23 Insertion of the required report from the Citizen Blume regarding the funds negotiated in the year 1781 from Wm Paxton. Company representing the presiding Chamber of Amsterdam One to the Right Honorable Gentlemen Directors Commissioned and authorized on behalf of the said illustrious assembly for Secret Affairs, at The Hague. Six to the Honorable Grand Respected Gentlemen Directors at the chambers of Amsterdam, Zeeland, Rotterdam, Delft, Hoorn, and Enkhuijzen. One to the Honorable Mr. Joachim van Plettenberg, Extraordinary Councilor of Dutch India as well as Governor and Director along with the Council at the Cape of Good Hope. And A replied Homeland Pay Memorandum dated Amsterdam the 15th of August 1781. Having read the report required, pursuant to the Council’s resolution of the 21st of December last, from the Citizen Blume regarding the application made by William Paxton and partners to the English Government to obtain the S. Cop. 629391: 6: lent to the Company in the year 1781, and for which ten bonds were granted to him, reading as follows. — 12 January 12 January To the Honorable Sir Gregorius Herklots President, and the members of the Honorable Council of Policy Honorable Sir and Esteemed Councilors From your Honors' humble and obedient servant, the undersigned Citizen Johan Carel Lodewijk Blume, having been required by extract from the minutes of the proceedings and resolutions of your Honors' meeting on the 21st of December last, to provide a written report of the application made by Willem Paxton and partners to the English Government; what further was done by them concerning the funds that they lent in the year 1780, 1781 on 10 bonds to the Dutch Company; so he, Blume, hereby has the honor to comply with that, in so far as such is possible or the outcome of that matter is known to him. After the surrender of this place to the English Arms, the aforementioned William Paxton, both for himself and the fellow participants in these funds, addressed himself to the Supreme Government in Calcutta for the payment of the aforementioned bonds granted to him, demonstrating (to which he was enabled by the Commissioners, who then held the Dutch trade papers in hand) that these monies were successively paid into the Dutch Company’s Treasury 25 12 January Transport to the Cape granted to a certain Jasper Kotzee. that [illegible] shall be sent among the outgoing papers in copy to Europe. Treasury both here in Chinsura and in Kassimbazaar, Patna, and were also disbursed again from the same for the procurement of goods, and that even one lakh of rupees thereof on the 3rd of July, or the day before the capture of this place, was counted here in Hoeglij into the Company's Treasury, so that it also fell in cash into the hands of the English. The Calcutta Government referred him, Paxton, with his claim to the Gentlemen Directors in Europe, where he also went; and with the ships that arrived about two months ago, private reports have been received that the said Directors suspended him, Paxton, from his office, dismissed him from the Company's service, and summoned him from India, with public news or orders regarding this being expected with the next arriving ships. This is all that the undersigned is aware of regarding the course of this matter; he, adding here further his belief that Paxton also gave notice of this claim to the Gentlemen Directors of the Dutch Company; hopes that he has herewith satisfied Your Honors' intention, and names himself with the greatest respect, below was written: Honorable Sir, and Esteemed Councilors. First of February First of February and in the Honorable Council meeting dated 23 September 1784, the undersigned, upon the oath sworn at the commencement of their duties, duly reviewed the cash account for the month of December 1784, collated it with the receipted warrants and the counter cash book, and found it to agree therewith, the balance as of that date amounting to Secto: 1850:1: / ƒ68:8:8. At the foot of the debit thereof it appears that under the end of that month there continued to run as unpaid a warrant Lit. E to the debit of the burgher Johan Carel Lodewijk Blume amounting to Srop: 22502:7: 12/25, or the amount he still owes the Honorable Company for the chank shells delivered to him in Ceylon. Since he, Blume, has postponed the payment thereof until he had addressed this council by petition in that regard, it is resolved to notify him to make the utmost haste with that petition. The discourse now having been directed by the presiding officer to the necessity, in view of the recent death of the master attendant Joachim Edlefs, of appointing someone else in his place, and it having been judged upon deliberation here that the filling of that post could well be postponed for a few days for the present, as a ship was now daily expected from Batavia via Malacca, it was resolved to postpone the disposal thereof provisionally for a few days longer. However, in this matter it was also taken into consideration that experience in Bengal teaches that with native foremen, who absolutely cannot make anything without a model, one can accomplish nowhere near what one can with European craftsmen, who, besides the economy with which they manage the processing, also generally have much more competence and zeal in their work; and it does not always happen that the master attendants understand the various crafts. Therefore, it was unanimously approved to assign the workshops, which since the year 1770 have been attached to the office of master attendant, to European foremen who know the trades, insofar as such are available. Consequently, the management of the carpenter's workshop and the timber shed is to be given to the master carpenter Michiel Groenewoudt, and the sailmaker's workshop to Jurriaan Janszen, who has resided ashore here since the year 1778 and has served the Honorable Company as master sailmaker since the year 1737, and thus for almost half a century, subject, however, to the esteemed approval of the Noble High Government of the Indies. By the servants in the margin, with their letter of 3 January last, the considerations required of them