The 5th of August Anno 1783. The Director has delivered the following answer, wherein he advances that the military honors have been given according to the old custom and further refers him to the Council. To Mr. Abraham Josias Sluijsken, Esquire, Director for the Affairs of the Dutch Nation, Surat. Sir, I have been honored with your letter of this date. All honors that have been customary, as far as I can ascertain, have been paid to you since the re-establishment of your factory flag, in accordance with what was done formerly from the time that we have been in possession of the Castle. It is therefore beyond my power to act further in this matter, and I request, if you still have any doubts remaining, that you please address yourself to the Council here regarding this. I have the honor to be with respect, below stood, Sir, lower, your very obedient and humble servant, was signed, Thomas Day, in margin, Surat, the 3rd of August 1785. Wherefore the oft-mentioned Mr. Director then, since nothing more can be achieved in this through friendly representations, submitted to the assembly for consideration how to proceed further, whether by making public remonstrances against this conduct and complaining about it, or by putting up with it. In which regard His Honor requested the members to take into consideration that, however much no one can deny that a dispute of such a nature as this regarding an honor paid to the person of the Commander is certainly not of the most paramount importance to the interests of the Company, which in all respects must be the basis of our conduct, it is nevertheless at the same time an undeniable truth that by simply relinquishing such a privilege, one will encourage the British to proceed from the destruction of one thing to that of another and more significant matter; and that the willing concession of the slightest point in privileges and old customs, which here carry the same force, can sometimes have very detrimental consequences, besides that by merely giving it up one would tacitly acknowledge that the English, even as Company servants, held a preeminence and precedence at Surat, which has hitherto been steadfastly resisted. Whereupon, having deliberated, it was approved and resolved for all the aforementioned reasons, to defend the old privileges and customs in this affair according to the circumstances of the times and as far as possible, and to that end, first, by a suitable letter, to request of the English Government that they issue such orders so that the same military honors as before may be given to the head of the Dutch Nation when accompanied by the flags of the State. Thus done, resolved, and decided in the Dutch Factory at Surat on the day, month, and year aforesaid. Was signed, A. J. Sluijsken, [illegible], M. Monte, J. J. van Polanen de Bevere, and G. C. Roeff. The 5th of August Anno 1785. The 27th of August Anno 1785. A letter dispatched to the English Council. Saturday, the 27th of August Anno 1785. All present, before noon. Initially, the last resolution of the 5th of this month was reviewed and approved. After which, it was subsequently communicated to the assembly by the Mr. Director that, pursuant to the resolution of the aforementioned 5th of this month, on the 8th following, the following letter was delivered to the English Chief by the Council members Monte and van Polanen de Bevere: To Mr. Thomas Day, Esquire, Chief for all Affairs of the British Nation, as well as Governor of the Mogul's Castle and Fleet, together with the Council. Gentlemen, Since the British and Dutch Nations have been established at Surat, it has been the constant custom that both nations reciprocally have given the full military honors to the Commanders of the other when preceded by the flags of their sovereign, just as is given to their own Chief. After the British Nation took possession of the Castle and became the Governor thereof, this custom continued, and it was solely the late unfortunate differences between the two powers that caused it to cease. The same military honors have reciprocally consisted of the presenting of arms, the saluting with spontoons and colors when at the guard, and the beating of the march, as often and at whatever time the Chief, as stated, preceded by the flags of his sovereign, passed any guard. As is provable by all those Europeans who have been here for 20 to 25 years, and the undersigned members of our assembly, Monte, Wiardi, and Roeff, as well as the Commander himself, can solemnly declare this; indeed, there is presently still someone under your protection who, during the period of 8 years, or from the year 1768 to 1776, in the capacity of Dutch Director, enjoyed those honors, and must always declare the same. We therefore assumed that these military honors would now also be given to our Chief, or properly speaking, the flags of the State of the United Netherlands, in the former manner and as to your

