ships, mentioned herein, notwithstanding the masters have protested against it, as appears from the acts respectfully accompanying this, in order nevertheless to prevent all future disputes in this regard, we shall, before supplying any cordage, cause the masters of the hired ships that might still arrive here to be informed by the aforesaid, and at the same time have them asked what cordage or of what calibres they desire to have. On the ship de drie gebroeders there have been placed at the Cape of Good Hope, owing to a lack of crew, 18 sailors, and on the ship Susanna 1 sailor, on condition that their wages to be earned be debited to the expense accounts of these ships, and the ministers have deferred the further disposal of these men to us. But as all those men had large arrears on their pay accounts, and consequently could not immediately pass into the service of the owners of these ships, and we also had no sailors who were not more or less in debt on their accounts to replace the Cape crew, we have resolved, since the ships will call at the Cape on the return voyage in any case, to let them continue thereon, and to give notice thereof to the Cape ministers, as is presently done. Only of these men, at their request, the sailors Pieter Vernoe and Johan Wilhelm Schmeltz have been transferred to soldiers and remained at Gale, and we have therefore caused their earned wages, from the time they came on board the ship de Drie gebroeders until they were discharged at Gale, to be charged to the expense account of that vessel. In place of these, two other sailors have been delivered to this ship at Gale, who not only have been discharged directly from the Company's service, with the closing of their pay accounts, but it has also been announced to them that it shall rest with your Honourable Nobilities to give them the customary bounty or not to give it, according as your Honours shall think fit. The said masters have, on the occasion that they received orders from the Chief of Tuticorin to sail from the Ponnekael roadstead to Gale, handed over to the same the notarial records, which are transmitted in copy among the appendices, whereby they declare that whereas they had sailed with their vessels to Ponnekail by order of the Cape ministry, and had there partly unloaded their cargoes and taken in other goods again, they consequently maintained that the passage to Gale, according to the charter-parties, had to be regarded as an inland voyage and be paid for to the owners on that footing. But since their arrival at Gale, they have made to us by a petition, a copy of which also goes among the appendices, the two-fold request that either the passage from Ponnekail to Gale might be regarded and paid as an inland voyage, or else that the lay days of the ships at Gale might commence the day after their arrival there. And as we judged that the roadstead of Ponnekail, for the outbound ships, cannot be regarded as a Ceylon port, but only as a refreshment place, we have therefore resolved to grant the second request, as giving a better account for the Company, and consequently to let the lay days at Gale commence with the day after they arrived there. As a consequence of this arrangement, we have also promised them, in accordance with the charter-parties, the payment of eighty guilders per day for the extra time that they would have to stay in the bay of Gale beyond the stipulated number of 121 lay days for each ship, and this right has furthermore been reserved by the masters of the Vrouwe Johanna, the Drie gebroeders, 't Fortuin and Jozephus de Tweede to their owners by notarial records made, which also accompany this in copy. In addition, the master of the ship 't Fortuijn, by this his last record, has reserved to his owners the right to demand compensation for the days he had spent with the crossing from Ponnekael to Gale, on the footing of an inland voyage. When these ships were to depart from Ponnekael for Gale, a pilot was placed on each ship to bring it before the bay of Gale, and order was also given to the officials at Gale to send pilots on board as soon as these ships came in sight there, to pilot them into the bay. Nevertheless, the masters of the ships the Vrouwe Johanna, 't Fortuijn and the Drie gebroeders entered a protest at Tuticorin against the damage that the ships might suffer if they had to lie waiting for the pilots off Gale; and although it has not appeared to us that they suffered any loss on that account, and they consequently can have no claim in that regard, we nevertheless allow copies of those protests to be transmitted also among the appendices. Zeeland To the Noble Worshipful Lords Directors of the Dutch Chartered East India Company at the said Chamber Noble Worshipful Lords, We hope that our respectful letter of 21 July last, sent with the country brig the Diana, which departed from here on the 25th following, will achieve a timely and proper delivery, and we have the honour to present the duplicate thereof to your Noble Worships herewith. Under convoy of the country frigate Ceres, commanded by Captain van Halm, which arrived at Galle from Batavia on 20 August last and is now about to commence the return voyage to Europe, the chartered ships the Vrouwe Johanna, the Drie Gebroeders, 't Fortuin, and the Susanna are currently also departing. In accordance with what was advised in our aforementioned respectful letter, these serve for the transport of the