Copy of Resolutions of 19, 21, 24 and 31 December 1785 Surat 1787 44 Section 5 19 December Anno 1785 Monday, before noon Present: The Honorable Abraham Josias Sluijsken, Director Egbert Nicolaas Wiardi, Junior Merchant and Warehouse Master Mattijs Monte, Titular Junior Merchant, Fiscal and Pay Bookkeeper George Christoffel Roeff, Bookkeeper and Acting Cashier Absent: Jan Jacob van Polanen de Bever, Junior Merchant and Secretary of Policy, due to indisposition Receipt and reading of letters. The Director having convened the council to deal with Cochin and certain Ceylon matters, a packet from Cochin received by His Honor this afternoon was opened and found to contain: A dispatch from the Ministers there, dated 23 November, accompanying the advices and the following four Colombo letter packets: Namely, a dispatch dated 30 June 1785, serving to accompany the copies of the letters from that administration mentioned therein, and further giving notice that the small vessel De True Briton had drifted past the port of Punto Gale, and that the forty-five lasts of wheat sent with it had been unloaded at Trincomalee and dispatched to Batavia with the ship De Zeeuw, while the letters to Their High Mightinesses dated 27 February last sent therewith were due to be forwarded to the capital today on the ship De Both; A dispatch dated 19 July, by which the Governor and Council of Colombo request that fifty lasts of good wheat be sent to them in December with the returning ships for the service of the Government of Ceylon; A dispatch dated 23 August 1785, accompanying the letters from the English Chief Spencer dated 18 February 1759, and the letter from the Governor and Council of Bombay dated 25 January 1765, whereby our privileges here are guaranteed by the English, and a bundle of various translated firmans granted by the Mughal Kings, furthermore containing a request to be supplied as far as possible with their previous year's requisition of rose water; And then also a duplicate dispatch dated 7 November 1785, notifying that Bookkeeper Abraham Leopold Gratiaan and Assistant Cornelis van Tien had departed on the ship Stavenisse for Cochin in order to travel from there to this place to be employed here; to the original of this dispatch, which has not yet been received, will also be attached two Batavian letter packets and a Batavian invoice for certain goods received in Ceylon with the ship Stavenisse and dispatched from there on the ship Sparenrijk to Cochin for further forwarding to this place. Thereupon resolved as stated in the text. All of which having been deliberated upon, it was approved to fulfill the requested wheat if a suitable opportunity arises, as well as the rose water and the rest of the previous year's requisition; and to deposit and keep the aforementioned English letters and translated firmans among the original firmans in the secret chest; furthermore, to answer all the aforementioned letters properly at the first opportunity. Tuesday the 20th of December Anno 1785. All Present. Except the Secretary on account of indisposition. The Master of Operations, proposing to the members that it has now been placed beyond all doubt, not only by the missive from Ceylon and Malabar received yesterday, but also by several private letters from the capital received by His Honour, that we are to expect no ship from there this season, certainly not early enough to serve for the transport of the returns for the Netherlands to Ceylon; while as ill luck would have it, the packets from Batavia which were sent to us by the Ceylon ministers alongside their original letter of the 7th of November, of which only the duplicate has yet been received, remain delayed, so that one remains ignorant of the orders which Their High Excellencies may have set regarding the transport of the aforementioned returns, whilst time passes and an immediate decision must be reached either to abandon all shipment or to send the returns with a ship on freight to Punto Gale if opportunity presents itself; he subsequently submitted to the meeting for consideration what course one should take in this delicate matter, being deprived of all orders from the High Government, for the greatest benefit of the Company. And this having been deliberated upon, so it was, after mature deliberation, considered Firstly that the large purchase of linens by the Portuguese, whereby they have now risen fully 20 percent above the price paid by the Company, which eagerness is proven by the quantities that the ships Coroa, Vianor, and Grande Condestavel de Portugal still lying in the roads here take in, besides