Honorable, continuously to give notice of the indescribable shortage of money with which we have to contend, which from time to time has increased to such an extent that, because there was no possibility of saving ourselves in any other way from this predicament that had reached the utmost extreme, we were forced to take our refuge with the English Government and to demand a loan of One Lakh rupees from the same. Most of the cash that came in during the past season, both from the sale of merchandise and from the negotiations that were conducted, was employed both for the sent silks per Straalen and Schoonderloo, the Standvastigheid and Rotterdams Welvaaren, and for settling the expenses that were necessarily required for these vessels during their presence, so that little or nothing remained for the settlement of the household expenses, and the administrators and others who make daily advances for the Company, although the payment orders on the treasury for what was due to them were made out monthly according to custom, remained unpaid. This caused the greatest inconvenience to everyone, no one was capable of advancing more, and credit could no longer be found. The monthly wages and board allowances, likewise the house rent of the servants, had also been unpaid for three months; many, even among the foremost servants, were unable to find the necessary funds for the purchase of daily necessities for their households; at the end of the month of June last, on account of the warrants granted upon it, among which were even some from the month of October of last year, the treasury was in arrears for a sum of over 70,000 rupees; the requests and demands for payment became so continuous and urgent that one had to fear the most detrimental consequences if this were delayed any longer; our sloops that had to go to sea, both for surveying the fairway and for cruising for the expected ships, could not depart because nothing was on hand for a proper outfitting; the equipage master, who was already out of pocket approximately 20,000 rupees, declared himself completely unable to contribute anything more, having already privately monetized everything that could possibly be spared. In this extreme then, as no other means or way out of salvation remained to us, we decided on the 29th of the aforesaid month of June to apply to the Calcutta Government and to ask Their Honors for a loan of One Lakh rupees, under promise of its restitution in the coming month of November, if our supply of money permitted such, or in lack thereof, to issue a bill of exchange on Your Right Honorable for it. This request was also fulfilled by those gentlemen with the greatest willingness and in a very obliging manner; along with their answer to our letter, that Lakh of rupees was sent to us, on the condition however that the repayment, if we found ourselves unable to do so here in Bengal, should take place in China before the departure of the ships from there in the following season or the spring of 1789. The predicament in which we found ourselves was too great to be able to raise any objection to this; we therefore accepted the money on that condition and issued a bond for it at the interest rate of 8 percent per year. We trust that the alarming and oppressive circumstances in which we find ourselves through no fault of our own will gain a favorable approval from Your Right Honorable for this decision of ours, which we have undertaken by virtue of the most urgent necessity. Since there is no possibility for us to pay that sum here, we shall be obliged to issue a bill of exchange on China for it in the coming month of January, and since the saltpeter received from the English gentlemen for the last two years, of which the last 15,000 Maunds are now being delivered at Patna, is also not yet paid for and cannot be paid by us, we fear that we shall be forced to issue similar bills of exchange for the amount thereof, which amounts to approximately 152,000 Rupees. We considered it our duty to inform Your Right Honorable of this as soon as possible and shall embrace the first presenting opportunity to send notice of this transaction of ours to the Noble High Indian Government at Batavia, with the humble request that It may be pleased to give the necessary orders so that our bills of exchange to be issued will be honored with payment in due time. The prospects that we have regarding trade and a return fleet to be dispatched to Europe for this year are, on account of the lack of money, also most alarming. In the middle of the month of February last, we were already reliably informed by private messages from Europe that Your Right Honorable intended to dispatch a ship to this Directorate again this year; this caused the First Signatory to judge it absolutely necessary to make every effort in order not to frustrate the expectation of Your Right Honorable for a return cargo from here; he therefore, setting aside all considerations regarding the distress and worry caused by the shipments made recently, did his best to once again dispose the merchants