Regiment of Luxemburg to Lorient. The masters of the said ships and of the ship Josephus de Tweede have submitted the consumption account of the provisions that they received both in the Netherlands and at the Cape of Good Hope and at Tuticorin, and the Galle officials have disposed of it in such manner as appears from their resolutions of 7 August last, which are enclosed in extract among the annexes, and which have been approved by us with these alterations, namely: that the provisions accounted for in excess by the masters shall not be credited to them, since this excess accounting has in all probability arisen from the write-offs made according to the regulation, without an actual excess issue having taken place, which could all the less have occurred on these ships because they may have nothing beyond what was given to them by the Company, from which the supplement could have been made. The provisions they have additionally entered on behalf of certain passengers who came over with these ships from the Cape of Good Hope, and consisted of women, children, and servants of some officers and privates of the Regiment of Meuron, we have charged to the said passengers for reimbursement, because it did not appear to us that the customary board money had been paid for them at the Cape or that free board on board had been granted to them. Regarding the 18 heads who, as appears from the aforementioned Galle resolution, were entered in excess in the consumption account of the ships 't Fortuin, the Drie Gebroeders, and Josephus de Tweede during the crossing from Punnaikayal to Galle, the masters, upon the further explanation requested on that account, stated that these consisted of 1 pilot and his servant on 't Fortuin, 1 pilot and 1 servant of Captain Zorn on the Drie Gebroeders, 1 pilot and 4 men of the small vessel the Hoop on Josephus de Tweede; but that the remaining 9 heads had been brought on board by Colonel de Meuron with his regiment, and the masters did not know who they were. And since the entered issue for these excess men, who, after deducting the pilots and the men of the Hoop, still amount to 11 heads, consisted of a trifle or merely four days of rations, we decided to pass the same. Also, the masters of the ships the Vrouwe Johanna, 't Fortuin, the Drie Gebroeders, and Josephus de Tweede, by a petition that is enclosed in copy among the annexes, represented to us that the aforesaid excess accounted provisions were found to be too much only because they had frequently ordered the necessary issues to be made to the ship's crew from their own provisions; requesting therefore that the same might be credited to them. But for reasons mentioned hereinbefore, we could not consent to this request, and we hereby give notice thereof to your Noble Worships. In the aforesaid consumption accounts, considerable write-offs were made for found short weight, leakage, and spoilage of those various provisions. And as we also do not know whether the write-offs that were made at the expense of the troops of the Regiment of Württemberg, who with these four mentioned, notwithstanding that the masters protested against it, as appears from the deed respectfully accompanying this; yet, in order to prevent all future disputes on that account, we shall cause the masters of the chartered ships who might yet arrive here to be informed of the aforesaid order before issuing any cordage, and at the same time cause inquiries to be made as to what cordage or of what calibre they desire to have. The said masters, on the occasion when they received orders from the Tuticorin Chief to sail from the Punnaikayal roadstead to Galle, delivered to him the secretarial notes that are enclosed in copy among the annexes, whereby they declare that whereas they had sailed with their bottoms to Punnaikayal in place of the Cape ministers, and had there partially discharged their cargoes and again taken in other goods, they consequently maintained that the voyage to Galle according to the charter parties had to be regarded as an inland voyage, and for that

2064 be paid to the shipowners on that basis; but since their arrival at Gale, they have submitted to us a petition, a copy of which is also among the enclosures, making a two-part request: either that the voyage from Ponnekail to Gale might be considered and paid as an inland voyage, or that the lay days of the ships at Gale might begin the day after their arrival there. And because we judge that the roadstead of Ponnekail, for the outward-bound ships, cannot be regarded as a Ceylonese harbor, but only as a place of refreshment, we have therefore decided to consent to the second request, as providing a better account for the Company, and accordingly to let the lay days at Gale begin on the day after they arrived there. As a consequence of this arrangement, we have also promised them, in accordance with the charter parties, the payment of eighty guilders per day for the extra time that they might have to stay in the Bay of Gale beyond the stipulated number of 121 lay days for each ship, and this right has furthermore been reserved by the skippers of the Vrouwe Johanna, the Drie Gebroeders, the Fortuin, and Josephus de Tweede for their shipowners by official notarial notes, which also accompany this in copy. When these ships were to depart from Ponnekail to Gale, a pilot was placed on each ship to bring it before the bay of Gale, and orders were also given to