Right Honorable, Highly Esteemed, Severe, Far-Ruling Lord and Honorable Severe Lords. Having very well received via Java on 27 March past Your High Excellencies' duplicate secret letter of 31 December 1782, the original of which with its enclosures is still awaited with the ship Het Huis te Krooswijk, I have the honor, before rendering the ordinary report of native affairs, to serve you beforehand most humbly that, with regard to the Makassarese, it was impossible to issue the letters of amnesty for those who were to come over within the appointed time of two months, for the reason that the time was too short to gather a people dispersed far and wide, very dilatory in their actions, and moreover no less suspicious; just as the result has also proven, since quite recently, on 5 April past, one of them, namely Daeng Pabalie, being a full maternal uncle of the present King of Gowa, presented himself in submission. 2. Nor could the Makassarese be brought over, the pawns already surrendered to the Bonians. 13. In the contract nothing more could be stipulated. It would also have been desirable if one could have had the Princes Arung Mampu and Karaeng Sappanang come directly over to the Honorable Company, without having been obligated to let them follow the Bonians after their obtained pardon, since according to the ancient maxims here it is a most desirable thing for the Honorable Company to have such persons near or under our protection, in order thereby to keep the others in check. Yet there was not the least possibility of this, and I had to be merely glad that I succeeded in removing these two high personages, Sankielang's principal support, in such a manner from that rebel. Nevertheless, I shall continuously keep a double and most accurate reflection on their movements, especially on those of Arung Mampu, who, having recently returned again from the interior, whither he had gone to visit his friends, behaves very quietly and properly. By the contract, it is true, the Makassarese only bound themselves to try and do their best regarding Sankielang to obtain the regalia remaining in the hands of the rebel Sankielang, but nothing more could be demanded of them at that time, if one considers the virtual impossibility there was for them at that time, as shown by the expeditions so often undertaken by the late Mr. Van der Voort and completed most recently to the foot of the Gowa mountains, and by the bounty so heavily placed upon that mutineer himself. Paragraph 6. While with respect to Your High Excellencies' recommendation to proceed with the utmost circumspection and moderation etc. in granting such authorization to the fiscal as occurred in the case of the burgher Braune, since those measures deviate from the ordinary manner of judicial orders, I find myself obliged most reverently to submit that I did not grant this authorization except upon firm assurance that the seven free Company subjects stolen or bought up by him, Braune, in 7

And if this is taken from them, then, as I must frankly confess, not only does a Governor's most necessary authority exercised in this regard until now lapse, but they can then also impossibly answer for the danger that is to be expected from the daily stealing and buying up of the Company's subjects, and especially of people belonging to Bonian or other Princes, even the King himself, because every slave trader would then be able to proceed undisturbed in their wicked practices and soon force the Bonians to retrieve their people from their houses even with violence, which can cause nothing but great disasters. And therefore I most humbly request that this practice may not only remain, but that I, in answer hereto, may anew obtain the high qualification of your Right Honors for it, with this most highly necessary addition for Makassar: that a Governor shall be free to send to Batavia, for the honored disposal of your Right Honors, Burghers or advice against the buying up of free people amplified and renewed his innocence. The edicts successively enacted against this evil, and most recently renewed in the year 1773, are framed with such force to achieve the intended goal, to prevent the same if possible, that virtually no stricter provisions can be made regarding it. However, it was recently amplified with the specified points and not only published in the proper place, but copies thereof have also, according to custom, been delivered to the Courts of Boni and Makassar. 