232 233: The 27th August A:o 1785. and a ditto to the Chief Mr. Day. are given by us to your Chief, the more so when Your Honors were so good as to write to us by letter of the 16th February of this year that the usual compliments would be paid to our Director in passing your guards; yet far from that, these military honors from Your Honors' side are currently given not as from one nation to the person who holds authority at the head of the other on an equal footing, but in such a manner as is granted to an inferior servant by his sovereign. For some time after the Direction was returned, the first undersigned was saluted with the presentation of arms and three drum rolls each and every time His Honor passed a guard; thereafter this was omitted at some guards and he was only saluted by day, until finally on the 11th of this month, when the first-named Commander proceeded to Your Honors' inner factory, all the guards failed to give him the least military honors, either on his return or on his going. Wherefore we take the liberty of requesting Your Honors to be pleased to issue such orders that henceforth our Commander be given the full military honor that previous Directors have had, just as we on our part have never failed to give the same to Your Honor's Chief as the head of the English Nation. A request so reasonable that we cannot doubt for a moment that Your Honors will promptly comply with it, the more so when, upon examination of former times and specifically what occurred here in the beginning of the year 1764 regarding the salute between the then Chiefs, the Gentlemen Hodges and Senff, it will be evident that all military honors have always been mutually and equally given and received by both sides or by both nations, and that according to reason it ought henceforth to be likewise; at least until such time as the British Nation declares itself to be the master and Sovereign of this city. I received this moment your letter of today. It gives me much displeasure to observe the neglect which your Honor mentions of our guards in not presenting the honors yesterday afternoon upon your entering the city. I beg you to be assured that such was contrary to absolute orders, and which I shall take care to have redressed, and that those guilty of such a breach of duty be properly punished. I have the honor to be, with the most perfect esteem, Sir, your Honor's most humble and obedient servant, was signed, Thomas Daij, in the margin, Souratta the 9th of August Anno 1785. While on the 12th of August thereafter there was delivered to the Lord Commander by the members of the English Council a letter of the 10th preceding, of the following contents: Translation of a letter written by the English Chief and Council, and delivered on the 12th of August by the Commissioners Corkran and Cherrij, To Mr. Abraham Josias Sluijsken, Esquire, Director for the Affairs of the Dutch Nation, and Council, At Souratta. Gentlemen, We have the honor to acknowledge the receipt of your letter of the 8th instant, and in answer to the same, we request to inform your Honor that the same military honors which were always given to Mr. van de Graaff, your late Director, shall be shown to your present one in all respects, except that of the drum, the beating of which from the setting to the rising of the sun having for some time past been abolished among our guards. We have the honor to be, Gentlemen, your Honor's most humble and obedient servants, was signed, Thomas Daij, Geo: Green, William Lewis, D: Seton, F: Warden, L:d Corkran, P: N: Roberts, J: H: Cherrij, and J: Church, in the margin, Souratta the 10th of August Anno 1735. Thus His Honor was under the firm presumption that with this the affair would have been properly settled, the more so because the aforementioned English Council expressly state that the same military honors which have always been given to Mr. van de Graff will also be given to His Honor. But the outcome having shown how much in vain one had flattered oneself, since the English continued in the same manner and only saluted the Lord Commander with three ruffles, this had again given subject for a conversation with the aforementioned English Chief, in which the latter maintained that the same military honors had now been given which Mr. van de Graaff had received during His Honor's administration of this Directorship, as His Honor had never been given the march, but always three ruffles, and His Honor was said to have been content therewith. 286: 287: The 27th of August Anno 1735. report of the samples Wherefore the Lord Commander, judging that it could be of no consequence even if the assertion of the English Chief might agree with the truth, since Mr. van de Graaff, who very seldom passed the guards, might possibly not even have noticed this deficiency in the salute, or might at that time have had reasons to let the same pass unremarked, while it is demonstrable to all of Souratte that the march was always given mutually, and that no lesser honor can be given to the Head of a Nation, proposed to the meeting to have the short letter prepared by His Honor sent off once more to the English Council; upon which, having been deliberated, it was approved to let this take effect, and to insert the letter itself herein: Gentlemen! We have had the honor to receive your letter of the 10th instant. And we had flattered ourselves that, following the old and former customs, full military honor would now also have been given to our Commander. But we find to our great surprise that His Honor is given no more by your Honor's guard than three ruffles instead of the march. And since we need nothing more to demonstrate that