On the occasion of a native vessel sailing to the Capital, we very respectfully take the liberty of sending Your Excellencies this enclosed expense account, provided on behalf and at the request of the skipper of the small vessel De Cornelia Adriana, To His Excellency, The Right Honorable, Highly Esteemed, Far-Ruling Lord, Mr. Willem Arnold Alting, Governor-General on behalf of the State of the United Netherlands and the General Chartered East India Company, together with The Honorable, Highly Esteemed Gentlemen Councillors of the Dutch Indies, Right Honorable, Highly Esteemed, Far-Ruling Lord, Honorable, Highly Esteemed Gentlemen. On the occasion of a native vessel sailing to the Capital, we very respectfully take the liberty of sending Your Excellencies this enclosed expense account, provided on behalf and at the request of the skipper of the small vessel De Cornelia Adriana, to send it, as it could not be dispatched at that time due to the hasty departure of that vessel. We also cannot fail on this occasion, in accordance with our bounden duty yet to our sincere regret, to inform Your Excellencies that the present pepper harvest, to our great astonishment, since it had been reported by the Sultan in the most favorable terms, has turned out very poorly, as we currently have stored only 251588 pounds of those grains, and the total collection, so we are assured, will not amount to 3000 Picols. This so sudden and severe decline is, according to the Sultan's statements, to be attributed to a multitude of small vermin that devoured those grains while they were still green. Yet may we be permitted respectfully and in all truthfulness to testify to Your Excellencies that this is nothing other than a simple and fabricated pretext, as the very worst treatment which the planters have to suffer from the Sultan and other grandees is the sole reason for this, since those people, having received very little payment for their deliveries in the 2 to 3 preceding years, and regarding the pepper gardens as a burden, have completely neglected them, yes, some have even set them on fire under the pretext of an accidental misfortune. And although we have with emphasis and zeal remonstrated to the Susuhunan and Sultan on various occasions against this so harmful and unjust treatment, which serves to cause great prejudice both to the Honorable Company and to his own subjects, and have even brought to his attention the damages that the Honorable Company came to suffer through the neglect of that cultivation, and representing it as completely contrary to the Contract, this has nevertheless not brought about the slightest improvement. Thus we justly fear that the total ruin of this so crucial cultivation here must result within a short number of years. And even if the currently reigning prince wished to allow equity to prevail with respect to the suppliers, the collection will nevertheless not be able to return to the old standard in 3 years, since most gardens are old and exhausted, and the new ones that might have been planted have also been completely neglected due to the hopeless condition of the planters. Regarding which it may please Your Right Excellencies, yet disagreements will arise. We have considered it our duty to bring this and that most respectfully to the attention of Your Right Excellencies, because the decline of the pepper cultivation, being the principal and virtually the only branch of commerce here, will produce no favorable outlook whatsoever in the trade of this post. And although we shall endeavor to observe the expenditures as much as possible through proper economy, the same will nevertheless increase from time to time, because several buildings, among which the guardhouse and kitchen of the military, the artisans' dwellings, and virtually the palisade, find themselves in such a dilapidated condition that they will require a complete repair within a short time. In addition, the territory is diminishing to such an extent due to the heavy runoff of the river that, if not a revetment, at least a heavy raising and filling will need to take place there. Our provisions and necessities are almost all consumed, and therefore we also most humbly solicit Your Right Excellencies for the fulfillment of our previous requisition, because there is a shortage of everything here, especially of arrack and medicines. We also found ourselves under the necessity of having to take 21,446 pounds of rice out of the warehouses, both for the servants and our own slaves, because through the poor harvest virtually nothing could be obtained here of that so necessary grain, and our remaining balance permitted this, therefore we beseech Your Right Excellencies' favorable permission to be allowed to pay for the same in the treasury here according to the invoice, and therefore request of Your Right Excellencies for a ship and cash.

