From the Buddaul Gomastha, October 1785. No. 61 Three Gomastahs on behalf of the Dutch Company have arrived at Buddaul Gautche, who have established a factory there and are engaged in purchasing linens. I am doing my best with the Company's weavers to have them carry out their business; what do I have to do with others? In order to ensure that as much care as possible is taken of the Company's linens that are now being made at Buddaul Gautche, I have sent people thither to make sure of the good conduct of the weavers and dellaals. The Naib and others belonging under the zemindar of Buddaul Gautche have had some dispute with the people I had sent on this affair. The Naib etc. have gone to their own dwellings. When the cause of the dispute comes to my knowledge, I shall inform you of its particulars. From the Buddaul Gomastha, the 22nd of October 1785. 1st: I have summoned before me the dellaals of Buddaul Gautche, namely Harriekissen, Kerna Gobind, Mondiram, and Sahotchan, and inquired of them by whom the Dutch affairs are being conducted. They told me that they themselves only carry out the Company's business and no other; they further told me that their brothers and other relatives did the work of the Dutch. I then asked them whether, besides the Company's weavers, any other weavers worked for the Dutch; they answered me that besides the Company's weavers there are none, but that the dellaals in Dutch service gave advances to all these for linens of the coarse sort, and that in that manner they obtained small quantities. 2nd: I have sent a sarkar to put a mark on the Company's linens that are on the loom at Buddaul Gautche, and as the returns from there are diminished, I have likewise sent a havildar thither with orders to do his utmost with the Company's dellaals to have the linens sent hither as quickly as possible. Upon his arrival, the havildar told the dellaals that the delivery of their linens had much diminished, and that despite the large balances remaining with them, no returns were coming in. He at the same time asked them, "Who are these gomastahs that have come to buy up linens?" They answered, "These people belong to the Dutch." The havildar then said, "If these people really belonged to the Dutch Company, they would then have brought along a parwana and also informed my master of their permission." 3rd: The dellaals of Buddaul Gautche have granted a place for the Dutch factory within their compound. The havildar met with the Naibs of the zemindar in the said houses, and told them that in the aurang there was much of the Company's money outstanding on advances; such being the case, he desired to know to whom these other buyers belonged. The Naibs answered, "We are the zemindars, the land is ours; in the zemindari are to be found both honest men and thieves: if your force is sufficient, you may remove these people." The havildar replied, "When I get my master's orders..."

The lapse of time that the representations are submitted and the answer thereto is awaited, places the interests of the Dutch Company in substantial uncertainty; moreover, even if taken in the most favourable sense, should their possessions in this Country be guaranteed from Europe, or should some arrangement to mutual satisfaction be made thereabout, no benefit or fruit is to be reaped therefrom unless they are simultaneously accompanied by freedom of trade, since the one must remain inseparable from the other. Since, however, these matters can no longer be negotiated here, and the object of my commission is now ended, I have the honour to take my leave of this honoured assembly, intending to repair to Chinsurah and to report to the Director and Council on the outcome of affairs. 499 to maintain, in which aspect the present princes are not to be regarded, being stripped of all power by the domination of the English; that in order to make the same respected in these unfortunate circumstances of the times, it is necessarily required to insist upon their fulfillment at the head of a sufficient military force, but that we, being destitute thereof and living in a century in which, out of politeness, the most powerful representations are mocked and the most solemn treaties are trampled underfoot, it seems most advisable, as long as no other way remains open to us, to accommodate ourselves to the course of the times and to make the most advantage of the circumstances in which one finds oneself; that the extensive power of the English in the provinces of Bengal, Bihar, and Orissa is fully known to everyone, and how it depends solely on them to assume the title of sovereign, which possibly for a short time yet might be avoided out of statecraft; that therefore, to attain our objectives, considering our own impotence, it appears safer until more favorable times to live with them as friends rather than constantly embroiling oneself in disputes, which, far from having fulfilled the intended objective to this day, have brewed us manifold unpleasantnesses; that representing the Dewan of the country, in which light they have also long been regarded by this assembly, and thus according to the orders of the Nawabs entitled to collect the tolls, already fixed since the year 1712 at 2½ per cent, they certainly proceed with greater strictness in the levying than before, yet this is caused by the discovery of frauds committed in the payment; that although the granting of dustucks by the Director again took place, one presently experienced many vexations in that regard, depending on the pleasure of an English Collector, according to the arzi of the Nawab, inserted in the separate resolution of the... and even on his letter, whereby our vessels in this trading season often, fully laden, had to wait three 500 to four days for pass-letters, whereas if the proposal of Mr. Ross had been embraced, the same regard and honor would have been shown to our dustucks as to those of the Collectors of the English government at all toll stations throughout the three provinces of Bengal, Bihar, and Orissa, all chowkies or spies now wandering around our fences would have been dismissed, and no one would have been allowed to meddle directly or indirectly with our vessels, which for a body as respectable as the Dutch Company would be highly splendid and honorable, whatever gloss might be put on the contrary; that having obtained no decision regarding the annual allocation of opium and saltpeter, one is obliged to await the disposition to be taken in that regard by the Calcutta Council, and finding that such might not satisfy the stipulation on explicit command of the Noble High Indian Government, then to represent our grievances to them with all possible emphasis for obtaining the required quantity; and finally that the required orders having been issued to the agents and contractors in the weaving districts not to hinder our merchants in procuring their textiles, one is indeed bound for the present, so far as no further complaints come before us, to be content therewith, otherwise awaiting from the respected pleasure of our Lords Superiors, both in the Netherlands and India, such orders with regard to all this as they shall deem most serviceable for the best care of the Company's interests in this matter.
