might be able to fulfill them, but when in the month of April the numerous and heavy contracts that were made here for the Portuguese and the English caused us to apprehend that we would be unable to satisfy those requests even then without permitting a considerable increase in prices, we proceeded to a further contracting for the same prices as were paid in recent years, and through this we have been enabled to prepare a cargo equal to the latest requisition which Your Noble High Worships made for the year 1732. The outcome has fully confirmed our apprehension, as the arrival of three Portuguese and two French ships has caused linens to rise considerably; but unfortunately, on the 20th of December last we still had no ship to transport these returns to Ceylon, which is why on the 22nd following we agreed with the Portuguese merchant Minghuel de Souza to transport these goods with his ship the Lady Hughes to Punto Gale against the receipt of 10 per cent freight on the true purchase cost of the goods according to the invoice. And in this expectation we have And we hope and trust that the same will be found of such weight that Your Noble High Worships will kindly be pleased to agree to our conduct in this matter with Your highest approval, which has nothing other for its basis than our zeal to serve well and to give Your Noble High Worships the owed satisfaction. The reasons which moved us to this resolution are described in detail in our respectful missive to the High Indian Government of today's date, folio 174 and following, which, as well as our resolutions and other papers according to the order and in accordance with the accompanying registers, we have the honor to offer herewith to Your Noble High Worships in duplicate with the bearer of this, to be divided at Ceylon between two ships. At first glance it may indeed seem somewhat superfluous to have any artillery here as long as the English are masters of the castle, both because one is thereby enabled no better than at present to offer them resistance in case of a rupture, and because, so long as they are lawful and fulfill their obligation, one must be considered sufficiently secure under their guarantee; yet upon a calm examination it will perhaps appear that this artillery with the necessary ammunition may at times be of the highest importance and utility for the Company. The circumstances of the English Company demand an abolition of all considerable loss-making posts, and Surat has belonged among these from the beginning when the castle came into their power; it might therefore very easily happen that that Company took the resolution to rid itself thereof, and to give away Surat, or properly speaking the castle, as they have done with Broach, or to sell it, as formerly happened with Gheria, the more so now that the present sovereign of Broach, Rao Scindia, who has made himself master of the person of the Mughal in the capacity of Vizier of the Empire, demands all revenues from the English which they have drawn since the year 1759 when they took the castle. And in such a case, he who has the honor to be at the head of affairs here on behalf of Your High Excellencies would above all things have to try to regain that power and that influence in the administration of the city which the Company

Company had here before the English were masters of the Castle, for which a respectable appearance is of particular utility. Furthermore, it may be of the utmost consequence to have at least this artillery against an unforeseen attack by the common rabble in case of riot or rebellion and plundering, such as has recently taken place here among the English garrison. And even if all the aforementioned apprehensions were devoid of foundation, experience in the years 1775 and 1776 has nevertheless taught us that when the English, during the war with the Marathas, feared being attacked by surprise, they withdrew altogether with their goods into the castle, leaving the city with its suburbs to look after themselves. And in case of such an event, this artillery would at least serve and be necessary to ward off the attack of a fierce and plunder-seeking band of Maratha soldiers, until such time as one had the opportunity to speak with the commanding officers and enter into negotiations; besides which, if I can only obtain permission to build further the walls mentioned in the general letter paragraph 53, one would be in a position to defend oneself for some time, whereby the Company could at once be saved from losses and damages, with which the expenses for this artillery, which are not considerable, can in no way compare over the years. And if these humble considerations of mine, which I very respectfully submit to the known wisdom and penetrating judgment of your High Excellencies, should meet with your High Excellencies' approval, and your High Excellencies should thus make the decision to send the aforementioned artillery with the necessary ammunition here, I most humbly request that this may take place as soon as possible, because it is to be feared that if much time elapses in between, one will subsequently be thwarted and often prevented from bringing the same onto the wharf; Wherewith I have the honor to remain with the deepest respect, Below stood: High Noble, Great Honorable, Far-Ruling Lord and Noble Stern Lords! When on the 22nd of the past month of December we still found ourselves destitute of your High Excellencies' customary annual rescript, and we moreover were assured that we had no ship to expect from the headquarters this season, we took the decision to respectfully give notice to your High Excellencies by way of report or description of the state of this Directorate and of our activities in the service since our respectful last of the 27th of February of the preceding year, of which we have the honor to send the duplicate accompanying this. And proceeding thereto very respectfully herewith, we make a beginning with the article of Ships and Vessels, and have § 2. merely to report under the same that, in the hope of your High Excellencies' approval, we have had a country boat built here, as the same cannot be spared here where we are such a long way from the roadstead, both for conveying the Fiscal and Commissioners, as well as the Master Attendant, to and fro on board from time to time, and for bringing the necessary daily orders on board ships. § 3. The specification of this boat, amounting in cash to Rop: 919. 