66 On the 16th of April, dispatched to the present Sovereign of that city, Maha Raja Row Scindia Phadur, who has now made himself master of the capital of the Mughal Empire, Delhi, and of the person of the Mughal, and has elevated himself to vizier of the empire, the letter that was recorded in our Resolution of the 9th of May, and upon which having received the reply from that prince, by which he postpones the re-establishment of the factory until his return to his capital Ujjain, the first signatory wrote to him again on the 8th of June, as both letters are inserted in the resolution of the 18th of the same month. Section 128. However, before any answer was received thereto, the Governor of Brootchia thought fit to send back empty the hired vessels, which among others had been sent thither on the 19th of October to collect the return goods for the fatherland, and immediately to prevent the export and shipment thereof, demanding that the tolls and dues be paid to him thereon just as is done by other merchants. Section 129. This would have amounted to a considerable sum, even if the Company were treated on an equal footing with the most privileged merchants; not only that, but it would also have permanently closed the way to further trade. To prevent this, as soon as he received notice of this obstruction, the first signatory dispatched a trusted person to the aforementioned Governor. Section 130. And through the mediation of this person, together with the promise of a gift to the governor of equal value to the one sent in the spring, we had just received the return goods from Brootchia, 67 Section 131. When on the 28th of November the first signatory received from the said Governor and from his Dewan the letters recorded in our resolution of the 22nd of December, stating that, having received strict orders from his master Scindia Bahadur—since upon concluding the peace between the English and the Marattas it was agreed not to tolerate any other Christian nation nor to allow their goods to pass and repass in such places as belong to Scindia Bahadur—he could likewise no longer tolerate it. Section 132. It is thus through the haste that we made to obtain the returns from there, Section 133. That we were so fortunate as to relieve the Company once more from paying the aforementioned tolls, and even from the customary gift that was previously given annually; but your High Excellencies will please be convinced from all the foregoing that this will no longer be possible in the future without a Firman or Parwana for the re-establishment of the factory from the sovereign himself. Section 134. From whom the first signatory received on the 11th of November the missive inserted in our resolution of the 16th of that month, wherein is also recorded a letter from the Khatri merchant Sive Deaal, whom the commander employed to deliver his missives to the prince; and since this, as well as the entire conduct and known custom of the Marattas, shows that nothing can be negotiated without gifts, and that the Company must proceed to do so or abandon Brootchia, we pray your High Excellencies that we may be honored with your orders in this matter. Section 135. With regard to the court of the Marattas and obtaining passes from the same for our ships and vessels, in order to be protected against the cruisers of these peoples, the first undersigned commander received on the 25th of March from the Maratta prince and his prime state minister the letters that are inserted in our Resolution of the 28th of the same month, in answer to his missives of the 22nd of January mentioned in our honored communication to your High Excellencies of the 27th of February, all of the preceding year, Section 21. Section 136. Deliberating upon these letters on the 9th of May, it appeared from their style of writing that the Prime Minister Nana Fadnavis, who virtually holds the authority alone during the minority of the prince, expected some gifts from us, such as were sent in the year 1765 by the late Extraordinary Councilor and Surat Director Senff, before he would issue his orders to the naval officers and grant the passes. 69 is at present especially inconvenient to give heavy gifts when they can possibly be spared, and that we also found ourselves entirely unauthorized to do so. Thus the first-signatory tried once more to see whether there might be any possibility to achieve the desired end through friendly letters and various pretexts regarding the gifts, and thus, without expenditures, to comply with Your High Honours' orders given in the honored letter of 10 August 1784, for observing what is necessary to obtain all possible security for the ships and vessels against the cruisers of these peoples; these letters are inserted in our aforementioned resolution of 9 May, §. 138. §. 