the servants at Gale that as soon as these ships came in sight, they should send pilots on board to pilot them into the Bay. Nevertheless, the skippers of the ships the Vrouwe Johanna, the Fortuin, and the Drie Gebroeders lodged a protest at Tuticorin against any damages the ships might suffer if they had to lie waiting for the pilots before Gale; 2065 and although it has not appeared to us that they suffered any loss on that account, and they consequently can have no claim in this regard, we nevertheless transmit copies of those protests among the enclosures. The chief surgeons of the aforementioned four ships have requested of us, by a petition accompanying this in copy, that by virtue of your Right Worshipfuls' resolution of 19 November 1783, whereby a gratuity was granted to the chief and second surgeons of the chartered ships with which troops are transported to the Cape or further to the Indies for each of those men who should arrive alive at the place of their destination, the same gratuity might now be granted to them for the troops of the Regiment of Luxemburg who are crossing with these ships to Lorient, or else that they might be granted such premium and permitted chests as are assigned to the chief surgeons on the Company's return ships; but because we did not find ourselves authorized to take a definitive decision on these requests of theirs, we promised them to inform your Right Worshipfuls thereof, as we have the honor to do hereby, and in the meantime we have authorized the servants at Gale to issue to them the requested certificates of the number of men of the Regiment de Meuron that was brought to Ponnekail on each of these ships. Since the sea captains and the Gale Master of Equippage, etc., have declared that the aforementioned four ships are sufficient for the transport of the Regiment of Luxemburg, according to the copy report attached among the enclosures, and the skippers of those vessels had no objection to it, we have—although Lieutenant Colonel de Raymond maintained that four ships were not enough—had the troops of that regiment, in so far as they can now depart, distributed over these four ships. The Gale servants have been ordered to inform your Right Worshipfuls of the actual 2066 effective strength of the regiment according to the muster that is to be held of it before it goes on board, and how it is distributed among the ships. However, the detachment of artillerymen, which was sent to Cochin along with other troops, remains behind for the present, as your Right Worshipfuls will have seen from the copy of our secret letter of 6 October 1787 written to the High Government of the Indies; because upon our request made to the ministers immediately after the arrival of the ships that brought the Regiment de Meuron, their Honors replied that the already onset bad monsoon made it impossible to send troops overland from Cochin to Tuticorin, both on account of the continuous rains falling along the coast and on account of the multitude of streams caused by the mountain waters which are unfordable, and where at most only one or two small craft are found, with which no more than 4 to 5 men can be ferried across at a time. ment we shall therefore send over on a further occasion, consisting of 1 lieutenant, 1 quartermaster, 1 sergeant, 3 corporals, 1 drummer, and 30 privates. Here in Colombo and in Jaffna and Mannar, 1 sergeant and 5 privates have remained behind sick in the hospital. Regarding the sick who remain behind in the hospital at Galle, the Galle servants will report to Your Right Worshipful, and all of these we shall, as soon as they have recovered, grant passage to Europe by the first available opportunity. Among the regiment of Luxemburg were a number of German lads, young fellows who had a great inclination to engage in the Company's service. From time to time, several of them went inland and hid there among the Sinhalese, with the intention of returning once the regiment should have departed. They made an offer to serve the Company for 8 years at the pay of 13 guilders, which is given to soldiers who have served out their first contract and re-engage for 5 years, and [illegible] without having the possibility to [illegible] with the regiment, we could not well have avoided having them apprehended in order to have them surrendered to the regiment, and since the Commander insisted on this with much emphasis, we have, in deliberating upon this matter at the meeting of the 22nd August last, taken into consideration: 1) that these people, consisting of 22 head, among whom were 3 sergeants who also agreed to enlist as soldiers, would, if they went along with the regiment, have to cost the Company in pay—the sergeants at 20 guilders and the soldiers at 9 guilders for 8 months, which the voyage seems likely to be calculated at—fully 1800 guilders, and in rations during the voyage approximately 1500 guilders, together 3300 guilders; 2) that an equal number of soldiers being sent out by the Company at 9 guilders, if one calculates the voyage at only 6 months, would cost the Company in pay 1188 guilders, and for rations 800 guilders, making 1988 guilders. That, consequently, if one calculates what it must cost the Company to send back the aforesaid 22 head, and adds thereto the expenses for sending out 22 recruits, this comes out to approximately 240 guilders per head. We have therefore, in hopes of a favorable interpretation, resolved to give a