The boatswain's mate has been relieved from the ship, and the surgeon's second mate has remained here; the third mate posted thereon, and some improvements made on that vessel; the examined journal of the ship is sent over; and the requested necessities granted. With the memorandum and reflections concerning the state of this Directorate which the Director takes the liberty to offer to Your Noble Honours by his separate missive of today's date, he has indicated from section 15 to 28 that the relocation of trade, according to his humble comprehension, would be detrimental to the Company, whereas from section 154 to section 165 he maintains that trade during the last 18 years before and 2 years after the war was carried on more profitably than during the course of a century. Nevertheless, we consider as repeated what we have further said below under the subject of Malabar section 404 concerning the relocation of the Company's trade from Souratta to the aforementioned office. Wherewith passing on to ships and vessels, the bearer of this had no remarkable encounters during his voyage, though he did have eight deaths. The journal kept thereon, which was examined according to order and found correct, goes over to Your Noble Honours alongside the report, while we at the same time have the honour to offer to the same herewith the report on the draught of this keel upon its arrival at the Surat roads, submitted by the special commissioners, together with and in addition to the report sent hither from the main settlement. Upon the request made to that end by Captain Christiaanz in our meeting of 30 October last, we granted to him the following necessities, as being indispensable, namely: 30 porters to help load and unload the ship, repairing and tinning of the galley utensils, repairing of the binnacle and the steward's cabins, firewood for dunnage, mats and nails for matting the hold, caulking of the ship inside and outside, rivets for the hoops of the cooperage, half a barrel of pitch or tar, a new aft pump in place of the burst one, and good months for the crew. Finally, we engaged here in the service of the Company and placed on the aforesaid vessel three sailors as before. Furthermore, we relieved the boatswain's mate of the aforementioned ship here to serve as commander on the horry De Charlotte, and in place of the surgeon's second mate Jan Carel Muller, who likewise remained here because of his sickly condition, we placed back thereon the third mate Jan Fredrik Wesel, who had been stationed here, whom we promoted to provisional second mate, just as we also, upon the proposal and request of Captain Christiaanz, by resolution of 12 December last, made the following improvements on that vessel, namely: the boatswain's mate Barend van Hoven of Amsterdam to boatswain's mate in place of the above-mentioned person who remained here; the quartermaster Hendrik Elias of Saxe-Gotha to boatswain's assistant; further, the sailors Johan Andriessen of Norway to boatswain's mate and Jacobus Wagener of Indersbag to cooper, with the humble request that Your Noble Honours may be pleased favourably to approve these promotions and grant them the wages attached to the aforesaid ranks.

42 4. Malays granted passage to the Principal Place. The smalschip the Batavier and the horry the Charlotta are ready, and according to report made solid and strong. The suppliers have been given a book account for the excess delivered over what was paid. Request for the necessary artillery and ammunition for the same. The accounts for the same have not yet been submitted due to a lack of money for settlement. sailors, against which an equal number deserted, while in the hope of Your Right Excellencies' approval we granted passage on the same to the Principal Place, at no cost to the Company, to four Malay inhabitants of Batavia, namely Abdul Matum, Abdul Robbouw, Abdul Bagman, and Mahomet Ajip, who departed from there in 1781 on a Dutch ship and have now returned from their pilgrimage. Section 7. The cargo sent hither by Your Right Excellencies with the same has been duly delivered here, as appears from the findings thereof entered into our resolution of 12 December, regarding which we shall later have to take the liberty to wait upon Your Right Excellencies under the main section of Taxes and reimbursements. With regard to the vessels belonging to this place: since it is impossible to manage here without a smalschip and a covered horry if one does not wish to be constantly exposed to heavy thefts during the loading and unloading of ships, and frequently run the risk of the Company's linens being carried off by the coolies, we began their construction immediately after the departure of the Diamant; and the horry the Charlotte was already capable of service by the beginning of October, and the smalschip the Batavier by the beginning of November. The said vessels, which we had inspected by a special committee composed of Captain Christiaansz. and two members of our assembly, were, according to the report entered into our resolution of the 12th of December last, found to be made very solid and strong. The Batavier has a length over the posts of 78, a breadth at the waterline of 25 5/6, and a hold and depth of 13 1/4 feet; and the Charlotta has a length of 66, a breadth of 22 1/2, and a depth of 11 feet 10 1/2 inches, both being similar to the Jonge Petrus and the Dordrecht, which were taken by the English. The accounts for the same have not yet been submitted because we lacked the money for their settlement. Section 10. Collection or Purchase: thus, at our meeting of 9 May last, we properly balanced the account with the linen suppliers for the goods sent with the Lady Hughes and the Diamant, and we had to give them a book account for the excess delivered over what was paid, amounting to 37282: 38 rupees, with a promise to credit them with the usual interest until full settlement. In the meantime, the horry has served for the unloading and reloading of the ship, and the smalschip has been employed for the protection and escorting of the vessels that fetched the linens from the north, after we armed it and put it in a state of defense through the loan of some pieces of artillery and ammunition from the Court of Justice. And since we have been obliged to return these pieces of artillery to the aforementioned ship, we pray Your Right Excellencies that the necessary artillery, ammunition, etc., for these vessels may be sent to us in accordance with the requisition sent with the Diamant. 