17. and from stock Rop: 38. 25., or together Rop: 957. 42., is recorded in our resolution of the 11th of July 1785; and we request permission to refer to that here with respect to the reasons that prompted us to deduct Rop: 219. 17. from the same and thus to pay with Rop: 738. 35., with the humble request that your High Excellencies please permit us to write off these costs of the aforementioned boat. Purchase or Collection, we have, § 4. in accordance with what we took the liberty to bring to your High Excellencies' attention in our humble dispatch of the 16th of January anno passato paragraph 62, not only allowed the customary linen suppliers to proceed with the collection of the chintzes and other linens that remained unfulfilled from the last contract for the motherland, as well as the silk patolas for the Indies. § 5. A step which, now that we lacked a ship for the transport to Ceylon, we almost regretted having taken, in view of the uncertainty as to how the same will be regarded by your High Excellencies; but hoping to be in a position to show your High Excellencies that we were driven in this solely by a hearty § 6. But the numerous and considerable contracts that were made here on behalf of the Portuguese and English in the month of April last brought us to the decision to extend this collection to match the requisition for the Netherlands for the year 1782, the last which we received here, as appears from our resolution of the 9th of May last.

10. cordial desire to serve the Company without any private interests whatsoever and to give Your High Excellencies the so due satisfaction, we flatter ourselves that our conduct will gain the high approval of Your High Excellencies, and concerning which Your High Excellencies may be pleased to be informed: That we have decided upon this arrangement in consideration: 1st, that from the numerous orders of the Portuguese and English for Europe, we believed we might conclude that linens were fetching very good, or at least no lower prices there than before the war; 2nd, that we flattered ourselves that we would give the High Noble Lords Majores greater satisfaction by providing a complete cargo conforming to Your Right Honorable High Honors' latest petition, than by sending only a small part thereof; and 3rd, that by postponing the commissioning we would be unable not only to deliver the linens at the previous year's prices, but even to fulfill the demands, even if we were to receive them again as early as in the year 1784; as the good fortune that was met with at that time is principally to be attributed to the fact that upon the arrival of Trompenburg no contracts had yet been entered into by merchants of other nations; besides the fact that it is a well-known matter that those linens which are woven in the rainy season exceed by at least 10 per cent in quality those which are manufactured in the dry or cold season. While we may assure Your High Excellencies that in the latter compelling reason the outcome has completely answered our apprehension, as the arrival of two French ships, the Brabant and Le Saint-Esprit, and of no less than three Portuguese ships—besides the Gratitude, which already departed early in the year for Lisbon with a cargo of 300,000 rupees—named the Edroavianeze and the Grand Condé, has caused the Portuguese linens to rise more than 20 per cent above the ordinary price; Whereas we, as appears from our Resolution of the 17th of May last, wherein the contracts are also recorded, have contracted for the aforementioned linens for the Netherlands at the latest prices that were paid for them in 1784 and previously; for which we have also contracted with the aforementioned linen suppliers for the supply of all such linens, etc., as shall be demanded by Your High Excellencies for the Indies, though without determining their quantity or quality, in respect of which they will have to conform to the demands that are expected; An arrangement that we have made to enable the suppliers to provide themselves in the rainy season with so many niquanias, which they were nevertheless unable to supply last year, and so many other white raw linens, that they may have the necessary chintzes, palempores, as well as black baftas, karikams, etc., dyed from them when the same are demanded, without raising the prices on that account, and which therefore cannot be anything other than advantageous to the Company. On this entire contract, which for the Netherlands, excluding the Indies, has amounted to 135,684 rupees, we have, according to the contract, advanced at various times one hundred thousand rupees; the remainder we shall pay as soon as we have funds. Having had no sale, we merely take the liberty to let follow below the true return of the trade of 1784/5, showing that on a capital input of 118,382 guilders, 12 stivers, and 8 pennies, there was gained 237,586 guilders, 19 stivers, and 8 pennies, making 200 3/4 per cent net, and after deduction of 3 1/2 per cent discount, 1 1/2 per cent brokerage, and 5 per cent bonus, a considerable profit which we would have had the pleasure of seeing increase still further this season, had it been possible to be supplied with trade wares. 13. The Lord Governor and Council of Ceylon having requested of us, by letter of the 19th of July last, fifty lasts of the best Surat wheat for the service of that Government, we have decided upon the purchase thereof by our Resolution of the 19th and 22nd of December, and it costs, just as the last sent, 120 2/3 rupees each last.

