This having preceded, Friday the 12th of October Anno 1781 the Sarwadikariakar then asked why the said chego had to take the oath. This question was more preposterous than his previous claim, because such a thing had never been asked before; however, the first-signed had the kindness to give the Sarwadikariakar to understand, through the Interpreter Cardozo, the questions put to the oft-mentioned chego and the answers given by him thereto; but then he said that none of the King's subjects, without the prior knowledge of His Highness, were permitted to appear before the Honorable Council of Justice to give testimony of one thing or another, and that it was also necessary for His Highness to investigate those matters. Friday the 12th of October 1781 The brothers and deacons make known by a petition that they have fallen into arrears and that the ordinary expenses exceed the revenues, requesting that measures may be devised. Production of an extract resolution of the fire and ward masters regarding the concealing of slaves who contract the smallpox. Examination to be placed in the hands of Vernede and Van Heeften to serve as a report, in order to be able to dispose thereon according to the findings of the matter. Subsequently, a petition was brought to the table from the Brother Deacons of this city, whereby they make known that, due to heavy repairs to the church and the orphanage, as well as what was provided to the beggars, they have fallen into arrears over two years by three thousand one hundred and ninety ropijen; that they are falling more and more into arrears daily, because the monthly collections amount to only one hundred and sixty ropijen, and the monthly expenses amount to well over three hundred ropijen; requesting that such measures may be devised by which they are enabled to provide support for the poor; there being annexed to that petition some enclosures, consisting of extract resolutions taken in the council of Mallabaar, on occasions when the Deacons were in a similar predicament. Regarding which petition and enclosures, it was resolved to place them in the hands of the members Vernede and Van Heeften, to investigate whether the relief measures previously devised by this assembly were properly put into effect, and if not, why this did not happen; and furthermore what measures may conveniently be devised to prevent the further decay of the poor funds, and at the same time to go through and examine the Deaconry papers to see if economy is observed by them, and if no expenditures can be reduced, and to serve a report on both matters. Further was produced an extract resolution of the fire and ward masters of this city dated 21 September last, stating that the smallpox still continues to rage in the city, and some inhabitants conceal their slaves who contract the smallpox, so as not to be taken out of the city according to the order established by the authorities; that it was maintained that this concealment arises from the fact that indigent people have no place of shelter outside the city, and therefore it was decided by them, the fire and ward masters, to rent a house on Waipen for one rijxdaalder a month, and to place therein two coolies as attendants, who shall each receive two rijxdaalders in wages, which together with the re-roofing of the house will amount to a cost of over seventy rijxdaalders annually; and that to make good these costs, they thought fit to tax the house owners here in the city for one-eighth of a month's house rent per year, and thus have them pay, instead of five-eighths of a month's house rent which they pay annually for cleaning the city and lighting the lanterns, six-eighths or three-quarters of a month's house rent. Whereupon deliberation being held, and it being taken into consideration that the smallpox here is very dangerous and contagious, and therefore the city ought to be cleared of it as much as possible, and that there is also no other means to find these costs than through this tax, it was resolved to approve the decision of the ward masters, insofar as it is cited above, but to hold the conducting of a voluntary collection every six months without effect, since these costs can very well be met from the one-eighth of a month's house rent, as appears from a report of the commissioners annexed to that extract resolution, which it was understood to insert here as well as the extract.