The non-arrival of the bills of exchange, giving sufficient cause to despair of a favorable outcome of that negotiation, leaves our sole prospect fixed upon a substantial relief per Hinloopen, flattering ourselves at the same time that, since our separate letters of 24 November of the previous year will, according to received tidings, have reached Your Noble High Mightinesses in the middle of the month of April, it will have pleased the Same Most High to give favorable reflection to our respectful proposal regarding the appointment of a wealthy House in London upon which to draw from here: If, however, against hope and wish, we find ourselves disappointed in this our reasonable expectation regarding both matters, we solemnly attest to knowing no means to dispatch even one ship, laden according to orders, and we shall thereby fall into such confusion that thus far no way of rescue appears left to us. The contracted goods are likely, if not entirely, for the most part to be paid for; those from the five last-mentioned aurangs, which strictly belong to the return cargo, are only to be found for ready cash, and to obtain that is for us here a total impossibility. In our forward-mentioned separate letter of 24 November 1786 we already took the liberty of presenting to Your Noble High Mightinesses in the most emphatic manner our reflections on the bleak prospect we had regarding trade here in this Country and the impossibility of continuing it any longer without effective assistance from the Netherlands. We find ourselves obliged to repeat the same hereby, because circumstances, instead of improving, have worsened even further, since the only way by which we now and then still obtained some money is now also closed; an attached copy of a letter, which the first undersigned recently received from one of his correspondents in Calcutta, deprives us of all hope in that regard; it would exceed the duty of subordinate servants too far if one wished to bind one's Lords and Masters to any penalty; we already found ourselves burdened by the obligation of granting all the assignments in the past year as payable at the Amsterdam Chamber; although the necessity in which we found ourselves, the impossibility of being assisted otherwise, and the favorable qualification of Your Noble High Mightinesses that we had to see to rescue ourselves in the least harmful way for the Company, justified this course of action. What causes us greater concern are the reports received from England this month, containing how Parliament had in hand a list of about one hundred fifty persons who all remitted their money through foreigners and are to be prosecuted in court over this; this deters everyone from making further use of those channels. We cannot boast of the proceeds of the merchandise to be brought by the ships; we are obliged to honor our commitment to the merchants to sell them all at public auction for their promissory notes with all scrupulousness, in order to guard the already so diminished credit of the Company among them from further decline; fruitlessly would we flatter ourselves with remittances through our treasury or other negotiations with the English, because due to the general lack of money and further attendant circumstances this source seems exhausted. Amsterdam To the Noble Grand Right Honorable Lords Directors On behalf of the General Dutch East India Company at the chamber there Noble Grand Right Honorable Lords: Per the Hooker ship Spaaren The ship Hinloopen, having sailed directly outward, only navigated the Ganges in the month of December and thus having arrived too late to be employed as a return ship in accordance with the order received to that end from the Noble High Indian Government, we were obliged on the 3rd of the said month to design the bearer of this, the only ship we then had at hand, for that purpose, and it is consequently that the same now undertakes the journey under God's blessing, laden with such Goods as 16 1 piece Heavy Anchor, with stock, Bolts, and bands instead of lost and cut away, as appears from declaration pieces Heavy Rope 2 Coir ropes of 16 inches, on which it has lain here in the River diverse other ropework for the main shroud, buoy ropes, porteur lines, and other running rigging. The declarations, as usual and in so far as the Equipment goods are concerned, being duly sworn, accompany herewith in authentic Copy, as do also the Copies of Acts of Persons taken into service on the aforementioned ship, and further such ordinary papers as the register made thereof comes to indicate, among which also the receipt of Captain Udemans both for the Instructive and other Papers and the Turkish pass. We further add hereto an Extract from our Resolution of the last of December last past, wherein is inserted the petition presented to us by the Citizen Johan Carel Lodewijk Blume to be allowed to have proof that he, upon the dispatch of his children with the ship the Constantia, paid here into the Cash Office the transport money for the servant sent therewith, both for the outward and the return journey, since his authorized agents at Amsterdam were obliged to deposit a sum of f300:—:—, in order to cause that Person to obtain passage hither with the ship Hinloopen; we have, as that Transport money was truly paid here, assented to that request and caused to be delivered to the petitioner as proof thereof, besides the Extract from our Resolution aforementioned, a Copy of the ordinance upon which that payment was made, which likewise increases the Enclosures, and we take the liberty, pursuant to the further request of the petitioner, to give Your Noble Grand Right Honorable notice thereof. For the Amsterdam Chamber Gentlemen, we have, with Spaaren, granted passage to four children, namely three of the Merchant and Patna's Head, Cornelis van Citters Aarnoudsz., and one of the Corporal Pieter Marten Bernhard Broekhuijzen, for which first three the customary transport money was duly paid to the Company, but from the payment of which we have released the said Corporal because of his known poverty. 