The bearer of this is the chartered ship Josephus de Tweede, consigned according to the charter party to the Chamber of Zeeland. We ordered the officials at Gale to have loaded onto the same, by way of cargo, 1000 bags of saltpeter, 300 bales of Madurese linens, and as many bales of cinnamon as would be needed to complete the full loading; and for dunnage we appointed 150,000 lb of pepper. We therefore refer in that regard to the report that the officials will provide thereof to Your Right Honorable High Mightinesses. Concerning 176 Concerning the unloaded cargo and the justified consumption account of this vessel, as well as regarding the various notes and protests that the master of this ship deemed necessary to make, we had the honor to inform Your Right Honorable High Mightinesses in our respectful letter of 27 December of last year, to which we accordingly refer in this matter; just as we also, regarding the provisions and other necessities supplied to this ship, take the liberty to refer to the expense account that the Gale officials will present to Your Right Honorable High Mightinesses. To the Captain of the regiment of Meuron, Henrij le Nieps, who at his own request was granted his discharge from the said regiment, and his wife. On this ship and the other chartered ships that brought the regiment of Meuron here, some cabins were erected at the Cape of Good Hope to lodge the officers, and the skippers did not ask for any payment for these lodgings. We have therefore, at the urgent request of the said Captain, permitted him and his wife to lodge in one of those cabins, if such a cabin should still be found on this ship; otherwise, for lodging in the cabin, he will have to pay full transport money, either all the way to the Netherlands or only as far as the Cape, whereof the ship's officers will give Your Right Honourables further report. To the Lieutenant of the regiment of Meuron, de La Goupelliere, who has paid the transport money of 150 guilders for the voyage as far as the Cape here, and will pay the remainder at the Cape, should he choose to make the further voyage with the bearer of this letter. This officer arrived here with leave in the year 1786 by the ship de Faktor, on the encouragement of the Cape Governor, and we employed him here in the department of the engineers. Being well served by him, we detained him here longer than his leave extended, in the expectation that the Cape ministers, according to our request made for that purpose by letters of 20 November 1786 and 12 November 1787, would have been able to obtain a prolongation of the leave from the Commandant of the regiment. But contrary to our expectation, after the expiration of the leave, his place in the regiment was declared vacant and conferred upon another. Meanwhile, we had him provided here with the allowances he had as a lieutenant in the aforementioned regiment, and an additional monthly gratuity of 50 rixdollars. After the arrival here of the regiment of Meuron, and when it consequently became known here that his place had been conferred on someone else, he complained by way of a petition that by staying here longer than his leave permitted, he had lost his post in the regiment, requesting at the same time that we would permit him to return to Europe. But to prevent him, on account of the loss of his post, from coming forward with any troublesome requests, we decided to propose to Colonel de Meuron to readmit him to the regiment. Colonel de Meuron readily agreed to this, and consequently informed the said de la Goupilliere by a letter—which is inserted in our resolution of 21 October last, an extract of which is enclosed herewith—that he was going to include him once again among the officers of the aforesaid regiment, with the capacity and rank that he held in the same on 1 May 1787. However, by a letter that is likewise inserted in our said resolution, he replied to Colonel de Meuron that he could not accept this offer for such reasons as are stated in this letter of his, and that he therefore declined it. The said de la Goupelliere himself subsequently gave notice of this by a letter to the first-signed Governor, declaring thereby that he persisted in his intention to depart for Europe, and further requesting that there be paid out to him the amount by which his allowances since the promotion of 1 May 1787 exceeded what he had received since his departure from the Cape; and that he be paid, on the same footing as his allowance was on 1 May 1787, the allowances for the period of 15 months, as was paid or at least promised—upon the request made for that purpose by the commander of the same regiment, and under promise of restitution should this be disapproved by Your Right Honourables—to three officers of the regiment of Meuron, French by birth, who were granted their discharge upon the request made for that purpose. Thereupon, at the session of 21 October aforesaid, as appears from the aforesaid extract of our resolution, we resolved: 1. To grant passage to Europe with the bearer of this letter to the said de la Goupelliere, who, by declining his readmission into the regiment, has formally taken his discharge from the regiment. 