Account of the merchants Director regarding this. 1786 signed furthermore, because at the aforementioned Office, upon the receipt of the invoice of 14 December 1785, f 50683:15:8 was entered, and here that invoice was booked in conformity with that entry at f 80681:5:8, which differs by which could be settled by debiting Cassembazaar, in order to do so in the new financial year. There still remains f 1151:2:8. The remaining difference of f 75:17:8 was caused in the books here upon the receipt of the Cassembazaar invoice of the ultimate of August 1785, by crediting Thomas Trant for that amount instead of the Bengal Office, which, with the pleasure of Your Right Honorable and Worships, can be settled in the new financial year by debiting the account of Thomas Trant again for that amount on behalf of the Bengal Office. The Honorable Head Administrator having presented in the meeting today the General Settlement with the merchants for the year 1785, on which upon reassessment nothing was found to object, it was thus resolved to accept it and also to account for the fact that the arrears by the trader here at Hooghly have been accounted for with deliveries as of today; furthermore, regarding what Goepisjern op Goenijs still owes for the year 1785 amounting to f 50:6:4, to write to Cassembazaar, where he currently resides, in order for it to be collected there. Formal Indian requisition for. That 300000 lb of Japanese copper has been requested, provided that it may be sold publicly for the prevailing price, or delivered to the merchants at market price in reduction of the textiles. That no specific demand was made for arrack, because the supply from the previous year still lies in the provisions warehouses without any inquiry, so the quantity of this is respectfully left to the mentioned Right Honourable gentlemen, as at the auction recently held in November no more than s:r: 501 per leaguer was bid; for which it was kept back: all of which it was then understood to record as such. Auction of arrack postponed. On this occasion it having been taken into consideration that there is no prospect at all of the price of the arrack rising, since the provisions master testified that since the last auction he has had no inquiry at all, which is why the Honourable Director deemed that one ought to offer it at auction once more, to see whether any buyers might present themselves, it has been approved and agreed on the proposal of His Honour to have another auction called for the same toward the 15th of the upcoming month of March, and to let it go either for the previously mentioned s:r: 500 or for whatever shall be bid on it. So, upon resumption of the same, it was understood that the intention of the meeting has herewith been satisfied. Pursuant to what was demanded of the undersigned by Your Worships at the session of the 28th of the past month of February, he has with all accuracy examined the expenses of coolie wages and other costs that have occurred in the cloth warehouse for some years, both during the time that he has managed the same, and that of his predecessor, in order to make a calculation thereafter, towards the fixing of a fixed annual allowance, as recently was similarly done with that of the warehouses. He has found that the monthly expenses of the permanent servants who are employed in the cloth warehouse year in, year out, and in which not well a reduction can be made, since all of them, being accustomed to the work that is performed there, cannot be spared, amount to sicca rupees 222, making for the twelve months sr. 2664; that in the last year, when there were two ships here, the extraordinary expenses for coolies, washers, etc., item the board money for the servants during overtime, amounted to rupees 957; thus, with the permanent servants together in a full year sr. 3621; that during the last year of his predecessor the same for an entire year, when there were three ships here, summed to sicca rupees 3830, according to which the difference between 2 and 3 ships would be around 200 rupees; and according to the same he thinks that those expenses will be doable for 2 ships for sr. 3600, for 3 ships for sr. 3800, and for 4 ships for sr. 4000, or in each case 200 rupees more for each ship; and he consequently undertakes to make good those expenses, without further charging anything whatsoever for servants, for the stated sum, if Your Worships would please to allocate that to him, declaring in good conscience that he will not be able to do the same for less, because this calculation was made after the statement that was sworn to by him; wherefore he also requests that, relieved in that case of that oath, he may be granted on that sum the 5 per cent which has been graciously allocated by Their Honors on the coolie wages to the first in the cloth warehouse. Pursuant to Your Honorable Worship's highly esteemed order, I, the undersigned, on the 4th of this month, in the opium warehouses, in my presence, had opened and reweighed net by the ordinary commissioners two chests of opium, recently received among others from Patna, which at that time differed the most from the Patna described gross weight, of which the Warehouse Masters had brought a report to Your Honorable Worship and me that nearly all the chests did not agree with the same; and these were found as follows: Number 534 was 17 lb short of the Patna gross weight, and differed net 3½ lb. Number 782 differed 13 lb on the first, and 6 lb on the latter. Furthermore, upon the gross reweighing of the entire lot of 786 chests by specially appointed judicial members, it being observed that among them were also 2 that weighed more than the gross weight set upon them, I had the same, upon further given orders, opened this morning and reweighed net, and found that: Number 97, which had weighed gross at Patna 219 lb and here weighed 226 lb, contained net 146 lb, or 4 lb less. Number 39, which had weighed gross at Patna 218 lb and here 228 lb, contained net 147 lb, differing 3 lb. The top and bottom planks of these two latter chests were found across in several pieces and not closely joined and nailed together; these two chests were also not as full of opium leaves packed as could have been, and previously mentioned. 