Baring & Comp: via the packet boat the Swallouw, containing the favorable authorization to draw up to one million in bills of exchange on that house in London; concerning my conduct in this matter, I take the liberty to refer with all deference to the accompanying letter under No. 1 sent on the 31st of that month to the High Government, with the humble request that the same may find indulgence with your Right Honorable Worships for the reasons stated therein, being able to testify most solemnly that I was spurred thereto by no other motives than to succeed happily herein to the greatest benefit of the Company. The reports received from two of the principal houses in Calcatta, to which I had addressed myself regarding the prospect of success, were so unfavorable that I deemed it most urgently necessary to exert the utmost efforts without loss of time: the best means seemed to be to disclose this authorization to the Junior Merchant Blume and to send him to Calcatta to secretly inform himself at all prominent commercial houses on the state of affairs; he departed on the 8th of this month, and I followed on the 11th, taking as a pretext an invitation on the occasion of the launching of the ship the Warren Hastings: having instructed him to report the outcome to me by letter immediately upon my arrival and to return directly so as not to give the Government any suspicion by the presence of us both, I subsequently received that letter, which I take the liberty of accompanying herewith in copy under No. 2. On the one hand, I considered the displeasure of my superiors in withholding it from the Council; on the other hand, the danger enclosed in communicating it, since experience has too often taught me how matters regarding which I recommend secrecy were already rumoured in the Bazaar the very next day, without it being possible for me to discover the first spreader. After mature consideration and consultation with Secretary Wieman, on whose fidelity and discretion I fully rely, I judged it absolutely necessary to keep silent about the receipt for the sake of the consequences, to open the letter to be informed of the details, and, in order to prevent the stagnation of prices at the next sale, for the time being to make no disclosure here regarding the contents, but meanwhile to inquire at one or two of the principal commercial houses in Calcutta what success I might expect in these unfavourable times upon obtaining such an authorization, recommending secrecy, to which they are sufficiently bound by self-interest; having no other aim than to perform my duty with all candour and to promote the Company's benefit most emphatically, I flatter myself that Your Right Honourable will be pleased to place that confidence in me, that no particular fear or selfish designs are the motive thereof; consciousness of acting with the best intentions makes me boast of your approval, and make use of the first opportunity to report the reasons for my conduct to Your Excellencies per the Elisa, Capt. That only a sum of S: r: 50000:— remained unpaid, negotiated by the Patna servants in the financial year 1785/6 upon the promise to repay the money after the lapse of a year, and on which the native Banko Beherri, who personally bound himself for that debt, was granted by council resolution of the 13th of this month to deduct the amount of the farm lease payments for this current year up to Sicca rop: 10210. That in order to give everyone the opportunity to divest themselves of their bonds, it was decided at the session of the 22nd of this month, at the upcoming public auction on 13 February, to cede the remaining copper bars with the mace and nutmegs, alongside a proportionate quantity of cloves, half for cash and half for bonds, and for the remaining cloves and arrack to accept only bonds, which gives hope, through the former, to effect a reduction of over 1½ Lakh in the same, while through the latter, the redemption of ¾ Lakh is anticipated. The manner of paying the bills in London was very acceptable, but the present scarcity of money, and the fact that there are currently so few who need to remit money, are the primary obstacles. And in addition to that, there are several houses that still have upwards of 4 lakh rupees in their own bills of exchange to draw on London, resulting from the sale of goods sent by them on freight with the Honorable Company's ships To the Right Honorable Sir No. 2. Copy Supplement 23 Calcutta, the 11th of February 1789. to London in the past year, besides the many private goods that have again this season been sent on freight to London with the Honorable Company's ships. And besides all that, there are among them and others upwards of five lakh rupees in Chinese English Company bills remaining unnegotiated, which at other times found an immediate market at 2 English shillings per Current Rupee, but will now remain lying for the account of the Chinese owners. There are also Chinese Swedish bills to a large amount in the hands of the returned China traders, who, being in want of money, offer the same for sale at 2 shillings 2 pence per Current Rupee. So that by all these cited causes, the hope of being able to obtain money for future times is also foiled. Since I saw no hope of securing any money, I likewise made no mention of the exchange rate, only saying that Your Honor would extend the same to seven months sight. Two English shillings for the Current Rupee is ordinarily considered a good and average rate at six months sight. They are even advertised in the newspapers everywhere at three months sight without success. excuse in that regard with Your Right Honourable Nobilities, the more so because we endeavour to take all possible care for a proper delivery, by directing the packets under private address of the Director for further dispatch to the Gentlemen Ambassadors in France and England, the Original departing with a French and the Duplicate with an English ship. - Leaving this respectfully to serve as a brief introduction, we proceed to a narration of that unusual occurrence. On the evening of the 13th of the past month of February, the first signatory was informed by the Master of the Equipment that a quartermaster of our