The Pay-Bookkeeper Koenraad George Seijffer having made known that the payroll books of the year 1782/3 were ready for closing, it was approved and agreed to commission for the inspection of the same the members of this Council, the Junior Merchants Abraham Jean Scipion Vernede and Willem van Haeften. Lastly, the Lord Governor made The known 162 deliberation regarding the same to accept bills to the Netherlands Wednesday the 3rd of December 1783 presentation of the precarious state of the treasury known that the great expenses of the fortifications and a numerous garrison, the advances on the delivery of rice and pepper, and the daily expenditures had nearly emptied the treasury, and that no more money could be obtained at interest from private individuals, and that, consequently, now that the ships with merchandise from Batavia did not appear, one would be forced either to accept money into the Company's treasury against drafts on the Netherlands, or else to sell three or four hundred candeels of pepper; but that the latter would be a very disadvantageous operation, not only because pepper promised considerably higher profits in the Netherlands, as it fetched over a guilder per pound at the sale there in the year 1782, but also because it would cause the two ships intended to be sent from Ceilon to the Netherlands in the beginning of the year 1784 to Wednesday the 3rd of December 1783 have to depart improperly loaded, since the Ministers there had written in their latest missive of the 25th of November that they were currently seeing to sending two ships with cinnamon to Europe according to the urgent orders of the Lords Masters, provided that Malabaar could supply the entire quantity of fourteen hundred thousand pounds of pepper for that purpose; that it would therefore be far better to send all the pepper to the Netherlands and proposal to accept money on drafts here accept on drafts to the Netherlands as much money as the sale of three or four hundred candeels would yield here, against which the prohibition of the High Government by extract resolution of the 30th of August 1781 not to draw any bills of exchange on the Netherlands for the time being did not seem to conflict, since the funds for the must repayment

Wednesday, 3 December 1783 Deliberations having taken place concerning accepting a sum of forty to fifty thousand rupees in bills of exchange for the repayment of the same simultaneously remitted to the Company treasury, and having especially observed that the pepper which would otherwise have to be monetized here, upon sale in the Netherlands will yield not only the necessary funds for the payment of those bills of exchange, but in addition more than twice as much as the value of those bills; and that therefore the High Government will approve this deviation from the aforesaid order as serving an obvious advantage; it is unanimously resolved and agreed, conforming to the proposal of the Lord Governor, to accept forty or fifty thousand rupees in bills of exchange to the Netherlands into the Company's treasury, and to sell none of the pepper here, but to ship everything to Ceylon for the Netherlands. The ship Ceres having arrived here from Ceylon and brought with it two packets of home letters, the same were opened in this meeting. In the one was found an original letter of the Lords Directors for this Office dated 7 December 1782, together with an extract from their highest letter to the High Indian Government at Batavia dated 22 November 1782, accompanied by a register dated 29 March 1783 and the appendices mentioned therein; and in the other an original letter also for this Office dated 13 February 1783, accompanied by a declaration of the cessation of arms of the warring powers in Europe. Having deliberated thereon, it is resolved and agreed to have the aforementioned act of the suspension of arms published from the ordinary place after the preceding ringing of the bell, and further to let the orders and remarks contained in the aforementioned letters and extract serve for guidance and observance. Having deliberated thereon, it is resolved and agreed, conforming to the request made therein by the Ministers, to load onto that ship 800,000 lb of pepper and all available cowhides and gunnies for packing the cinnamon, and furthermore as much rice as it will still be able to carry. The Ceylon Ministers having made a request in the aforementioned letter to provide Galle with a large gamel from here, it is after deliberation resolved and agreed to have such an unloading vessel built at once and to send it thither with a ship still in this monsoon, since those which they have on hand are old and more than half worn out, and also cannot be spared from service. Whereas on 8 January next, according to custom, the magistrates must be changed, and before that the colleges of the Orphan Chamber, petty and matrimonial cases, as well as fire and ward masters must draw up and submit a specification of the sitting members with a nomination of a double number of persons for the disposal of this Council, it is resolved to order the aforesaid colleges to do so by extract hereof, as well as the Church Council, to elect new elders and deacons according to annual custom, for the approval of this Council. Finding of the cargo of the ship Ceres. Resolution to have the twenty-five bundles of double rattans short-delivered made good by the ship's officers, and to write off the remainder. Insertion of the finding. Monday the 8th of December 1783: Private French captain, Pieter Alexander de Lettie, two reams of large format paper at eighteen rupees the ream. Thus done, resolved, and decreed in the Council of Malabar at the city of Cochin on the day, month, and year aforesaid. Upon a written circular query, the Members having been given a reading of a finding submitted on Thursday the 25th of December 1783 by the Honorable Chief Administrator van Harn regarding the delivered cargo of the ship Ceres, whereby it appears that out of one hundred