139. However, the letters which the Commander received in reply from both the prince and his first minister, as entered in our resolution of 5 August, show the unwillingness of the Maratha Court to grant passes and to establish a recognition signal, on account of which we, being unable to proceed any further now, had to resolve on the same day to let this matter rest for the present, both to avoid showing them our desire for these passes too much, and thereby making them bolder, and to test whether this Court, seeing our indifference, will also make some attempt to renew the negotiation, which might possibly §. 139. be 70 the case, since the Agent of the Court in this city has indicated to the Commander that the passes would probably be granted if the equivalent that was paid in 1774 to the then pretender prince Ragonath Rao were paid for them. §. 140. We take the liberty of requesting Your High Honours to be provided with Your High Honours' further orders in this regard, and merely add that the Marathas, as far as we know, very well respect their passes which they grant to the native vessels, and that what happened with the ship De Vrouwe Geertruida, Captain Brule, in January 1775, seems to be attributable to the troubles in the Maratha realm at that time, since the aforementioned ship was attacked by the party of the young prince who had not granted the passes. Gifts: thus we have delivered the ordinary annual gift to the Nawab and other regents of this city according to the old custom; the same is inserted in our resolution of 17 May and amounted at purchase price to ƒ 5981:2:8 and at sale price to ƒ 6158:—:—, being less than what was last given in 1780 by ƒ 176:17:8 at purchase price and ƒ 383:4:8 at sale price. The letters which the first-signatory further exchanged with the prince of the Northern or Minor Marathas, Fatesing, as well as with the Governor of Ahmedabad, have only served to resume and maintain good relations with them, and all their translations are written in the Native Letter Book that goes to Your High Honours among the appendices. §. 141. attacked We §. 142. 71 We nevertheless attempted beforehand to see whether there was any possibility to reduce this gift further, but in vain, as is extensively dealt with in our resolution of the aforementioned 17 May, to which we take the liberty of referring here. §. 143. And to the Governor of Ahmedabad a present of 4 lb cinnamon, 2 ounces clove oil, 4 ounces nutmeg oil, and 2 ounces peppermint oil. To the Turkish merchant Saleh Chelebi a small gift of 3 lb nutmeg, 4 lb cloves, 4 lb mace, and 4 lb cinnamon, in recognition of the service he did us by lending his masts and uprights for erecting the new flagpole, which we otherwise would have had to rent or buy. §. 145. For what was given on the occasion of the re-hoisting of the flag to the servants of the Durbar, of the Nawab, the Bakshi, and to various natives and merchants belonging under the protection of the Company, to the amount of Rupees 392:—. Section 147. Furthermore to the Court Collector or agent of the Court of Poona with this city's Government, as appears from our resolution of 5 August last, on the occasion when the first-signatory paid a visit, five pieces of Pomerijs at a cost of rop:s 161. with a few spices and oils, Section 148. And finally also to the second broker, as appears from the aforesaid resolution, on the occasion of his first going out after his brother's death, five pieces of pomerijs to the value of rop:s 165. Section 149. Foreign Nations, and in the first place the English as Governor of the Surat Castle, so we take the liberty, in order not to fatigue Your High Honours' attention too much, to refer regarding them to the Translation book sent among the annexes and to our successive Resolutions wherein are entered the letters which have been dispatched by us to the Council and by the first-signatory to the Chief, all tending to the maintenance of our privileges and the old customs, regarding which we have succeeded so well that we may assure Your High Honours that therein not the slightest detrimental change has been suffered or occurred, Section 150. We only request permission to cite especially from all the same here that on 28 March we received a letter from the Lord Governor and Council of Bombay, dated the 22nd previously, wherein they permit that the flag of this Directorate be hoisted again as before the beginning of the war, as then also took effect that same day, Section 151. Having been informed that the Government in Bengal, upon the restitution of the Company's possessions there, also returned all ammunition and artillery that had been found in that Directorate upon the capture, we resolved on 6 April, on the basis of the conduct of the Lord Governor and Council of Bombay, to request that they would likewise please to restitute to us these pieces of ordnance with the ammunition, which upon the taking of this Directorate were taken from the wharf and stored in the Castle. Section 152. The letter for this purpose is inserted in our resolution of the aforementioned 6 April, but they refused us this request by their letter of the 22nd of that same month, inserted in our resolution of 9 May thereafter, on the grounds that it was contrary to the 5th article of