2. To have paid to him the supplement of that which he has received less since his promotion on 1 May 1787, being the allowance of the rank to which he was appointed on that day. 3. To have paid to him, in accordance with his request, just as to the other officers of the regiment of Meuron who took their discharge, fifteen months' allowances, calculating from the 15th of this month, in order to be able to make good therefrom his voyage and other expenses to Europe. To the aforesaid Lieutenant de la Goupelliere we cannot deny the praise that throughout all the time he has been on Ceylon, he conducted himself so much to our satisfaction, and performed with very great willingness all that was assigned to him by us, and this makes us hope all the more that Your Right Honourables will graciously approve our aforesaid decisions taken in his regard. it would appear that we have granted everything that could with any fairness be conceded to the regiment of Luxenburg, in order to remove, as far as was possible, all pretexts that might have delayed their departure even further. When we now thought that the regiment was already on board, and when we foresaw nothing less than that the ships would have remained lying idle for so many days afterward as did happen, we received from Gale, alongside the servants' letter of 3 October, an address from Lieutenant Colonel de Raijmond, to 1740. to support a request made by the Corps of Officers, namely that the regiment might be granted another Certificate than the one that had already been granted some time ago to the aforementioned Lieutenant Colonel, because in the opinion of the officers it was not sufficiently expressive with regard to them. The Commander of Gale, Kraijenhoff, who sent this address to us, informed us therewith that the aforementioned officers had declared to him that they would not go on board without such a Certificate. No sooner had we consented to this, than the Commander de de Raijmont came forward with various other demands. He said that a sergeant and 18 privates, who had deserted at Gale, had to be returned to him, and added that he could not depart without them. On a sloop, with which a quantity of goods belonging to the regiment had been transported to Gale, he said that some things had been stolen or damaged, and he wanted this to be reimbursed. He claimed that the caterers, with whom the two companies that had been garrisoned at Gale had boarded, should also be given the one rixdollar supplement that we had granted to 1740. to the caterers with whom the companies that came over from Kolombo had boarded, and to whom this was only granted because these people, in order to enable themselves to do so, had been obliged to incur various extraordinary expenses. He requested that the rations on board the ships should be provided on the footing of the outbound ships, and specifically as they had been provided during the voyage to the regiment of Meuron, and he wanted, finally, that a consignment of red wine, provided as a supplement for what had fallen short in ordinary French wine, should only be provided to the officers of the regiment, regiment, without the shipmasters and other naval officers being allowed to make use of it. By the general letter to Gale, we pointed out to the servants that none of all these demands could be granted, but because every day that the regiment now stayed longer, marked by the laydays of the ships, was costing the Company a considerable sum, we authorized the Commander of Gale by a separate letter to act therein according to the circumstances of the case, all the more because all these demands were not of such importance that they could in any respect weigh against the expenses that the ships incurred daily. 1746 We therefore authorized the said Commander, if it could not be otherwise, rather to make an arrangement with the commander of the regiment regarding the aforementioned 1 non-commissioned officer and 18 soldiers who were in hiding, than, by talking about it at length, to cause the ships to be detained even longer. No use was made of this separate authorization of ours. Commander Kraijenhoff informed us by a letter of 16 October that Lieutenant Colonel de Raijmond, upon the proposals made to him to that end, had abandoned all these claims, the compensation requested on that account, had never denied that the regiment had been paid in copper coin for a time. It is even obviously assumed therein, and is furthermore a matter too notorious to require proof, even if such proof could be of any advantage to them. Commander Kraijenhoff also refused them this request. Then, in the midst of this bickering, Lieutenant Colonel de Raijmond presented Commander Kraijenhoff with a written address, whether already prepared beforehand to be used or not to 1748 to be used, according as to how the above-mentioned petition should have been answered, or now that this ridiculous demand had been refused them, drawn up in haste, as one might almost be inclined to think from the somewhat confused construction thereof, and especially because it was only co-signed by the officers who accompanied him on this occasion. By this address, which is transmitted among the appendices and in which are briefly repeated all the claims that appear in the addresses inserted in our aforementioned resolutions of 25 July and 26 September, especially the matter of the difference between the gold and silver specie and the copper coin, the aforementioned Lieutenant Colonel de Raijmond and the officers who signed it with him declare that their intention in this was to make use of it, either before Your Right Worships yourselves, or before such tribunals as should be deemed convenient, in order to lodge an appeal against our verdict on the various claims mentioned in our aforementioned resolutions. 