263 The 14th of January. The 22nd of January. The collegiate members their customary prayer. The Lord Commander gives notice that the burgher captain Lucasz has for some time become delirious and has since suffered therefrom, wherefore he cannot continue. Proposal to discharge him while retaining his rank, and to fill his place with the former bookkeeper and former purveyor Hendrik Dirksz, with the rank above the military lieutenants. Resumption and signing of the general letter for Batavia, one for the fatherland, in order to be dispatched at an opportune occasion. The 17th. The Kayankulam Resident Jacobus Coenraads is, at his request and on account of his frail physical constitution, discharged from the service. And in his place is appointed the bookkeeper and sworn clerk of police and justice Pieter Schemering. The 18th. And thus his place is filled by the bookkeeper and sworn clerk of police Jacobus Adrianus Eversdijck. And in place of the said Eversdijck, the bookkeeper Pieter van Spall Junior is appointed as sworn clerk of police. Resolution to have the oath drafted for the sworn clerks taken by him before two members of this council. The Kayankulam Resident requests a write-off of 1½ percent on the pepper shipped by him to Batavia. Folio 15. Folio 19. That this is granted to him. Insertion of the memorandum submitted regarding this. The Lord Commander gives notice that iron is needed for the administration, and that there is now an opportunity to purchase seven candies of iron. The 21st. Deliberation and remark thereupon. Resolution to authorize the chief administrator to purchase the said seven candies of iron for the Company at one hundred rupees per candy. The Lord Commander gives notice that two hundred thousand guilders have been sent for us from Batavia to Ceylon, and indicates means to obtain the same here without risk. The 22nd. Offer from a free merchant to count two thousand rupees here without exchange loss and to receive them in Ceylon. Resolution to accept it and any others that shall be offered in the future. A good quantity of rice has been purchased for Ceylon and stored at Mattancherry in the warehouses of the merchants, which, owing to the critical circumstances, cannot remain there any longer. The 23rd. And since the attic of the grain warehouse is not yet ready, it will have to be stored in the grenadier guardhouses. The 16th. The 19th. 264 The 15th of February. This being so much further than usual, wherefore the purveyor cannot manage with the fixed coolie wages of 29/15 per last. Folio 23. The purveyor declares he cannot manage with less than one rupee per last. Resolution to grant him, the purveyor, one rupee per last, provided that he ships the same out again for those fixed coolie wages. The second and chief administrator are charged with searching for further storage places for rice, or otherwise renting private lodgings for that purpose. The 24th. Request from the Royal French Calicut Resident for three thousand rupees. The 25th. Resolution to have that sum disbursed. Production of a surety bond from the bookkeeper and Resident Schemering. The 26th. Resolution to accept the same. Request from the Resident for two coolies daily for airing the cowhides. Resolution to grant that request. The 27th. Production of an Act of Authorization from the Lords Directors to be permitted to release under surety bond to the widow of Beukers the credit of her late husband's preserved salary. The 28th. Resolution to allow this to take place. Letters from the commissioners and Resident with Hyder. Ditto the 28th. They thereby give notice that they cannot draw a bill of exchange on Cochin except at a great loss. The 29th. Request therefore for a bill of exchange from here of 6000 Mangalore pagodas, and the Resident further requests letters of recommendation for his discharge from there. Resolution to give notice of this to the Ceylon ministers and to leave the provision of the money to them. The 30th. The King of Cochin was presented with gifts on the wedding feast of his niece. Through lack of presentation goods, some of them were purchased. The 31st. Approval regarding the delivery and purchase. The 26th of February. Closed account with the King of Travancore. Insertion of the same. Notice that the pepper is to be sold for not more than one hundred and fifteen rupees per candy. The 34th. Resolution to dispose of the same for that amount. Request from Captain Pauerbauer for two thousand rupees on account of expenses incurred on the journey. The 35th. Resolution to disburse that sum. The Commander produces a received Batavian circular missive of 12 June last; the orders contained therein shall serve for information and observation. Wednesday, 2 January 1782. A packet of papers was opened in this meeting and found to contain a duplicate Batavian circular missive of 12 June last with various enclosures, specified on the register dated 10 August received with it, among others an extract from the general letter dated 6 November 1780 