the Preliminary Peace. On the aforesaid 6 April we also dispatched a letter to the Surat ministry, by which we repeatedly demanded the return of the three books or memorials that remained with them upon the restoration of the Directorate, but likewise in vain; they never wished to give us any answer on this article, notwithstanding the Commission that handed over the papers with the Wharf had undertaken to restitute these three books or memorials as well. Section 153. The custom at Surat has for many years been that the Dutch and English Chiefs, when according to the custom of the country and in imitation of the native Nabobs and Governors they were preceded by the flags of their sovereigns, gave to each other, or rather to the flags of the respective states, mutually the full military honour upon passing the guards of both sides. This old custom had possibly not been fully observed for some time, and after the flag of the Directorate was hoisted, the first-signatory was also only saluted with three ruffles while presenting arms; he let this pass unremarked for a longer time, convinced that such a mark of honour to the person of the Commander could certainly not be of the most particular importance for the interests of the Company. Section 154. Section 155. But seeing that the entire salute was gradually not only neglected, but that the English Chief now and then took steps that seemed calculated to curtail our privileges in general and to bring us to the footing of the French and Portuguese, he therefore first wrote about this in particular to the aforementioned English chief, and this being of no effect, we caused to be sent to the entire ministry the letter of 8 August, entered in the resolution of the 27th following, whilst the aforementioned of the Commander and the answer of Mr. Day is inserted in our resolution of the 5th of the more-mentioned month, where also the reasons that moved us to this conduct are described at length, and to which we respectfully request permission to refer here. Section 156. In the answer to this letter dated the 10th of the same month, which is inserted in our aforesaid resolution of 27 August, the aforesaid Ministry indeed undertook "to give the same military honours that were given to Mr. van de Graaff our former Director also to the present one," such are their words, but it appeared that they nevertheless remained intent not to change their conduct immediately, under various sought pretexts. Section 157. We therefore resolved in our meeting of the more-mentioned 27 August to send once again the letter inserted in the resolution of that day, and thereby to persist in the full military honour consisting of the salute and the march according to the old custom. Section 158. And this was then finally of so much impression and influence, that the more-mentioned English Chief and Council, by their letter of 31 August, entered in our Resolution of 5 September, undertook to cause to be given henceforth to the Dutch Director the same.

Finally, we also received on 12 December the letter from the Surat ministry inserted in our resolution of the 22nd following, whereby they inform us that Mr. Ramsaij, who was appointed by the Directors of the English Company to succeed to the Government of Bombay upon the decease or resignation of the present Governor and to have the administration here until such time, has taken over authority from the former Chief, Mr. Daij; which missive we politely answered by a congratulatory letter of 13 December, likewise inserted in the aforesaid Resolution of the 22nd following. § 161. To the Lord Governor-General of Goa we have, upon the request made thereto by the Attorneys of the free merchant at Colombo Johannes Franchel and pursuant to the instructions of the ministry of Ceylon mentioned hereinbefore under the correspondences, dispatched the missive dated 24 May last, inserted in our resolution of the 23rd preceding, by which we requested that Ruler to grant to the aforesaid Attorneys all protection and assistance in recovering their Principal's two-masted vessel named De Elisabeth and commanded by a certain Captain Elgersman, but we have received no answer thereto. § 162. Private shipping and trade has not yet taken place at this Office, and therefore proceeding to the Principal Part of the § 163. Servants, we have, on § 164. 82 Having had no deserters, it now only remains for us to bring to Your High Nobilities' elevated notice that, in the hope of Your approval, we have taken the resolution on the 20th of December of the past year—since we presently have no ship at hand or to expect so soon—to forward the return cargo prepared for the fatherland to Ceylon on freight, and that, as appears from our resolution of the 22nd following, we have agreed and contracted for that purpose with the Portuguese merchant Minghuel de Lima e Souza. §. 173. §. 