On this occasion, having spoken again on the subject of providing sureties, and some of the members having given to understand the difficulties they happened to encounter, pursuant to the decree of this Table dated 21 October of the previous year, to provide sureties for their respective offices, and this according to the templates which were recently sent hither by Their High Excellencies, since no one, since it has become public knowledge that the sureties of the former Director Ross are being held liable for the loss suffered on silk sent to Europe by His Honour on his own authority: whereas, it cannot be required of any sureties that they stand guarantee for ill-advised decisions or abuses committed in the respective offices, as one of the templates received from Batavia contains, the same reading as follows. however Honourable Members 94. beside First of March First of March to have bonds drawn up according to the model inserted herein Today, the Appeared before me A: in the presence of the after-named witnesses B: and C: their quality residing here, known to me, who together and each of them individually declared, under renunciation of the Beneficien ordines Excussiones et divisionis, being instructed in the force and effects of this renunciation, to place themselves as sureties as principals on behalf of the General Dutch Chartered East India Company for the complete accounting and satisfaction of everything that D., by virtue of his office of the quality in the goods or moneys of the aforesaid Company entrusted to his administration, shall be found to fall short and be in arrears, or by him, and in case of death by those who shall come to administer his estate, cannot be accounted for in a satisfactory manner, and thus also for all errors and omissions that might be committed by the said D: in his aforesaid office and administration, as well as for the damage that might thereby be brought upon and suffered by the said Company, and for the indemnification of which the said D. might therefore be judged responsible and obliged, under this stipulation nevertheless, that they, the appearers, for the fulfillment of all that is aforesaid, shall not be held and obligated further than to the concurrence of a sum of which is set for the office Rd„s of 48 heavy stivers each, and that this their surety shall continue and stand no longer than four years after the said D: shall be discharged from the aforesaid office of, or four years after he shall have passed away therein, but indeed for that which one of the servants, in the administration entrusted to him, might fall short, and regarding which a surety, being attentive in all cases, can always keep a watchful eye, be it in sickness, death, or conduct, wherefore it was decided, it was found good, to have all the surety bonds passed in such a manner as is shown by the following model, also recently received from the Indies Capital. The merchants' account shall this time be drawn up as of the ultimate of February. Appeared before me, Mr. Anthonij Cornelis Verspijck, Public Notary admitted by the Noble High Government of the Netherlands Indies, residing within the city of Batavia, present the witnesses named below, the Honorable Mr. Dirk Goetbloed, First Secretary of the Noble High Indies Government, and the Honorable Pieter Anneas de Win, Member of the Reverend College of the Lords Orphan Masters of this city, living here, known to me. Who declared, renouncing the benefits of the orders of excussion and division, the meaning thereof being well known to their Honors, that they constitute and interpose themselves as sureties and principals on behalf of the General Netherlands Company for everything for which the Honorable Jan Bierens, Senior Merchant and Grand Cashier at this Castle, on account of his administration as Cashier of the aforesaid Company's large cash funds, might be held liable by the said Company, however not beyond the concurrence of a sum of five thousand Rixdollars of 48 heavy stivers each, and this suretyship shall remain valid until four years after the said Mr. Bierens shall have been discharged from the office of Grand Cashier, or shall have passed away. There also appeared before me, Notary, and the witnesses, the aforementioned Mr. Jan Bierens, residing here, also known to me and the witnesses, who declared that he would hold his said sureties indemnified and harmless regarding this suretyship entered into by their Honors. For the compliance with what is stated above, the appearers bind their persons and property, subjecting the same to all the Lord's laws and judges. The Honorable Head Administrator having made known to this Council, for reasons stated in the text, that, according to the established orders, the merchants' account should indeed be drawn up as of the ultimate of January, There being nothing to remark upon the Cash and expense account of Kassimbazar for the month of January, according to the statement of the Honorable Head Administrator, it was resolved to approve it, and to let this serve for the information and observance of each of the respective administrators. The Assistant Willem Hendrik Verboon, who since the year 1770 when he came to the Indies has served the Company in that capacity, requesting to be discharged from the service, retaining his rank and quality, it was resolved, as the petitioner has very amply completed his engagement, to grant that request. The Lord President having made known that, as Their High Nobles by esteemed letter of 27 July 1784 were pleased to order that the Japanese bar copper be auctioned publicly, the time for that now being at hand and his said Honor proposing to carry this out, it was agreed to have an auction announced for the 16th of this month of the said mineral and on that occasion also to test the sale of the arrack, cloves, and the merchandise still arriving on hand. Resume and approve some resolutions. Resumed and approved the general resolutions of 4, 8, and 12 January last past, likewise the separate ones of the same month; it was resolved to make this record thereof. First of March First of March. while those that are specified here shall be renewed and repaired. The Linen Warehouse of this, both the flat roof and the outer or north wall must be renewed, as the latter is cracked in several places and, of the former, the beams and laths are for the most part rotted away. In the new wall to be raised, windows