regarding the Italian silk winding were forwarded, which read as follows: Honorable Sir and Gentlemen. Considerations regarding the silk of the Italian winding, submitted in obedience to the extract of the Hugli minutes of 27 November 1784, and dedicated to the Honorable Mr. Gregorius Herklots, Senior Merchant, Second of the Bengal Directorate, and Chief of Cassimbazaar, together with the President of the Political Council and the members of the said assembly. Considerations We are of the opinion that silk wound in the Italian manner is preferable to that which is reeled by the native method, partly for its cleanliness, partly because it can be spun as coarse and as fine as one desires—that is to say, if one had one's own filature. For when the fineness is contracted out to natives whose filatures are far away, it is fulfilled very defectively, and is generally not found to be as satisfactory as it ought to be, which originates from greed; for to have their silk cheap, they rush the silk spinners and force them to reel a larger daily quantity than they, if they are to spin well, can deliver. From this arises the unevenness, double running, and splitting of the threads, which could mostly be prevented if one wound it oneself, but which one now finds oneself forced to allow. Saturday the 5th of February Anno 1785. 5th February. Receipt and opening of a Batavian letter. The Cassimbazar cash account of December passed. The Chief Surgeon of the Directorate qualified to purchase the necessary medicines for Cassimbazar and Patna. Insertion of a petition from the translator Eilbracht. The Surgeons of Cassimbazar and Patna. Before noon, absent the member Heijning, being on a commission to Dacca. This meeting having been convened expressly by the Lord President in order to open a Company letter received this morning via Ganjam, and after resumption, seeing that it was a triplicate letter from Their High Nobles the Noble High Indian Government dated Batavia the 23rd of September 1784, it was agreed to make this record thereof. Nothing having been found objectionable upon examination of the Cassimbazar cash account for the month of December, according to the declaration of the Honorable Head Administrator, it was approved to pass it. It having been communicated to the Council by the Lord President how it had been shown to His Honor by the Chief Surgeon of this Directorate, Plusker, that he had no medicines on hand to give for the use of the surgeons who were now about to depart for Cassimbazar and Patna, it was decided, after considering that it was absolutely necessary that those people be provided with such medicines as are indispensable, to qualify the said Chief Surgeon to purchase the most necessary medicines that will be required for the period of six months, recommending that this be done as economically as possible. The said surgeon having made a request to the Lord President for a bajra in order to be able to continue their journey to Cassimbazar and Patna, and since those people absolutely cannot depart without such a vessel, it was approved to have each of them given as much money from the Treasury as is required to rent such a bajra as they can make the journey with. Hereafter, the well-mentioned Lord President produced the following petition from the Junior Merchant and Translator in the Moorish and Persian languages, Casparus Leonardus Eilbracht, which read as follows: To the Honorable Lord Gregorius Herklots, nominated President for the administration of affairs in Bengal in the Honorable Council of Policy, and its members. Honorable, Right Honorable Sirs! The undersigned, having yesterday been handed certain Persian writings for translation, containing a detailed treatise on the proceedings held by Mr. Ross against Mirza Hadjee Mehindie, and the opinions of legal and scriptural scholars, who most strongly condemn the conduct of Mr. Ross herein according to their laws, found himself obliged to submit for consideration to the Lord President, who delivered these papers to him, whether such a translation, being made by the undersigned, in view of the circumstances in which he finds himself with respect to Mr. Ross, and the suspicion under which he has fallen on account thereof, might not become subject to many speculations, even doubts, such that it might be judged that little reliance could be placed thereon; to the prejudice sometimes of the interest of the injured parties, or at least to delay the judgment in his case and easily give the man's opposing parties cause for a lawful objection against the translation of some papers mentioned therein. And although the Lord President judged this objection not to have been raised improperly, yet he gave the papers along, in view of the difficulty brought forward by His Honor of not knowing who else should do it. Since the undersigned, upon reviewing these writings, finds them to be of very weighty content, such that he hesitates to proceed with the translation as long as no judgment has been made on this objection, he takes the respectful liberty to request of Your Honorable Worships a special decision herein; namely: whether, notwithstanding this not unfounded consideration, he shall nevertheless proceed with the translation, or whether Your Honorable Worships please to choose such other expedient as they shall deem necessary to remove anything that might in any way be prejudicial to the man in the judging of the case; having the honor to be with high esteem, undersigned: Honorable Sirs, lower: Your Honorable Worships' most humble and most obedient servant, was signed: Casp. Having been placed on the table by the Honorable President a petition from the native merchant Hadji Mamed Mendie, containing a representation of how, by a certain resident of Murshidabad named Mahamed Sadikchan, a false claim of 57000 rupees was brought against him before the court subordinate to that in Calcutta, and he was thus subjected to many vexations and troubles; and that Mahmed Sadikchan, as stated, was not here, but his vakil Mirza Mahmed Alie was in Chinsurah, yet was due to depart within two to three days, with a request, because through