty-five filled cartridges, as well as an equal number of round and bar shot, item canister shot, the powder horns filled with fine priming powder to prime the cannon, as well as to take care that the grenades on hand are filled and provided with good fuses in time, and lastly to keep in readiness for each musket at least three dozen live cartridges. 4th.