Etc. Etc. Right Honourable and Worshipful, High-Esteemed and Far-Commanding Lord, and Right Honourable and Worshipful Lords! A vessel which put in here from Riouw the day before yesterday to obtain a Pass for Java provides us with the opportunity, in accordance with our bounden duty, humbly to inform Your Right Honours of the continuing peace and tranquility on this coast, and that, in the hope of Your Right Honours' esteemed approval, we shall cause the pantjallang De Valkenaar to undertake the voyage to Batavia in the coming month of March with the produce which we will have collected by that time, although trade is currently very sluggish, especially to the gold mines, caused by the fierce fire that broke out here on 17 December of the current year, whereby the entire Chinese campong was reduced to ashes, largely ruining the Chinese, since those people were able to save little or nothing, to which the darkness greatly contributed, as the flames began to rage at half past seven in the evening, which lasted until the morning. Concerning diamonds, the undersigned have likewise collected around one hundred carats, notwithstanding few or no Landakers come down, caused by the fact that Landak is swarming with Bugis, who buy up everything they can get hold of, which is also the reason the stones are and remain at an enormous price; indeed, the undersigned dare solemnly to assure Your Right Honours that as long as this nation trades therein and there is little prospect, the diamonds will not decrease in price. Wax was not successful around here this year, which the inlanders attribute to the high floods, which during this monsoon were extraordinarily heavy, and of which we, to our sincere regret, were also partakers on the morning of 18 November last, when the water, through the fiercely raging north-westerly winds, gained such the upper hand that, notwithstanding all diligence and trouble applied to save the Company's provisions, we could save and keep dry no more than a good two thousand pounds using small prows (as the declaration attached hereto in all reverence serves to attest); wherefore we make bold humbly to solicit Your Right Honours' goodness to be pleased to authorize us to write off in the trade books of this factory the 22,100 pounds of rice which on that day became completely wet and unserviceable; for although in the beginning of the year 1780 we raised the Company's dwellings and warehouses by more than two feet, the same have sunk down again to such an extent that the beams which we had placed underneath are already invisible, and the piles upon which the factory rests have been eaten through by the white ants (which, displaced by the high water, had to seek a refuge), so that one will be obliged to construct a completely new dwelling and storehouse for the Company's servants and goods in order properly to preserve the same, as the land on which we are presently situated is washing away more and more daily; the humble undersigned can solemnly assure Your Right Honours that it is presently more than two feet lower than upon their arrival at this place, which will be a good two and a half years ago. Concerning native affairs, we find nothing else to inform Your Right Honours than that Sultan Syarif in the past month of December went on a pilgrimage to the grave of his father at Mampawa, and after ten days' sojourn returned from there in good health, His Highness keeping himself very retired since his return, being sometimes impossible to speak with for four or six days, for which there is no other reason than that the few Javanese traders present here are beginning to prepare to return home, and on every occasion request the prince for the payment of their goods, as none of them has yet received anything from His Highness. Regarding Succadana, we can most humbly report to Your Right Honours that a few days ago we received intelligence that the rebel Raja Ali, who had nested there, had departed from there and left for Riouw, that place being presently held in possession by a brother of the Mampawa Panembahan named Gusti Bander, who now governs there as ruler, although the Dayaks do not subject themselves to him in any way, wherefore he will also allow no one upriver, but keeps the river continually closed. Lastly, may it be permitted to us most respectfully to congratulate Your Right Honours on the turn of the year, with fervent prayers that the Almighty may crown all Your most esteemed efforts for the welfare of the Company with His choicest blessings; may He preserve Your Right Honours, both in Your most esteemed persons and Your high families, for a long series of years, so that the country and its inhabitants under Your Right Honours' glorious rule may continuously taste the fruits of lasting peace and tranquility. While respectfully presenting the duplicate of our latest submissive letter of January 10 past, dispatched via Java to Your Excellencies, we dispatch under this cover to your highest presence the pantjallang De Valkenaar, with which little vessel we most submissively present to Your Excellencies the goods collected by us: 1883¾ carats of rough diamonds, 27 Reals or 3 marks of dust gold from the Mathouar gold mines, 144 ditto ditto ditto from the Mampauwa gold mines, all of which, according to the enclosed invoice, amounts in funds to ƒ11476:3:8. And the submissive undersigned have also found themselves obliged to provision the aforementioned pantjallang somewhat here before its departure, because due to severe leakage it was unable to hold the sea, caused by the worm, which had already completely perforated it in several places. And we respectfully present to Your Excellencies the accounts of the expenses incurred by that little vessel both during its presence here and upon departure, as well as the rations