20 A: Oorenmijn The return ship Spaaren having been duly inspected by the specially appointed commissioners, Captain-Lieutenant I: Swetman and Sub-Lieutenant Ian Christiaan de Leeuw, in the presence of the Equipage Master Iacob Fredriks and in the attendance of the Master Carpenter Michiel Groenewoud, and a report of the defects found thereon having been submitted, the following report was received: Right Honorable Sir, Pursuant to Your Right Honorable order, we, the undersigned special commissioners, proceeded on board the hooker ship Spaaren, lying in the roads of Culpee, and have, in the presence of the Captain at Sea and Equipage Master Iacob Fredriks and in the attendance of the Master Carpenter Michiel Groenewoud, inspected the same exactly, and found its defects to be as follows: The ship is in every respect sound and strong, without any notable defects, except for a small repair on the deck that must be caulked tight, and to the sheathing, which is somewhat damaged by the lighters. The rig is too high, causing the ship to work considerably in a seaway, wherefore the main and fore masts must be shortened by a length of 1½ feet; during the heavy rolling, several chainplates and links parted and were torn from the outer hull, which must be repaired or replaced; four iron eye-links in the channels with their bolts for side tackles and purchases; eight eye-bolts in the deck for the lashing of the boat and the spare spars must be made. The main topgallant crosstree is broken, for which a new one is required. We found the rig in good condition, except for the main shrouds, which parted at and above the swifter, and must be replaced with new ones. The boats must undergo a small repair. The above defects which we have discovered on this vessel being remedied, we judge the same capable, after it shall have been properly caulked, greased, and provided with the necessities, to undertake its projected voyage with God's blessing from here to the Netherlands in all safety. And having herewith fulfilled our charge, we have the honor to be with all high esteem, Right Honorable Sir, Your Right Honorable's most obedient servants. 31 by disposition whereupon it was approved and agreed to write off the broken porcelain and the dead poultry, along with all the permitted shortages in weight, and to favor the officers with the 37 lb of harpuis due to them and their share in the remaining 1860¼ jugs of arrack, since there is included therein the 3½ percent allowed by the regulation between ship and shore, of which they are entitled to only half, and the other half to the Administrator; as well as to return the medicines that still remain unopened in the warehouses and which the aforementioned Chief Surgeon, for the reasons cited in his report, has difficulty accepting, back to Batavia at the earliest opportunity. Furthermore, concerning the provisions that this vessel carried for a second return ship and were accounted for in the Dispensary, to have the ship officers deliver in kind the deficits in what was delivered or to compensate for them by buyout, and on the other hand also to deliver the surplus to them in kind or to credit them for it on account, and to write off the beer that has turned sour along with the spoiled spices and whole quills, and finally to supply from the salt meat and bacon received on this occasion as much to the ships as can be done, and to send the remainder back to Batavia to prevent spoilage. Agreed Melmans Vertelai The citizen Johan Carel Lodewyk Blume, requesting by petition for copies of the necessary proofs that in December 1785, upon the dispatch of his children on the ship Constantia, he counted out in cash here the passage money for the outward and return voyage of the servant whom he sent with those children to Europe, and that the same may be cited in the forthcoming letter, since the agents of him, the petitioner, were obliged to deposit ƒ300.-.- for this purpose, in order to secure passage back here for that person on the arrived ship Hinloopen, as Monday the 31st of December 1787. Extract Resolution taken in the Council of Policy at Hooghly in Bengal the one and the other is more broadly described in the petition itself, which reads as follows. To the Right Honorable Mr. Isaac Titsingh, Director of the Honorable Company's Trade and Interests in Bengal, Bihar, and Orissa, etc., etc. along with The Members of the Honorable Council. Right Honorable Sir and Respected Councilors. Your Right Honorable and Honors' very humble and obedient servant Johan Carel Lodewyk Blume took the liberty in November 1785 to request by petition to Your Right Honorables for passage to the Netherlands per the return ship Constantia for his two adopted children for the outward voyage; and for the free woman Johanna Suaris to care for the children for the outward and return voyage; all of which was favorably granted, on condition of paying the customary passage money, which he also paid into the Honorable Company's treasury here pursuant to the warrant of 19 December 1785, namely: for the two children for the outward voyage each ƒ178.11.8 or both together ƒ357.3.