Reasons why their High Mightinesses will be asked for permission for the construction. Also, on the proposal of the Director, it has been approved to present respectfully to their High Mightinesses in the outgoing letter the necessity, in order to avoid the accumulation of stranded Bark fruits, of having two budgerows at hand here as before, or prior to the war, with a request to be allowed to have them built and to be provided with the necessary timber for that purpose; furthermore, to have two more pilot sloops requested in the outgoing dispatch, as at least four of those vessels are needed. Authorization for the purchase of silk &c. on Bills of Exchange suspended. payable after the spring sale of the year 1787, but no longer than until that time, because after that the payment will have to take place after the autumn sale. The said Secunde also showing in that letter that the time of harvesting the new Moeltta and silk in general is at hand, since there is now the best opportunity to secure a good quantity of the 1st crop, for which reason, and in order not to miss the opportunity through long delay, he requested authorization and orders for purchasing and to be allowed to contract for the required silk for this year, just as in the previous year, by bills of exchange to Europe; so it is, considering that within a few days we are likely to receive the honored orders of the Noble High Government concerning the upcoming return cargo from Bengal, as according to private reports received the sloop De Verwagting dispatched hither from the Capital had already arrived at Malacca and after the lapse of a few days was to continue her voyage, approved to suspend the decision in that regard for the present. From all the comparisons made in previous years, it appears that too little was set for the ordinary expenses in Patna in the retrenchment memorandum, and to this, to the amount of ƒ 1489:3:8 and a trifling ƒ 257:19:8 for Hoeglij, must be attributed the excess of ƒ 1747:3, while on the other hand Cassembazaar came out ƒ 91:14 in favour. The extraordinary commissions that occurred this Year, and the erection of necessary Golas for sundry items that during the war were lost, is the cause that the main Factory did not manage with what was budgeted in the memorandum, but along with Patna, for which nothing was budgeted, is in arrears ƒ 4417:4:12; but since at Cassembazaar nothing extraordinary occurred, where nevertheless ƒ 6349:4:4 was budgeted, so in the entire directorate ƒ 1931:19:8 less was spent on Extraordinary expenses. Extract, and annex attached thereto, from the minutes held yesterday by the Venerable Board of Orphan Masters at this place, from which it appears that Their Reverences, pursuant to that annex being a judicial disposition, are qualified for the administration of the estate of a certain Catharina de Rozairo, widow of the free citizen Coenraad Smith, but for the acceptance of which the said and obtained Their Reverences believe they must have express orders from this Council, as the said extract further demonstrates: Monday the 6th Feb Anno 1786. Hereafter was read a disposition of the Honorable Council of Justice of this factory, issued on the 7th Jan last upon a petition of a certain William Smith, natural son of the late free citizen Coenraad Smith, by which this chamber was qualified for the administration of the estate of Catharina de Rozairo, who was married to the said Coenraad Smith, since that widow is regarded as having died intestate; the Lord President declaring that he had provisionally taken that estate into custody pursuant to the aforementioned disposition, because the scriba had to depart for Kasserijen to bring the papers on board, Extract from the minutes held by the Board of Orphan Masters at Hoeglij in Bengal. Respectfully shows forth your Right Honorable's very humble servant Gozewijn Willem Hendrik de Vriese, junior merchant and second in Patna, currently present here on leave. How he, the petitioner, for several urgent reasons, wished to be so fortunate as to repatriate directly from here in the upcoming season, were it not obstructed, on the one hand, by the obligation of all the Company's servants, belonging to the qualified ranks or holding any office or post, not only to request their discharge from the Honorable High Indian Government as is proper, but what is more, according to the standing orders, to make their journey home via Batavia, notwithstanding the direct opportunity presenting itself from here, and this probably for no other reason than on account of accountability in any administration one might have held, at least for the time until the books of the last year that one held a post are received at Batavia, examined, and at least checked to see if anything appears in them that might require a direct disposition from the Honorable High Indian Government regarding such a person. However, since now, as is known to your Right Honorables, the trade for 1785 is completely settled and is now about to be accounted for to their High Excellencies with the transmission of the books and everything relating thereto, as far as Patna is concerned up to the last of December inclusive, without anything appearing therein that, in the petitioner's opinion, could subject him to any accountability whatsoever, and he might thus possibly achieve his aforesaid objective by, with your Right Honorables' favorable consent, resigning from his post from now on and, retaining his rank and salary, awaiting a further favorable disposition from their High Excellencies upon his petition to be made until this autumn. Thus it is that he turns to your Right Honorables, humbly requesting to graciously discharge him from his post as second in Patna, and to permit him to address their High Excellencies in Batavia for the purpose of his direct discharge to the Netherlands, to repatriate with one of the ships departing from Bengal in the upcoming