sloops, who had come up earlier, had reported to him that he had piloted in and brought up the river as far as Calcutta a ship under the Dutch flag, which, according to what its Captain and crew said, was supposed to have sailed from Vlissingen, called at the Island of Madeira, and reached the Ganges after a voyage of seven months. - Most astonished at this unprecedented case, the Director himself summoned the said quartermaster before him, who confirmed this story, adding some further circumstances, and among others that the Captain was named George Hoare and the ship the Antonetta, and also that the said Captain had said he had letters for the Governor of the Cape which, owing to his sailing past that corner, he had not been able to deliver; of all of which a statement was executed by him that very evening, which accompanies this in copy, and served the following morning in our special meeting. - In our deliberations thereon, we immediately considered ourselves quite convinced that with this outfitting and voyage, action had been taken against the Charter granted by the Sovereign to the Company, which forbids all inhabitants of the United Netherlands to sail or trade east of the Cape of Good Hope, and we therefore considered ourselves also obliged on that account to act against the shipowners, Captain, and others who might have any share in this enterprise, as violators of the Placards, although it at the same time seemed incomprehensible to us that any subject of Their High Mightinesses would dare to venture, without any permission or authority, to undertake such a voyage, as everyone in the Netherlands is too well informed of this exclusive privilege granted to the Company and of the penalties to which the violators thereof are subject. – We therefore resolved to act in this matter with all possible circumspection and to attempt to obtain a reading of the Passports, Sea-letters, or such other papers as the Captain or commander of that vessel might have in his possession to show whence he comes and by whom he has been outfitted, in order to be able to judge with more grounds what he was to be considered, at the same time taking care that meanwhile ship and cargo should not depart or be alienated; for all of which we requested the assistance of the Gentlemen of the English Government, before whose Residence the ship was lying, in such manner as the accompanying copy of our letter shows. - Their Honours' reply thereto, dated the 16th of that month, also to be found in copy among the enclosures, showed every sign of readiness to do us service in this matter, as, according to it, the requested seizure was laid upon ship and cargo and the requested papers were demanded from the Captain, which subsequently were also sent to the Director by Their Honours' Secretary and were received here late in the evening of the 19th. Reading and examining the same the following morning, or the 20th, in our meeting, we found them to consist: Firstly, of a printed certificate granted by the Gentlemen Burgomasters and Aldermen of the City of Vlissingen under the Counter-Seal of that city, and the signature of the Secretary P: G: Schorer, dated 5 July 1788, according to which the aforesaid George Hoare, native of Bristol in England, was admitted as Citizen and Freeman of the said city and as such has taken the customary oath. Secondly, a printed open letter granted by the Burgomasters and Rulers of that same city, under the City Seal and the signature of the just-mentioned Secretary, also dated 5 July 1788, according to which Master George Hoare has declared by Solemn Oath that the ship the Antonetta commanded by him was at home in the United Provinces.

belonged. Thirdly, the same open letter in the French language, likewise printed, and finally Fourthly, a private writing, signed J. C. van der Hoop and sealed with a private seal, granted, according to its contents, by the Councillor and Advocate-Fiscal at the Noble and Mighty College of the Admiralty in Amsterdam and dated Amsterdam, 14 July 1788, whereby he—since the voyage of Master George Hoare commanding the ship de Antonetta is destined for the possessions of the Crown of England in the East Indies, and by the Placards of Their High Mightinesses only navigation and trade from the Republic to the lands situated within the limits of the successive Charters granted to the Dutch East India Company are prohibited—requests that all aid and assistance be rendered to further this voyage, as will all more fully appear from the accompanying copies of those documents. The first three mentioned thereof containing nothing that pertains to this voyage and enterprise, thus only showing that Captain Hoare is an inhabitant of one of the Provinces and his ship belongs there, our chief attention was directed to the last, signed by Mr. van der Hoop, which appeared to us to have been granted without the least authority, as such would otherwise have been cited therein and that permission to sail to the Indies would have been arranged in an entirely different manner; in which we were all the more confirmed by the extraordinary interpretation that was thereby given to the Charter granted to the Company, since, if it were valid, and the inhabitants of the Republic had the freedom to sail and trade to foreign possessions in the East Indies, not only would use of this have been made long since, but thereby the benefits intended for the Company by the Sovereign, through the granting of an exclusive privilege for navigation to the Indies, would at the same time be evaded and annulled. Consideration of this and that thus left us with no doubt regarding the validity of that permission obtained by the said Hoare to undertake this voyage; but since the same had been granted and issued by a person calling himself Advocate-Fiscal of the Admiralty in Amsterdam, which officer was expressly designated by the Charter and the successive Placards to guard against the violation thereof, and whom on that account we could not or dared not assume would act against the so very clear will and desire of the Sovereign, this made us still quite scrupulous in taking a final decision in this matter. For which reason we also, in order not to be premature