-, and for the free woman Johanna Suaris for the outward and return voyage ƒ552.7.8. It was therefore strange for the petitioner to learn recently, upon the arrival of the Honorable Company's ship Hinloopen from the Netherlands, from his agents in Amsterdam, the gentlemen Jan van Wanningen and Arnoldus Gerardus Kusel, that at the East India House, neither in the books nor in the muster rolls nor anywhere was it recorded that the double passage money for the outward and return voyage for the aforementioned free woman Johanna Suaris had been paid here, and on that account they obtained, with great difficulty and against a deposit of 300 guilders at the East India House, that passage to India per Hinloopen was granted to the aforementioned free woman Johanna Suaris; and furthermore the petitioner's aforementioned agents write from Amsterdam that the sufficient proofs must be sent to them from here at the earliest, showing that the double passage money was truly paid to the Company here, or that otherwise the deposited ƒ300 will be forfeited. Your Right Honorable's petitioner therefore most humbly requests that the necessary proofs (that the double passage money for Johanna Suaris aforesaid for the outward and return voyage was paid here) may be granted to the petitioner, as well as that it may please Your Right Honorables to cite also in the Honorable Company's letter that the money was paid here, in order to remove all further difficulties in Europe, and that the deposited ƒ300 may be returned without cost or damage to the petitioner's agents, the gentlemen Van Wanningen and Kusel in Amsterdam aforesaid (at the bottom:) which doing etc. (signed:) Johan Carel Lodewijk Blume. Appeared in open court the Captain of the hooker ship Spaaren, Willem Udemans Junior, to whom were read three statements issued by his officers at his requisition, containing: the first, dated the 3rd of October 1787, that on that day twenty fathoms of the daily rope had to be cut off as unfit; the second, that on the 8th of that month when they lay at anchor in this river, due to the heavy yawing back and forth of the ship, the daily rope happened to break, with the result that thereby the anchor and fourteen fathoms of that rope were lost; and finally the third, that on the 4th of November last they had to cut off forty-five fathoms of the daily rope which were unfit, which, added to the six fathoms that they had lost on the 2nd of that month, had reduced that rope by fifty-one fathoms. Since your vessel is now ready to sail, you shall, as soon as this our order together with the further papers addressed to the Noble Most Honorable Lords Directors have been delivered into your hands, immediately repair on board and take care that, when the Fiscal comes on board to muster, all the ship's crew is complete and a proper muster roll is ready at hand, so that upon completion of that business it may be handed over to his Honor, along with the closed accounts of the absentees. 46 must give a clear and distinct account thereof, mentioning therein also at what time they were brought outside, and at what depth the Pilot went off board, where and when the towing vessels left the ship, how many Rowers were on each of them, and furthermore in what condition Your Honour's vessel and crew then found themselves, in order that it may serve for our information. All of which we do most earnestly recommend to them hereby, as well as to treat the Pilot, in whom the Company is greatly interested, with civility, and thus to subject him to not the least discourtesies, let alone brutalities (concerning which very severe complaints have been made repeatedly), nor to arrogate in the least any authority over him; being mindful that in the contrary case we shall not only leave the consequences, as of old, to Your Honour's account and responsibility, but also give notice thereof to the Noble High Honourable Lords Majores in the Fatherland, with the request for a proper correction of whoever might exceed their bounds in that regard. And whereas the Lords Masters, considering how for some years past various goods have been spoiled in the ships, as well through leakage as otherwise, have seen fit, in order to prevent this, to draft and draw up such instruction whereof ordinarily a printed copy is handed to Your Honour; Your Honour is therefore most earnestly enjoined to comply literally with the orders contained therein, with the warning that Your Honour shall be liable for all damage that might be caused by the failure to observe this order. Besides the ordinary packet of instruction papers, we hand to Your Honour herewith a separate instruction drafted on the 22nd of April 1768 in the Council of India for the Commanders of the ships that depart after primo December from the place mentioned at the head thereof to the Netherlands, with the annexes belonging thereto, to serve for your contemplation; and in case Your Honour should be compelled to bypass the Cape of Good Hope, to act then according to its contents, whereas we have otherwise seen fit, and therefore hereby charge Your Honour, not to sail past the said headland, as your ship is provided with no more water than is necessary for an ordinary voyage home, and is laden with some goods that must be delivered there, with the recommendation to keep a record in the journals, or by a resolution of the Ship's Council, of the reasons in case Your Honour might be compelled to bypass the Cape, in order to account for yourselves to the Lords Majores. Regarding the secret orders and signals cited in the above-mentioned separate instruction, alongside the further annexes handed to Your Honour, we deem it unnecessary, as a matter of course, to recommend the observance of the orders given therein; but we note here further for your information that in the Chart from Cape Verde to the Cape of Good Hope, the last-mentioned headland is placed at a different longitude, and that in the new Mercator Chart of the Indian Sea (with both of which Your Honour among others is provided) all coasts and islands are laid down according to Astronomical observations, whereby this Chart differs much from those presently in use, and consequently thereafter, as far as 55 121 137