season, furthermore supplicating for your Right Honorables' effective and favorable recommendation, with such a favorable testimonial of his conduct and the management of trade, virtually during the entire year 1785, as your Right Honorables shall deem him worthy. To fill the post of second of Patna that has fallen vacant through this disposition, having been nominated by the Director, the present third person there, the junior merchant Jan Pieter Baumgaardt, it has been resolved to appoint him thereto, and to grant his office of third, which has become vacant hereby, upon proposal as above, to the junior merchant Albertus Francois Domburg, both subject to the esteemed approval of the Honourable High Indian Government. The pilot Cornelis Cuiper having served out his latest contract and having made a request to the Director for an increase in salary, it has been approved upon the proposal of his Honour to improve the same, according to the regulations, to f 40 per month under a new contract of three years, commencing today. The members Kraijenhoff, Eilbracht, and de Bas orally, item the bookkeeper Hans Jacob Holst by request, making a petition for the transfer of the monthly monies due to each of them, it has been approved to grant that, and following the example of previous years, also, by virtue of this resolution, to allow this to everyone who will make a proper request thereto during this season, provided that the requests presented to that end are annotated and signed by the Secretary by ordinance of the Council, and also maintaining the preceding customary examination. It was communicated by the Director that the present farmer of the villages and bazaar, Ram Monnie Rakkoer, had demonstrated to his Honour that a considerable difference existed in the collection of the lease monies, in comparison with what is stipulated in this regard in the ordinary lease conditions under which he recently undertook the lease, and this according to a custom that has already lasted for more than 20 years, and to the payment of which the community is also already accustomed, being more for some things, and less for others than the aforementioned lease conditions dictate, as appeared from a list which he had handed to him, the Director, with the request that the necessary changes and stipulations might be made herein, in order to prevent the accusations that one or another might bring against him, as exceeding the conditions under which he undertook the lease. Thus, upon the proposal of his Honour, it was approved and resolved to place the said list into the hands of the members Kraijenhoff and Heijning and to commission their Honours to examine how this matter stands, and how much is currently paid for the tolls or leases according to constant use, in order, after the arrival of the report in this regard, to alter the lease conditions or toll list in such a manner as shall be found to be appropriate. 56 7th February. After handling all this, the contents were reviewed of four letters successively received from Patna, dated 24 and 31 December, item 5 and 12 January past, over which deliberation has been postponed until now, first because of the business in the dispatch of the return ships, and subsequently because of the daily expected arrival of the sloop from Patna with prior notification by the servants that the same was in the roadstead, with which one is probably to receive orders regarding trade for the current year; and in the first of the same, after having progressed so far with the opium that it was hoped to be able to send the whole quantity by the 28th, it being found stated that during the preparation of the same and further sorting, it was discovered that among the quantity received last from the contractor, much was of a bad sort and unacceptable for the Company, which was successively rejected and returned to him, the remainder amounting to 386 chests, which with the 400 chests previously bought up, or delivered by the Nawab, make up the full demand except for 14, upon deliberation of which, it having been taken into consideration that the servants' conduct regarding the opium...

that the servants ought to have The servants having communicated by their letter of 26 October of last year that almost all the opium for filling the 700 chests had been received, and that the preparation was also proceeding very well, from which one must deduce that by the words almost all the opium, the milk was understood, unless one gave credence to the rumors that the preparation is performed by the English only in the presence of our servants, who then further fill the chests to the weight determined by the Company; and that, if at that time almost all the milk had been received, it is therefore most surprising that the discrepancy was not discovered immediately, as this indicates a negligence that is in all respects reprehensible, since one could otherwise have complained about this directly to the Contractor and insisted on good milk in place of the bad, seeing that, having obtained the order for the delivery of a quantity of 700 chests, he was bound to deliver sound goods, whereby, if the preparation is performed by our own servants, many expenses would have been saved which are presumed to be incurred in that processing, and regarding which the servants ought to have provided information as to how, in this respect, the communicated return was handled; this return itself being a matter of the utmost importance and having the most distressing prospects, prudence required that the servants, if they felt burdened about how to act with the 400 chests bought from a certain Bijdereahaad according to the letter of 4 July, should have addressed themselves in this regard to this assembly in order to devise such means thereon as were compatible with the Company's interest in these critical circumstances of the times, since they cannot be unaware of what anxious reflections a