written by the Gentlemen Majores in the Netherlands to Their Excellencies the Supreme Indian Government at Batavia, containing matters concerning Malabar, Bengal, Coromandel, Ceylon, and Surat; and it was resolved that the contents concerning the Malabar matters shall serve for guidance and be answered in the letter now to be dispatched. Thus done, resolved, and decreed in the Council of Malabar at the city of Cochin, on the day, month, and year aforesaid. Was signed: J. G. van Angelbeek, R. van Harw, F. W. den Busch, N. W. Beijts, J. L. van Spall, C. G. Seijffer, A. S. S. Wernede, W. van Haeften, and J. A. Dainichen. Resumption of a petition from the Moor Maki of Tellicherry. Tuesday, 8 January 1782. All present. A petition was read from the Moor Maki of Tellicherry, containing a request that the vessels belonging to him, which pursuant to the resolution of this Council of 25 September last were seized as belonging to English subjects, declared lawful prize, and sold, might be restored to him. He bases this request primarily on the assertion that he settled here in the month of November of the year 1780 to carry on trade. Whereupon the Commander, for elucidation, gave to know that his Honor had investigated this assertion and found that the same was not to be understood literally regarding the petitioner's fixed residence, which was actually established at Tellicherry, but only regarding a shop which he had established here at that time and had since managed through his servants, whereby the petitioner could hardly claim the privileges of an actual inhabitant of this place. Furthermore, that another argument seemed to militate in favor of the petitioner, of which he had not availed himself in his petition (probably out of ignorance), consisting in this: that the English at Surat, when taking our office there, had not seized the property of private individuals; but that his Honor had not been able to obtain certain reports as to whether that indulgence had also taken place regarding the vessels of private individuals at Surat. And consequently, after mature deliberation on the further proposal of the Commander, it was approved and resolved to refer this petition to the Honorable Supreme Indian Government and to request Their Honors' esteemed pleasure in this matter, and also to insert the same here. To the Right Honorable Worshipful Sir Johan Gerard van Angelbeek Commander and Chief Ruler of Malabar with the Right Honorable Worshipful Right Governing Council The Undersigned has the honor to provide Your Right Honorable Worship with a report that the saltpeter marked L: S: was shipped from here in the same condition as it was received over there, which clearly demonstrates the refining that was done here of the same prior to dispatch, and also occurred there upon receipt, as those reports correspond very well, and that it cannot be as good as that of L: O:, because it costs fully 24 percent less than that. 15. 280 Tuesday the 8th of January 1782. He has the honour to be with the greatest respect, below stood, Right Honorable, Worshipful, commanding Sir, your Right Honorable Worship's very obedient servant, was signed, R. van Harn, in margin, Cochin the 7th of January 1782. After mutual congratulations were exchanged on the hundred and nineteenth anniversary of the conquest of the city of Cochin, with prayers for God's blessing upon this and all other establishments of the Dutch Company, the incoming nominations of the respective colleges were taken up for resumption, as well as an extract church resolution, from which it appeared that the church council had discharged at his request the elder Johannes Bos, bookkeeper and beach master, and had elected in his place as elder the surgeon Daniel van der Sloot. Whereupon it was agreed to approve the same and to notify the church council thereof by extract hereof. Furthermore, it was approved to discharge, at his request, the junior merchant and warehouse keeper Jan Lambertus van Spall from the board of orphan masters, and to appoint in his place the bookkeeper Pieter van Spall; and to discharge from the civil court, on account of continual indisposition, the captain of the burghers, Dionijs Lucasz, and to appoint in his place as vice president the former bookkeeper and purser Hendrik Dirksz. Subsequently, the Council of Justice and the above-mentioned colleges of orphan masters, of civil and matrimonial affairs, as well as the fire and ward masters, were invited inside one after the other, and all of them willingly took the oath of purgation drafted for each college, and were thanked for their rendered services, and exhorted to continue their further good offices to advance the affairs of their colleges. Lastly, the Lord Commander made known that the present captain of the burghers, Dionijs Lucasz, had for some time become somewhat light-headed and labored very frequently under this illness, which 17 281 Tuesday the 8th of January 1782. which at this time, when the burghers were being drilled in