174. That the said de Souza should ensure that his ship named Lady Hughes was here in the roadstead before the 5th of this month, as has since taken place, and that as soon as all the goods are on board, he shall see to it that the ship immediately leaves the roadstead and, without touching at any places on its voyage, sets sail with all possible speed for Punto Gale to deliver the cargo again in proper order and condition to the Ministers there, and that we shall pay him as freight an amount of 10 per Cent on the true cost of the goods according to the invoice, as appears from the contract inserted in our resolution of the 31st of December of the past year. §. 175. A resolution at which we have not arrived but after mature deliberation, and which we flatter ourselves will not be displeasing to Your High Nobilities, when Your Nobilities will please to take into favorable consideration, 83 §. 176. That the present great demand for linens sufficiently assures us that the prices in the Netherlands at present will certainly not be less than before the war, when the Company ordinarily gained on a Surat return of linens, cotton yarns, etc., on average between 65 and 70 per Cent, and that it will thus be more acceptable for the Lords Majors to see this profit reduced by that which must be paid for freight and insurance, than to be deprived of all the advantages of a Surat return and to let the goods remain lying here for a whole year, the more so since the freight of 10 per Cent is very moderate in comparison to what the subordinates of the Company themselves must pay to Your Honors. §. 177. We have furthermore resolved to send also thither the requested 50 lasts of wheat with the further requisition of necessities for the Government of Ceylon. §. 178. with which the ship Trompenburg left the Surat roadstead on the 20th of that same month, while we also take the liberty of providing Your High Excellencies with the following account of our actions from that time up to the present date, specifically under the heading of ships and vessels, namely that on the 17th of this month, in the hope of Your High Excellencies' approval, we decided upon the construction of a new country boat, as we have the greatest need of it soon upon the arrival of the ships in October next, both for conveying the daily required orders and instructions and for taking the Fiscal and Commissioners on board the same. dispatched, in order to open the way to obtaining the necessary security for the Company's ships against the cruisers and other vessels of that nation, which are increasing daily. In continuation of what we took the liberty to report in our previous humble missive of the 16th of January, paragraph 253, concerning the subordinate office of Brootchia, we find ourselves obliged to bring to Your High Excellencies' noble notice that the linen suppliers Berampjie Sourabje and Heer mootgent Rettengie, having made known to us by petition that the Governor there now came to demand from them the payment of the export duties just as they are paid by other merchants who have no privileges, notwithstanding that he had initially permitted the linens to be exported free of duty, and this under the pretext that the annual presents which the Company used to give to the Government were not paid, as the broker had assured would happen; with the request that we, for whom they had undertaken that delivery at the previous year's prices in the hope that Brootchia would also be restored, or at least that they would enjoy the Company's privileges there, would be pleased to intercede for them with the aforesaid Governor and thereby free them from the payment of duties amounting to as much as 3990 ropias on those goods which they have delivered from there for shipment with Trompenburg, as appears from the said petition which is inserted in our resolution of the 17th of this month. We have thereupon on the aforesaid day resolved, however certain it may otherwise be that the suppliers are bound to bear the losses resulting from their contracts just as they enjoy the benefits thereof, to intercede for them in these matters with the aforementioned Governor of Brootchia as far as this can be done without direct disadvantage to the Company, both because we bound ourselves thereto upon making the contract and because it is to be feared that, if the Company's privileges at this office were once broken and the suppliers were obliged to pay the duties just like others, such a precedent would not easily be altered again, but would in the consequence be found very prejudicial to the Company. While, in order to make the aforesaid Governor somewhat accommodating and to appease him, or at least not to make an enemy of him, in case it might please Your High Excellencies to authorize us to negotiate with the sovereign of Brootchia, Rouw Scindia Bhadur, regarding the re-establishment of the aforesaid office, we have had to resolve to increase the present mentioned in the resolution of the 14th of December 1784 and our humble missive to Your High Excellencies of the 16th of January last of f 244: 12. 8 cost price or f 299. 8. – sale price, which we on the 22nd of the aforementioned month increased to f 260. 