1743 since the beginning of the year 1785, at gale, the circulating gold and silver money gradually decreased to such an extent that, when exchanging silver money for copper coin, one was able to obtain a premium of 6. to 35. pC:t. We certainly do not think that this point, in a matter already handled and concluded by ourselves, being submitted by our subordinate servants, is of such weight that thereby any further force or weight would be added to the claims for compensation on account of this here mentioned difference between the specie currencies. The point at issue in this matter is not whether, in the private transactions among each other, there was or was not a difference between the face value of the silver money and the copper coin in which the regiment was paid for a time; but whether the regiment, on account of this difference, is entitled to demand any compensation in that regard. In our aforementioned resolution of 25. July and 26. 7ber:, it was shown to the commandant of the regiment from the capitulation itself that, according to the clear and literal meaning of the 4. article of the first capitulation, 1750 the regiment, on the grounds that it was paid for a time in copper coin, is not entitled to any claims whatsoever in that regard. In addition, it was amply demonstrated that the regiment itself suffered no loss thereby, especially as far as the non-commissioned officers and soldiers are concerned; and that, insofar as this might have caused some inconvenience to the officers, they were treated equally in this matter, in accordance with the 3:rd article of the new capitulation, with the national officers and even with all the other servants of the Government. Moreover, the officers of the regiment of Luxemburg have all the less reason to complain about this, since, although on the basis of the aforementioned article of the new capitulation they ought to have been content with the same emoluments that are paid to the national officers, during all that time the regiment was stationed here, they enjoyed far greater emoluments than are given to the latter, as is clearly evident from the report of the examiner transmitted among the annexes. We nevertheless addressed the Galle servants 1751 most emphatically regarding the aforementioned very imprudent step taken by them, and made them see, among other things, that although we are far from thinking that in granting the aforementioned certificate they had the slightest intention to lend any greater credit or authority to the claims presented in the aforementioned memorial, or to any of them, we nevertheless could not see what other purpose this certificate, written at the foot of the aforementioned memorial, could serve, since one cannot easily perceive any other intention therein than to acknowledge at least some semblance of equity in the requested compensation on the copper coin. We additionally wrote to them that they should send us whatever they thought might serve for their justification in this matter, so that it might yet be brought to the attention of Your Honours on this occasion. The aforementioned servants have done so by a letter of 29. October, a copy of which is annexed hereto, the main point being that they proceeded to grant the aforementioned certificate 1752 at the persistent and urgent insistence of the aforementioned commandant and his officers, in order to satisfy and appease them somewhat, and thereby to let the dispatch of the ships proceed, since from the attitude and repeated statements of these officers it was sufficiently apparent that, upon refusal of the certificate, they might well have decided anew either to delay the departure of the ships or not to depart with them, and that they had not imagined, nor could they yet comprehend, that this certificate could cause any prejudice to the Noble Company, or could add any legality, force, or equity to the demands of those officers. These reasons are certainly not of such weight that they could in any way justify a step of that nature. The regiment had embarked, and the commandant would certainly have had considerable hesitations about staying behind and letting it depart without him, even if that certificate had not been given to him. Nor is it likely that any of the officers 1753 would have dared to stay behind on that account, which otherwise mattered little. Indeed, it nowhere appears that they even threatened to do so. Since, however, it appears from the aforementioned Galle letter that the commander Kraijenhoff was rather indisposed when he gave this certificate, it is strongly to be presumed that he did not read the aforementioned memorial, under which it was written, with sufficient attention to have detected the devious aim thereof, which we hope may serve in some measure for his excuse before Your Honours, as well as for the members who signed it with him. Of the aforementioned 19. deserters of the regiment of Luxemburg, after the departure of that regiment, 1. sergeant and 16. privates have successively returned to Gale, who declared that they had absented themselves mainly because they were not inclined to go to Europe, requesting at the same time to enter the Company's service