in a matter that can have great consequences, resolved, if possible, first to take perusal of the letters which Captain Hoare had declared to have in his charge for the Governor of the Cape, as we determined that in case there were further and clearer proofs of the legality of this outfit, the same could and should be found therein, since that extremity being the first place within the prohibition by the Charter, those documents ought also to have served there first. Pursuant whereto the first signatory, by the note he wrote to the Secretary of the Government to announce the receipt of the aforementioned papers, requested that those letters of Captain Hoare be demanded and likewise sent to us. The reply of the said Secretary contained that the said Captain had declared that this letter bore no signs of containing public orders and he therefore wished to keep it in order, upon touching at the Cape, to deliver it in person. This reply was received on 22 February before noon by the Director. In an immediately convened meeting, we deemed we ought no longer to hesitate to declare that the said Captain George Hoare and the owners of his ship de Antonetta had acted against the Charter and the successive Placards granted by Their High Mightinesses in favor of the Dutch East India Company, and we therefore judged ourselves, for the maintenance of those privileges as much as lay in our power, obliged to demand from the English Government the said ship and cargo, together with the Captain with all his letters and papers, and the rest of the crew appointed to his vessel, as was indeed done that very same day by a letter of which a copy is also added to the Appendices, and to which, to substantiate the reasons for this demand, we attached copies of the Placard of 9 September 1606 against private navigation to the East Indies and the latest prolongation of the Charter granted in the year 1776. at eleven o'clock in the evening, by a private note from the Secretary of that assembly, requested that the aforementioned four original documents of Capt: Hoare be returned immediately with the bearer of his letter, as being necessary for the deliberations upon the request we made; as authentic copies thereof had already been taken here, the Director made no difficulty in complying therewith. The reply to this our requisition remained forthcoming until the 28th, when the same was received late in the evening, being dated the day before or the 27th, a copy of which we also append hereto. In our meeting held thereupon on the 1st of this month, we saw with astonishment that those Gentlemen, instead of complying with our request, had taken the decision to cause the said ship with its cargo to leave the roads of Calcutta on or before the 5th of this current month, and that upon the foundation of the opinion of their Advocate General that had been taken on this matter and which, according to that letter, was to be enclosed therewith, although upon receipt thereof it was not found. This probable omission incapacitated us from judging the merit of the reasons adduced by that Gentleman for his opinion, yet as we could not imagine that the same would rest upon such good grounds as our request, and we still considered ourselves convinced of the fairness and lawfulness of our claim for the surrender of the ship and cargo, we resolved to repeat our request thereto, not only in the name of the Company, but also in that of the Sovereign, in the hope that Their Honours, upon a closer consideration of this matter, would consent hereto, and in the contrary case, or in the event they should unexpectedly persist in the resolution to cause the ship to depart, to protest most solemnly against all consequences that might arise therefrom, as our reply, which is also to be found in copy among the appendices, further demonstrates; wherein we at the same time insisted upon the return of the four original documents reclaimed by the Secretary for their assembly, and that to Capt: Hoare, in case Their Honours should not decide upon his surrender, no pilot might be granted upon departure. As we could however not expect that the English Gentlemen would make any change in their resolution, whereby the aforementioned Hoare thus obtained the opportunity to depart again freely and unpunished if we took no other measures to prevent such, we resolved at the same time to apply everything thereto that our modest means permitted; to that end to arm as well as feasible two of the pilot sloops, of which the one was at hand here, but the second was located down the river, under the command of the outgoing and incoming Master Attendants Jacob Fredriks and Pieter Levien, with orders to watch below Calcutta for when that ship departs, and then to claim the same in the name of the Company, as well as, in case of refusal, to attempt to master it by force. This has also been partly of the desired effect since, according to the report received verbally yesterday morning from the outgoing Master Attendant Fredriks, the same was taken into possession the previous night, or that between the 7th and 8th of this month, without offering the least resistance, having been abandoned in the afternoon of the 7th by its Capt: George Hoare, who took to flight with all his papers, while besides the Moorish sailors, who appear to have been taken into service here, no more than six Europeans, among them the first officer or chief mate, also an Englishman, were on board. As it appears, Capt: Hoare, after he was no longer permitted to remain on the Calcutta roads, intended to take refuge at the Danish factory Serampore, possibly to seek protection there, for instead of dropping down the river as was expected, he came higher up the same and ran aground on a shoal between Barnagore and the just-mentioned Danish place, after which some vessels with goods were immediately unloaded from the ship, which however were unable to escape and all, except for one that slipped away, have likewise been taken into custody. We immediately issued the necessary orders yesterday to get the ship afloat again and in safety here with the cargo, after which we shall have proceedings taken against the one and the other as the orders dictate.