13. cost price and f 323. 8. sale price, further with four cannassees of powder sugar and two cannassees of candy, without however agreeing to give any customary annual presents. We asked them therein in polite terms what they intended to mean when they, in their letter of the 6th of January, after having previously stated that they had resolved to follow the requisitions of the Governor General and Council in Bengal in the restitution of the factories and warehouses belonging to the Dutch Nation and the restoration of the same to their privileges, etc., then subsequently added this strange exception: as far as local circumstances will allow; since the same is not only entirely improper, and local circumstances ought not to present any hindrance to the execution of a solemn treaty, but that we also could not in the least allow such an exception and therefore found ourselves compelled to protest against it provisionally. We have also made the aforesaid missive serve to congratulate Governor Boddam and the new Council which has been appointed pursuant to the latest Act of Parliament, of which their Honors. And while we await the reply of the said Governor and Council of Bombay thereto, we hope that this our conduct will gain Your High Excellencies' favorable approval, as we proceeded to it considering that such an exception might sometimes, in the consequences and after the lapse of time, be of the utmost consequence, if they should see fit to infer from it that they had returned the Directorate with such privileges as local circumstance permitted, since that would after all always depend on the arbitrary pleasure of an arbitrary Government.

Because here one requires the permission of the English Government, as Governor of the castle itself, for all carpentry and repairs to the buildings located right below the castle along the river side, we also addressed the Chief and Council here by a missive of the 22nd of January, inserted in the resolution of that day, requesting them to grant us permission to carry out the necessary repairs and restorations to the buildings on the shipyard, as well as to the palisades, piers in front of and on the side of the same, and also to place several posts on the south-west side of the shipyard, to prevent the further collapsing of the ground there. §. 31. We simultaneously requested in the same letter an explanation from what time we were to reckon the return of the shipyard: either from the date of the missive from the Bombay ministry to us, or from that of the Suratte council by which the first-mentioned was sent to us; which we had to do in order to govern ourselves accordingly in the payment of the outgoing tolls, because if the transfer had to be reckoned according to the first-mentioned proposition, or actually on the 6th of January, we would have to pay on the whole consignment no more than the old toll of 2½ percent, whereas if the second proposition went through and the transfer of the Directorate was not reckoned before the 15th of January, we would be obliged to satisfy 3½ percent on the first tjapping, just as the Nabob also demanded of us, as appears from our aforesaid resolution of the 22nd of January. §. 32. Finally, we also requested that to the first-signed Commander, according to old customs, the military honors might be given at the guards and gates of the city, equal to the Nabob and the English Chiefs, and that he be allowed, just as they are, to have the flags or banners of the Noble Company in his aswari or retinue, as previously, which was also refused and prevented here by the English Chief. The said Chief and Council answered us on this by a missive of the 16th of this month, inserted in our resolution of the 27th following, according to the direction of their superiors in Bombay: that the restoration of our factory must take its commencement from the day that it actually took place, being the 15th of January last; that the carrying of any flags in the aswari of the Commander cannot be permitted as long as the flag has not been publicly restored; but that the customary honors will be given to him when passing the guards. §. 33. 99 39 Checked Ms: Isaaks absence of the orders which Their High Excellencies may have given regarding the conveyance of the aforementioned returns, while time is passing and an immediate decision must be made either to abandon any dispatch or to send the returns on a freighted ship to Punto Gale if an opportunity presents itself, thereupon submitted to the council for consideration what course of action should be taken in this delicate matter, wherein one is deprived of all orders from the High Government, for the greatest benefit of the company. And after deliberation, it was considered, firstly, that the large-scale purchase of piece goods by the Portuguese, whereby they have now risen to fully 20 per cent above the price paid by the Company, and which eagerness is demonstrated by the quantities taken in by the ships Caroa, Vianoz, and the Lady Hughes still lying in the roadstead here (aside from