After we received permission from the English ministry in the capacity of Governor of the Mogul's Castle to carry out all the necessary repairs, as we had the honor to inform Your High Excellencies in our previous letter of February 27 of this year §. 34, the same were inspected and further determined by a special commission from the English Council consisting of the second Green and the engineer Blachford, as appears from our resolution of March 24 following. §. 21. We have consequently resolved on the aforesaid day to construct two new piers, and to repair the revetments or timber bulkheads, as well as all those repairs of which any longer postponement must be disadvantageous to the Company. §. 22. Consequently, in our aforementioned meeting of the 24th of March, we agreed with the Company's repeatedly mentioned Modij to construct the old or meeting hall, the old secretariat or parlor, the warehouse, the dispensary, all the slave quarters and wood sheds, which had been made of bamboo, out of brick and lime, the outer walls being one to one and a half feet and the inner walls one brick thick, making a wall of 450 in length and generally at a height of 12 feet, as well as to construct a new guardhouse in the same manner, likewise of brick, with two rooms for the Modij and Moensij, and furthermore to renew all doors and windows wherever necessary, all for the very modest sum of 4850.-. rupees, which, as appears from the Resolution of the 11th of July, after the entire work was found to be very solid and strong according to the report of the specially appointed commissioners, were paid to him, and for the write-off of which we most respectfully request Your High Nobilities' authorization. 27. To the burial ground of the European servants, nothing or very little had been done for 12 years; moreover, the storm of the 21st of April 1782 had damaged it severely, as shown by the report of the specially appointed commissioners inserted in the Resolution of the 9th of May last; and since it would indeed be very lamentable if a monument such as the magnificent glass tomb of the body of the Lord of Rheede, which attracts the curiosity of all foreigners and cost the Company such a considerable sum and belongs to their honors, were to fall entirely into ruin, we also, in the hope of Your High Nobilities' approval, took the decision on the aforementioned 9th of May to have this burial ground and tomb repaired as much as is absolutely necessary, and to have the costs thereof disbursed from the treasury, in order subsequently to be reimbursed to the Company from the fund of these graves, consisting of what is collected in the church, from fines, and what is paid upon the manumission of slaves, in the same manner as Your High Nobilities were previously pleased to permit, and most recently in the venerated missive sent hither of the 11th of November 1763. Consequently, in our meeting of the 18th of June, we contracted out to the dispenser De Sille the repair of the grave tomb of the High Noble Lord of Rheede, former Governor-General, for 835 rupees; of the gatekeeper's house standing nearby, 65 rupees; of the water well, 40 rupees; 28. 40 rupees, and of the surrounding wall around the entire burial ground, 345 rupees, or together 1285 rupees. As appears from the report of the specially appointed commissioners recorded in our resolution of the 16th of November, the dispenser has duly fulfilled his obligation, and we have paid him from the treasury to the debit of the graves fund. Finally, in our meeting of the 11th of July last, we also resolved to have released from the treasury to the first-signatory, on account of repairs at Sorg-vrij, a sum of 3578.36 rupees, which he had already advanced, principally for the restoration and preservation of the palisade standing in front of the garden, which otherwise during this rainy season ran the risk of being completely washed away and causing infinitely greater expenses. To save on the costs that the exterior walls of the houses on the wharf repeatedly incur for the whitewashing and plastering of the same at least once a year, we contracted on the 5th of August of the past year with the Modij to paint them red and to trace them in the form of masonry bricks for 294½ rupees, as has also since been done, and which will save the expenses of whitewashing and plastering for many years. The wharf is now largely enclosed on the landward side by an adequate stone wall; there is only a gap remaining of about four hundred feet, beginning from the southwest gate eastward to the house of the Equipment Overseer, and if we could obtain permission to enclose also this section—which we otherwise must have provided with a new fence of heavy posts and planks, since the old revetment has completely fallen over and been demolished—with a stone wall just like the rest, our wharf could thereby in the future be protected against any sudden attacks. We therefore request Your Right Excellencies to be allowed to make use of such permission, if it can be obtained. Section 53. Section 54. Section 55. Entries and write-offs, in our meeting of 9 May last, we had to decide to write off to Profit and Loss what was lost in the public sale of forty jugs of olive oil to an amount of ƒ13. 