10 January Formal requisition from the Netherlands for 1786 signed. Mr. Director concerning the arrangement thereof. to make to the Gentlemen Majores. Statement having been made of the state of the petty cash as of the end of December 1785. Right Honorable Sir Mr. Isaac Titsingh The balance in the Company's petty or daily cash as of today's date consists of ƒ 4532:7: or sicca rupees 3305: 14 17/15 in specie at Hugli in Bengal the end of the 10th month of the year 1785 signed S. Wemand. It was agreed to approve this. After this was reviewed and signed the formal requisition from the Netherlands for the year 1786, drawn up by the Director and Chief Administrator, regarding which his Honor noted that he was truly at a loss as to what goods to request therein, since Bengal, through a continuous supply, especially from private Danish ships, is so abundantly provided with everything that there is no prospect for any single article that it can be disposed of at a profit, and that for that reason, among other necessities, there were requested therein 10 January 200 cases of red wine, for which, if the conditions obtained are met, 30 stuivers per bottle have been offered; that of the iron specified therein, 200,000 lb, not because there was any chance of being able to sell it, but solely because the outbound ships must have ballast, for which reason his Honor also considered it necessary to request the Gentlemen Masters, in case a second direct ship might be sent hither, that to that end the most recent requisitions from the time of the former Director Ross be followed and preference be given to the heavy goods mentioned therein, such as anchors, grapnels, etc. All of which was then approved to accept as such, and to submit respectfully to the Gentlemen Majores in the outgoing letter, with the addition of the communication made by the Director that he will further explain the arrangement of the requisitions in his further separate letter, which he intends to write to their Right Honorable Nobilities via London with the last departing English ships. 10 January The Calcutta Governor General requests passage to the Netherlands for an English family, which was granted. The Dutch lodge at Balasore transferred to an Agent appointed thereto. There was produced by the Director a letter written to his Honor by his Excellency the English Governor General Macpherson, containing a request for passage on one of our ships to Europe for a Mr. Nowland with his family, as that letter, which was inserted with the translation as follows here, further shows. By a letter received today and recorded below from the English Resident at Balasore, William Wodsworth, dated the 4th of this month. Fort William 2 January 1786. Honorable Sir Mr. Richard Nowland wishes to go home as passenger in one of your ships & he has requested me to write to you about giving him leave: if it suits your convenience to give him leave to embark with his family, he has not only my permission, but I know his connection, & I would wish to oblige him: I have the honor to be with perfect respect, your Most humble Servant signed John Macpherson. The Chief Surgeon of the return ship Hinloopen, Josephus Hachez, presenting by petition that of the medicines received at Batavia, on account of numerous illnesses on the voyage hither, he had to consume so much of the most necessary and potent that he cannot depart with peace of mind without being supplied anew, therefore requesting a supply of such medicines as are specified on a list submitted with the petition, and both are inserted here. Honourable Sir and Sirs, The Governor General and Council having resolved to establish a new set of regulations regarding the inspection of ships of all nations, whether under English or foreign flags, before they may pass the forts situated on the banks of the river, I have the honour to present to your Honours a copy thereof, requesting that your Honours may be pleased to issue orders in that regard to the commanders of all ships that may enter Bengal under Dutch colours, to regulate themselves accordingly. Regulation The Honourable the Governor General and Council, having seen fit to revise the regulations currently in force for the inspection of ships of all nations before they may pass the forts situated on the banks of this river, have decided to make the following regulation, which must be strictly observed in the future, as applying to all ships and vessels navigating whether under English or foreign flags; all such arrangements as have hitherto been in use but are not expressly repeated herein are hereby annulled and revoked. The Commanding Officer at Budge Budge is to appoint a subaltern officer to the signal point, and also station a boat at a convenient distance below the fort for the service of the persons employed in hailing and inspecting all ships and vessels sailing up the river. These persons are to consist of a European belonging to the Custom House, and a native officer of the Nawab, properly authorized for that purpose and provided with a badge which shall serve as a token of recognition that he acts under the orders of the Subahdar of the provinces. As soon as a ship or vessel is perceived from the signal point, these persons must proceed towards it in an unarmed boat, hail it, and inquire after the name of each ship or vessel, that of the commander, whence she comes, and whether she is a ship or vessel of war. If the ship or vessel passing up the river is a ship or vessel of war of any nation and carries the pendant and flag of the nation to which she belongs, then she shall be permitted to pass without being inspected or boarded. If she is a merchantman, the persons performing the inspection must, in addition to the questions ordered above, also inquire as to the size of the ship, what her cargo consists of, and if there is salt on board, what quantity. After these questions have been answered, she shall receive permission to pass without being inspected or boarded, if there is no salt on board; but if she has salt on board, the inspecting persons are to go on board and request the commander not to proceed further.