commission to ascertain for what amount the Commander of the regiment would be willing to give passports to these people; and after some negotiation, he consented thereto at 225 guilders per man, which was paid to the said Commander with 2062 rixdollars 24 stuivers. And consequently the aforesaid 22 head have been accepted into the Company's service on a contract of 8 years at 13 guilders. We think, with favorable interpretation, that the aforesaid 22 head are well worth this money to the Company, considering that they are all young lads, already accustomed to the climate; and we therefore flatter ourselves that Your Right Worshipful will favorably approve this arrangement of ours, the more so because it has also more or less facilitated the taking over by way of exchange from the regiment of another 21 Germans, all young, able fellows, on a contract of 5 years at 13 guilders, against an equal number of men from the national troops whose time was up or nearly up, or who, on account of continuous illnesses or other reasons, were of virtually no more service to the Company, and who showed themselves inclined to this exchange in order to pass into the regiment of Luxemburg. These soldiers who have passed into the regiment of Luxemburg, of whom two are from Colombo and 19 from the Galle garrison, have executed a notarial deed whereby they have declared that they have transferred to the aforesaid regiment at their own request, and are therefore content that their pay accounts with the Company be closed, with renunciation of all further claims on the Company, not only with respect to any further pay, but also with respect to the bounty paid to those who sail home on a Company ship after completing their contract. Of the deeds executed by these people as aforesaid, two copies are transmitted under the enclosures hereto, together with a name list. The remaining deeds, likewise accompanied by a name list, the Galle servants will have the honor of sending to Your Right Worshipful. Concerning the delivered cargoes of the ships De Vrouwe Johanna and Josephus the Second, which arrived for Your Right Worshipful Chamber, we have disposed by our resolutions of 9, 14, and 21 July, as well as that of 1 August last, all of which extracts are transmitted under the enclosures with the documents relating thereto. The cargo from the Fatherland, as far as the pieces are concerned, has been duly delivered, and we have therefore resolved to have the differences found in the contents, consisting of trifles, written on and off according to the regulations. The goods that they loaded at the Cape of Good Hope were delivered here with some surpluses and deficits, regarding which the skippers maintain they are not answerable, pretending that they had received everything on board sealed, thus unweighed and unmeasured; however, we have no report of this from the ministers, nor was it apparent from the Cape bills of lading, which were drawn up just like the ordinary bills of lading of the Company's ships and were signed by the skippers without any remark to the contrary. Since we nevertheless had no reason to doubt the unanimous statement of these skippers, and also the deficits calculated in money will not differ much from what was accounted for in excess and from the allowance for breakage and leakage which the regulation of writing on and off permits on the aforesaid goods, we have by the aforesaid resolution of 21 July resolved to defer the disposition thereof to Your Right Worshipful, and have therefore ordered our trade servants to make of each ship in particular

to draw up an account of what each skipper must reimburse to the Company on account of a deficit in accountability, and of what, conversely, would have to be reimbursed to him, both on account of a surplus in accountability and the allowed ullage. We hereby present these accounts to your Noble Worships, while we take this opportunity to request the Cape ministers to elucidate to your Noble Worships how the shipment of the aforementioned goods took place there. In the meantime, an account in our trade books has been given to each of these skippers for the amount of the aforementioned accounts, to be settled upon receipt of your Noble Worships' decision. We now proceed to give your Noble Worships a humble report of our proceedings to settle all outstanding matters with the aforementioned regiment. Pursuant to the provision in the 22nd article of the old capitulation, confirmed by the 9th article of the new capitulation, we resolved on the 2nd of July last to have all the weapons of this regiment appraised by a joint commission of officers, both from the national battalion and from the said regiment. And although Lieutenant Colonel de Raymond, in a petition forwarded in copy among the annexes, protested against the prejudice to the rights of the Prince of Luxemburg to all or part of those weapons, we nevertheless had our aforementioned resolution executed. Pursuant thereto, all weapons in use by the regiment have been appraised both here and at Gale, as appears from the reports forwarded herewith in copy. In these, we also had charged to the account the weapons that were missing to complete the full number, because we maintained from the further arrangements in the aforementioned capitulation that the payments stipulated in the 3rd and 15th articles of the old capitulation were conditioned on a full-strength regiment. However, to prevent