a cargo of nearly 300000 rupees with which the Gratitude departed), seems to indicate that Surat piece goods currently fetch a good price in Europe, certainly not less than several years before. Secondly, that withholding the piece goods here would in any case deprive the Company of those profits which their Excellencies previously enjoyed annually on Surat piece goods in the Netherlands, which may safely be estimated on average at 65 to 70 per cent. And thirdly, that although these profits must now necessarily be reduced by the freight that must be paid for the conveyance to Gale, it is nevertheless better to bear this than to leave the goods lying here and deprive our Company of the remaining profits. And accordingly, it was approved and resolved to enter into negotiations with the Portuguese merchant Miguel de Souza, whose ship it is learned is shortly to depart from Bombay along the coast, concerning the conveyance of all the Returns for the Fatherland, on freight to Punto Gale. After which the Acting Commander informed the members of the council that, pursuant to the resolution of the day before yesterday, having entered into negotiations with the Portuguese merchant Miguel de Souza regarding the conveyance of the Fatherland returns to Punto Gale, it was agreed and settled with him that the said de Souza shall ensure that his ship named the Lady Hughes, now lying at Bombay, shall be here in the roadstead before the 5th of January next; that he will then immediately receive on board the same all such goods, packs, bales, chests, wheat, and whatever else shall be sent to him; that as soon as these goods are on board and he has received notice thereof, he will ensure that the ship leaves the Surat roadstead Extract from the Resolution taken in the Council of Policy roadstead on N No. 8. 100a and sets sail, without waiting for anything else, and that the officer commanding it shall thereupon make all possible haste to reach the harbor of Punto Gale, without calling at any places during his voyage or delaying anywhere, and deliver the cargo again in proper order and condition to the officials there. And that in return, the Company shall, under the aforesaid conditions, pay for freight an amount of ten per cent on the true prime cost of the goods according to the invoice. Whereupon, after deliberation and taking into consideration that this agreement on the one hand fully satisfies and is appropriate to the state of affairs, since if the ship the Lady Hughes can leave the roadstead by the 10th of January, one may with confidence assume that it will arrive at Punto Gale early enough before the departure of the Ceylon ships for the Netherlands, and on the other hand that the freight of 10 per cent is not unusual, as private individuals pay more and the freight in the Company's ships from here to the Chief Settlement is even set at 15 per cent, it was approved to endorse and confirm the aforesaid contract made with the Portuguese merchant de Souza in all respects; and consequently to make all necessary arrangements so that the goods can be shipped immediately as soon as the ship has arrived in the roadstead; it being further resolved to also supply on this occasion the requested fifty lasts of best Surat wheat with the spring requisition for the Ceylon Government. Furthermore, it was resolved, whereas until today one is still deprived of all letters from Their High Excellencies, and even if the dispatch from the said High Rulers were to be received within a few days, time would nevertheless not allow a formal reply to be made before the shipment of the piece goods, or rather before the 10th of January, Checked to prepare a report of affairs in the form of a description since the date of the last humble letter of this council, being the 27th of February last, and to send the same together with the other papers as usual in duplicate to the Netherlands, and to postpone the formal reply to Their High Excellencies' dispatch to a subsequent occasion. To Mr. Thomas Day, Chief for all affairs of the British Nation and Governor of the Mogul's Castle and Fleet, along with the Council. Gentlemen of the Council, We have had the honor to receive your missive of the 14th of this month through the commissioners on behalf of your nation, Messrs. Lewis and Cnokatt. We have also received back from the said gentlemen the factory, warehouses, garden, and the papers, except for three books or memorials and Persian writings, in addition to the firmans, for which we have granted them a receipt. And we request you to be so kind as to address the enclosed missive, by which we also give notice of the above to the Governor and Council at Bombay. We further request to be clarified from what time we must calculate the aforesaid restoration, whether from the date of the missive of the Governor and the Select Committee of Bombay, or from the date of your letter. We also find ourselves obliged to repeat the petition of our Chief for restoration of the freedom to have the flag etc. in his procession and to