the use of arms, was entirely inconvenient, and could in the future cause even more disadvantageous consequences, wherefore this man, in the present circumstances of the times, could not well be entrusted with that post. Which having been deliberated upon, all the members were of the opinion, along with the Lord Commander, that at present a capable person ought to be head over the burghers; and it was therefore resolved with unanimous votes to discharge the often-mentioned Dionijs Lucasz, while retaining his present rank, and to appoint in his place again as captain of the burghers the former bookkeeper and purser Hendrik Dirksz, and this with the rank above the military lieutenants, as is the custom in the neighboring government of Ceylon. The annual general letter for Batavia, along with a letter for the Lords Majors in the Netherlands, having been prepared, both of these letters were read today and signed in order to be sent to Colombo at the first reliable opportunity, of which it was understood this note should be kept. Tuesday the 22nd of January 1782 The Commander suggested that it would be best to try to obtain this money here, as far as possible, by means of bills of exchange on Ceylon, in order to avoid the great risk of shipment by sea; even if, to encourage the remitters, one had to waive the two percent that the Company in ordinary times gained on drafts to Ceylon; with the further citation that the free merchant Joan Steevens, on that condition, had offered to pay in ten thousand rupees. Whereupon, considering that this is the safest way to get the money here from Ceylon, and that it is therefore in the Company's interest to pave the way for this by abandoning the aforementioned two percent, it was unanimously approved and agreed to accept the aforementioned ten thousand rupees from the free merchant Steevens, as well as all further sums upon bills of exchange drawn on the Government of Ceylon without the 2 percent exchange loss that may be offered in the future. Furthermore, the Commander made known that a good quantity of rice had been purchased for Ceylon, but was still stored in a warehouse of the merchants at Mattancherry; but that His Honour judged that this rice, because of the critical current circumstances, could no longer be left there but must be brought into the city. However, the loft of the grain warehouse, the repair of which was contracted out at the session of the 12th of October last, was not yet completed, and there was consequently no room in the Company's warehouse, meaning that the rice had to be stored in the granadiers' guardhouse, and thus so much further from the river gate than is usually the case; which is why the dispenser could not manage with the stipulated coolie wages of 4/15 rupee per last, and needed to be granted somewhat more. Whereupon the dispenser Vernede declared that he could not transport it that far for less than one rupee per last, and requested that this amount be granted to him. Which having been deliberated upon, it was approved and agreed to grant the dispenser one rupee per last for the rice that must be stored so far into the city, provided that he will also ship it out from there for the ordinarily stipulated coolie wages. The Lord Commander produced a deed of surety from the Calicoilang Resident Pieter Schemering, whereby the junior merchant and warehouse keeper Jan Lambertus van Spall and his brother, the bookkeeper and sworn clerk of police Pieter van Spall, have stood as sureties on behalf of the Company for the said Resident Schemering, regarding his administration as Calicoilang Resident; which surety bond was agreed to be accepted, and to be filed with the other surety bonds. Hereafter was read a letter from the said Calicoilang Resident of yesterday, containing a request that he might be allowed two coolies per day for the airing and drying of the cowhides, as there currently remained at that residency a balance of one hundred and eighty-five corges of those hides, and it was an extraordinary case that those hides had to remain stored and could not be shipped off with the pepper; which request was judged to be reasonable, and it was therefore unanimously approved to grant him, the Resident, two coolies per day for the airing and drying of the cowhides for as long as that large balance shall remain there. Further was produced an act of authorization 29 287 Authorization from the Gentlemen Directors to allow a surety bond to be given for the late husband's credit. Resolved to permit such to be done. Whereupon, having deliberated and considered that one ought to dispose of the large quantity of pepper before the bad monsoon in order to obtain space in the warehouses for the new delivery, and at the same time to have ready money on hand for the new collection, it was approved and understood with unanimity of votes to hereby approve that sale for 115 rupees per candy of 500 lbs, and also to dispose of the remaining pepper for that price, if there shall be opportunity for it.