all exceptions, we had these missing weapons appraised at the lowest price, according to the valuation at Gale. The amount of this valuation, being ƒ4374: 9. —., we, pursuant to our resolution of the 5th of August last, had demanded from the commander of the aforementioned regiment, Lieutenant Colonel de Raymond. However, in a petition accompanying this in copy, he offered only to pay for the weapons received from the Company and the guns, with the request that the remainder be postponed until the return of the regiment to Europe, to be decided there by the Most Noble and Right Honorable Gentlemen of the XVII and the Prince of Luxemburg. But since, by the offered partial payment, the matter would only be half settled, we resolved on the 12th of August to defer the matter in its entirety to your Noble Worships, and accordingly take the liberty of including in the annexes the account drawn up from this valuation and signed by the first-signing Governor and countersigned by Lieutenant Colonel de Raymond. We proceeded to this all the more readily because it appeared to us that the appraisal, especially of the guns with their accessories, was made somewhat low. Although we have already successively sent to your Noble Worships the accounts of the provisions made to this regiment up to the end of August 1787, we nevertheless deemed it necessary to have a general account drawn up of all the provisions made to it since the arrival of this regiment here until now. We have had this account handed to Lieutenant Colonel de Raymond to examine it, and, if he had any remarks upon it, to communicate his remarks to us in writing. Thereupon, in a petition inserted into our resolution of the 25th of July last, an extract of which accompanies the annexes of this, he made no other remarks than that several drum tools were entered in the aforementioned account, which he maintained should be charged to the Company as items that do not properly belong to the weapons, and at the same time requested therein to credit the regiment with an amount of 33 piasters and 3 stivers, which he had paid as an extra gratuity to some soldiers who had repaired the regiment's weapons between September 1785 and December 1786, because the Company's people, who otherwise used to do this work, were too occupied in their Honors' own service; offering further only to pay here to the Company for the provisions made since September 1787, since he assumed that the previous provisions, pursuant to the accounts already sent, would have been deducted from the Prince of Luxemburg. Company account; and whereas we should refer to the specific communication given to the Right Honourable Gentlemen Seventeen, by our respectful letters of 28 February and 7 September 1784, regarding the supply of cash and goods made to provide for the regiment in the year of muster, and also since then, as has already been said, have successively transmitted to Your Honours the accounts of all provisions made, in so far as they have not been paid here, up to the last of August 1787 inclusive, and thereby trusted that satisfaction for their total amount would have been demanded and obtained from the Prince of Luxemburg, we have therefore decided to request payment from Lieutenant Colonel de Raymond only for the provisions made since 1 September 1787, amounting to ƒ 94. 88., which amount he has consequently already paid into the Company's treasury. Nevertheless, we take the liberty of submitting to Your Honours among the annexes a general account of the provisions made to this regiment since its arrival on Ceylon, together with two notes of the harness gear entered therein, namely, one concerning the provisions since September 1787, which as stated here has been validated to the regiment, and one of what has been entered in the accounts already sent to Your Honours, in order that the amount thereof, being ƒ191. 6. —, may, if it please Your Honours, be credited to the account of the Prince of Luxemburg. And since there has also been entered in the accounts already sent the amount for the powder, the cartridges, cinders, fuses, and other matters supplied to the regiment for holding the annual exercise, although these things, in our humble opinion, cannot be considered as having to be charged to the Prince of Luxemburg, and were therefore omitted from the aforesaid general account communicated to Lieutenant Colonel de Raymond and now being forwarded; we have decided, as appears from our aforesaid resolution of 25 July, to have a separate note drawn up also for the total amount of all these articles in the accounts already dispatched up to the last of August 1787, and to submit the same to Your Honours, so that in case Your Honours should approve, they may be credited to the account of the Prince of Luxemburg. This note, amounting to ƒ3142. 