58. And if this is contested, then falls, as I must frankly admit, not only the most necessary authority hitherto exercised by a Governor in this regard, but they can then impossibly vouch for the danger to be expected from the stealing and buying up of Company subjects, and especially of people belonging to Bonian or other Princes, indeed even to the King, because otherwise every slave trader could continue undisturbed in their evil practices and force the Bonians to retrieve their own people even by force from their houses, which can cause nothing but great disasters. And therefore I request in all humility that this may not only remain the practice, but that I, in answer to this, may receive anew the necessary qualification from Your High Nobilities, with this addition, most highly necessary for Makassar, that a Governor shall be free to send to Batavia, at the honored disposition of Your High Nobilities, Company citizens and Company servants who refuse or show the least unwillingness to return bought-up free subjects and subordinate people of the King of Boni or other Princes, from which, as stated, many difficulties could arise and the so highly necessary respect for a Governor among the native population would be completely taken away, whether for the money advanced for them or in such a manner as can best be arranged for everyone by the Governor, because this will absolutely be of greater consequence than all the edicts that might be issued against it. But this will nevertheless not take away that I should yield to their unjust claims made from time to time, as among others was the one on the Kampong Beru, the illegality of which is evident not only from the answer that the late Governor van der Voort gave them to their request to erect a market there again, but it is also certain, and they must be convinced of it themselves, that outside the Bugis or the interior lands where the King's actual place of residence, Tjinrana, lies, they do not have a foot breadth of land that is their own or that they have successively received in fief from the Company to inhabit; even Bontoala and the Kampong Bugis belong to the Company, as Mr. Smout also noted in his memorandum left behind here. The number of vessels that are exempt from toll when the Bonians come to dispatch their envoys to Your Right Noblenesses has been determined, as well as the reasons when such a dispatch may solely take place, although a fourth vessel for those of Soppeng has been added, which at this time was not advisable to refuse. Paragraph 26. In Luwu matters are likewise well situated, and regarding the differences between Paragraph 27. Furthermore, with the sending in the Year 1780 of some Ambonese picked up there who had colluded with the pirates, they did not show themselves to be friends of the latter. Also, Bouton is of such an extent in islands such as Palisoesoe, Paijdoepa, Woena, Babaenang, etc., among which there are many who do not even listen to him, that it may very easily happen that when they arrive there, he does not even get knowledge of it, and therefore Your High Noblenesses' given order to Ambon to obtain the necessary evidence will be a very good expedient in this matter. § 31. By letter of the 12th of May passato, I again instructed the resident of Bima not only to urge further upon those of Sumbauwa and Palemparrang the restitution of the seven cannons located at the last-mentioned place, but also on occasion to remember those that still lie at Bima itself and, according to orders, must be sent to the Capital, in the hope that something may finally come of it; whilst in the meantime I have the honor, for Your High Noblenesses' elucidation, to annex hereto a written justification from the former pro-interim Resident Tultek concerning a certain vessel said to have arrived there with opium. § 33. Of Your High Noblenesses' sentiment regarding those of Salemparrang and the conduct of the Balinese ruler Karrang-assang, I have given Resident Meurs the necessary notice for his guidance and observation, under transmission of the extracts from Your High Noblenesses' last received respected missive. § 34. Upon Your High Noblenesses' honored authorization, I shall, at the first occurring opportunity, have the people of the Banggai ruler left behind here return to Ternaten, whither I shall also have that ruler himself proceed, who arrived here on the 7th of March passato from Bonthain (where the indifferent commander of the chaloup De Manado, Pieter Martensz, had left him behind), as Your High Noblenesses will be able to see more closely, if you please, from his statement made at the Secretariat and respectfully annexed hereto. § 35. Affairs of War. Having first rendered my humble acknowledgment of thanks for the favorable approval of my arrangements made in this regard, I report most humbly with respect to the Javanese auxiliary troops that none of them have ever insisted strongly or with emphasis on their departure here, for had that happened, they should in the first place have addressed themselves absolutely to me, which did not happen at all, but rather to the Captain Commandant Basserman, who then held up to them the war with the English, etc., which I then also had to assume was not in real earnest. Paragraph 40: Bonij, whose envoys have not yet returned here to this day, gave me notice on the 3rd of November that the queen had given birth to a prince, for which I, according to custom, had a small gift presented and at the same time on that occasion informed the king of the complaints brought