That upon his arrival on board, he ordered the deponent to remain lying at anchor; that he said he had to go to the Dutch Governor at Chinsura and would subsequently either bring further orders to the deponent himself or send them. That the said Captain, however, did not return on board, but according to the chief mate had sent a letter in which he instructed the deponent to work the ship up to Calcutta and to hoist the Dutch flag upon passing the Fort, which had to be struck again as soon as they should have passed it. That they passed that Fort in the night between Wednesday and Thursday and, by order of the deponent, hoisted the Dutch flag at sunrise, which also remained flying the entire day. That notwithstanding the officers as well as the crew had declared that they had always sailed under the Dutch flag since Vlissingen up to here, which had also constantly flown during his, the deponent's, stay on board, there was nevertheless not a single Dutchman on board and commands were given in English. That according to the crew the ship had sailed from Vlissingen circa seven months ago and was said to have run aground at the Foul Island in the Bay of Arrakan. And finally, that the Captain had related that upon his departure everything in the Republic was in complete tranquility, this being, as far as he can remember, all the news he had learned. All that is written above the deponent testifies to be the pure truth, giving as reason for his knowledge as stated in the text, offering to confirm the deposition under solemn oath if required. This being all that is known to us of this matter to date, of which there is no precedent in this part of the Indies and which therefore causes all the more astonishment and remark, we find ourselves obliged, in view of the interests of our Company, to investigate the same most strictly and to treat it with the utmost seriousness, in order thereby to deter for the future anyone who might dare, as has occurred in this instance, to act against the charter granted by our High Sovereigns, Their High Mightinesses the Lords States General of the United Netherlands, to the Dutch Company, which explicitly forbids all private residents of the United Provinces from sailing east of the Cape of Good Hope. It is for these reasons that we turn to your Excellency and Honors, before whose place of residence the said vessel is currently located, with the polite request that you grant us your assistance in this matter, and to that end provisionally demand from its Captain or Commander and send to us for our perusal his sea passes and sea letters or such other papers as he might possess to show whence he comes or by whom he has been fitted out, which will enable us to judge according to the truth whether an infringement has been made by him, as is very probable, upon the aforementioned privilege granted to our Company, and whether he consequently ought to be treated as such, for which purpose we also request in the meantime, or until we can confer further with your Excellency and Honors on this matter after inspecting the aforementioned writings, to place the aforementioned ship together with its cargo under arrest in order to prevent its departure or alienation during this inquiry. The papers which, by order of your Excellency and Honors, at our request, were demanded from Captain George Hoare, commanding the private Dutch ship the Antonetta, and subsequently forwarded to us, we have examined with the requisite attention, but found none among them that can authorize either him, Captain Hoare, or the persons in our Republic who may be his outfitters or owners of the ship, to an undertaking that is in every respect contrary to the Charters and Edicts successively granted by the High and Mighty Lords States General, our Sovereigns, in favor of the Dutch East India 52. 53. Company, since among the said writings there are none having reference to this voyage except one signed and sealed by Mr. J: C: van der Hoop, styling himself Advocate Fiscal of the Admiralty at Amsterdam, who thereby gives an interpretation and exposition of the Charters granted to our Company that runs entirely contrary to their true intent and meaning. Since, however, we could not or would not presume that that paper, which bears no other marks of authenticity than the signature, was granted or issued without any authority, we thought that a further clarification on the matter might possibly be found in the packet that Captain Hoare had stated he had in his charge for the Governor of the Cape, and for that reason, before proceeding to a final decision herein, we took the liberty to request Your Excellency and Honors to cause this also to be delivered to us. But perceiving from the letter received this morning, written by the Secretary of Your Excellency and Honors' assembly to our Director, that he, Captain Hoare, declares that the said letter shows no evidence of being official, and he therefore wishes to keep it in order to deliver it in person when calling at the Cape, we can no longer doubt that this voyage, undertaken by him, Captain Hoare, and the owners of his ship, is contrary to the privileges granted to the Dutch Company, as among the papers sent to us are the proofs that he, Captain Hoare, is a Citizen and Freeman of one of the cities in the Republic, and furthermore that his ship belongs to the United Provinces; and from the Charter and successive Edicts granted to our Company, of which latter we have the honor to enclose a translation herewith, with the prolongation granted thereon in the year 1716 for the period of 20 years, it appears most clearly that all residents or inhabitants of the United Netherlands, whoever they may be, are expressly forbidden, whether directly or indirectly from the United Netherlands itself or other kingdoms or lands, to sail or trade in the service of anyone other than the Dutch Company beyond the Cape of Good Hope or through the Strait of Magellan, on the penalty therein specified.