provided to the same, amounting to ƒ306:2:-, which we, in the hope of Your Excellencies' favorable approval, will take the liberty of writing off in our trade books. Private navigation and trade at this place are completely at a standstill, for in more than three months no vessel that brought anything has entered here, but everything goes to Mampawa, where currently, besides a multitude of vessels from the places situated around here, there are already seven Chinese junks, which were to be followed by another five, and which small vessels have also brought news that no Chinese traders were to come to Pontiana because of the poor payment, which also causes the currently departing Javanese merchants to return homeward empty. The Chinese trade, which formerly was still quite strong, also begins to slacken, and those people now all go to Mampauwa to trade. Formerly, twelve to fifteen vessels went to the gold mines monthly, whereas now at best four to five depart, which also greatly reduces the inland duties, and to all appearances will soon deteriorate to such an extent that the expenses of the boom-watchers can no longer be recouped from them, unless Sultan Sarieff very rapidly changes his principles. Regarding trade, we find nothing to note other than what was already made known in our previous submissive reports, and that from day to day it rather decreases than increases, as well as the domains, which if it continues like this, will have yielded little or nothing noteworthy in a full year. And since the humble undersigned will also find themselves compelled at the end of this year to have the pantjallang De Snuffelaar turn its course towards Batavia, in order not to have this little vessel once again completely pierced by the worm, they make bold humbly to solicit Your Excellencies' goodness to be provided with a steersman for that little craft, because in the year 1779, for lack of such an expert, the Boatswain of the bark De Arend, Claas van Dam, was placed upon it as commander by Your Excellencies' Commissioner Willem Adriaan Palm, which man finds himself incapable of navigating a vessel from here to Batavia.

[illegible] to claim in the annexed Extract concerning the residents of the newly established Residency situated on the great island of Borneo [illegible] which all, we generally note, that the cession made by the King of Bantam of his rights and claims to the lands of Landak and Succadana can be of use to the Company if that cession and extension of the Company's trade ensues without at the same time [illegible] which should properly be derived from the gold and diamond trade, which is indeed abundant here, but is kept at such high prices by the uplanders that it is almost impossible to obtain, which cannot be attributed to anything other than the Buginese who trade very heavily around this region, buying everything up at the mines in such an enormous manner, which one cannot prevent as they go from Mampawa. Having successively had the high honor to receive Your High Noble Lordships' much revered missive of the 12th of March and 3rd and 21st of May of the current year, may it be permitted to the submissive signatories to answer most respectfully thereto, and to offer most submissively to the same such letters and papers for the Netherlands as are specified on a compiled register thereof, begging Your High Noble Lordships humbly for forgiveness that doing so was omitted in earlier years. thrown, than those who actually base their hopes on Pontianak, and still flatter themselves with the prospect of appearing here one day, paying for and buying up matters, as I have been prevented and even forced by the profits of loans and the ordinary transport of diamonds to follow the market made by the Bugis, as otherwise I could obtain nothing. The Pangeran, although he does indeed promise to establish a different order in this matter, secretly as well as among his intimates maintains that he will sell to whoever offers him the most money, without giving the Honourable Company the slightest preference. The profits and revenues which this new establishment has generated in now well over four years' time are so small that not even a fourth part of the expenses can be made good from them, since trade here is currently at a complete standstill and thus the tolls and leases produce nothing worthy of mention. In the most recently closed book year of 178½, the same yielded only 531 19/128 Spanish dollars, and not without reason we fear that even less will be profited from it this year, considering that from the first of January to the last of September no more than five vessels have entered the river here, which moreover brought only very few goods. And notwithstanding that the undersigned have, on every occasion, urged him to repay the 5000 rixdollars lent to him, to be paid in wax or gold within a year and a half [illegible] from the cessions of Bantam [illegible], they have gained nothing from this other than the promise that he will do his best to pay off his debt. According to reports, this entire region was formerly governed by a single monarch, but over the last seventy-odd years so many independent rulers have successively arisen in these lands who have broken away from those monarchs, to the point that one may well count their number at thirty or more. And most recently, or in the year 179[illegible], a Riouw ruler settled there [illegible] to conclude a contract with the English for an exclusive trade, as well as making the waters very unsafe for some years through piracy and murders, until the year 1781, when he departed from there back to Riouw, and that place was once again taken possession of by a Gusti Pangeran, a full brother of the Mampawa ruler, who likewise lives by nothing other than piracy, being, like all the other rulers in