Concerning the unloaded cargo and the accounted consumption invoice of this vessel, as well as on account of the various notes and protests that the skipper of this ship has deemed necessary to make, we have had the honor to inform Your Right Honorables in our respectful letter of 27 September last, to which we consequently refer ourselves in this; as we also, on account of the provisions of supplies and other necessi ties that have been made to this ship, take the liberty to refer ourselves to the expense accounts that the Galle officials will present to Your Right Honorables. Upon the request of the skipper of this of this vessel, in order that, owing to the decease of his chief surgeon, he might have another in his place, there has been placed upon it the second surgeon of the Galle hospital, Carel van Appeltern of Gorinchem. He has declared himself quite willing to go over with this ship as surgeon, but has also requested of us a favorable recommendation to Your Right Honorables in order that in this particular case he might be favored with the customary premium determined for a person repatriating with a Company ship. We have sim ply caused him to be informed that we would give notice of his request to Your Right Honorables, as we have the honor to do by this. With this ship we have further granted passage granted passage to the following persons, namely: To the boatswain and former commander of the Cochin small craft de Verwagting, Arnoldus Messe maaker, who has paid here the passage money stipulated by the charter party of ƒ150 Dutch money for the journey up to the Cape of Good Hope, and has agreed, if he should wish to make the further journey to the Netherlands with this same ship, to pay the remaining 150 guilders at the Cape; of which we have given notice to the ministers there. Seafarers who wished to repatriate owing to expiration of time have always been employed here on the return ships in case of vacancy as active personnel, but because this man departs with a chartered ship, we were in doubt whether he, like other servants who repatriate owing to expiration of time, might keep his pay, and therefore we have caused his pay to be written off provisionally and until Your Right Honorables' further disposition. To the junior merchant and former secretary of Police here, Master Abraham Sebastiaan van de Graaff, who, since he departs at his own request and before his term, goes over with pay written off, and the passage money of 300 guilders Dutch has been paid by him here into the Company's treasury. 1764 was given, and his wife, on this ship and the other chartered ships that brought the regiment of Meuron over here, some cabins had been erected at the Cape of Good Hope to accommodate the officers, and for these lodgings the skippers asked no compensation: we have therefore, at the urgent request of the said Captain, permitted him to lodge in one of those cabins together with his wife, should such a one still be found on this ship; otherwise he shall pay passage money at Galle for lodging in the cabin, either all the way to the Netherlands, or only up to the Cape, of which the Galle servants will give your Worships further notice. To the lieutenant of the Regiment of Meuron, de La Goupelliere, who has paid the passage money of 150 Dutch guilders here for the voyage up to the Cape, and will pay the remainder at the Cape, should he wish to make the further voyage with this ship. This officer arrived here on leave per the ship de Factor in the Year 1786 upon the encouragement of the Governor of the Cape, and we have employed him here in the engineering department. Having been well served by him, we detained him here longer than his leave extended, in the expectation that the Cape Ministers, according to our request made to that end by letters of 20 November 1786 and 12 November 1787, 1765 1787, would have been able to obtain a prolongation of the leave from the Commandant of the regiment, but beyond our expectation his place in the regiment was declared vacant after the expiration of the leave and conferred upon another. In the meantime we have had provided to him here the allowances which he had as lieutenant in the aforementioned regiment, and also a monthly gratuity of 50 rixdollars. After the arrival here of the regiment of Meuron, and when it consequently became known here that his place had been conferred, he complained by a petition that by remaining here longer than his leave permitted him, he had lost his post in the regiment, with the request at the same time that we would permit him to return to Europe; but in order to prevent his coming forward with any troublesome requests on account of the loss of his post, we decided to propose to Colonel de Meuron to readmit him to the regiment. Colonel de Meuron readily granted this, and consequently notified the said de La Goupelliere by a letter which is inserted in our resolution of 21 October last, an extract of which is annexed hereto, that he was going to include him once again among the officers of the aforesaid regiment, with the capacity and rank which he held in the same on 1 May 1787; however, by a letter, 1766 a letter which is likewise inserted in our said resolution, he answered Colonel de Meuron that he could not accept this offer, for such reasons as are stated in this letter of his, and that he consequently declined it. Of this, he, de La Goupelliere himself, has since given notice by a letter to the first-signed Governor, declaring therewith that he persisted in his intention to depart for Europe, and further requesting that there might be paid to him the amount by which his allowances since the promotion of 1 May 1787 exceeded what he had received since his departure from the Cape, and that there might be paid to him, on the same footing as his allowance was on 1 May 1787, the allowances for the period of 15 months, as have been paid or at least promised, upon the request made to that end by the Commandant of the same regiment, and under promise of restitution should this be disapproved by your Worships, to three officers of the regiment of Meuron, French born, to whom, upon the request made to that end, their discharge was given. We have thereupon decided at the session of the aforementioned 21 October, as appears from the aforesaid extract of our resolution: 1. To grant passage to Europe with the bearer hereof to him, de La Goupelliere, who, by declining his readmission to the regiment, has formally taken his discharge from the regiment. 