before me by the Macassars regarding the prowling of certain Bonians around Malangkerie in order, where possible, as they had already attempted or undertaken, to abduct this or that Macassar from there and subsequently sell them here or elsewhere, and that I had already given orders thereupon to drive them away from there by force, it not being their place; to which message the Prince certainly had me answered more out of embarrassment than satisfaction that the order given was very much to his liking, indeed that he asked me to have it strictly executed, as these were nothing other than scum of a people who committed such acts of wantonness without his prior knowledge. Paragraph 41: On the 18th of November past, in order to prevent mischief and to give these insolent people no free rein, I had a protest lodged with His Highness against the staging of ronging dances by Bonian princes in the Kampong Totempe, situated on the Company's land between the Kampong Boegis and the Kampong Malaijoe, which thereupon, though somewhat lingeringly, was forbidden. In such manner, High Noble, Great Honorable, Far-Ruling Lords, is one continually vexed with these peoples, and if it remained at this, it would easily be accommodated, but unreasonable repeated requests from the king himself also occur in it, such that one is almost at a loss in what manner best to refuse them. Paragraph 42: On the 28th of December past, His Highness had me requested that a vessel having arrived here these days from Boneratte, having also brought 17 pikols of tripang, diverse cloths, and other trifles, besides some present goods for His Highness himself, might be free of toll, but since this would cause too great a damage to the Farmer and a no less breach into the lease itself, I answered that the King's present goods were free, but that regarding the others I could not break the contract made in that respect by his late grandfather, both for himself and his successors in the Kingdom, with the Honorable Company on the 26th of February 1774; That such agreements entered into with mutual satisfaction must be kept sacred, and that the king even drew annually for it from the Farmer a sum of one thousand Spanish rix-dollars, which otherwise, as well as the contract itself, would lapse. This did not please His Highness; he repeated that request once more, and I refused it once more in the same manner, and here the matter rested. We learned at the same time that the number of Bugis gathered at Moar already consisted of two thousand six hundred men, and was increasing daily; that at Casang, a village close to Moar, three hundred armed riflemen had been disembarked; that the people of Marlimoe, also situated near there, had heard from that of the nine vessels which had arrived there, that Radja Hadjie would shortly proceed hither with his entire force. He furthermore requested our Envoy to present all of this most forcefully to the Governor, and to urge him that he might, after mature deliberation, take such a decision as he should deem useful for the prevention and averting of all the misfortunes to which the inhabitants of Malacca would otherwise undoubtedly be exposed, as well as to bring an answer to His Highness promptly, in order to be able to make his measures accordingly. Section 54. Upon deliberation thereon in our Council it was considered that, although Your High-Noblenesses had qualified us by secret missive of 12 July last to have a gratuity paid to the Regent of Johor, somewhat proportioned to the sum in which the Company participated in the aforementioned prize, yet that when this qualification was granted, Your High-Noblenesses were not yet enlightened as to the content of his letter received here previously on 18 May, and of his declaration to its bearer, the Bookkeeper Jacob Rappa, containing that all that had passed was now settled and that he would show no discontented heart about it, since we had been in alliance with Riouw from the oldest times and the Company was attached to Riouw; that, if we nevertheless wished to give him any gratuity, we could not expect him to be content with ten thousand Spanish reals (above which sum we judged this gratuity ought not to be fixed), since he came forward with an exorbitant demand; that the manner in which this demand was made did not even allow us to have the aforesaid sum of ten thousand Spanish reals offered, without prejudicing the respectability of the Dutch East India Company as well as the honor of our Nation, and completely undermining the respect for the same also among the other Princes in this strait. We therefore resolved to send the Regent of Rakkan back to Moar to notify Radja Hadjie that, the Court of Johor having expressly bound itself by the Contracts to admit no Foreign Europeans into any port of that Realm except when provided with a Company Pass, he had acted against those Contracts by the admission of the ship la Betsey, and had thereby himself given the Company the right to take away that vessel; that, had