bundles of double rattans, twenty-five bundles less are accounted for, and out of 350 pieces of glass panes, 95 pieces were found broken, and of four gunpowder sieves, two pairs of the haircloths were found choked, but that the other goods were all properly delivered; it was therefore approved and agreed to charge the twenty-five bundles of double rattans to the ship's officers on their pay accounts at retail prices, but to write off the broken glass panes along with the spoiled gunpowder sieves, as well as the permitted deficits on meat, bacon, and Frisian butter, and further to insert that finding here below. Finding on the delivered cargo of the ship Ceres, brought here from Colombo. Namely: Thursday the 25th of December 1783. According to invoice and bill of lading laden in this vessel; According to reports delivered; More; Less per cent. In the Trade Warehouse: 100 bundles double rattans; 75; 25; 25. 350 pieces glass panes; 255; 95; 27 1/2 pieces found broken. And after deliberation it was resolved and agreed to authorize the keeper of the books to proceed with closing the same, and to insert the report with the exposition of the general charges into these minutes. 279. 297. Thursday the 8. January 1784. — twenty stuivers per rupee to receive remarks concerning that request to again in the Netherlands with six not only content themselves with six and twenty stuivers per rupee, but also to wait with the payment for what is now immediately counted out until six weeks after the autumn sale of the year 1785; and for what would be counted out in three or four months until six weeks after the spring sale of the year 1786; whereupon, having deliberated, it is in particular taken into consideration. That the Ceylon Ministers by letter of the 25th of November 1783 had made known their great lack of money and their expectation that one would be able to come to their aid from here still in this monsoon with a considerable sum, for which the Governor Falck by his private letters had made a further request to the First Signatory; which had since been urged further and more strongly by the Councillor Extraordinary van de Graaf, adding that one could not easily send too much, as whatever might not be needed for daily expenditures could serve to pay off debts on the Coromandel coast, for which nine percent interest was being paid. That in this monsoon, from the merchandise received with the ship Briozo, one could hardly make as much money as was required for the daily expenditures here, because it had arrived here too late, and after most merchants had already departed again, and had also brought too little sugar to dare count on a large sale of spices for the present, regarding which the cargo of the still-expected ship St. Pedro de Alcantara would bring no improvement, as it could only arrive here at the very end of the monsoon, and that therefore the acceptance of the aforementioned sum on drafts was the only certain means to assist Ceylon. That furthermore the ministers of Ceylon, according to further writing of the 11th of December 1783, had given to the French Agent Mr. Louis Monneron drafts for five hundred thousand Guilders to be realized on this coast and further to the north, at twenty-seven and even at twenty-seven and a half stuivers per rupee, but that apart from the uncertainty of this operation, the proceeds thereof would have to serve to satisfy the French, and therefore to be furnished against bills of exchange on [illegible], the own embarrassment of that government would always remain just as great. Having deliberated on all of which, and at the same time having also taken into consideration that this money negotiation was very advantageous, with respect both to the exchange loss and to the term of payment, it was resolved and agreed by unanimous vote to accept the offered sums into the Company treasury on the aforementioned conditions, and to grant bills of exchange for them upon the Lords Directors on the proposed terms, as well as to send that money to Ceylon with the ship De Patriot. On the proposal of the Governor, it was resolved and agreed to send again ten thousand rupees to the French colonel and commandant of those troops on this coast, Mr. De Cossigny, against bills of exchange on the war treasury at Pondicherry, as the aforementioned colonel commandant, with his subordinate men still at Mahe, finds himself in the utmost embarrassment, and that without assistance from here he cannot extricate himself from it. Dat de Ceilonsche Ministers bij brief van den 25: 9ber 1783: te kennen gegeeven hadden hun groot geld gebrek en hunne verwachting dat men hen van hier noch in deeze mouesson met den naamwaardige som zoude kunnen te hulp koomen, waar toe de Heer goeverneur Falck bij zijne partikuliere brieven aan den Eerstgeteekenden nader verzoek had ge „daan; het welk zeder door den Heer Raad Extra ordinair van de graaf noch nader en Donderdag den 8„' Januari 1784 — sterker was aangedrongen, onder bijvoeging dat men niet legt te veel kost zenden door dien het geen tot de dagelijx uit gave niet noodig zijn mogt, kost dienen tot het aflossen van schulden op de kust kormandel, daar negen percent intrest voor betaald werd. Dat men in deeze mousson uit de met het schip Briozo ontvangene koopmanschappen, nauwlijks zoo veel geld kost maaken, als tot de dagelijx uitgave alhier vereischt werd, door dien het zelve te laat, en na dat de meeste Handelaars al weder vertrokken waaren, hier aangekoomen was, en ook te weinig suiker meede gebragt had, om voor eerst op een ruimen verkoop van specerijen te durven reekenen, waar omtrend de aanbreng niet het noch verwacht wordende schip S=t Pedro de Alcantara geene verbeetering zoude veroorzaaken alzoo het zelve eerst in het laast van de mousson kost hier koomen, serkes en „gen in als 299. besluit de somma in skomp: hat ontvangen, wissels op heren bewind hebberen te verleenen, en daat geld naar Ceilon te zinden besluit aan de Heer De Cossig „nij weder tien duizend ropijen frondecherg.