1767 2. To have paid to him the supplement of that which, since his promotion on 1 May 1787, he has received less than the allowance of the rank to which he was appointed on that day amounts to. 3. To have paid to him, in accordance with his request, just as to the other officers of the regiment of Meuron who have taken their discharge, fifteen months' allowances, to be calculated from the 15th of this month, in order to be able to defray his voyage and other expenses to Europe therefrom. To the aforesaid lieutenant de la Goupelliere, we cannot refuse the praise that during his stay on Ceylon he conducted himself very much to our satisfaction, and performed with very great readiness all that was assigned to him by us, and this makes us hope all the more that your Worships will favorably approve our aforementioned decisions taken with respect to him. 1768 that we foresaw nothing less than that the ships would remain lying there for as many days afterward as indeed happened, we received from Gale, alongside the servants' letter of 3. October, an address from Lieutenant Colonel de Raijmond, in support of a request made by the Corps of officers, namely that there might be granted to the regiment another Certificate than that which had already been granted some time ago to the aforementioned Lieutenant Colonel, because in the officers' judgment it was not sufficiently expressive with regard to them. The commander of Gale, Kraijenhoff, who sent us this address, informed us at the same time that the aforementioned officers had declared to him that without such a Certificate they would not go on board. Scarcely had we consented to this, or the commander de Raijmond came forward with various other demands. A Sergeant and eighteen privates who had deserted at Gale, he said, had to be returned to him, and he added thereto that without that he could not depart. On a sloop with which a parcel of goods of the regiment had been transported to Gale, he said, these or those things had been stolen or damaged, and he wished to have this compensated. He claimed that to the caterers at whose houses the two companies had eaten that were garrisoned at Gale, there should also be given the 1 rd:s usl supplement 1769 supplement which we had granted to the caterers with whom the companies that had come over from Kolombo had eaten, and to whom this had only been conceded because these people, in order to enable themselves to do so, had had to incur various extraordinary expenses. He requested that the rations on board the ships should be provided on the footing of the outbound ships, and specifically as they had been provided on the voyage to the regiment of Meuron; and he finally wanted a quantity of red wine, provided as a supplement to that which had fallen short of ordinary French wine, to be provided solely that the objective of all these complaints was principally to delay their departure from Ceilon as long as possible, whether this happened because this or that person still had some errands, or with other intentions that we cannot guess. Finally, as it seems, no longer knowing what else of that nature they might ask, Lieutenant Colonel de Raijmond, after everything now seemed settled and the ships had already been mustered, according to the Gale servants' letter of 16. October which accompanies this in extract, came forward with a demand of a different nature. He requested, accompanied by some of his officers, most urgently 1771 urgently, that there might be granted to him authentic proof documents regarding the payment made to the regiment in copper coin since the month of 7ber: 1785. In our resolutions of 25. July and 26. 7ber:, in answering the memorials of Lieutenant Colonel de Raijmond, which are inserted therein, we never denied, concerning the compensation for damages requested on that account, that the regiment was paid for a time in copper coin. It is even clearly presupposed therein, and is furthermore a matter too evident to require proof, even if proof could otherwise be of any service to them. Commander Kraijenhoff also denied them this request. Then, with and during this wrangling, Lieutenant Colonel de Raijmond presented to Commander Kraijenhoff a written address, whether already prepared beforehand to be used or not used depending on how the abovementioned urgent request would be answered, or, now that this ridiculous demand had been denied them, drawn up in haste, as one might almost think from the somewhat confused construction thereof, and especially because it was only cosigned by the officers who 1772 accompanied him on this occasion. In this address, which is included among the annexes, and in which are briefly repeated all the pretensions that appear in the addresses inserted in our aforementioned resolutions of 25. July and 26. 