127 15 April 15 April Regarding the measures taken, coarse and some other linens contracted, form of the bonds to be delivered. Having conducted the business in order to propose what is necessary regarding the general contracting for this year, His Right Honorable produces a writing concerning the same, containing, after a preliminary statement of how the return cargo for this year was determined at three shiploads, and the fruitless efforts made to obtain the necessary money for it or a part thereof, whereby one was forced to deviate from the Company's usual method of contracting, a detailed account of what His Right Honorable, with the assistance of the Honorable Head Administrator Bogaardt, has performed herein and the consequence thereof; namely, the contracting of the coarse linens with a foreign merchant named Hurry Mohun Baboe, at an increased price up to an advance of 7 per cent above the Company's ordinary prices, and with our own merchants, the goods of Hendiaal likewise with a 5 per cent, and of Herriapaal and Dhenniachally with a 4 per cent increase, item those of Sjandercona, Radanegger, Bourong, Hougly, Olmara, Decea, Iugdia and Bahaar at the former prices, all on credit and under the issue of bonds for three-quarters of the amount calculated according to the Doms or average prices and at 9 per cent interest per year, together with the omission of the clause made known therein in the previous year, namely to be paid pro rata of the deliveries, because that reason caused the suppliers to be unable to negotiate any cash upon them; further, that for the still missing aurungs of Iaggernaatpour, Daadpour and Iantipour, for the reasons cited, no bidders came forward, with the proposal to try to obtain the same by offering a moderate price increase on those goods, in proportion to the high interest that private individuals pay in comparison with the Company, or else to regulate a certain price increase thereon, if there should be an opportunity to stipulate the delivery thereof on drafts to Europe, calculating the Sicca rupee at 27 stivers, as all this is shown in more detail in that writing, being of this tenor: Gentlemen, In my reflections concerning the writing received by us as a project demand for this year via Hinlopen from Batavia, and inserted in the resolution of 16 December, having urged the necessity of vigorously keeping trade going, both for the maintenance of the Company's credit and to enable the Lords Directors to pay the amounts of granted drafts from the proceeds of the returns, for which purpose I deemed useful a contracting for three ships according to a plan which I made known to the assembly that I had already communicated to the same by my separate letters, I have in accordance therewith devised such arrangements as will appear in the sequel. As the prospect of receiving the expected bills of exchange from Europe vanished due to the absence of the chaloup, and the outcome likewise did not answer to the hope entertained of obtaining money from the English, I found great difficulty in succeeding in my aim; upon my negotiations at Calcutta to raise funds, I received the most favorable promises, and daily looked forward to their fulfillment, the more so because one of the interested parties had already collected three lakhs of rupees, when, upon the permission of the High Government to private individuals to freight the ship The Winterton on their account, he was ordered by his principals to take advantage of that offer to send their remittances, whereby the furnishing of that money had no effect. I pointed out to them the inconvenience into which we had been brought by their ill-considered contracts in the previous year, whose deficient fulfillment had forced us into special purchases; that in this contracting of the piece goods they would undertake, the samples would be delivered to them, and everything delivered would be sorted against them with the utmost accuracy, as those samples would henceforth be sent over annually with the piece goods for confrontation in the Netherlands, so they should not flatter themselves that their former practices would succeed for them any longer; that in order to avoid excessive paperwork and not to have to give a separate account to so many merchants in different aurangs as in 1785, they could, at their own discretion, divide themselves into teams among each other and appoint a head for each team, in whose name the delivered goods would be registered and to whom the amount would be paid, provided that all those belonging to each team bound themselves for one another. Having thus arranged the foregoing satisfactorily, there only remain Jaggernaatpoer, Datsour and Santipoer, weaving places where one constantly has to fear unpleasantness in the collection due to the opposition of the English; since none of our merchants showed the slightest inclination towards them, I had to apply to strangers: according to the contract in the previous year, they amount to the considerable sum of four Lakh rupees, an object of too much importance not to be attended to with all zeal; besides a price increase, one immediately desires one-third of the amount in ready money, which being impossible because I myself am unable to find the necessary funds to pay off the linens bought on two, three, and four months' credit, this difficulty obliges me to submit to the consideration of the meeting whether it is most advisable to propose such a price increase on these linens as is proportionate to the higher interest which, in comparison with the Company's, is granted by private individuals, or whether one should fix a certain price increase on the same, if there should be an opportunity to contract for the delivery thereof on assignments to Europe at Sicca Rupees 27, because one cannot with any equity expect that, since they can employ their money in such an advantageous manner in these times, they will be content to subject themselves to more disadvantageous conditions with respect to us; since the time for manufacturing the linens is already far advanced, and I should gladly wish to settle the whole contract before the English make a start with theirs, in order to be active before them in the weaving places, this subject requires a speedy decision, in order to be able to rely with all certainty on obtaining the requirements for the forthcoming return. 1776 136 131 15 April 15 April The meeting conforms to the proceedings of the Director and consents to a price increase on the goods of the Arrengs for which nothing has yet been contracted.