14 10 January Until instructions shall have been received, then the persons appointed for the search shall go on board upon its approaching the fort, and request the master not to proceed further until such time as they shall receive instructions from Budge Budge. If this shall be refused, or if orders shall be given by the Commander in Chief or Comptroller of the Salt Office to search the ship and the search is refused, then the following directions are to be observed. If information should have been received upon oath by the Commander in Chief that any ship or vessel has an extraordinary quantity of military stores on board, or if information should have been received upon oath by the Comptroller of the Salt Office that she has uncustomed salt on board, then the Commanding Officer at Budge Budge will, in the first case, be directed by the instructions of the Commander in Chief, and in the latter case by those of the Comptroller of the Salt Office relative to boarding and searching her; but no ship or vessel is to be searched without such instructions, nor boarded unless, as before mentioned, the master shall report that there is salt on board. A musket loaded with shot shall be first fired ahead of the ship or vessel as a notice to her to bring to, to warn the ship or vessel that it must anchor; and if it comes to anchor, it shall be searched; but if it refuses to anchor, the Commanding Officer shall cause a gun loaded with shot to be fired at the rigging, and this failing of its purpose, a second is to be fired so loaded; and if no obedience shall be paid to these repeated warnings, he shall cause a cannon shot to be fired into her, and repeat the same until she shall bring to. A ship or vessel brought to in consequence of any of these means must not be permitted to pass without the orders of the Commander in Chief or the Comptroller of the Salt Office; and if by the advantage of the wind it shall have advanced above the batteries, then the Commanding Officer of the fort shall compel her, if it be in his power, as soon as the wind and the tide will permit, to return to a place below all the forts, where it shall remain until the aforementioned orders shall have been obtained. The Master Attendant shall cause the same to be transcribed into the books of the Chokey Boats and deliver copies thereof to each of the pilots with orders to show the same to all the commanders of ships and vessels which they shall pilot in. If the Commanding Officer at Budge Budge should not have it in his power to compel such ship or vessel to return after she shall have passed the batteries, the usual notice is then to be given to the Commanding Officer of Fort William, who shall observe the method now in use for stopping such ship or vessel, and in cases where doubts shall arise, he must address the Governor-General and follow his orders for his guidance. If any ship or vessel, refusing to submit to the customs of this port or to that which is set down or explained in these regulations, shall be abandoned, or if the Commander shall declare that he surrenders the same, no Commanding Officer shall in any manner accept the surrender or take possession thereof without having previously received special orders to that effect. The Commanding Officer at Budge Budge must act as precisely and circumstantially as possible in reporting all the circumstances attending the refusal of any master or officer of a ship or vessel subject to the usages of the river to submit thereto; however, he must not send for the master, nor do anything more than execute the above-recited orders, and the least negligence thereof or the least transgression beyond their literal sense and meaning will be punished in the severest manner. Thus, since the same appears to be a consequence of the tax imposed in the year 1750 by the Nawab on the importation of coast salt, concerning which, at that time, a letter and ordinance were received, which stand inserted under the resolution of 21 April of that year, and our or the Company's ships do not come so far up the river as to need to pass the forts mentioned therein, and thus will not be subject to that visitation, it is understood merely to keep this annotation thereof. Hereafter having reviewed the contents of two Cassembazaar letters dated 30 December and 3 of this month, with the former of which the servants transmit a surety bond in the sum of S: r: 25000: posted on their behalf by the former Surgeon Jan Gantvoort and former Assistant Adolf Asschenberg, in order to recover therefrom the damages that the Company might come to suffer through the defective silk delivery mentioned in the resolution of 27 December last, that paper reading as follows, which, since no one could act as a Notary for that purpose, was granted privately underhand: We, the undersigned, Jan Gantvoort, former Surgeon, and Adolph Aschenberg, former Assistant, both residents of Calcapoer, declare that we interpose ourselves and stand as sureties in solidum for the Honorable Mr. Leonard Verspijk, merchant and presently departing Chief, and Willem Jan van Midlum, junior merchant and presently Second at the Cassembazaar Office, and this for an amount of four thousand, three hundred sixty-eight pounds of Italian-wound silk, or else a sum of twenty-five thousand Sa. 26 27 31 Jan. Proposal of the Lord Director regarding the chartering of a ship for Batavia, from whom and for what price the same is to be obtained. Tuesday the 31st of January Anno 1786: in the morning, absent the merchant van Haugwitz due to indisposition. That the Equipagemeester Fredriks could be instructed, accompanied by the Master Carpenter of the Directorate, to inspect the same with the utmost attention and to submit a report of their findings to this meeting, and that, in case the same answered to expectations, none of the Members would have any objection to consenting fully to this charter; Thus, in the hope of Their Right Honourables' desired approval, it was agreed and resolved to proceed to the chartering of the said ship The Britannia, after prior examination and approval, for the price of Sa Rs 40000:-, to dispatch it, and as the owner has promised that the said vessel shall be ready to sail by the ultimate of February, it was further resolved to arrange everything in such a manner that on that date, or a few days later, it will be able to be dispatched, to send the same up to Bernagore to take in the lower tier of cargo, and subsequently