That pursuant thereto, he requested and received his discharge, and continued to make his living in Bellasore until the year 1780, when, overtaken by misfortune upon misfortune, he resolved to leave that place and take up residence again in Chinsurah in the hope of better fortune. That since then he has done everything to improve his condition, yet adversity has continued to pursue him, and now, both through his well-known losses suffered in the bankruptcy of the notorious banian Brindabon Ady and through other disasters, he finds himself totally unable to make a living any longer outside the service of the Honorable Company. 174 175 11 May 11 May expressly appointed commissioners, we repaired on board the Company's sloop the Patna and the pansooy or the guard vessel; which we carefully inspected in the presence of the former chief mate Ioseph Roselje and the master carpenter Michiel Groenewout, and of whose defects we have the honour most respectfully to submit a report to Your Honourable Worships; namely: Upon the arrival of this sloop in the past year from Batavia, we have already made a brief report of its condition as shown by the report of 20 September last, to which we refer with favourable interpretation, while we now have the honour to present the following in further detail: Taken as a whole, this small vessel is a solid and strong craft; but having become leaky according to the testimony of the quartermaster appointed to it, it will be necessary to remove a part of the sheathing in order to discover at the solid timber where that leak originates, all the more because the outer planking is noticeably affected by the worm. The mizen mast, which we found to be somewhat poor during the inspection, can be remedied by applying a cheek or fish in such a manner that it could still serve for some time; but the rigging being too high, it must be reduced by removing the topgallant mast and railing, provided that a top is scarfed onto the main topmast; while a new topsail yard is required, because it is unfit and waterlogged. Both pumps must be repaired, and 8 new false ports made, as well as 2 new gun carriages for the small guns. Since this sloop has only four pairs of main shrouds, which stand too close to one another, it is necessary that it be newly provided with one more pair of shrouds, two backstays and preventers and a false stay, so as to give more support to the main mast when pitching, for which new chainplates and bolsters are also required. The windlass is too short, because one cannot use enough handspikes to heave the anchors; it also stands too low on the deck to veer the cables over it; it must therefore be replaced and placed somewhat further forward, with the reduction of the forecastle by a length of 2 to 3 feet, in order thus to clear the cook's galley. The drift rails or scrolls on both sides of the gunwale stick out somewhat forward and are built too high, so that only a small space remains between them and the shrouds, and when working at sea it is very difficult to hoist the dinghy in and out, whereby it always gets damaged; wherefore it would be of no disservice if the said scrolls were cut away some distance aft, in order to remain protected from this inconvenience in the future. Concerning the silk Italian winding and the mochta, as a further report will be made by the servants as soon as the samples of both are ready, after which the price can first be negotiated, it was resolved to await the outcome of this promise. Having received alongside the aforementioned letter of the 7th of this month the khersa and expense account for the month of March, on which, according to the declaration of the Honorable Head Administrator, upon examination and recalculation, nothing was found to remark upon, it was resolved to approve and pass the same. It has already been written thither, how and why the aforementioned agreement with the said Mr. Young was made, with orders to make no use of the offer of the said Mr. Heatley until further notice, and a serious recommendation to make every effort once again in these distressed circumstances to obtain the necessary cash there, in order to succeed better in which, they servants have also been authorized to assure the counters that the assignments on the Chamber of Amsterdam will be paid; of all of which it is understood to keep this note. 198 99 11 May 11 May they were then engaged, so that with that parcel at least there had been time enough to cure the hides around them, and that it would have been their duty to distinguish them with a special mark from the latter, in order to have been able to verify in that regard with greater certainty the reason for the difference between the invoiced and the found weight; that the Opium here had also not remained for two months in the warehouses as the employees say, but that it was already dispatched from here on the 7th of March, after having arrived and been delivered previously on the 3rd and 4th of February; that the wetting of the 46 chests in the Kassembazaar sprah had not extended to the Opium itself, but solely to the gunnies, and that only in some places, there being among all of them only two entirely wet on the outside, which were opened under the assumption that water might have penetrated them, but upon inspection the Opium was found undamaged, and only two cakes that appeared damp were placed in the air to dry, while the defect regarding the rest of those wetted chests was so slight that only three new skins were used for them and the wet gunnies were exchanged for others, as the Junior Merchant and former Secunde De Vriese, who was an eyewitness to this, is aware; and finally, that all these chests, after having been properly refitted, stood separated from the others on a special rack in the warehouse and were the last to be weighed and shipped, which therefore removes the foundation of the employees' objections, as if the greatest short weight was on these chests and had been caused by the drying of the cakes and the new baling of the same, as all of this also shows that the natural causes of the discovered difference in gross weight were found to lie not in the employees' cited reasons, but in bad management and supervision. The provisional Secunde Boomgaardt, as former supplier of the packing of the aforementioned Opium and the Saltpetre sacks, mentioned more fully in the repeatedly cited resolution of 10 March last, also presenting in this letter some weak excuses regarding the bad condition thereof, namely, not having known that nailing the planks across the chests could be harmful, and presuming that the gaping or opening between the planks was caused because the chests became wet, or else that the wood did not have enough time to dry, the same having mostly been worked green because the time had already advanced so far; while he presumably could find no pretext for not properly filling up the chests with leaves, passing over such in silence; furthermore, with respect to the saltpetre sacks, that having had the misfortune of losing a vessel with gunnies