he nevertheless wished to maintain the freedom or neutrality of his port, he ought then to have opposed and prevented the capture of the ship la Betsey when the French Ship attacked it; that he had not done so, but having tacitly tolerated its removal by the French ship, although accompanied by two Company vessels, it was contrary to all right and equity now to come and demand a fourth part of the value of the same from the Company, even after he had already, both in writing and orally, and also repeatedly, declared that he regarded that matter as entirely settled, and thus renounced all claims regarding it; that we nevertheless, for the preservation of mutual peace and friendship, will present his demand, although unreasonable, to Your High-Noblenesses, and send the answer thereto in the month of June or July, if he would, without delay, return to his Residence and desist from all hostile undertakings; but that, if he could not resolve to do so, he may then freely go his way, as we may hope, on account of the justice of our cause, that the Supreme Ruler of the Universe will assist us and enable us to make a successful use of the Company's arms. Section 55. The packet boat the Phoenix still being in sight here, we have hastily prepared this letter, in order to notify Your High-Noblenesses also of our aforesaid resolution, to which the most pressing necessity has limited us, and upon which we expect nothing other than a violent assault by Radja Hadjie, but over whose dire effects we trust that Your High-Noblenesses, with Heaven's blessing, will cause us to prevail by promptly sending us the already requested and highly necessary assistance. Our Envoy to Maar has reported to us upon his return that Radja Hadjie, on the 17th of this month, or the very same day that he had delivered the message to his Highness with which we had charged him in accordance with our humble letter of the 15th preceding, departed from there with his entire fleet, after having requested the Envoy to tell us that we had to write promptly to Your High Honors regarding the claim of the people of Riouw. We cannot think, however, that this Prince has suspended the execution of his wicked design until the receipt of Your High Honors' reply, but rather that he, seeing no chance to fall upon us by surprise, will have returned to Riouw in order to come and attack us with greater force and better armed, since he can easily understand that Your High Honors will never agree to the unjust claim of his subjects, and we therefore pray Your High Honors repeatedly to send us as soon as humanly possible the assistance that we need to thwart his sinister undertakings. §57. A letter from the Merchant Ian Daniel Simions and Junior Merchant Pieter Willem Zeeke having been delivered to us by the Captain of the Portuguese snow S. Marie e Almas Lanctas, which arrived on the 23rd of this month from Trangebar, which served solely to accompany two letters for Your High Honors, the undersigned Governor, after opening and reading one of them, believed that the dispatch thereof could well be suspended until the express messenger whom he had sent out to obtain intelligence—as to whether Radja Hadjie had departed directly for Riouw, or rather had retreated to Batoepahat (a place lying eight or nine miles from Moar)—should have returned, in order to be able to report this to Your High Honors as well; but the clerk of the said snow having delivered last evening to the Governor a letter from the aforementioned Junior Merchant Seeke dated 31 August, in which he is informed that the English Fleet under Admiral Hughes had taken on board many troops at Madras, in order to sail therewith via Malacca to the Lesser East, and there to rob and plunder whatever was to be had, we decided today, although it did not seem likely to us that this fleet would venture so far from the Coromandel Coast at a time when the French Fleet was also there, nevertheless to dispatch the letter for his High Honor received with that writing, together with the two others, without delay by the private sloop prepared for that purpose; as is now being done. The Boatswain Valentijn Nicolaas Klockero, stationed on that vessel, has the Company's papers for delivery. §58. On the 21st of this month, the ship Europa arrived here with Your High Honors' highly respected letter of 17 September; to which, with regard to the authorization given to us to negotiate the funds that we lack, either at interest or on assignment, and on such conditions as the received Notice contains, and, if more can be obtained, to send a ton of gold or more to Batavia or to Ceylon, we reply most humbly by this letter that we must not flatter ourselves with the hope of being able to obtain, on that basis, even as much as will be required to fulfill our own needs; since there are few well-to-do residents here, and those of them who lend money at interest can always get twelve percent a year. We therefore do not know how we shall manage if no more cash is sent to us