enjoy military honors according to ancient customs, which has been refused to him by your Chief Mr. Day until the flag should fly. Furthermore, Gentlemen, we take the liberty to request from you permission for the necessary repairs and restoration of the buildings on the wharf, as well as of the pilings and piers in front of and on the side of the same, which were blown down by the storm of 21 April 1782 and have since fallen into decay, in order to restore them to the state in which they were before the recent disputes, which have now so happily ended. And since the heavy drainage of the river has caused the earth on the southwest side of the wharf to wash away over the course of years to such an extent that the foundations of the Director's house are exposed and the ground up to the stable has subsided, we request that you also please allow us to drive in some piles there and fill them with earth to prevent further subsidence. Finally, we request permission herewith to acknowledge the receipt of your missive of yesterday, with the enclosed letter from the President and Council of Bombay, for the sending of which we thank you. 125 To Thomas Day, Esquire, Chief for all affairs of the British Nation and Governor of the Mughal Castle and Fleet, &c., Honored Sir, Ever since the British and Dutch Nations have been established in Surat, it has been the constant custom for each Nation mutually to render to the flags of the other the same military honors which they paid to their own. After the British Nation took possession of the Mughal Castle and became the Governor thereof, this practice was followed and was never interrupted, except during the recent disputes between the two Nations, but having been restored since the fortunate return of peace, I was in the firm confidence that the same military honors which were rendered from ancient times would also now be rendered to the flags of the Republic; whereas, on the contrary, I find that these honors or compliments have frequently not been rendered at all, and on all occasions differ entirely from the former custom. Even yesterday evening, not one of your guards, both on my going to and returning from the English factory, rendered any military honors to the flags of my Sovereign, notwithstanding that they stood under arms and, as I imagine, according to your orders. I therefore take the liberty to inform you of this, and to repeat the request which I made to you yesterday, to the end that you may be so good as to give the necessary orders that in the future the same military honors or compliments may be rendered to the flags of the Republic which were previously rendered, and which were always the same as those rendered to the British flags. Ever since the British and Dutch Nations 126 have been established in Surat, it has been the constant custom that the mutual Nations rendered reciprocally to the rulers of the other, when preceded by the flags of their Sovereign, full military honors such as are rendered to their own Chief. After the British Nation took possession of the Castle and became the Governor thereof, these customs continued, and it was solely the late unhappy differences between the two Powers that caused them to cease. These same military honors consisted reciprocally in the presenting of arms, the saluting with the spontoon and standard when at the guard, and the beating of the march as often and at whatever time the Chief, preceded as aforesaid by the flags of his Sovereign, passed any guard, as can be proven by all those Europeans who have been here for 20 to 25 years. The undersigned members of our assembly, Monte, Wiardi, and Roeff, as well as the Ruler himself, can solemnly declare this. Indeed, there is currently under your protection another person who, during the space of 8 years, or from the year 1768 to 1776, in the capacity of Dutch Director enjoyed those honors, and must always declare the same. We therefore firmly assumed that these military honors would also now be rendered to our Chief, or properly speaking to the flags of the State of the United Netherlands, in the former manner and as they are rendered to your Chief by us; the more so when Your Honor was so good as to write to us by letter of the 16th of February of this year that the customary compliments would be rendered to our Director upon passing your guards. Yet far from this military honor being rendered from Your Honor's side at present as from one nation to the one who exercises authority at the head of the other mutually on an equal footing, it is rather such as is granted to an inferior or servant of his Sovereign. For some time after the Directorate was restored, the first-undersigned was saluted with the presenting of arms and three ruffles every time and at all hours whenever His Honor passed a guard; after that, this was neglected at some guards and he was only saluted by day, until finally, on the 1st of this month, when the first-signed Ruler proceeded to Your Honor's Inner Factory, all the guards neglected to render him honors.