just at a time when the saltpetre was being received, he was compelled to purchase at the highest price such goods as were only to be had, which brought it about that among the parcel of 10500 sacks there were some hundreds that were patched and not as good as he was obliged to deliver to the Company; and that these sacks, through lying in the warehouses here for six months, will not have improved, since the dampness causes the gunnies to rot; all of which, however, provide no reason to declare him free from careless conduct and supervision in his service; it was resolved to persist in the compensation imposed upon him for the saltpetre sacks that had to be supplied anew here, and to write this to the employees, with the recommendation to take care that in future no further reasons for complaints are given in this regard, and in the expectation that the meeting will not again be troubled with respect to all that was previously dealt with. With respect to the contracting of the Linens, it being reported by the employees that the suppliers had undertaken to procure 10 to 12000 pieces of white Linens, excluding those for the Chintzes, at the previous year's prices, as they could not be disposed to any price reduction, but that they, the employees, could not possibly determine how many pieces of each sort will come in, as no reliance can be placed on the promise for that, but that the suppliers had promised them that they would exert their utmost efforts to procure even more than what they had committed to; it is, since this does not satisfy the intention with which the employees were ordered to state what can be procured from their station, namely to regulate the forthcoming return cargo accordingly, resolved to put this to them and to order them to fulfill as far as possible that which was demanded. 228 229 6 June 6 June further request of the Honorable to prevent the accumulation of stock, as the Patna goods usually yield considerable profits in the Netherlands, than is hoped that the granted authorization for negotiating money up to 27½ stuyvers will enable the servants, through the necessary advance payments, to encourage the merchants to supply a larger quantity; with orders to send a sound sample of each assortment of the required cloths at the first opportunity, in order that, just like the samples of all the other linens contracted for the upcoming return, they may be sealed and described, and sent to the Netherlands for confrontation; it is therefore agreed to record this here. The servants having also emphatically shown in that letter the necessity of rebuilding the Opium Warehouse, as the opium milk, of which they already have a good quantity inside, must be stored in a separate place that is used for nothing else, and that after preparation the cakes must be placed to dry on bamboo machans, which are erected expressly for that purpose throughout the entire warehouse, so that such a building cannot be used for anything else, and that, daily expecting the order for that reconstruction and being convinced of the impossibility of otherwise proceeding properly with the work, they had already made a start on this in the month of April; and here the authorization having already been answered in the manner described above, that, since the Honorable High Indian Government, in the latest received rescript, has been pleased to grant permission to carry out the unavoidable repairs, authorization was granted to them for that reconstruction, provided that everything is made properly, 230 231 6 June 6 June straight, and strong, and the expenses do not exceed what was estimated for it in their calculation, inserted in the resolution of 7 February last, it is therefore agreed to record this as well; as also that the servants, in that letter concerning the overly generous advances made to the Packaging Supplier, say that this was caused because, upon the authorization obtained for that purpose, an advance was made to him in the month of April of the previous year for gunny sacks, which, if the shipment had consisted of 23 Maons according to custom, would not even have been sufficient, and that he having employed these for that purpose and for the packaging of the linens and baar, they, the servants, were subsequently forced to make a further issue for the packaging for Asia. The same would be much more suitable to be used as a Pilot vessel in this river if a schooner rig were installed in it, but since for changing such a Rig one does not presently have on hand the required necessities of Equipment goods, and also too much time would elapse, as the Season of the arrival of the ships is imminent, one could for the time being suffice by having the same provided with the following, namely: Because the seams are dried out, giving it a good caulking. Enlarging the hawseholes. Equipping the Windlass with whelps and pawls. Taking down the rails or scrolls on both sides of the gunwale toward the stern, and closing up the Ports on the deck. Placing a new Galley in the forecastle. Moving the bulkhead of the cabin a bit forward and knocking away the bunks or fixed berths. Providing the same with a suit of new main rigging, two Backstays and Parduns, item a spare stay, in order to give more support to the mainmast, for which then also two small chocks for the backstays in the extension of the main chainwales for the fifth shroud, and new chainplates are required. Scarphing a fixed topmast onto the mast instead of the topgallant mast, as well as providing the crossjack yard. The boat is much too large and unsuitable for this Sloop, and moreover cannot be moved, for which there should be a new one. These aforementioned necessities having been made and repaired, it must be properly scorched, greased, and provided with sheathing here and there, after which the same can for now serve in this manner as a pilot sloop. Dezelve zoude veel geschikte zyn, tot een Lootsman vaarthuyg in deeze revier gebruykt te kunnen werden, indien 'er een schoe ders- thuyg ingebagt wierd, dan dewyl tot het ve anderen van zodanig een Thuyg, men tans de vereyschte benoodigtheiden van Equipagie goe„ deren niet aan handen heeft, en er ook te veel tyd zoude verloopen, nadien hot Saisaen van de aankomst der scheepen aanstaande is, zo zoud men by voorraad kunnen volstaan om dezelve van het volgende te laaten voorsien; als: Door dien de naaden opgedroogt zijn, hem een goede Calfaatslag te geeven. De kluyten te vergrooten. Het Braadspil met schaalen en pallen te voorzien De Gillingen of Kruillen aan beyde kanten op het boord na agteren afteneemen, en de Poorten op het dek digt te maaken. Een vaste Top op de Steng aantelasschen insteede van de bramsteng, zo meede de kruys„ zylzhaa te voorzien. De schuyt is veel te groot en ongeschikt voor deeze Sloep, en daarby ontransponeerdt, waar voor een nieuwe dient te weezen. Deeze bovenstaande benoodigtheeden gemaakt en hersteid zynde, moet het behoorlyk gebrand, gesmeerdt in de dubbelhuyd hier en daar voorzien werden, waarna dezelve voor eerst dusdaanig tot een loots sloep kan dienen.