the full military honor given to your Honor's Chief has always been given to our Chief than what was set down in the letter we took the liberty to write to your Honor already on the 3rd of this month on this subject, we therefore trust and most urgently request that your Honors will please cause this error to be rectified, and give to our Chief the same military honor with the beating of the march, which, as is demonstrable, has beforehand always been reciprocally given by the British and Dutch Nations to their Chiefs. Resolutive Disposition taken in the Council of Policy at Souratta Saturday the 27th of August 1735: It is approved to write off the opposite shortweight of 1/8 percent on the Mace and 1 1/8 percent on the Cinnamon, as both are very slight. Just as it is likewise understood regarding the deficit of 4½ percent on the opposite Nutmegs, as the excess shortweight beyond the permitted 2 percent must be attributed to drying out, to which all spices are always subject. Whereas the shortweight of 23/16 percent on this item is below the permitted 2 percent by the regulation, [illegible] on the sales, it is approved to write off etc. as the at the bottom was written: Thus drawn up according to the average prices of Souratta calculated throughout the whole year the 29th of August Anno 1785. was signed: A: J: Sluijsken, There was read in the meeting a Report drawn up by the acting Trade Bookkeeper Monte from a finding and report on the now weighed out [illegible] merchant and a report of the weighed out with the Statement or Findings annexed thereto by the Warehouse Master Wiardi regarding the now entirely weighed out and finished cargo of the ship Trompenburg, with a Petition likewise presented therewith from the aforementioned Warehouse Master, on which, having deliberated, it was disposed thereupon as is annotated in the margin of each entry of the aforesaid Report, which follows here below together with the aforementioned Petition, To the Right Honorable Sir Abraham Josias Sluijsken Governor and Commander-in-Chief over the Honorable Company's Trade and affairs in this Directorate Together with The Council Right Honorable Sir And Gentlemen: Pursuant to the Findings compiled and here annexed by the Junior Merchant and Warehouse Master Wiardi on the merchandise brought and delivered in this financial year by the Honorable Company's ship Trompenburg, the undersigned acting Trade Bookkeeper has the honor to inform Your Right Honorable that those who assisted in the weighing out of the aforesaid spices must take the oath for the faithful handling thereof, according to the order, before the Council of Justice of this Office. It is understood to write off the opposite permitted shortweight of 2 percent on this sweetness, and with respect to the remaining 13745¾ which Warehouse Master Wiardi must pay at purchase price according to the order, it is furthermore approved, for the relief of the said deficit contained in a submitted petition annexed hereto, to make the most favorable representation to Their High Nobilities, namely that this sugar, by being received and weighed at the sea port under the toll, as well as being transported after receipt upon carts to the Warehouses or Lodge, is much more subject to loss than when weighed, received, and thus stowed away without further transport on the wharf in the warehouses themselves, yet nevertheless, in the meantime and until Their High Nobilities' disposition shall have been obtained, the said Warehouse Master shall cause the deficit of 13745¾ lb of sugar at purchase price, amounting to the sum of 1786:45 rupees, to be counted into the Cash Office, according to the General Regulation on the writing off of shortweights and deficits of the 15th of August 1752, articles 24 and 25, reprinted with the alteration and addition to the same on the 15th of August 1764, articles 16 and 17. The opposite shortweights as well as the [illegible] are understood to be written off as well, namely 245¼ lb or 1 per Cento on the iron 19½ lb or ½ per Cento on the red lead 34 lb or 2 per Cento on the alum 46¼ lb or 1 per Cento on the camphor 436 7/8 lb or 2 per Cento on the sugar candy the nutmegs found mite-eaten during the garbling to be written off to the debit of profit and loss and their quantity of 13½ lb to be transferred to spoiled spices, in order to be sent to Batavia. Thus resolved and recorded in the margin on the day, month and year aforesaid. All the other shortweights known by memorandum, not exceeding the permitted allowance, namely 245¼ lb or 1 per Cento on the iron, 186¾ lb or 1/8 per Cento on the Japan copper, 1 1/8 lb or ½ per Cento on the elephant tusks, 19½ lb or ½ per Cento on the red lead, 34 lb or 2 per Cento on the alum, 46¼ lb or 1 per Cento on the camphor and 436 7/8 lb or 2 per Cento on the sugar candy. Not exceeding the permitted allowance, these may, with the approval of Your Right Honourable, be written off to the debit of the profit account to the discharge of the said Administrator. Accordingly, the cost of the nutmegs found mite-eaten during the garbling ought to be written off to the debit of profit and loss and the quantity of 13½ lb transferred to spoiled spices, as well as sent to Batavia by the next shipping opportunity. Upon the Report of the weighing-in of the spices