a cargo of nearly 300,000 rupees with which the Gratitude has departed, seems to indicate that the Surat linens are presently at a good price in Europe, certainly not less than several years before. Secondly, that retaining the linens here would in any case deprive the Company of those profits which Their Honours previously enjoyed yearly on the Surat linens in the Netherlands, and which one may safely estimate on average at 65 to 70 percent. And Thirdly, that although these profits must now necessarily decrease by the freight which one must pay for the transport to Gale, it is nevertheless better to bear this than to leave the goods lying here and deprive the Company of the remaining profits. And it was consequently approved and understood to enter into negotiations with the Portuguese merchant Miguel de Sousa, whose ship it is believed is to depart shortly from Bombay along the coast, concerning the transport of all the returns for the Fatherland to Punto Gale on freight. Whereupon the Master of Operations made known to the members of the meeting that, pursuant to what was resolved the day before yesterday, having entered into negotiations with the Portuguese merchant Miguel de Sousa concerning the transport of the returns for the Fatherland to Punto Gale, it was agreed and settled with him that the said de Sousa will ensure that his ship named the Lady Hughes, which is presently lying at Bombay, be in the roads here before the 5th of January next; that he will then immediately receive on board the same all such goods, packs, bales, chests of wheat, and whatever else shall be sent to him; that as soon as these goods are on board and he has received notice thereof, he will ensure that the ship leaves the roads and sets sail, without anywhere

To prepare the description of this factory. not to wait for anything else anywhere, and that the officer commanding it shall subsequently make all possible speed to reach the port of Punte Gule, without being permitted to call at any places during his voyage or to delay anywhere, and there to deliver the cargo to the Ministers in proper order and condition. And that, on the other hand, the Company, under the aforesaid conditions, shall pay for freight an amount of Ten Percent on the true cost of the goods according to the invoice. Whereupon, having deliberated and taken into consideration that this agreement, on the one hand, is entirely satisfactory and suited to the state of affairs, since, if the ship The Lady Hughes can leave the roads by the 10th of January, one may confidently assume that it will arrive at Punto Gale early enough before the departure of the Ceylon ships for the Netherlands; and that, on the other hand, the freight of 10 Percent is not unusual, as private individuals pay more and the freight on the Company's ships from here to the capital is even fixed at 15 percent; it was resolved and agreed to approve and confirm in all respects the aforesaid contract made with the Portuguese merchant De Sousa. Was read a petition from the chief surgeon of this Directorate, Daniel Peperhoven, containing a request that there may be paid to him such sum of 461 rupees as he, at the time when this Directorate was taken by the English on the 14th June 1781, had to claim from the Noble Company on account of medicines etc. purchased by him for the use of the medicine dispensary and the hospital, according to an account annexed to the said petition, which has been certified for its authenticity by the Ordinary Councillor and present Governor of Ceylon, as former Director; Whereupon, deliberation having taken place, it was resolved and agreed to send the said petition and attachment in originali to Their High Excellencies, with the request to look favourably upon it, as the council finds itself unauthorized to decide upon the payment, however much the fairness of the account itself otherwise shines through and is known to it. Was read a petition presented a few days ago to the Commander by the now deceased equipage overseer Johan Lotsz, stating how on the 14th June 1781, when the Directorate was taken by the English, he had to claim from the Company 4108.47 rupees, being the amount of three itemized accounts; whereof one on account of the annual shifting of the tiles at the wharf in the month of May 1781, amounting to 1029.12 rupees; one for various expenses paid for the service of the Company and on account of wages paid to the native sailors assigned to the vessels, 1865.42 rupees; and then another for the annual repairs carried out on the vessels, amounting to 1213.41 rupees; And that this