The Hospital Less 5920:17:— The reasons for the increases and decreases consist of the following, namely: Due to a smaller number of senior, junior, and lower-ranking officials, clerks, military, and seafaring personnel, etc., that much less was paid for board and emolument money and provided as rations from the Honourable Company's provision warehouse. Ordinary Expenses less 1647:—:— For firewood, oil, and wax candles, less was provided and paid out due to a smaller number of servants; the maintenance of the weapons in use in the garrison cost less; and this decrease was principally caused by the fact that the Brootchia trading post has not yet been re-established. The making and erecting of a new flag mast and the damage caused by a dangerous fire that broke out at the Honourable Company's wharf on the date of 22 April, item the rewards paid for extinguishing the fire, caused this account to rise that much higher in the book year 1779/80 than in this book year. Carpentry and Repairs More Because during the last three years that the Honourable Company's wharf, etc., was in English power, various things fell more or less into decay, and were damaged by the storm that raged on the date of 21 April 1781 (worse than in human memory), item most roofs were stripped of the greater part of their roof tiles and ridge tiles, one was forced this year to charge that much more to the expense of this account. In the book year 1779/80, the two ships Europa and Honkoop were present here, both of which were dispatched again within one and a half months; on the other hand, in this book year one only had the ship Trompenburg at anchor in the roads here for about three months, and through frugal management its expenses were reduced by that much. Expenses of Shallops and Smaller Vessels - - Less 6935:17:— To the debit of this account in the year 1779/80, for wages and board of native sailors serving on the small vessels De Jonge Petrus and Dordrecht, item to the natives serving on the country vessel and wharf, as well as for the repairing and maintaining of the said three vessels, there was defrayed both in cash and from stock ƒ 8120:2:— And in this book year, in 10½ months, only wages and board for Gentile sailors in service of the wharf were paid in cash ƒ 1184:5:–; consequently, this is now that much less. This presentation scheduled for the 30th of this month. The Director asks the members whether they have inquired after the prices of the linens. Received via Cochin a circular letter from Their High Nobles dated the 5th September last, containing the demise of the late His High Noble, the High Noble Lord Governor General Reijnier de Klerck, may his memory live on, and that to this high dignity has been appointed again the High Noble Lord Mr. Willem Arnold Alting; further that pursuant to Their High Nobles' said Resolution, His High Noble Alting must be presented as Governor General of the Dutch Indies to the public as soon as feasible, whereupon it is resolved to appoint the 30th of this month for this presentation. The Lord Director asked the members whether, pursuant to the Resolution of the 6th of this month, they have informed themselves regarding the prices 139 The 19th March Anno 1781. and have found them equal to the preceding year. The suppliers were sought to be induced to a price reduction. of the linens that must be contracted out this year, and how they have found them. They thereupon declared that they have generally found the prices of the goods of this year to stand equal to the prices that were paid for them in the immediately preceding year. The Lord Director thereupon also declared that, notwithstanding all efforts exerted by his Honour, it has been impossible to persuade the usual Hon. Company's suppliers to enter into any price reduction, and that his Honour, upon close inquiry with other linen merchants, has indeed also found that these would not deliver goods of any value to the Company for lower prices. That it is true that merchants have been found who would be willing to undertake the delivery of some inferior sorts of goods for a somewhat lower price, The 19th March Anno 1781. yet that according to his Honour's view, such an advantage in the contracting, in comparison with the small profit that one would obtain thereby, is of far too much consequence and uncertainty to be able to proceed thereto with peace of mind, considering the lesser authority one has in this country and in these times over foreign people in comparison to those who have for years past considered themselves more bound to the Company. 140 The 19th of March, Anno 1781. but in vain. against the prices of the previous year. to prepare early. recommendation to the suppliers regarding the cotton yarns contracting done that a current price reduction will greatly increase the confidence with which they have always been favored, whereas the contrary must naturally diminish this influence. The suppliers have declared hereupon that it is not feasible for them this year to comply with the Company's request, but that all they can submit to is to fix the undertaking of the goods at the prices of the previous year. The aforesaid suppliers having subsequently left the meeting, it was, after deliberation and for the reasons cited above, approved and agreed to contract all the demanded linens and cotton yarns to them at the prices that were paid for the same sorts in the immediately preceding year. But it being taken into consideration that the Right Honorable and Most Respected Gentlemen of the Board of Directors, in their remarks on the quality of the goods sent from here in the year [illegible], say that the received cotton yarns have been of poor quality, it was approved and agreed to notify the suppliers of this, and to seriously recommend to them that the cotton yarns, as well as all the other goods, be delivered in good and sound sorts, or that in the contrary case the lower price caused thereby will have to be compensated by them to the Honorable Company. Of which decision the suppliers were informed after being called back into the meeting, and which they promised to comply with. Likewise to the goods. Furthermore, it was represented to the suppliers in the meeting that the late departure of the most recent ships must in the first place be attributed to the very late arrival of the last goods, and that they are accordingly notified hereby that if everything is not ready before or at the latest by the 25th of December, no further piece will be accepted after that time, but everything The 19th of March, Anno 1781. cotton, will be left for their account, to which condition they also submitted, of which it was agreed to keep this record. Courtier Meurmet Kreff There was read in the meeting the following report of the Honorable Members Heijdeman and Wiardi, who were commissioned by the Director to investigate what could be obtained upon sale of the two pieces of land with the buildings that, by resolution of the 4th of October 1779, were agreed to be sold as being