19. 8., since the little use and the unpopularity of that article alone caused that loss. Less ƒ2929:11:8: Due to a smaller number of high, lower, and lesser qualified persons, clerks, military, and seafaring personnel, etc., that much less was paid for board and emolument monies and issued for rations from the Honorable Company's provision warehouse. Ordinary Expenses. Less ƒ1647:—:—: For firewood, oil, and wax candles, a lesser issue and payment was made to a smaller number of servants; the maintenance of the weapons in use in the garrison cost less; and this reduction was principally caused by the fact that the factory of Brootchia has not yet been re-established. Extraordinary Expenses. Less ƒ2461:14:—: The making and erecting of a new flagstaff, and the damage caused to the Honorable Company's shipyard by a dangerous fire that broke out on date 22nd April 1730, together with the presents paid for extinguishing the fire, caused this account to rise that much higher in the book-year 1729/30 than in this book-year. Carpentry and Repair. More ƒ770:5:8: Because in the past three years that the Honorable Company's shipyard, etc., was in English power, various things fell more or less into decay, and were damaged by the severe storm that raged on date 21st April 1762 (beyond living memory); likewise most roofs were stripped of the greater part of their roof tiles and ridge tiles, one was this year under the necessity to incur that much more to the charge of this account. The Hospital. Less ƒ28:14:—: Because in this book-year, more than in Ao 1729/30, came to the benefit of this account charged against land and ship wages for consumed and charged half-pay of defrayed Company's servants, the same is now that much less. Less ƒ5920:17: Vessels Charged to this account in the year 1779/80 for wages and provisions of native seafarers serving on the narrow-ships De Jonge Petrus and Dordrecht, likewise to the natives serving the country boat and wharf, as well as for the repair and maintenance of the aforementioned three vessels, defrayed both in cash and from stores, was ƒ3120:2: And in this book-year in 10½ months, paid in cash solely for wages and provisions for Gentoo seafarers serving the wharf, was ƒ1124:5: Consequently, this currently shows that much Native Servants Monthly Wages more ƒ2081:18:8 In the year 1779/80, the wages paid to a native bookbinder were charged to Ordinary Expenses, those of a native carpenter and blacksmith to the debit of Carpentry and Repair, and in this book-year ƒ280:16: was charged to this account; but principally because, pursuant to the Political Council Resolution of 5 August 1785, ƒ2035:5:8 was transferred to this from Native Military, this account has run up that much higher than in the aforementioned previous book-year. Expenses of Shallops and Lesser Account of Condemnation and Confiscation More ƒ51:—:— To the debit of this nothing more than the ordinary wages to 4 native servants of Justice has been charged, except only ƒ12:13: for the repair of the prison and the purchase of padlocks, but this account was credited in the year 1779/80 for ƒ37:12: through the confiscation of spices and coffee beans, so this has now fallen more into arrears. Due to the small number of Europeans currently here, no more than ƒ666:3: was paid from the treasury in this book-year, amounting to ƒ911:2: with the calculation according to order and the charges for hospital expenses; this would therefore have shown ƒ2115:17: less than in the year 1779/80, had not, pursuant to the resolution of 30 September 1785, the account of Christiaen Heijdeman, deceased junior merchant and elected Brootchia resident, been transferred with ƒ1070:18:8 from the pay books into the trade books. First-signed, and that as soon as one of these was indisposed, all commissions, particularly with the English Government, had to be neglected or postponed, not even counting those commissions in which the Fiscal, by virtue of his office, cannot act. In the Council of Justice, on 30 September of the past year, cession was granted to the bookkeeper and First Assistant at the warehouses Cornelis van den Bosse, and the Junior Assistant Pieter Jacobus Dooremans was appointed as Messenger of the Council. Since the providing of sureties by the Servants for their respective administrations at such a small office as Suratta is very difficult, we took the decision on 17 February to act in accordance with Your High Excellencies' Resolution of 20 July 1767, and not to permit any of the Servants who has Company goods or funds under his administration and is obligated to provide surety, to receive his salary until he has earned as much in pay as the amount of his surety requires. The old instrument stamps that had been paraphed for 25 years, we had destroyed by the Fiscal and Judicial Commissioners, and the receipts of the tolls we had deposited in the secret cash box, as appears from our decisions of 24 March of the past year. An experience of many years has taught the First-signed how difficult, indeed practically impossible it is, to be properly