13. —, is therefore likewise transmitted herewith among the annexes. On this occasion we take the further liberty humbly to remind Your Honours that the provision of 4112 piasters and 54 stuivers, which was made to the officers of the aforesaid regiment according to our resolutions of 9 and 7 February 1784 for the travel expenses from the Cape to Ceylon, and of which notification was given to the Right Honourable Gentlemen Seventeen by letter of the 28th of the said month, has not been reclaimed from those officers, because from the reply that we received thereto from Your Honours by esteemed dispatch of 12 May 1785, we maintained that it did not seem to be Your Honours' intention that this reclamation should take place. In our respectful letter of 15 November 1786, we informed Your Honours that Lieutenant Colonel de Raymond, both in his capacity as commander of the regiment and in his private capacity, had bound himself to satisfy to the Company the bill of exchange of 25000 livres, which, according to the notification in our humble letter of 17 September 1784, we had granted to the late Colonel de Beaubas. He has also, in accordance with this engagement, successively paid off so much on it in reduction that there only remains lacking for full payment ƒ3409. 11. 8., which, as appears from our aforementioned resolution of 25 July, we caused to be demanded from him; but he excused himself therefrom, because he had only bound himself to satisfy the aforesaid bill of exchange after deduction of what the former Colonel and Second de Bas should be found to owe to the regiment, and he therefore maintained that the Company must recover the arrears on the aforesaid bill of exchange from the assets of the said de Bas, who had acknowledged being indebted to the regiment for 1452 piasters. We have therefore, considering that although he, Lieutenant Colonel de Raymond, by virtue of that reservation, is no further liable in his private capacity, the regiment nevertheless remains liable for the entire amount of the bill of exchange, decided on 12 August to request from him, de Raymond, in his capacity as commander of the regiment, and in the name and on behalf of the Prince of Luxemburg, a warrant to receive the aforesaid ƒ3409. 11. 8. from the proceeds of the property of Colonel de Bas that is still to be found here, in so far as it should be found sufficient for that purpose, and the remainder from whatever is further to be received for the benefit of the regimental treasury, after the Council of Justice of this Castle shall have rendered judgment on the claims which the said Lieutenant Colonel de Raymond has filed against the Colonels De Hugonet and de Bas and against Captain de la Roche; we shall withdraw these 1452 piasters from the aforesaid proceeds for the settlement of this matter. 2075 remark only, that we thereby have granted some slight pretensions, which although uncertain were nevertheless not entirely improbable, in order, while the regiment was at its request, to leave nothing unsettled that could in any way be adjusted; and we hope that Your Honorable Worships will kindly please to approve this. The officers of the detachment of the regiment of Luxemburg, which was in garrison at Trincomalee, have submitted a memorial to us, which accompanies this in copy, wherein they demonstrate that this detachment, both on the journey to Arnee as well as during the stay there and on the journey hither, had suffered many inconveniences and damages, with the request that a reasonable compensation for damages might be granted to them for this; and this request was supported by Lieutenant Colonel de Raymond, by an address, of which a copy is also annexed hereto. But because the aforesaid memorial contained only a description of the circumstances that had caused the loss without sufficiently determining the damage itself, we have, in accordance with our resolution of 8 August last, demanded of them a more specific indication of the loss suffered, together with an estimate of its value. Since then, Captain de Jacob, who commanded the aforesaid detachment, has, by an address which is sent over in copy, given a more specific indication of what the same detachment has lost, professing, however, to be unable to estimate the value thereof; and Lieutenant Colonel de Raymond maintained that three months' full pay to officers and soldiers would compensate for the damage, as appears from his address, likewise annexed in copy among the enclosures. The adversities, inconveniences, and losses which the aforesaid detachment has undergone are matters that truly happened, although this is certainly not uncommon in the military profession, and every soldier must therefore submit to it without 2076 without any right to ask for any compensation or indemnification for it. But because this detachment, when it was sent out from Trincomalee, for reasons mentioned in our respectful secret letter of 27 March last, to camp outside the forts, in truth suffered much, and one is otherwise accustomed in such cases to give field allowances, we have, in accordance with our resolution of 22 August, caused an allowance to be provided to the same by way of a gratuity, namely to the Captain Commandant 250 rds., amounting to three months' allowances, to the lieutenants and sub-lieutenants each 75 rds., amounting to approximately the average sum of the combined allowances of a lieutenant and a sub-lieutenant for two months, to the surgeon's mate, and the quartermasters and sergeants each 10 rds., to each corporal 7½ rds., and to each private 4¾ rds., amounting to approximately one month's allowance. This allowance having therefore amounted to a sum of rds. Furthermore, to Lieutenant Colonel Raijmond, who on account of his rank incurs more expenses there than the other officers, in the hope of Your Noble Excellencies' favorable compliance, and in accordance with our resolution of the 19th of this month out of special consideration, we have caused to be disbursed 300 rixdollars as a supplement for his house rent since he has been