7ber., specifically the matter of the difference between the gold and silver coin species and the copper coin, the aforementioned Lieutenant Colonel de Raijmond and the officers who have signed it with him declare that their intention in this was to make use thereof, whether before Your Noble Honours yourselves, or before such tribunals as should be found convenient to lodge a grievance concerning our ruling on the various pretensions mentioned in our aforementioned resolutions. Notwithstanding this explicit announcement, they nevertheless managed to talk Commander Kraijenhoff into giving a Certificate, which he caused to be placed at the foot of this memorial, and in which it is declared that since the beginning of the year 1785 at Gale the circulating gold and silver money has gradually decreased to such an extent that in exchanging silver money for copper coin one has been able to obtain agios of 6. to 35. per cent. 1773 obtained. We hardly think that this document, in a matter already handled and settled by ourselves, given by servants subordinate to us, is of so much weight that any further force or weight would thereby be added to the pretensions of compensation for damages on account of this difference between the monetary species mentioned herein. The point on which it depends in this matter is not whether in the transactions of private individuals among one another there has or has not been a difference between the numerical value of the silver money in the copper coin in which the regiment was for a time paid.

has been paid, but whether the regiment, on account of this difference, is entitled to demand any compensation for damages in that regard. In our aforementioned resolution of the 25. July and the 26. September, it was shown to the commandant of the regiment, from the capitulation itself, that according to the clear and literal meaning of the 4. article of the first Capitulation, the regiment, by virtue of having been paid for a time in copper coin, is not entitled to any claims in that regard, of whatsoever nature. In addition, it was demonstrated at length and in detail that the regiment thereby suffered no damage at all, particularly as far as the non-commissioned officers and 1774 and soldiers are concerned, and that in so far as this may also have caused some inconvenience to the officers, they were treated herein, in accordance with the 3. article of the new capitulation, equally with the National officers and even with all the other servants of the Government. Moreover, the officers of the regiment of Luxemburg have all the less reason to complain about this, since, notwithstanding that by virtue of the aforementioned article of the new capitulation they ought to have been satisfied with the same emoluments that are paid to the National officers, paid, they have enjoyed, during all that time that the regiment was stationed here, much larger emoluments than are given to the latter, as clearly appears from the report of the visitateur transmitted among the annexes. We have nevertheless remonstrated in the strongest terms with the servants at Galle concerning the aforementioned very imprudent step taken by them, and have among other things pointed out to them that, although we are far from thinking that in granting the aforementioned Certificate they had the least intention of adding any greater credit or authority to the claims appearing in the aforementioned Memorial, or to any of the same, we nevertheless 1775. nevertheless could not see what purpose this Certificate, written at the foot of the aforementioned memorial, could otherwise serve, since one cannot well discover any other intention therein than at least to acknowledge some appearance of fairness in the requested compensation regarding the copper coin. We have furthermore instructed them that they should send us whatever they thought might serve for their justification in this matter, in order to be able to bring it before the eyes of Your Worships on this occasion. The aforementioned servants have done this by a letter of the 29. October, a copy of which is annexed hereto, hereto, mainly amounting to this, that they proceeded to grant the aforementioned Certificate upon the persistent and threatening insistence of the oft-mentioned commandant and his officers, in order to gratify and satisfy them to some extent, and thereby to allow the dispatch of the ships to proceed, since from the attitude and repeated protestations of these officers it was sufficiently evident that, upon refusal of the Certificate, they might very well have decided again either to delay the departure of the ships 1776 to delay, or not to depart with them, and that they had not imagined, and could not as yet comprehend, that this Certificate could serve to any prejudice of the Honourable Company, or could add any legality, force or equity to the demands of those officers. While it appears meanwhile from the aforementioned letter from Galle that the gezaghebber Kraijenhoff was quite indisposed when he gave this Certificate, it is strongly to be presumed that he did not read the aforementioned Memorial, under which the same is written, with sufficient attention to have discovered the devious design thereof, which we hope may serve to some degree as his excuse 1777 excuse with Your Worships, as well as for the members who signed it with him. Of the 19. deserters of the regiment of Luxemburg mentioned here before, 1. sergeant and 16. privates returned successively to Galle after the departure of that regiment, who declared that they had absented themselves mainly because they were not inclined to go to Europe, with the request at the same time that they might be accepted into the Company's service, either as soldiers, artillerymen or craftsmen. On the 18th of October last, the chartered ships the Vrouwe Johanna, the Drie Gebroeders, the Fortuin, and the Susanna, under convoy of the State's frigate Ceres, departed from Gale thither, and with them was dispatched to Your Honors our letter of the 27th of September. The bearer of this, the ship Josephus de Tweede, is now returning to Europe, consigned to the Chamber Zeeland, and concerning its cargo we refer to the documents that the officials at