brought here with the Honorable Company's ship Trompenburg in this book year, dated 29th November last, presented to your Honors by the undersigned Fiscal cum suis, permission was requested by said committee in the aforementioned writing to be allowed to postpone the formal report of their findings concerning the new method of packing the cloves until the time now arrived, when the entire lot of all the spices etc. is formally concluded; they now have the honor to comply with the order given to them, by most obediently informing your Honors that, although on the invoiced 30000 pounds of cloves the shortage for ship and warehouse amounted to only 1 7/16 percent gross or 469 5/18 lb, and that the mace and cinnamon turned out very well, while the nutmegs likewise did not yield a very large shortage, it nevertheless, in their opinion and subject to correction, appears better suited for the circumstances of this office to receive the spices once again in the former manner in chests rather than the recently sent ones in gunny sacks, as the moderate shortage that the spices have now yielded must primarily be attributed to their prompt sale, and that it is beyond doubt that these spices would have yielded a greater shortage if, as often happens, they had had to lie over for a year, which is confirmed by the following observation of theirs, Upon arrival, all bales, chests, and sacks of spices were weighed gross at the King's custom house gate and, as said, transported by axle to the warehouses, or actually the so-called old Lodge, and stored there in the old clove warehouse; since then, or rather up to and including the 19th of February of this year, there were emptied so it came again into deliberation which method seems best suited for this Office to preserve the cloves and the nutmegs and to safeguard them against considerable shortages, whether by receiving them in chests as before, or, for the adjacent reasons, in gunny sacks lined inside with straw mats, as the last ones were brought here, and the meeting was unanimously of the opinion that the former method in chests is by far the best for this Office, considering that 256 Bales of cloves, and 6 chests with nutmegs and cloves, which according to the invoice were to contain net cloves lb 16320:—: and with that were accounted for 16624:18. short 1 3/16 percent or lb 195 7/8 The remaining 200 Bales of cloves and 6 chests with nutmegs and cloves were transported on the 22nd of February by cart from the Lodge to the wharf; these were to contain according to the invoice lb 13180:—: yet upon weighing out were found to be only 12906:½ short 2 1/16 percent gross or lb 273:½ Evidencing that the shortage and drying out has considerably increased due to the longer storage in the warehouses during the hottest season and the warm winds, which would have been even greater had they not been weighed out promptly and in the middle of the rainy season; besides this, there are still many other reasons concerning thefts during unloading and weighing out, which necessarily give precedence to the delivery of the spices in chests. Further, that on the 19th of this month during a poll by the Members of this meeting it was decided to borrow rupees 65,000, in order, pursuant to the procurement contract concluded with the Honorable Company's linen suppliers on the 17th of May last, to deliver to them another 50,000 rupees, which, added to the like 50,000 rupees delivered to them on the 17th of May, shall constitute the 100,000 rupees agreed upon in that contract before the arrival of the ships, and the remainder for the necessities of the household, and for disbursements to the Administrators in their respective administration when they make a request for it. And finally that on the 21st following thereupon, pursuant to the aforesaid resolution, for the Honorable Company 40,000 rupees were negotiated: from Jugjewendass Persotumdass rupees 15,000, and on the 24th from Sadassi Madhoo rupees 25,000, which 40,000 rupees were delivered to the Honorable Company's linen suppliers. Further it was approved and resolved to withdraw the salary account of the junior merchant Heijdeman, and to give him for the amount thereof an account in the trade books, in order, if applicable, to indemnify the Honorable Company for such charges as might in time arise to his detriment. Whereupon by the Honorable Director were submitted two specifications presented to his honor by the Purveyor Anthonij de Sille: 312: 313: The 30th of September Anno 1785. One concerning the manufacturing of 2 new ceremonial flags with their poles or stands of silver for the sawari of the Director, amounting to rupees 621: 21, annexed with the report of the special deputies who assisted at the weighing of the silver used for it; and One of paid extra cachet fees during this book-year 1784/85 amounting to rupees 223. Which having been deliberated upon, it was considered regarding the first that the cost of the same, after deduction of the silver used for it with the manufacturing wages of the stands to the amount of rupees 322: 19, does not exceed that of the year 1776 at all; and with respect to the second, the Honorable Director declared that the cachets noted therein were dispatched by his honor for the service of the Company. For which aforesaid reasons