that false accusation much damage and great injury was done to him, with a request that the aforesaid vakil Mirza Mahmed Alie may be summoned and ordered to provide sufficient and acceptable sureties in order that the petitioner, according to the laws and statutes, may obtain redress for the damage and shame caused to him; after resumption thereof, communicated by the well-mentioned Honorable President 73 75 17 February 17 February deliberation hereon to refer them where they belong. the chief mate Roselje appointed as equipage overseer verbal report of the junior merchant Heining concerning his commission to Dacca. having been communicated that he had summoned the native Mirza Mahmed Ali mentioned in the petition to him; but that the latter had assured his Honor that he was indeed a nephew, but not a vakil of the aforementioned Mahmed Sadikkhan; it was, after deliberation hereon and considering that this Mendie had addressed this assembly with this petition very improperly, since if the Council were to open the door to similar complaints, it would have to occupy itself day and night with the matters of litigious natives, and he in any case belonged with his petition at the zamindari or village magistrate; it was approved and understood by a majority of votes to return the petition to the often-mentioned Mendie, and therewith to refer him to the place where such belongs. This being concluded and the discussion being led again by the Honorable President to the necessity of appointing someone in the place of the deceased Equipage Master Edlefs, the disposition of which was postponed for some days by general resolution of the 1st of this month: It is, since according to the missives of Their High Excellencies by very esteemed letters of the 23rd of September last, no ship from Batavia is to be expected for this season, resolved to appoint as equipage overseer the chief mate Joseph Roselje, who arrived in the year 1788 with the ship de Bovenkerkerpolder and has since remained here, subject however to the honored approval of the Honorable High Indian Government. Pursuant to the resolution of this Board of 28 December last, the Council, having gone collegially on the proposal of the Lord President to inspect the Company's Hospital, it is understood as unavoidable to have the following repairs done to it: To the Medicine Dispensaries, referred to in the report inserted into the aforementioned resolution as an under-surgeon's room, to have the flat roof, being very bad, taken up and renewed, to have the floor, windows, doors, and frames repaired, and the walls plastered. To the under-surgeon's room, to have the windows, frames, doors, and floor repaired, the walls plastered, and the beams and laths lined with foil. To the laboratory, to have the side wall on the south renewed, and thus also the flat roof so far as such might be found necessary, since the same rests upon the aforementioned wall. The large sick ward having already been brought into a proper condition, only the two windows situated on the south, which are very bad, are to be renewed and large Venetian blinds are to be made therein, and furthermore all the woodwork is to be smeared with oil and tar. To the small sick ward where the disabled officers are placed, called in the report the Medicine Dispensary, to lay two to three main beams in the middle to support the flat roof, supported by two pillars; to renew the laths that have perished, as well as the windows, doors, and frames, almost all of which have been attacked by white ants; to repair the ground; to plaster the walls; to have the woodwork properly smeared with oil and tar; and since that room, according to the testimony of the head surgeon, cannot be dispensed with, respectfully to request Their High Excellencies to be permitted to make a veranda with arches on the south and east, as it is otherwise hardly usable, being exposed to the sun throughout the entire day. The employees at the adjacent office, by letter of the 10th of this month, transmitting a copy of the advertisement of the public auction to be held on the 21st of the houses constituting the wings in the factory there, showing that they are apprehensive that very little will come of it, and as various persons express themselves, at best 500 ropijen, if not less, will be offered for each, which in their view is very little; urgently requesting orders whether, if no higher bid or indeed less might be made, they should let those dwellings go for that or for the current value. This having been discussed, and seen with dismay, regarding the poor likelihood that presents itself of an orderly sale of those houses, as apart from the bricks and otherwise the woodwork, they are worth considerably more than 500 ropijen, and it would thus be irresponsible for this assembly to let those buildings go for such a mock price; on the proposal of the Lord President it was resolved not to let each house go for less than 14 to 1500 ropijen, and to write to the employees accordingly. Resolved three mortgages in favor of the poor fund having been received back from the English Blume considers that this might turn to his advantage and hopes that it will be taken into consideration by Their High Excellencies, and that he will thereby be discharged from this payment, in order to address himself by petition to the High-Honored Noble High Indies Government regarding this matter, and that he may provisionally, until the arrival of the reply, remain freed from the payment for those horns; it was thereupon discussed, and principally taken into consideration, the express order of Their High Excellencies by very esteemed letter of 27 July 1784, namely that if the said Blume, or the former Director Mr. Ross, or his authorized agents, failed to pay those moneys, the same must be paid by the members of the previous ministry who signed the resolution of 20 December 1780; resolved to persist in the decision taken at this Table on the first of December last, and nevertheless to order the often-mentioned Blume to pay for those chanks, however granting his first request to address himself to the High Table as he shall see fit.