Gale will present to Your Honors. As passengers there are traveling with it the following persons, namely: Captain Henrij le Nieps, who has taken his discharge from the Regiment de Meuron, with his wife. We have permitted him to lodge in one of the cabins that have been built there on this ship; however, if such a room should no longer be found on this ship, he shall pay into the Company's treasury at Gale the passage money determined by the charter party for lodging in the cabin, for him and his wife, either for the voyage to the Netherlands or only as far as the Cape; of which the Gale officials will further inform Your Honor, and at his request we have also permitted the aforementioned captain to take with him thither, without expense to the Company, a European servant together with a male slave and a female slave. To the former Lieutenant in the Regiment de Meuron de la Goupiliere, who declined the offer to reinstate him in the regiment, and thus 1785 thus has now formally taken his discharge; he has paid the passage money here only for the voyage thither, being 150 guilders in Dutch currency, and must satisfy an equal sum there if he chooses to continue his voyage to the Netherlands on this same ship. We have also permitted him to take one to two slaves thither at his own expense. To the former secretary of this government Mr. Abraham Sebastiaan van de Graaff, who has satisfied the passage money here for the voyage to the Netherlands. To the boatswain Arnoldus Messemaaker, who has satisfied the passage money only for the voyage thither, and therefore, if he departs with this ship for the Netherlands, he must account for the passage money for that there. That to the aforementioned officer de La Goupilliere, who by declining the aforementioned offer made to him by the Colonel de Meuron has formally taken his discharge from the Regiment, passage to Europe be granted on the ship Josephus de Tweede. 2. To have paid to His Honor the supplement of that which he, since his promotion on 1 May 1787, has enjoyed less than amounts to the salary of the rank to which he was appointed on that day. — 3. To have paid to him, in accordance with his request, just as to the other officers of the Regiment van Meuron who have taken their discharge, fifteen months' salary starting from 15 November next, in order to be able to cover his journey and other expenses to Europe therefrom. Furthermore, it was agreed, concerning a request that he further makes in his aforementioned letter regarding the aforementioned officer de La Goupilliere, namely that the fifty rixdollars that he has enjoyed here per month as a gratuity over and above his salary as an officer in the Regiment van Meuron since the day of his arrival on on Ceylon may be supplemented to 100 piastres per month, to have it observed that the Governor, who has sought to make his stay on Ceylon as pleasant for him as was within His Honor's power, cannot recall ever having promised him anything definite on this matter, as he says, other than that he would be as favorable to him with respect to his income as could be done, and that it may also serve as proof of his goodwill on this matter that he requested of His Honor to be willing to accept from him as a present six hundred rixdollars, which the Governor caused to be paid to him on two occasions for his own personal account and consequently without expense to the Company. Finally, it was agreed that to the aforementioned officer de La Goupilliere, to whom by resolution of 9 January 1787 during the time that he would be employed here in the department of fortifications the rank of captain was granted, there be dispatched 1789 a proper certificate in testimony of the satisfaction that he has given to this Government in the execution of that which was assigned to him to perform from time to time, and it was agreed to provide an extract hereof to the aforementioned De La Goupilliere to serve for his information. That the certificate mentioned by us in the company letter of the 16th of this month at the foot of a Mercurial drawn up by the Lieutenant Colonel de Raijmond, and by several other officers of the Regiment of Luxemburg, as it was called by them, or the progressive ascending difference between the gold and silver money and the copper coinage circulating here since the year 1785, was granted by us with no other view upon the persistent and urgent instances of those officers, than to satisfy and pacify them somewhat, and to finally allow the ordered dispatch of the four transport ships with the aforesaid regiment to proceed, and upon the calming of the roughness of the sea, and upon a favorable change of wind, which we had already been anticipating for four days with the greatest desire, not to delay that so costly expedition for the Honorable Company any longer, which, after receiving your Right Honorable, Valiant, Highly Esteemed's separate government letter of the 9th of this month, would have been an especially responsible circumstance for the undersigned Commander, and it was clear enough, both from the attitude and from the repeated verbal declarations of those officers, that upon refusal or non-signing or the so-called verification of a small part of their representations in their aforementioned Declaratory, they might well have decided again either to delay the departure of the ships or not to depart along with them, just as they made all too clearly known to the first undersigned upon their request for a certificate of good conduct and discipline of the regiment, during its stay 1796 on Ceilon, from your Right Honorable, Valiant, Highly Esteemed. 2.