ought also to be placed, and those on the south side have a great defect, as in the same there are only brick arches with iron bars, without any frames, which causes them never to be able to be closed properly, because due to the falling away of the plasterwork an entire opening remains between the wooden window and the masonry. This could be remedied by lining the walls of these windows, on the outside, or around the iron bars, with wooden planks 2 to 3 inches thick. The Saltpeter Warehouse, which already during the previous inspection that took place on 3 Feb: 1779 was judged irreparable, must be entirely renewed and the floor raised. In the north wall there ought also to be windows or at least air vents. The Gunny Warehouse, being in the same condition, must thus also be renewed. Furthermore, to have the defects on the following buildings—as some are indispensable and others of little importance—renewed and repaired: The Old Spice Warehouse, which for so long shall serve as a linen warehouse in order to store the sorted linens therein until such time as an order for the renewal and improvement of the linen warehouse shall have been obtained from Their High Nobles. Of this, the north or outer wall is cracked in several places and must necessarily be renewed, as well as the flat roof, in which there are already holes in several places. The beams appear to be still good upon inspection, so that they might possibly still be used. Upon raising the new wall, windows must be placed therein to provide more air, both for the building itself, which will thereby be more durable, and for the goods that are stored in it, the windows on the south side suffering from the same defect that was described here earlier for the Linen Warehouse. The Copper Warehouse must likewise have a new flat roof and two windows facing west; the floor, which is lower than the ground outside, also needs to be raised. The Opium Warehouse also needs a new flat roof and a window facing west. The Ropewalk Warehouse, on the other hand, is irreparable and must therefore be renewed. The Provisions Storehouse, being actually the old blacksmith's shop that in the year 1771 was approved as a storage place for dispensary goods in the factory, is entirely unusable, irreparable, and must therefore be completely renewed. The Fiscal's House of this, the east wall along the entire house, which is also the enclosure wall of the factory, must absolutely be renewed, and possibly also the flat roof upon the same, although that cannot be judged from the exterior. The residence of the Head Administrator: therein the beams and laths of one of the front rooms, and of the former council chamber of Justice, are in such a poor state that the flat roofs will soon collapse, so that the same absolutely serve to be renewed, but such was already shown to Their High Nobles in the year 1780, and by respected letters of 12 July of the same year Their High Nobles have already granted authorization to make a spice warehouse of it, as it is situated next to the dallaan. The Prison is still in a reasonable condition, except that the masonry is stripped of plaster and some laths of the flat roof are rotted away. The Great Equipment Warehouse, from outward appearance, has no notable defects, and needs only to be provided with some new flat roofs, two windows facing west, and new door and window frames. The Sand Gate and the main guardhouse situated near it look reasonably good and have already been plastered; only the sergeant's little room, which threatens to collapse, must be renewed. The bridges of the land and water gates must be completely renewed, along with the gate before the former, since all the beams, laths, and planks thereof are rotted away and decayed, making it thereby dangerous to cross them. The gallery is for the most part already restored, so nothing else special is lacking on it, except that the beams and laths must be properly oiled, as also those of all the buildings described hereinbefore, in so far as the same shall not be completely renewed. The reason why we did not apply earlier to the Calcutta Ministry in order, pursuant to the orders of the Noble High Indian Government, to request them to supply the Company with 6 to 800 chests of opium, as described in the resolution of this Table of the ... Was principally that we had to foresee that, even if it were granted to us, the payment of the amount thereof would certainly be demanded; and since it already appeared to us from the poor outcome that we had to expect from the English bills of exchange received from Europe drawn on various gentlemen in Calcutta, we judged it best to postpone this request and wait to see if, and what sums, would be offered in the months of January and February on bills of exchange to the fatherland. How little we have been able to succeed in that is too well known for me to deem it necessary to expatiate hereupon. In order, however, to be able to comply with the order, it made me judge it best to go speak in person beforehand with the present English Governor-General, Mr. Macpherson, in order, if he might be found inclined to deliver the stipulated quantity to the Company, to try whether some means could not be found to make the payment easy. 5 March 5th March. received; but His Honour expressed to me his regret that he could not accommodate us for this season with the desired opium, that the Council had already long ago taken their measures regarding this, and that no change could be made in it for the present, as the last remaining stock was also due to be sold at public auction within a few days. This avenue for obtaining opium having thus failed, and our stock of money, with which we might otherwise have gone to market with private merchants, being equally poorly situated, the prospect of being able to dispatch anything of this commodity seemed entirely to vanish. Nevertheless, as it appears not unclearly from the recently received orders of the Honourable High Government of the Indies, dated the 23rd of September last, brought in during the past month via Tranquebar and recently via Malacca, that Their Honours expect us to dispatch to the Capital the Indian goods which we might have been able to collect, and have even been pleased to grant authorization, on the supposition that Straalen has repatriated, to send the same on freight, I consider it required of us to exert every possible effort in order