those parts, very poor because his country produces little or nothing from which he can subsist, living partly from the sale of his subjects, whom he causes to be transported in great numbers to Palembang and neighboring places. The country around those parts yields nothing other than rattan and a little wax. A Pangeran Sharif, being favored by their High Mightinesses, promised much and also solemnly swore to the contracts, but very little of all this has been fulfilled, he being the sole cause of the decline of trade by taking away goods under the pretext of purchase, both from traders coming from outside and from upriver, never intending to pay. The maintenance at the beginning here of the necessary vessels to clear the river of sea-rovers and illicit traders is for the reason that one cannot manage without them, and their High Mightinesses have seen fit to have these vessels replaced annually in order to prevent as much as possible the decay of these hulls and the heavy expenses of rebuilding. Concerning the revenues of Sultan Sharif, respectively, since his district produces no commodities, and no other peoples are subject to him [illegible] indigenous nations, who for their part are largely traders. § 124. But whether this advantage will genuinely be obtained through the Company's occupation of the lands appears to us to be still rather uncertain. We shall therefore suspend our judgment until more experience has been gained, both regarding the profits and revenues that will be enjoyed by the Company from trade and tolls, and in respect of the burdens it would have to bear for the sake of the one and the other. § 128. With respect to the 5000 rixdollars that your Honour, upon his urgent request to be allowed to borrow 10,000 rixdollars, has nonetheless advanced to him, to be paid in wax or gold in a year and a half, we expect that this payment will have already been made. Although that place is said to be the most suitable for trade, it still does not seem to be out of dispute. 129. and we would have requested some merchandise from your High Excellencies' goodness, had we been assured that trade here would revive again, but this being at a standstill, we would no longer be able to find a market for the same as well as cash, unless it might still please your High Excellencies to qualify us for the purchase of Sanggau gold at eleven and that of Mampawa at ten imperial thalers the tael weight. The list of the general remainders of this office we present to your High Excellencies most humbly, alongside a note of the merchandise kept here, which being arranged according to the models received as required, we therefore also hope to satisfy the highly esteemed intention of your High Excellencies. Concerning the native affairs, we note hereby that on the 5th of July last the sultan's wife and children arrived here from Banjarmasin, although her brother, the prince of Banjarmasin, according to rumors, took very great pains to divert her from this journey, but having put everything in motion to this end in vain, and finally having been as if forced to follow her desire, his highness let her depart, without, however, sending anyone among his subordinates along for escort, which Sultan Syarif in the beginning seemed to be very displeased about; but this princess, having been here not even half a month, already regretted having left Banjarmasin, seeing her few gold and jewels diminish greatly from day to day, without her, as little as anyone else, being able to gain anything upon the mind of Syarif to persuade him to another way of life, to which she still daily attempts to persuade his highness, and often gets into disputes with him about it. Of Landak and Sanggau we cannot report to your High Excellencies otherwise than that the uplander currently comes hither very little, but mostly goes to Mampawa to purchase Javanese products and other goods, as nothing is to be had at Pontianak, and the little that is still there is considerably high in price, because during this entire year only five Javanese vessels have entered here and from other places none at all. Private shipping, which is entirely at a standstill here, begins to flourish at Mampawa and Sambas more than ever, as in the first-mentioned place this year already over fifty Javanese traders have entered, besides a multitude of other vessels from the places situated around here. Many of the merchants who were here in previous years all go to the aforementioned places and come hither with their sampans to request Sultan Syarif to pay their outstanding debts, but none of them has received anything yet, as they are sometimes unable to speak to him in five to six days. With respect to the foreign nations, we find it most necessary to impart to the same the rumors that spread here in the past month of July that two English vessels were observed off Sambas; and a few days after this news, it being communicated to us by the master of the pantchiallang De Valkenaar (which little vessel at that time still lay outside on the sandbank) that a snow was cruising before the bank, which could not be recognized as it showed no flag, we directly had our small entrenchment at Batu Layang reinforced, in order to make the landing all the more difficult for the enemy in case of any attack. But on the third day this vessel turning its prow to the north, and having heard nothing more since that time, we nevertheless continuously have a good watch kept everywhere, in order not to be attacked unexpectedly. The answer of Sultan Syarif to the letters and gifts received from your High Excellencies (which were brought to his court with proper ceremony), adding these most humbly, we also present to the same a bamboo tube delivered to us by the prince, in which, according to his statement, are ten reals of gold dust.