claim, after deducting from it the sum of 3000 rupees which had been advanced to him during his administration, still remained 1108.47 rupees, with the request that this sum may be credited to him here, etc.; And whereupon, deliberation having taken place, it was resolved and agreed to respectfully transmit to Their High Excellencies at the first opportunity the aforesaid petition as it stands, together with its attachments; The 22nd December Anno 1785. The equipage overseer Joan Lotsz having departed this life the day before yesterday, the boatswain of the wharf, Joan Anthonij Masser, was provisionally appointed equipage overseer upon the proposal of the Commander, and was additionally granted the rank and capacity of Third Officer; Their High Excellencies shall be requested in the first outgoing letter to confirm this arrangement with their supreme approval, in consideration of the fact that the said Masser has served the Company faithfully and honestly for more than 33 years already, and has always given much satisfaction to his masters. Matters having proceeded thus far, the Commander made known to the council how the linen suppliers Beramptjen and Harmootjent came to his Honour the evening before yesterday, when his Honour was heavily afflicted with fever, notifying him that some goods were ready that ought to be brought to the bazaar, consisting of some hundred pieces of white Berempaats and blue and red Bajotaas, without mentioning any others; that the aforesaid suppliers, after having been told by him, the Commander, that the members of the Council would come to examine those goods the following morning, subsequently did go to the bazaar commissioners, but that, instead of stating to them the quantity and quality of the goods according to custom in order to draw up a note thereof, they only said that few goods would be brought to the bazaar, of which it was unnecessary to draw up a note, since

The 22nd December Anno 1785. — The 22nd December Anno 1785. — as they could give no specific specification thereof, that they, the suppliers, nevertheless the following day, when the members of the meeting had examined and accepted the aforementioned Berampaets and Bajotaes, very unexpectedly and without the slightest prior knowledge of him, the Lord Director, presented to the members of the Council at the Bazaar for acceptance a quantity of 4500 pieces of coarse Corroots; and that the latter, unaware that this had been arranged thus without the prior knowledge and consent of him, the Lord Director, and not thinking that any deceit was hidden behind it, also accepted the aforesaid parcel. The 31st of December Anno 1785. The 31st of December Anno 1785. To have discharged within 10 days after her arrival in that port. Fifthly, that in consideration of the articles contained in this contract, the said Minghuel de Lima e Sousa hereby agrees, consents, and promises to dispatch the said ship the moment it has received the Company's goods on board, and Mr. Sluijsken shall desire, directly to Punto Gale without permission to go to or call at any port or ports; and the commander of the said ship shall be bound and obliged to deliver the said goods in a proper and the same condition as they shall be received on board, in accordance with the bill of lading. However, in case of accident, necessity, or storm, the commander shall have the liberty to act as he shall judge best in such a case for the safety of the ship and the cargo on board. In witness whereof, the contracting parties have mutually confirmed this with their hand and seal at Suratta, the 21st of December 1785. Was signed: A: I: Sluijsken and M: de Lima e Sousa. Next was read the presented provisional demand of necessities for the year 1786/7, being calculated only for the cargo of two ships, although Suratta now, as trade begins to revive again to such an extent, could well consume three ship loads; and it was agreed to approve the same and to request Their High Noble Honors as urgently as respectfully that the same may at least be fulfilled. The trade books of this Directorate for the year 1784/5 having been balanced on the 23rd of November, the acting trade bookkeeper Monté now submitted the balance sheet drawn up from the same trade books, from which it was shown fundamentally: That the profits in the same financial year amounted to a sum of ƒ 226,573. 4. 8. The expenses, on the other hand, have been ƒ 46,345. 13. 8. So that this trading post, with only one ship and no more than 30,000 lb of spices, has yielded in net profits ƒ 180,227. 