as regards the determination of the longitude and courses, shall be proceeded with. Furthermore, Your Honors are ordered, so far as seamanship allows, to keep to the prescribed courses and fairway, and in case of being driven off by current, etc., to return to the same as quickly as possible, and not to take any other routes except in case of necessity or for very good reasons, and to record the same in writing in the daily journals, all on penalty of forfeiture of three months' wages by the first-commanding chief and under-steersmen, if they have not protested against it, and in any case beyond the challenge that will moreover be brought against Your Honors upon violation of the orders. To call at the Caab with peace of mind, Your Honors must govern yourselves regarding the signals according to the Memorandum and marks set down for that purpose by the Honorable Governor Tulbagh, pursuant to the secret signal letters accompanying these presents, which must be delivered at the Caab or otherwise in the Netherlands; Your Honors will find everything that might be observed upon approaching the said Caab, the Bay Fals, the Robben and Dassen Eyland, the Saldanhabaay, etc., contained in the Instruction mentioned hereinbefore, as well as in the fourth annex that which is to be observed at the anchorage of the Caab, to which we accordingly refer ourselves. And although Your Honors are indeed explicitly ordered by the said Instruction not to trust any flags, and the necessity thereof has also already been cited hereinbefore; yet we cannot refrain from adding hereto our special recommendations not to allow any crew from foreign or unknown ships to come on board, much less to cross over to such vessels, nor to permit anyone from the crew to do so, and even upon meeting warships of the State, which are commonly sent out to meet the return fleet with refreshments, to demand from them the letters of the Company before trusting them, in order thus to be able to distinguish friends from enemies. Your Honors are furthermore, for the sake of completeness, recommended to keep your ship always prepared and well secured against a storm, and to arrange in good time that the decks are well cleared, everything made fast, and the tarpaulins nailed down on the uppermost deck, which we expect from Your Honors just as well as that you will continuously make the required use, during your voyage from here to the Netherlands, of the ventilator provided to Your Honors by the Gentlemen Majores, for the preservation of the health of the ship's crew, and also at the same time to air the sails as much as possible for preservation against rot, and to store the same in the bread room, in proportion to the space that will become available therein through the consumption of the provisions, and to keep the remainder, for which there might be no room there, between decks before the gunner's room, and to keep proper record of all this in your journals, being aware that upon violation or neglect of this order, such punishments will be imposed on Your Honors by the said Gentlemen Masters as they shall find proper according to the exigency of matters. In examining the lists of the findings of the spices brought over from the Indies with the return ships in the past year, we have found that the pepper which was sent to us with the ships Langewyk for Amsterdam and Noordweykerhout for Zeeland (both returned via Bengal) was delivered with an excessive shortage in weight; namely, the first-mentioned with 21 / and the other with 32 1/ percent. Therefore, you are ordered to write to the Director and Council in Bengal to be as vigilant as possible, to the end that such shortages, which to all appearance must have been caused by the practices of the ship authorities, may no longer be committed; and you must notify the ship's officers who are to repatriate via Bengal in the future that each of them whom it concerns will, without the slightest connivance, be charged to his account for that which is delivered short. Thus we wish to have you warned by this that all the underweight on the pepper to be transported by you will run for your own account and responsibility. Seeing that the Gentlemen Masters, by their letter of August 27th of the year 1728, also expressed their displeasure that some ships have arrived home whose cannon were partly not in their proper place but struck down into the hold, as appears from the following extract from the aforementioned letter. Lastly, if it should happen that you lose your boat before the departure of the pilot from the ship, due to storm or otherwise, you must not only give us notice and sufficient reason for this in your advisory note from sea, but also prove in the Fatherland with a declaration from the Ship's Council or other valid document that you actually lost the same through storm or other sufficient causes, being mindful that failing this, you will have to reimburse the value to the Company. Wednesday the 21st ditto, the Council being assembled, remained by the previous resolution, and kept the main hatch open as much as possible to bring air between decks, because there are no air ports between decks in the hull, and whenever the hatches were battened down, one had to bring everything in through the ventilator, for which reason it was kept running day and night; had 22 sick, mostly with the aforementioned illness. Wednesday the 28th ditto, the Council being assembled, remained by the previous resolution; had presently 26 sick, also still as before.