to load further at Fulta with the aforesaid goods, and as many gunnies as it can carry beyond that. 34 35 31 Jan 31 Jan continually longing for the return of a son and father, who is their only help and refuge, and who never had the intention of abandoning his lawful government, but who would now be torn from them if the commenced proceedings were continued and concluded, seeing that he would not dare to return upon the passing of the sentence, however good his intentions may be, and however tender the love and affection he bears toward his mother and children. The petitioners can conceive of no other reasons for their principal's absence than that, falling among the prisoners of war taken by the English in 1781, and finding himself deprived of the opportunity to earn that which he otherwise contributed over and above his salary and board money, both to the maintenance of his said old mother and to the subsistence of the mentioned three children, he was compelled in that extremity to seek another livelihood, in which matter he could succeed in no other way than by entering into the service of a certain Mr. Richard Johnson in Calcutta, by which means he has thus far been able to provide for his household's livelihood. That the said gentleman, having been commissioned in Jan. 1784 to Hyderabad to settle some affairs concerning the Carnatic, the petitioners' principal, wishing not to find himself once again deprived of his livelihood, was under the necessity of following that gentleman's retinue; all being uncertain as to how long the war would last, not to mention that prisoners of war, having held no administration whatsoever, cannot be said to have committed any treachery against the Company if, pressed by necessity, they seek their daily bread here or there with private individuals, provided that they subsequently make efforts to return upon the advent of peace and the restoration of affairs. That the petitioners' principal actually intends to return, he already informed them before the general muster in Oct. 84, and at present, according to the annexed proofs, he is actually at the present main factory on the Coast of Coromandel, from where he indeed intends to return hither after settling some unfinished business; so that it is manifestly evident that he never had the intention of remaining away, and consequently that he has been wrongly recorded and reported among the deserters. The Council, before deciding, resolves that the Fiscal Office shall be heard on the contents of the above petition. The Fiscal Office having been heard, declares it is not opposed thereto, but deems that notice of the request and the decision to be made thereon ought to be given to the Honorable Council of Policy. The Council, now deciding, grants the request. reported, regarding which it might further be remarked that the petitioners' principal, who possesses houses and premises here, and thus has a certum domicilium here, in view of his capacity as Assistant, ought to have been summoned in another manner, by having the citation delivered to his dwelling or to the nearest of his family, in order, if necessary, to be able to account for the stated absence, and to avoid all such rulings as tend to disgrace, and to anticipate the judge therein. Yet since the first default has already expired, and the most severe decision has therefore already been taken, it is for this reason that the petitioners see no other way than to address themselves by petition to Your Honorable Worships, humbly requesting that, for all the reasons aforementioned, their principal may not be regarded as a deserter, and consequently no longer summoned as such, but may be viewed as someone whom necessity removed from his haven and property, and who never harbored thoughts of disloyalty, and against whom, therefore, no order for corporeal apprehension could have been issued, as that only takes place in cases of manifest and willful desertion; with orders and authorization to the Fiscal Office not to put the said order into execution against the petitioners' principal, but on the contrary to have it noted at the foot thereof that it has lapsed with respect to him, so that he, with an easy mind, whenever the opportunity presents itself, may return in freedom, in order to resume his service anew as before. Upon another request from one Johannes van der Reijde, native of Sluis in Flanders, requesting to be engaged as an assistant surgeon in the Company's service, it was, considering that such an official is most urgently needed, since at present there is only one in the hospital, resolved to engage him as such, provided he is found qualified for that service upon examination, and to assign him the wages of 20 guilders per month, under a contract of three years commencing today. That since the retaking of this place all income has ceased, so that he, the petitioner, has been forced first to sell the little he had and subsequently to go begging from one person to another so as not to perish from want together with his wife and children. That to escape this dire need and harsh circumstance, he has tried several times to see if it might be possible to avoid this, but in vain, noticing that he has succeeded as little in this as in offering his services to help with clerical work at one office or another; and thus doing so, nothing has remained for him. That his poverty and destitution have meanwhile now become so great that he is forced to go begging for some food for himself, his wife, and children, so that for some time now their daily bread has been supplied by others. And whereas he, the petitioner, reasonably trusts that the nation to which he has always belonged, and to which he has remained faithful until now, will not treat him and his family more harshly than he was treated by the enemy. So he takes the respectful liberty to pour out his urgent grievances into the bosom of Your Right Honorable, respectfully requesting that Your Right Honorable please exercise pity and compassion toward his poverty, and grant him, the petitioner, either some employment in the service of the Company commensurate with his profession to provide some livelihood, or otherwise allocate to him a subsistence allowance, so that he may remain saved from perishing with his wife and children through want, no other recourse remaining to him, the petitioner, than to lay open his heartbreaking circumstances in this petition before Your Right Honorable.