to add a parcel of opium thereto. This all the more so because upon inquiry we learn that the English pay the following goods for freight, namely: For a chest of opium to Batavia: 50 rupees For a bale of linens to Batavia, I learn that 10 percent on the prime cost has been paid; thus, if one reckons only for a bale of gerras, which suppose costs 300 rupees, it will already amount to 30 rupees For a bag of saltpetre to Bencoolen: 6 to 7 rupees I have therefore exerted every possible effort to attempt to gain possession of a quantity of opium, whereby it might then become worthwhile to charter a ship for the dispatch of the same and of the remaining goods, which it appeared to me would turn out to be incomparably more advantageous. And I have succeeded to the extent that I only desire to know Your Honour's opinion on this matter in order to conclude the purchase entirely. I am offered 450 chests of opium at 500 French rupees per chest of 136 lb, for the amount of which they are willing to take a bond to be paid within eight months or whenever it shall suit us, and perhaps they might be persuaded to accept drafts on the Netherlands for the same; whilst a newly copper-fastened ship of 375 tons is offered for charter for 2400 rupees, which will be ready to leave the Ganges before the end of this month to convey such goods as we may have to send to Batavia, the shipowners being satisfied that it makes the voyage under a Dutch flag and pass, and that some person to be appointed by us sail aboard, whether to deliver the papers or supervise the cargo, but that the ship must remain under the supervision and management of the officers on board. However, attached to this is a clause that the shipowners are well satisfied to accept the greater part of the freight money by bill of exchange on Batavia, but also expect that the freight money according to this calculation for what we have to send in saltpetre, as well as in linens and other packages from the equipage warehouses, and in gunnies, would constitute a considerable sum.

113 March 5 Calculative estimate of a shipment to here, as much as will be needed for the equipping of the ship and hire of the crew to be received in cash, which they set at Ten Thousand Rupees. This latter is, I admit, not a favorable condition, in the circumstances in which we find ourselves due to the lack of money; yet I would be of the opinion that the shipowners will likely be willing to drop Two Thousand Rupees, and this being so, I am already intent on borrowing Eight Thousand Rupees, in order to carry out this shipment. Meanwhile, I had the Master of Equipment Roselje and Master Carpenter Groenewout inspect the ship, who reported to me that they found it brand new, roomy, and completely in a condition to carry fully 800 chests of opium, and whatever further demanded goods for the Indies are on hand. — Herewith I append a calculative estimate of what the opium with the incidental expenses will come to cost, together with a demonstration of what that shipped with the Hercules cost, and how this differs therefrom. Calculative estimate to Batavia of a consignment of opium, and the ship to be chartered for that purpose named The Bengall Merchant, being brand new, measuring 375 tons, 12 English feet deep in its hold, and 6½ feet between decks, with which the remaining returns on hand for India can then be transferred to the Capital. 115 Speculative Calculation 5 March the closing of the Contract concerning this. about, When one now takes into consideration that at the time the cargo was dispatched with the Hercules, there was no lack of cash here, on the contrary a stock of fully 7½ Lakh rupees was on hand, and one always goes to market cheaper with ready money than when one had to negotiate on credit through drafts abroad; while it is furthermore known that Opium at that time was sold cheaper at public auction than at present, in my opinion the present project of dispatch is not to be rejected; and if to the offered 450 chests another 100 to 150 ditto can be added, as the appearances suggest, though of which not yet as much certainty as of the first mentioned I have, then the expenses of the dispatch will also be less, and the Opium consequently will also cost less in Batavia. 8 March deliberation regarding to be made on credit, at least for two ships insertion of the answered findings on the trade books of the years 17/ and 7 8/8 considering that, since the Noble Supreme Indian Government in a critical circumstance as in the past year, when Their High Nobles were at that time not at all certain whether the British would restore the possessions of the Company to us, had indeed pleased to decide to send two ships hither, it is beyond doubt whether said Their High Nobles, being without doubt informed of the final peace concluded between England and Holland and the restitution of the places to the west of India, will send an equal number of ships, if not more, besides the ship expected from Europe, hither; that it is absolutely more advantageous for the Company to make a contract on credit than afterwards to be obliged once again to wring everything at the highest price from the hands of private individuals, who will not fail, as soon as they become aware that one needs their linens, to hold the same at enormous prices; and thus resolved by a unanimity of votes, if it is at all possible, to make a contract, then discussed here, and by the assembly a decision to make immediately an oath on bond for at least two ships, and to summon the broker into the assembly, to give him notice of this provisional resolution, with orders to inquire among the collective suppliers what they could accept and fulfill, to deliver on bond, and to give report thereof to the assembly as soon as possible, in order to be able to make a final disposition concerning this upon receipt thereof; and said broker having been summoned to the Council, and the foregoing having been told to him, it was furthermore understood to keep this note thereof. The servants also saying that the Mochta, which is bought in small parcels and must be wound in the Lodge, cannot be obtained on credit, but that cash is required for that as well as for the purchase of soap, packaging, and otherwise. Hoping that this advice and report may suffice, and testifying that nothing shall escape their thoughts and efforts which they believe can serve the use and advantage of the Company.