it was approved and resolved to approve both aforesaid specifications and to have the same paid out of the treasury as of the last of August, as well as to enter the silver of the flagpoles with their full value into the books also under the said date, and to write off the flags etcetera to ordinary expenses, and further to insert both specifications, together with the report, below here. And it appearing from the aforementioned report that the purveyor has made everything good and well, except that the lime of the tomb of the Honorable van Rheede's body was already starting to flake off, which according to his statement was to be attributed to the abundant rain, which had washed off the lime 4 to 5 times, 316: 317: The 30th September A:o 1785. times, it came into consideration that the aforementioned Purveyor ought to have known when the time for the aforementioned repairs was best, since his assertion that the aforesaid washing away of the lime by the rain cannot serve him as an excuse, as the time when he had to begin was not specified in the Contract, and he could therefore have waited until after the rainy Season; wherefore it was deemed good and agreed, to order the often-mentioned Purveyor to repair the aforesaid Tomb of the Honorable van Rheede's Body anew, properly and satisfactorily according to the Contract, before any monies shall be paid out to him for it. Furthermore, while it appeared that the Modi has repaired the Paling works well and satisfactorily according to the contents of the Contract, to have the sum of rupees 913: 24: agreed for it by resolution of the 11th of July past paid to him out of the Treasury, likewise as of the end of August. It further appearing from the aforementioned Report, that there is a hole on the outside of the large Paling work between the front row of piles, which causes a continuous sinking of the backfilled earth, and that this can only be repaired in the good Monsoon, since the continuous present high water prevents getting to it, all the more because this hole must have been caused by the breaking loose or consumption by worms of some planks of the front revetment, presently probably 6 to 7 feet under water, it was resolved to leave the same as it is until the low water permits it to be examined, so that it may then be repaired according to findings, as well as to insert the report here.

Right Honorable Sir, In compliance with your Right Honorable honored ordinance, hereto annexed, we have proceeded to the Honorable Company's burial ground and have surveyed precisely all the repairs and works made there by the Storekeeper Anthonij de Sille, and found them to agree with the Contract, except that the plaster of the Grave Tomb of the corpse of the Lord of Rheede begins to flake off in some places, which the aforementioned Storekeeper testifies to have been caused by the frequent rain, and that it has been beyond his power to prevent it, as he had it whitewashed already 4 to five times, but each time it was washed off again by the heavy rain. For the rest, we have found nothing that merits any reflection, as all the other work, both newly made and repaired, is good and in a proper state. Likewise, we have proceeded to both Bull- or Palissade works on the North-East side of the wharf and have found the same to agree with the Contract concluded with the mody, as well as some stones torn out and hollowed out from the stone staircase have been properly filled and mortared tight. Furthermore, we have the honor to bring to Your Right Honorable's knowledge that the aforesaid Mody pointed out to us a hole on the outside of the large Palisade work where the ground continuously subsides, he having already refilled the same 3 times, some planks 6 to 7 feet under water having been torn loose and washed away according to his statement, which causes the aforementioned subsidence, and it must thus be maintained by continuous refilling until the water in the good Monsoon falls so low that it can be repaired by setting in New planks; and since this does not belong to the aforesaid Mody's Contract, we have not been able to persuade him to do it. In the hope of having hereby complied with Your Right Honorable orders, we have the honor to remain with very great respect, Right Honorable Lord, Your Right Honorable's very humble and obedient Servants. The enjoyment thereof being claimed, and accordingly directly had decided to dispatch quietly a trusted servant to the Governor with orders to do everything that could serve to preserve these privileges, at least for this year, when one expects to be informed of Their High Excellencies' pleasure concerning this trading post; that this deputy had then also been so fortunate as to move the often-mentioned Governor to allow the Company once again to enjoy its old privileges, and thus to permit the linens etc. to be exported free of tolls and transport duties, provided that upon the arrival of the ships a gift be sent to him equal to the one sent to him in the past financial year, which consisted of the sales value of ƒ779:8:—; and that subsequently, after the Honorable Administrator had given his word that this present would thus be sent, the shipment took place, and the largest part of the linens was brought here on the 14th of this month with two vessels.