43 And for the previous year's pricing of linens done on the adjacent contracted conditions, with the cotton yarns although not found on it, and according to the received demand for the Netherlands for 1787. Due to the great lack of money, the fulfillment of the Indian demand with the bearer of this was made impossible, because the bad state of our treasury did not allow us immediate payment. As appears from our resolution of the 18th of the said month of May, we entered into negotiations again with the aforementioned linen suppliers, being a new bidder, regarding the delivery of a cargo of linens, cotton cloths, and yarns for the Netherlands similar to that sent by the Lady Hughes, as well as in fulfillment of the requested petition for the Cape and those that might be received for the Indies; and we have had to grant them the previous year's prices for it again, as the lowest for which it can be obtained, as the contract of procurement itself, which is registered with our said resolution, shows. And by which, on account of the great lack of money and the slight prospect of being able to deliver all at once the goods brought by the Diamant, and especially the spices, as all transport was prevented by the bad monsoon, we had to promise them the reimbursement of interest in case we might be unable to make the agreed advance provisions to them at the appointed times; we also had to take upon ourselves to indemnify them in case the Broach Governor no longer wished to let the Company enjoy its privileges there with respect to the free export of goods and that they were forced to pay the toll equally with all other merchants. Yet, however much we were fortunate enough to obtain the goods for the Netherlands and the Cape through the aforementioned contract, it nevertheless remained impossible for us to collect those for the Indies. We hope that Your Right Excellencies will be pleased to approve this contract made by us, as otherwise we would have remained unable, as we do now with the bearer of this, to dispatch the return cargo for the Netherlands to an amount of ƒ153424:5:-, and to fulfill the petition for the Cape at a cost of ƒ52201:12:8. Regarding the first of which we take the liberty further to remark that, as appears from our resolution of 30 October last, we have arranged the collection and fulfillment of the cloths etc. according to the Project Demand for the Netherlands for 1787 received by us, or rather according to the designation of the quantities and types that the Gentlemen Masters most desire, and that we have added the cotton yarns thereto, although not found on the aforementioned project demand, in consideration of our imagining this must be an omission, since the yarns sent with the Trompenburg gave an excess profit of 144 percent at sale in the Netherlands, one sort calculated with the other.

so early that they can be dispatched with the bearer of this, and this because of the lack of money in which we have continually found ourselves since the restoration of the Directorate and the impossibility of negotiating any funds at a time when the discount had risen to as much as 8¼ percent, as we shall have the honor to mention in further detail below under the main heading of financial matters, nor did we wish to burden the Noble Company therewith above the ordinary interest. Yet by the arrival of the bearer of this, at least to some extent for the present, being saved, we shall exert all our faculties toward securing the now received orders for the Indies, if it might have pleased Your Right Noblenesses, as we heartily desire, to send yet a second ship hither, meanwhile that in the bearer of this, in compliance with Your Right Noblenesses' command, we have further shipped 91 lasts of the best Surat wheat. In order to succeed the better in the aforementioned collection and to obtain the returns for the mother country, we immediately after the arrival of the ship De Geregtigheijd entered into negotiations with the brokers and other merchants concerning the sale of its cargo, yet we found to our regret that the very same money negotiation of the English, which prevented us from negotiating funds, had a very detrimental influence on trade, as the buyers, who would have to pay us during the months of November and December at least one hundred and fifty thousand rupees, whether they collected the goods or not, also had to reckon with the loss of such an extraordinary discount of 8¼ percent. It is true, we might possibly have been able to get somewhat more for the sugar and the tin than we contracted for, had we been able to decide to sell the same separately, but then the cloves would still have had to remain for the time being, seeing that the 40,000 lb brought by De Diamant, although delivered out of the warehouses before the end of August last, have for the most part not yet been transported outside the city and consumed because of the intervening heavy monsoon, and a considerable parcel was brought to Bombay during the rainy season by a Portuguese ship from a certain Cantoffer, while we would have had to hold the copper for so long until all that which the English sold here on the 31st of May last for ready cash at public auction to obtain money, for 58½ rupees per picul, and which is presently sold at the bazaar for 18½ rupees per maund, making not quite 54 rupees per 100 pounds, has been cleared. And thus, in our meeting of 2 November, having had to decide, for the aforementioned and other reasons extensively stated in the resolution of that day, upon an undivided sale of the entire cargo, we closed the deal on the 11th of the said month and sold the goods brought by De Geregtigheijd through the Company's brokers to the merchant Laaldas Sterridas, and indeed the spices for the fixed prices of rupees 350 for the cloves, 400 for the nutmegs, and 600 for the mace, further the powdered sugar for 12 3/34 rupees, the tin for rupees 38, the Japanese copper for 57½ rupees, the red minium for 16 2/3, and the elephants' teeth for 133 1/3 rupees, all per 100 pounds, and net prices after 3 percent discount and 1½ percent brokerage have been deducted therefrom, as the contract of sale itself, which is inserted in our resolution of the aforementioned 11 November, will show to Your Right Noblenesses. Where it will further appear to Your Right Noblenesses that we have obligated the buyer to collect all the merchandise before the end of August next and to pay the amounts thereof each time upon receipt, and also, what is indeed the principal point, immediately to advance to the Company one hundred and fifty thousand rupees at the benefit of two percent, and without any further batta or discount, but against which we have had to engage ourselves not to sell the goods that might be brought with a second ship earlier than the 1st of March next. We take the liberty to let follow here below the yield of this sale, to show that upon an invoice value of ƒ 135753: 1:— there has been gained ƒ 271916: 12: 8, making fully 200 percent.