informed daily of the market prices of whatever is needed for the household, and that it is thus very difficult to know with confidence what the prices of such goods have been on the day of their sale or consumption. For which reason, upon his proposal on 24 March aforesaid, we reintroduced this old custom and consequently approved the price current that was registered by the decision of the aforesaid date, and held until the end of August last, when on the 27th of that month we approved a new and generally much reduced price current to serve until the end of August 1786. By our decision of the aforementioned 24 March, we ordered the Administrators to ensure that their accounts, specifications, and other monthly papers are ready and submitted before the 15th of the following month, on penalty of a fine of three months' salary. We have ordered the minor cashier to ensure that his cash book is balanced at the end of each month, in such a manner that all specifications and accounts paid by him in the previous month are entered therein in proper order. And whenever he needs funds in cash, to present a brief statement to the Director, containing the final balance of the previous month and the accounts that have since been presented to him for payment. The administrators had for some time fallen into the habit of entering in their accounts the 2 pice which each craftsman receives daily above his ordinary daily wage, calculating the rupee at 48 pice, being 24 men for one rupee, whereas even when the rupee is at 70 pice they can satisfy fully 35 heads with one rupee. This abuse we rectified on 11 July, by ordering that the same servants henceforth shall not be allowed to enter fewer than 32 heads for the rupee, calculated at 64 pice. We take the liberty to present herewith to Your Right Excellencies the following Petitions submitted to us and mentioned in our Resolutions of the 15th July and 22nd December last, to which we take the liberty here to refer, namely: from the Money Changer of the Company, containing a request that there may be paid to him such sum of 215. –. rop:s as was due to him when the yard was taken, for inspecting and weighing the cash and supplying the money sacks since the 1st September 1780 until the 14th June 1781, which we take the liberty to recommend favorably to Your Right Excellencies, this poor man has in the past financial year, from the Chief Surgeon Daniel Peperhoven, likewise requesting that there may be paid to him a sum of 461. –. The correspondence with the western offices has been properly maintained, and we respectfully request permission to cite here solely from the same that we have received from the Lord Ceylon Governor and Council, on the 17th and 30th May, two missives, the first dated the 11th March of the past year, containing a recommendation on behalf of the free merchant Johannes Frankel for the recovery of his two-masted vessel the Elisabeth, and the other of the 18th February prior, serving to convey the papers sent thither by Your Right 120. We request Your Right Excellencies to take these several requests into favorable consideration, §. 120. Excellencies 64 Excellencies with Breedenhoff, and a requisition of necessities for that Government which we shall fulfill at the first opportunity; And furthermore that on the 19th of the past month of December, among others, a missive of the 19th July prior, containing a requisition of 50 Lasts of Wheat, which we shall likewise fulfill, and a missive of the 23rd August following thereupon, serving to convey the letters of the English ship Spencer of the 18th February 1759 and the letter of the Governor and Council of Bombay of the 25th January 1765, whereby our privileges here are guaranteed, and which we have now §. 122. Internal affairs. On the 23rd June last, a sepoy belonging to our garrison, having gotten into a quarrel with one of the servants of the Nabob, bit off a piece of his ear and otherwise wounded him. The said sepoy was seized on this account by the Nabob's people and placed in custody, but was surrendered upon the reclamation of the Commander and punished by us, as appears from our resolution of the 11th July following thereupon. Concerning the subordinate office Brootchia, the first-signatory has again deposited in the secret chest among the Farmans, again as appears No. 123. § 124. 65 as appears from the resolution of the 24th March of the past year, managed with great difficulty, by sending a trusted person thither, to bring it so far that the Governor for this time has waived his demand of the export duties on the linens manufactured there for the consignment of 1784, and has caused the suppliers to enjoy all the privileges which the Company previously had at that office, §. 125. Whereby then the Petition of those servants mentioned in our dispatch of the 27th February § 22 et seqq has lapsed of itself. However, in order to watch as much as possible over the preservation of the Company's privileges at this office, and to keep open the way to a negotiation concerning the re-establishment of the same, should Your Right Excellencies see fit to approve such, the first-signatory has No. 127.