11. -. Thus it was resolved to keep this record thereof, and to insert the balance sheet itself in the outgoing missive to Their High Noble Honors, according to the regulations. According to the incoming report of the commissioners, the transfer of the administration of the equipage overseer by the testamentary executor of the deceased equipage overseer Jan Lotsz to Jan Anthonij Masser, provisionally appointed thereto, has been properly and according to order accomplished; of which it was resolved to keep this record, and to place the aforementioned report into the hands of the acting trade bookkeeper Monté in order to confront the same against the trade books. Furthermore, satisfaction was taken with a surety bond delivered by the provisionally appointed equipage overseer Masser for a sum of 3,000 rupees, which shall be advanced to him for the service of his administration. Together with the understanding to now cancel the surety bond provided by the deceased equipage overseer Lotsz for an equal sum, which has now been returned to the treasury, as recorded in the resolution of the 26th of November 1784. As well as, in the manner aforementioned, satisfaction was taken in the newly executed deed of surety by the acting cashier Roeff and dispenser De Sille, the first for a sum of 4,000 rupees for his administration, and the other for 3,000 rupees which have been advanced to him, in place of the surety Jan Lotsz who had also intervened by resolution of the 26th of November 1784, but is now deceased. The linen suppliers Beramptje Souraabje and Harmootjent Rettingjie having made a request that there might be paid to them from the treasury here such a sum of 21,749 13/24 rupees as the titular senior merchant and chief administrator at Colombo, Pieter Sluijsken, must pay to them, to the end that this sum may be repaid again at Colombo to the Noble Company by the same Sluijsken; it was approved to grant the said request, and accordingly to assign this sum by draft upon the more-mentioned Sluijsken to the Ceylon government.

The 31st of December Anno 1785. funds negotiated for the Company, Thus [illegible] to transfer to the Ministry, the assembly having believed itself entitled to decide upon this, notwithstanding the great lack of money from which one suffers here and the necessity in which one finds oneself to supplement this through loans, because the assembly is informed that the same lack of money is even greater in Ceylon, and that one must negotiate money there at 12 per cent, whereas one has thus far been able to obtain the same here at 9 per cent. Finally, it was also agreed to record herein that on behalf of the Company there were negotiated against payment of the usual interest: On the 1st of October of this year, from the Banyan merchant Nagerdas Wierboekendas, 26,831.-. rupees, and on the 26th of this month, from the Banyan merchant Nhowel Tha Meiaran sha, a sum of 25000.- rupees. To the Right Honorable Sir Abraham Josias Huijsken Commander and Chief Authority of this Directorate, Together with the Council. Honorable Sirs! The undersigned, having been commissioned by resolution of the Political Council dated 31st December 1785 to inspect the pay books of this Directorate for the years 1783/4 and 1784/5, have presented themselves to the Pay Bookkeeper and had him produce the kept pay books of the aforesaid financial years 1783/4 and 1784/5, in order to examine them and to confront them against the successive warrants issued, and have the honor, after completing the commission, to report to Your Right Honorable: Regarding the books of Anno 1783/4, that due to their decease, there are in credit the accounts of: Folio 7. Aan den Wel Edelen Agtbaaren Heer Abraham Josias Huijsken Gesaghebber & Hoofd Gebieder deezer Directie. Benevens Den Raad. En Heeren! De ondergetekende bij politicq raads bosfuijt van den 31:e' xeber: 1785. gekommitteert sijnde tot het visiteeren der soldij boeken van deeze Directie d' a:o 178/1. en 1784/5. hebben sig vervoegt bij den soldij Boekhouder monte en door denselven doen produceeren. de gehoudene soldij Boeken van de voorsz: Boekjaaren 178 5/1. en 178 4/5. ten eijnde deselve te examineeren en teegens de successive verleende ordonnantien te konfronteeren en hebben d' Eer na volbragte kommissie uwel Edele Agtbaare te Berigten ten aansien van de Boeken van A:o 178/4. dat mits hun overleijden daar bij te vooren staan de reekening van zijnde deese laatste het geproslueerde van sijn nalatenschap welk montant op ordonnantie van den Wel Edelen Agtbaaren Gestrengen Heer Directeur Willem Iacob van de Graaff door den toenmaeligen soldij boekhouder Willem Hendrik van Bijland in 's E.