48. The merchandise brought by the Diamant, which had only been taken off to an amount of 180,000 rupees, served to reduce. A money negotiation without a considerable discount was impossible and too detrimental to the Company. As from the head surgeon here, 17,814 39/48 rupees on 3 assignations. Credit could not be maintained, nor any delivery made. Paid with a discount of 15 percent, or the 100 with 85 rupees. This great advantage aroused such emulation among the moneychangers or bankers in this place that everyone, in order to profit as much as possible from it, negotiated everything that could be obtained from private individuals, in turn granting them a discount, first of 4 and 5, then of 7, and finally of 8¼ percent. And this inciting everyone to collect their outstanding claims, the first undersigned was also harassed daily for the return of the capital that the Company had negotiated here; and we, having nothing in cash ourselves, fell into by no means a small embarrassment. All the merchandise brought by the Diamant had only amounted roughly to 315,000 rupees; of this, due to the late arrival of the aforementioned vessel, no more could be taken off than for 180,000 rupees, which had served in reduction of the dispatched returns; and in negotiating bills of exchange for the Netherlands, we could succeed no further, and the rainy season prevented us from delivering goods at present; while there was no possibility now to negotiate any funds, other than by granting the aforementioned discount, which would have caused considerable disadvantage to the Company. We thus had to see to saving ourselves in the least harmful manner, as we had been unable to succeed any further in negotiating funds on bills of exchange for the Netherlands, other than that we negotiated from the head surgeon of this Directorate, Daniel Peeperhooven, as appears from our resolutions of 10 June and 7 July, a sum of 17,814 39/48 rupees, and granted him assignations for this to be paid in the Netherlands, calculating the rupee at 27 stuivers, at ƒ24,050:—:—, the first of ƒ13,500:—:— after the spring sale of 1789, with one year interest. §. 30. 50. The difficulty concerning the affairs of Bhaijsa has been further urged upon the English at Bombay. After their proposition was refuted, the Netherlands and the Cape, as well as for India, will, apart from that and the large quantity of requested linens, etc., cause us even apart from this to find ourselves in great difficulty to obtain the necessary funds to meet the expenses of the factory, not to mention that we would be able to make any advance payments for the collection of the return goods for 1787/8. Pursuant to what we had the honor to report to Your Noble Lordships in our letter of 20 April of the preceding year, §. 41, we addressed ourselves in a letter of 9 May following, which was entered in the resolution of that same date, concerning the settlement of the bill of exchange, to the Governor and Council of Bombay, requesting that they would be pleased to give the necessary orders, or arrange that the Honorable Company be indemnified for the amount of the bill of exchange granted to the house of Bhaijsa, and of which it was deprived by the English Surat ministry upon the taking of the direction of its effects, to the amount of one hundred thousand rupees with interest. 175 The Honorable Company on account of the stranding of the ship Walcheren in the year 1773, which subsequently, in accordance with the Surat Political Council resolution of 24 March of this year, has been booked to the debit of this account with ƒ 9981:13:8. For 100 days of interest on a principal sum of 25000:—: rupees calculated at 3/4 per cent per month from and including 31 August of the same year, was paid on 11 July of this year to Boekendas Persotumdas to the debit of this [account] 750:—:—. In accordance with the Political Council resolution of 7 July of this year, there has been written off in favor of Mantchergie Gorseedje & Gouwenram Roederam, brokers of the Honorable Company, to the debit of this [account], the validated interest to the merchants on account of merchandise collected and paid for before the specified time in the financial year 1783/84, which amount was also incurred by the English to their account up to 5310:—:—.