similar incident gave rise to in the time of the former Director Ross in the year 1778, regarding which, in the secret resolution of 27 January of that year, the apprehension of the assembly was noted in these words: and that by not accepting the 120 chests of opium allotted to us by the English, one became subject for the future not only to a refusal, but to a complete exposure of oneself, or rather in the representation of the Company, whose name had been used so often to claim the annual requirement, that it would be the height of absurdity, as it were, to manifest the contrary; to which is now added that the commission recently dispatched to Calcutta, which was also entrusted to the Chief van Citters, insisted with all emphasis on an allotment of 800 to 1000 chests, so that the return of 314 chests of the same indicates either that they were extremely bad, in which case one must prevent such an allotment for the future, or that our stated requirement was unfounded, which therefore, not without just reason, causes fear that the same will yield the most detrimental conclusions for the Company in the future, and will possibly bring it about that to the same, just as in the year 1776, as appears by letter of the Calcutta High Council of 29 January, inserted in the separate resolution of 2 February of the said year, only an annual quota of merely 900 maunds or 450 chests or even less be granted; since this return is thus a matter of so much importance, and cannot remain concealed from the Calcutta administration, it has been approved and agreed, under presentation of all the foregoing to the Patna servants, first to demand a detailed account regarding the state of affairs in this matter, so that, if the notification that among the latest opium there was much of a bad sort and unacceptable to the Company is based on truth, we may present our complaints about it to the High Council, and insist that for the future the strictest orders be issued to the Contractor for the delivery of sounder milk. Together with the said letter of 24 December, among other papers, the settlement of accounts of the Patna piece-goods supplier was also received, from which it appears that the same has remained in debit by a balance of f4557:7:8, which sum the servants report they will let remain with him until the chintzes still lacking on the Indian requisition shall have been supplied, so it has been agreed to conform to this, provided that they, the servants, take care that in case after the delivery of those chintzes something still remains outstanding under him, the same be paid into the treasury at once. 69 J: Fredriks Decision on that Translation of Persian memorandum, granted under the seal and the confirmation of the Qadi or Moorish Priest in the name of Jafar. It is now almost five years and some months ago that troubles arose between the Dutch and English Companies and that the lodge of the former, situated at Bellazoor, fell into the hands of the latter, and by neglect of supervision and repair it has completely fallen into ruin. The walls have collapsed on all sides, of which the bricks have all been carried away, so that not a single one remains. That which is still standing is in such a condition that there is no hope of it lasting long, being already tilted to one side, so that if they are not completely rebuilt from new, the whole thing will collapse this year. Of the trees, both fruit and flowering trees, not half have remained. From the cracks grow wildernesses, such as pipal trees etc., whereby the flat roofs are torn apart, so that they must be completely renewed. There is nothing whatsoever left to afford anyone shelter. All the beams and woodwork have perished, so that nothing remains of them. Doors and iron bars have all been removed. Of the inside shutters, only a few are likewise left. The warehouses are cracked everywhere on the ground inside and undermined by the rats, so that no small place is left to store any goods, everything being dilapidated and ruined. To remedy this and bring it into a condition for some use, the master craftsmen calculate that 3030 is needed, or even above that. Thus, after resumption thereof, it was agreed to have everything redressed and carried out in accordance with the proposals made therein. Report of the inspection by the Captain of the Sea and Equipment Master I: Fredriks, following what was requested of him by resolution of the 13th of the recently passed month, accompanied by the Master Carpenter of the Directorate Michiel Groenewoud, having conducted an exact survey and inspection of the snow the Britannia to be chartered for the Honorable Company, being the following Report: To the Right Honorable Master Izaak Titsingh Director and Commander of the Company's important trade in Bengal, Bihar, and Orissa, etc. Right Honorable Sir! Pursuant to Your Right Honorable esteemed order, we the undersigned expressly proceeded to Calcutta to the English private ship the Britannia to examine the same exactly, and to see whether the said vessel might have any defects, or whether anything might be lacking in the spars, running and standing rigging, as well as anchors and cables and further ship supplies, in order to undertake a voyage to Batavia with a cargo for the Dutch East India Company; so we the undersigned have found this vessel fully capable thereof and a solid and strong ship, as well as all necessities belonging thereto which would be required for a ship for such a voyage, being also one of the largest and most adequate ships that could be obtained at Calcutta. Hoping herewith to have fulfilled Your Right Honorable's esteemed intention, we remain with all due respect, was signed below, Right Honorable Sir, lower, Your Right Honorable's very humble and very obedient servants, signed, I: Fredriks, M:s Groenewoud, in the margin, Hooghly in Bengal, the 11 February 1786. After the submission of the abovementioned report, a draft