from Batavia than the 40,000 Spanish reals brought by the ship Europa. We have the honour to present herewith to Your High Nobles the translation of the letter which the undersigned Governor received from said Admiral, dated the 2nd of this month, accompanied by an Account, given by the aforementioned Mr. Joyeuse, concerning the recapture of Trinconomale and the action that took place shortly thereafter with the English Fleet under Mr. Hughes. We will do everything within our power to provide the French Squadron with the required rice as swiftly as possible; while no more than four or five pieces of mast timber will be transported by la Bellonne. Captain Abo, Commander of the aforementioned Squadron, having informed me that he had encountered no enemy ships on his way, and nothing having been brought to my knowledge by others that could cause me apprehension regarding the insecurity of the fairway between Batavia and this place, 44 we thought, after having consulted with one another on the matter, that we could make no better use of that Squadron than to let it cruise in the Strait of Sincapoera, both to keep the Regent of Johor, Radja Hadjie, in check should he wish to venture out again, and to await the English ships coming from China, and also, if necessary, to steer quickly towards the Strait of Banca; while I took it upon myself to request the First Resident there in Palembang to send the earliest information to Captain Abo or to me upon the appearance of any enemy ship, and in the meantime to ensure that the Nakhodas of the Chinese junks intending to go to Batavia Batavia could be informed of the safety or danger of the fairway, so that in the former case they might continue their voyage, but otherwise come hither. And pursuant to this plan, the Squadron departed from here on the 27th of December. Section 3. Since then, I received a letter from Radja Hadjie, which appears to have been written after he obtained intelligence of the arrival of the Company's ships in this strait, and which indicates clearly enough that, in his anxiety over the failure of his wicked design, he now seeks to disguise it, having perhaps resolved, when it comes down to it, cowardly to deny the threat made by him (as appears from the secret letter from me and the Council dated 15th of October 1782, section 3) and to accuse the good Said, who conveyed it in good faith, of lying. 34. The Supplier of mast timber, who, in order to fulfill the requisition completely, had the 96 pieces demanded for the year 1782 felled at a different place from where they were previously obtained, though where they are now more difficult to procure, reported to me in the month of October last that they could not be transported due to a lack of water in the river. It was then too late in the season to have others felled at the ordinary place, and I could therefore obtain none before the month of September or October of this year, unless I resorted to extraordinary means in

put into operation. I learned that on Formosa, a place situated on this coast, a kind of wood grew that was just as good for masts, topmasts, and yards as that from the opposite shore. I had one brought over, and thoroughly examined both by the French carpenters of the King's frigate la Pourvoyeuse and by the Master of the Shipwrights here, all of whom declared that it was of better quality than that from the opposite shore, though also somewhat heavier. And, since Mr. De Tromelin preferred it for the French fleet above the other, I immediately gave orders to have as much of it felled as would be possible to deliver here in the month of January. But, having been informed that within so short a time not even half of the quantity required for the year 1782 could be met with this, and that along the river of Siac heavy mast-timbers of such a kind as was usually delivered here were also to be obtained; I requested the Said mentioned in 53, Envoy of the King of Siac, as well as the King himself, to have some felled of the specified length and thickness, with the intention, if they could be ready before the end of January as I hoped, to have them collected by the ship Europa for Batavia, but to preserve the others with the remaining 14 pieces here for the French fleet until the arrival of the ship which I had requested Mr. de Suffren, Commander over the said fleet, [illegible] to send hither by the middle of this month. 