presently useless to the Company, stating that there was offered for the same by the head courtier Mhamet Areff 200 rupees for the one piece, which was bought in five parcels in the year 1749 for 378 1/¾ rupees; and 100 rupees for the second piece, which was bought in the same year for 325½ rupees, and that, in the opinion of the commissioners, no more will be obtainable for them. Whereupon, having deliberated, it was approved and agreed to cede the aforesaid two pieces of land to the courtier Mhamet Areff for the prices offered for them, the so-called Hay Warehouse that was erected on the first piece of land having, despite the Director having had some precautionary measures taken from time to time, partially collapsed last year, as appears from a report submitted thereon by the commissioners Wolff and Stetser. Finally, it being taken into consideration that although it has been customary here for years past that, in the reports of the confrontation of the inventory reports as of the ultimate of August against the balances of the Trade Books, it is made known not only what is over or short in comparison of the one against the other, but also which and how many of these or those goods have been found unfit in the course of that accounting year, that this causes a confusion regarding this order which not only conflicts with the orders on this matter but also can cause great errors at an office of large turnover, and that it is therefore, both to comply with the former and to prevent the latter, however minor it may also be here, more suitable and accords better with the nature of matters that in the report of the confrontation only the excess and deficit are noted with notification of the reasons under each entry, in case these can be investigated, and that a separate report is formed of the unfit goods, indicating thereby when these or those unfit goods were taken into use, which likewise has been charged to the committee members by the ordinances for the general yearly inventory for four years past to make known in their reports; It is approved and understood to order this thus by extract hereof to the Honorable Head Administrator for the future. Whereby one has fallen into difficulties, wherefore one is forced to negotiate a lak of rupees to advance to the contractors. The Honorable Secunde has taken the oath that no one of a foreign nation participates in the cargo. The Lord Director communicated to the meeting that the commotions and troubles which continually persist on account of the war of the English gentlemen with the Marhattas have caused that in the course of this year thus far not as much spices and copper have been consumed as had been counted upon at the time of their sale, whereby we are rendered unable to advance to the suppliers the necessary funds for the execution of the contract made for the linen demands, and without which advance the suppliers have declared they cannot begin therewith; whereupon, after deliberation and taking into consideration that these hindrances in commerce cannot be prevented by any human precautions, but that nevertheless it cannot be neglected to enable the suppliers to begin at once with the contract made with them, so long as it is still possible to negotiate funds, it is approved and understood to take up for that purpose on account of the Company, One Lak of rupees at the interest of 3/4 per cent per month, to be paid off again after the expiration of one month or at the latest two months, and to issue this sum provisionally to the suppliers. Pursuant to and in compliance with the resolution of the 23rd of February last, there have been taken into service as of the first of this month 2 Jammadhaars, 24 Sepoys, and 2 Drummers in place of the Portuguese soldiers who, according to the aforesaid resolution, shall be discharged from the Honorable Company's service, of which it is understood this record shall be kept. Furthermore, it is understood, pursuant to the aforesaid resolution of the 23rd of February, to now discharge from the service as of the end of this month 1 Drummer and 19 common soldiers, and to have their accounts in the Pay Books closed and settled, and thus to only let the following soldiers continue in the Pay Books: 1 Lieutenant 2 Sergeants 3 Corporals and 10 common Europeans. Furthermore, the Lord Director gave notice to the meeting that among the aforesaid Portuguese soldiers there is one Gonsael Goeree, who is a shoemaker by trade, and that this man, since he entered the Company's service, has always been employed in renewing the hoses of the fire engines, which work he performs better than can be obtained from natives. And it is consequently, upon his Honor's proposal, approved and understood to have only this man paid 6 rupees every month out of the 100 rupees paid annually for the maintenance of the fire engines, and to leave the then remaining 20 rupees to the Master of Equipment for various small items for the service of the fire engines. It is further taken into consideration that this man, for the aforesaid 6 rupees per month, undertakes to do all the shoemaker's work, both renewals and daily repairs, and furthermore to assist with the fire engines on all occasions, so that the Company consequently has no other burden to bear for the firefighting equipment than the leather, the thread, and the sailcloth; and that although these things were included under the aforesaid 100 rupees when the regulation was made, it nevertheless ought to be noted that at that time there was only one fire engine, and there are currently three, all the more because the experience of many years has already shown that the Master of Equipment could not manage with the aforesaid 100 rupees; it is approved and understood to additionally have the required leather paid for at 5 rupees per hide, and the sail twine at [illegible] per pound. In consideration that the Bookkeeper and first assistant at the Trade Warehouses, Van den Bolse, remains continuously ill, and the Warehouse Master has thus had not the least assistance from him for a long time, the Lord Director proposed to the members whether they could approve revoking the arrangement made by the resolution of the 20th of November 1778 concerning the bookkeeper Best, who pursuant to the aforesaid resolution was assigned for some time from the Trade Office as emergency assistance to the Warehouse Master, and to appoint the Bookkeeper Roeff as assistant at the Warehouses; whereupon the following advice was given by the Honorable Secunde: The Honorable Secunde is of the opinion that, in order to prevent the continuous complaints of the merchants regarding the conduct of the bookkeeper Best in the Trade Warehouses, the Bookkeeper Roeff ought to be appointed in his place as second assistant at the Warehouses; but since the Bookkeeper Best, since his appointment as second assistant at the Warehouses, has never been able to perform any service at the Trade Office, and it is moreover to be presumed that the same reasons that made him incompetent.