lease contract of the said vessel having been drawn up by the Director with the owner of the said snow The Britannia, which was now produced by his Right Honorable and reads both in English and Dutch as follows: Agreement made and entered into this 17th day of February 1786, between the Honorable the Director and Council on behalf of the Netherlands East India Company at Hooghly in Bengal, of the one part, and William Bruere of Calcutta, merchant, of the other part. Article 1: William Bruere engages to let to freight to the said Director and Council his snow the Britannia, burthen about 500 tons, officered and manned with 80 seafaring men, both officers and common European and Indian sailors, carrying twelve 6-pound brass guns, Bombay-built, copper-bottomed, strong, and in thorough repair, furnished with anchors, cables, and all other necessary stores for the purpose of undertaking a voyage to Batavia and China. Article 2: William Bruere leaves the full disposal of the snow the Britannia, so far as respects her cargo, entirely to the Honorable the Director and Council at Chinsurah, who shall load the same on account of the Netherlands Company with 3,000 bags of saltpeter, 500 chests of opium, 150 bales of piece goods, and as many gunnies as she can carry. William Bruere having agreed to freight the entire vessel to the Honorable the Director and Council of Chinsurah for the sum of 40000 Sicca Rupees, to be paid either to himself or his attorneys by the Directors at Amsterdam by assignments to be granted to him for that purpose, payable after the spring sale in the year 1787 with f 54000. The above sum of 40000 Sicca Rupees is in full of all charges or on any account of the said freight that can be claimed regarding the charter of the said snow the Britannia to Batavia. William Bruere engages that the said snow shall proceed to Baranagar, and there take in saltpetre according to the orders of the Honorable the Director and Council at Chinsurah, and from Baranagar she shall proceed immediately to Fulta in order to take in the remainder of her cargo. William Bruere engages to deliver bills of lading signed by the captain and officers of the Britannia for such goods as may be shipped on board the said snow by the Honorable the Director and Council of Chinsurah, and he will be answerable for the proper and safe delivery of the same to their order at Batavia, sea risks excepted. William Bruere engages that the said snow shall proceed with all possible dispatch to the said roadstead of Batavia as soon as she shall be dispatched by the Honorable the Director and Council, and that she shall not touch at any ports or harbors on her voyage to Batavia unless absolute necessity caused by damages received at sea should require this; further, William Bruere agrees to permit Mr. J. Fredriks on the part of the Honorable the Director and Council of Chinsurah to superintend the stowage of the cargo, and that the officers and crew shall obey such instructions concerning the same as Mr. Fredriks may think proper to give, and furthermore permit the said Mr. Fredriks to take his passage on the said snow the Britannia to Batavia, to take care of the delivery of her cargo. The Honorable the Director and Council at Chinsurah agree to deliver bills on the Netherlands Company for the sum of 40000 Sicca Rupees, payable immediately after the conclusion of the spring sale in 1787; and that they will request the High India Government at Batavia to issue orders that the said snow be unloaded with all possible dispatch, so that she may not be detained in the Batavia roadstead longer than 20 days after her arrival, provided that the commander and officers of the said snow shall on their part have fulfilled all the engagements to which the said William Bruere is bound for the proper delivery at Batavia of such a cargo as she has received here in Bengal, and for which the Honorable the Director and Council bind themselves that a complete receipt shall be given by order of the High India Government at Batavia. Lastly, three principal deeds of this agreement will be made and mutually signed by both contracting parties. Accompanied by a copy of the Lease Conditions upon which that dispute is noted, it was, after resumption of those papers, because the Lessee upon accepting the Lease guides himself more by the toll collection in actual use than by that determined by the Conditions, and it appears very improper that the same do not agree or that the tolls are paid differently than prescribed by the toll list mentioned in the Lease Conditions, approved on the proposal of the Lord Director to have the said Lease Conditions altered accordingly, and to conduct the leasing on the same basis in the future at all times. Hereafter, it was communicated by the Lord Director to the Assembly that, on account of the daily expected arrival of the Sloop from Malacca, he had postponed until now the proposal to submit a request to the Calcutta ministry for our requirement of Opium & Saltpetre for this current year, but that the waiting had been fruitless, and rumour furthermore has it that the said vessel will possibly not arrive at all, or at least not for the time being, as according to private reports it was detained by the warships lying in the Strait of Malacca and used as a guard ship; for which reasons, and as time is already beginning to advance considerably, he proposed to make that request; thus it was approved to dispatch a letter concerning this to the Supreme Council at Calcutta and therein to ask for a quantity of 800 to 1000 chests, as it is likely that so much will again be demanded by Batavia, and for 36000 Mds saltpetre, under the demonstration that we have not yet received anything of the 23000 Mds promised to us in the previous year, wherefore we trust that for the current year, our entire requirement, which has already been fixed repeatedly at the aforementioned quantity, will not be refused us.