55. When since then, or with the arrival of the aforementioned warships, I received orders to dispatch the ship Europa with the mast-timbers that la Pourvoyeuse cannot carry, and as many of the 96 pieces required for the year 1782 as the captain of that frigate should deem to be most highly necessary for the French fleet, to Galle or such other place as I should judge most preferable according to the circumstances of the time or the reports received, I had as yet no certain news of those from the opposite shore, but of those being felled on Formosa that they would be here in the number of twenty pieces on the 15th or 20th of this month. The lot that the said Captain de Tromelin had left behind was too small to load such a large ship with that alone. To leave Europa lying here uselessly in the roads until the middle of this month, and thus exposed to the danger of being attacked by the English ships returning from China and escaping the cruisers, I thought to be no less irresponsible. I therefore, together with the Council, saw fit to equip that vessel for war quickly, as it was already discharged of its cargo, and to add it, along with the Company's barque Geertruida Susanna, to the aforementioned Squadron, and furthermore to let it cruise therewith in the Strait of Singapore until the 7th or 8th of this month, in order to be able to attack the said enemy ships, which I supposed would arrive in the meantime, with greater effect, and to strike an important blow for the Company. But, since the month of January came to an end without those ships appearing, except for one that had luckily escaped the cruisers due to its sailing speed, and the mast-timbers from Formosa, as mentioned, were not to be expected before the 15th or 20th of this month, the time of return for Europa was prolonged to the 15th, and at the same time Captain Abo was authorized to detain it until the 20th or even until the end of the month, if he, together with Captain Winterheim, Captain Aems, and other experienced naval experts, should deem that this vessel, even if it were dispatched from here to Galle or Trincomalee in the beginning or middle of April, could easily accomplish the voyage, because I, having been informed that the English ships lying ready to depart from China consisted of six vessels and were putting themselves in a state of defense there, was reluctant to weaken the Company's squadron in the Strait of Singapore. Captain Aems, who had known before his departure for the Strait of Singapore that he was to transport mast-timbers to Ceylon, yet had not mentioned a single word to me about the unfitness of the vessel under his command for that voyage, I was not a little surprised by a letter from Captain Abo dated the 4th of this month, in which he wrote to me that the ship Europa, in order to make the voyage to Ceylon successfully, had to depart from here before the middle of March, but if it could not be made ready before that time and one nevertheless saw fit to send it to Ceylon, it would then be better to dispatch that vessel through the Strait of Sunda, and to learn at the same time the declaration of Captain Aems that so much was lacking on this ship, and it was in such poor condition, that it could not be provided for and repaired in the interim, since it most urgently needed: A fish-piece for the capstan, Two anchor cables, A new set of sails, New running rigging, Carpentry and caulking above the waterline; while Captain Aems himself moreover informed me that the ship was eaten through everywhere by white ants and was rotted in several places that required repair, since at Batavia this had been done only for the voyage to Malacca. November last, it will appear to Your High Excellencies that and why it was decided to send 64000. –. lb. green mung beans and 1120000. –. lb. rice to Atchin for the French fleet, the rice with the privateer ship de Jonge Hugo, but the mung beans partly with that ship and partly with the frigate la Bellonne. The mung beans with 352000. –. lb. rice were taken from the cargo brought in by the ship Europa. The remaining 768000. –. lb. rice were delivered by the Nakhodas of three Javanese vessels, on condition that the Company should pay 85. –. rds. per every 5000. –. lb. at the Main Office, and therefore, according to the resolution of 29. Upon the request made on behalf of Mr. de Suffren by Mr. de Joyeuse, Captain of the frigate la Bellonne, to be allowed to have two or three Pilots for the ships that His Honor wished to have cruise in this strait, I had the Boatswain Christiaan Meyer transfer over with the said frigate, and requested to send him back as soon as the cruise should be finished. §11. As for the quantity of gunpowder which, according to the report of the late Chief Administrator Werndlij and associates, inserted in our secret resolution of the 25th of August 1781, was stated as necessary, the same having also appeared to us too exorbitant, we did not dare to demand it, but solely, as shown by our aforementioned resolution, resolved with respect to that and some other articles to request Your High Excellencies to send us as much as Your High Excellencies might think could not be spared for the defense of this place. § 15. The soldiers taken from among the Malays, Chinese, and Gentiles, we have been able to enlist for no less than five rixdollars each per month; and their officers are very well satisfied with the pay assigned to them since it was increased, as shown by our secret advices of the 2nd of March 1782. At first, they all received nothing other than those wages, except when they were employed on some expeditions; but recently we also had to grant them rice for rations, for reasons noted in our ordinary resolution of the 14th of November 1782. We trust that Your High Excellencies will be content therewith and with our further dispositions regarding these troops, to be seen in our ordinary advices of today, since in case of an enemy attack we would not know how to save ourselves if they did not faithfully stand by us. § 16. The Malays are armed with flintlocks and krisses, but the Chinese and Gentiles with flintlocks and cutlasses, carrying cartridge boxes of waxed canvas, except for the captains, who bear a kris or sword at their side and an assegai or pike in their hand, having learned the military exercises so well that they may pass for trained troops. § 17. The sailors who are recruited from the said nations and the native Christians to man the Company's ships and vessels, and most of whom are discharged again after completed voyages, are just as little as the

64 58 11 therefore establish that His Highness induces the soldiers to serve the Company for lower pay than five ad=s per month, although some of them receive the ordinary ship rations on board and others are provided money for it. Paragraph 18. We thank Your High Excellencies very humbly for the favorable promise to assist us, upon obtaining relief from Europe, with European Soldiers as far as possible, and we plead most emphatically for the fulfillment of the same, since the Privates in our garrison have decreased to a number of One hundred forty-four Men, and fifty-five among them being such as can be employed for nothing other than standing sentry duty; consequently, whenever some enemy or other should attack us, we will not be able to add even ten Men to each company of native troops that must march out or defend the Outposts, without denuding the Castle too much, whereas we nevertheless believe that each such Company ought to be reinforced with at least twenty-five Europeans in order to have the required service from them. By Your High Excellencies' honored Missive of 11 June 1778, we were already instructed to propose to Your High Excellencies forty-nine European Soldiers, who seemed rather to constitute an invalid Corps than to promise aid in time of need, for obtaining a pension, or to send them up as unfit; and since then we have not obtained a single Man from the Capital. We know well that Your High Excellencies have not been in a position to reinforce our garrison with a sufficient number of Europeans; yet we could not omit to bring its weakness further to Your High Excellencies' attention, out of consideration of the dangerous circumstances into which we could fall by the further delay of the hoped-for relief. 19 2 10 and report on the unfitness of that vessel . A Paragraph 19. All the Nakhodas of the Chinese vessels that departed for Batavia, Iava, and Cheribon in the spring of 1782 and since have been admonished by the undersigned Governor to avoid the ships and vessels they observed in their waters, without trusting any flags, but, being unable to escape them, to throw into the sea the letters that had been given to them for delivery; and that some of our letters have nevertheless fallen into English hands we can attribute to nothing other than the confusion into which their deliverers must have fallen when they perceived how mistaken the imagination was that they held, that the English would leave them unmolested in order not to be deprived of the trade with China. Paragraph 20. The received statements regarding the atrocities committed by the notorious privateer Mackelarij in the Bangka Strait have been presented not only to the First Minister of the Realm, said oemar, who arrived [illegible], but also to the Chiefs of the native Nations here locally, although they were already informed of it. The former has promised us auxiliary troops against the English, as will appear from the convention concluded with him, and the others have attested more than once to the undersigned governor that they would rather allow themselves to be put to the sword than hear of submission to that Nation. All the Natives, except Radja Hadjie and his following, are also so embittered against the English that they wish to have an opportunity to take revenge on them. We therefore believe that they will offer them a stubborn resistance and us a faithful assistance if we should be attacked by them (which God forbid). 121. 5. 64. 60 therefore establish that His Highness the taking of 10 Paragraph 21. We could therefore not have the said Soldiers and tools transported to Pera before the End of Ianuari, as appears from our Resolutions of the 6th and 24th of that month; and we would subsequently, had we received any reinforcement from the Capital, have proceeded to the actual restoration of the said small Fort, had not the news brought with the returned vessels, as appears from the note to our Resolution of 28 February, and the failure of the hoped-for reinforcement to arrive, compelled us