commanding the regiment, because he has had to spend 40 rixdollars a month to be lodged in any reasonably decent manner, whereas his ordinary house rent amounts to only 25 rixdollars. As appears from our humble letter to the Noble, Right Honorable Lords Seventeen which departs at the same time as this, the Lieutenant Colonel and Commandant of the Regiment of Luxembourg, de Raijmond, already complained to us some time ago about the copper currency with which the regiment has been paid for some time, and sought to maintain that this was in many respects very disadvantageous to the same. Now that the regiment was about to depart, he has elaborated on this by a letter of the 17th of July last past, and therein demanded of us compensation for the loss which he calculated in this letter that the regiment had suffered thereby. By this letter he has further demanded of us to cause to be paid to the regiment the amount that, according to our resolution of the 19th of July 1755 whereby the payment to the non-commissioned officers and soldiers was determined according to the capitulation, was paid less to him than formerly; and finally he has sought to maintain therein that by virtue of the custom that national soldiers, after serving out their first term of enlistment, upon entering into a new contract are increased from 9 guilders to 11 guilders, the soldiers of the Regiment of Luxembourg are also entitled to this increase of 2 guilders after the expiration of the first 5 years of their contract, notwithstanding that they were engaged for 8 years, and demanded the total sum thereof. resolution of 25 July, and have merely added thereto some further elaborations for the continued elucidation of the groundlessness of his claims. We very humbly request, in order to avoid all too great prolixity, to be permitted to refer to both of these our decisions, which were intentionally drawn up somewhat more circumstantially than, strictly speaking, was necessary for the refutation of such very groundless claims, in case after this these same demands, although denied by us here, might be brought up for discussion before Your Right Honourable Lordships, and so that in such a case this might consequently serve for the greater convenience of Your Honourable Lordships' deliberations to be held thereon. And as it might also be of special service regarding the matter of the increased pay, we send Your Right Honourable Lordships among the enclosures to this an original letter written by Lieutenant Colonel de Raymond to the first undersigned Governor on 5 October 1785, and thus shortly after the introduction of the reduced pay, wherein he made not the least objection against the same. We cannot deny Lieutenant Colonel de Raymond the praise that he has always conducted himself very properly in all respects, and we suspect, as we think with much reason, that he would not have proceeded to make all the aforesaid very strange representations had he not been incited thereto by a faction of officers of his regiment to see if they could possibly manage in this way to extract some more from the Company. We are all the more strengthened in this opinion by a letter written to us by the corps of officers of Galle on the 8th of this month, when the entire regiment had already departed thither, and which was sent to us along with the letter of the servants of the 8th of this month. This letter, of which we speak here, was sent by us back to Galle with orders to the servants to return it to the corps of officers and to announce to them that we would expect no more such petitions from them, and that if they had anything to propose, they could do so to their commander. The aforesaid letter was subsequently sent by the aforesaid officers to Lieutenant Colonel de Raymond, who forwarded it to us with a covering letter, and upon this the resolution was subsequently taken by us, an extract of which is also attached hereto, in which this letter, which also goes over in the original among the enclosures, is inserted. Besides a very impertinent request that appears therein—we may well call it so—namely that the Company would charge itself with the mess for the officers, notwithstanding that they know very well that the emoluments during the voyage are given to them for that purpose, this letter only contains the very same proposals which Colonel de Raymond made to us in his aforesaid petition, and which we have denied on the grounds indicated in our aforementioned resolution. We also request to be permitted to refer to this our resolution, which was communicated to Lieutenant Colonel de Raymond, and merely note from it that we deemed it necessary to draw his attention to the very serious demarche which the officers have taken the liberty of making in this letter, in asking the government, on behalf of the non-commissioned officers and soldiers of the regiment, for compensation for what has been paid less to them than formerly, notwithstanding knowing that this application had been denied to Mr de Raymond, and this at the very moment when the regiment is, so to speak, about to be embarked. In our aforementioned resolution we have clearly demonstrated that the difference between the copper currency and the gold and silver specie, about which so much ado is made in the aforesaid papers, could have had little influence with regard to the regiment, and it is also in fact more imaginary than real, except only for those who need to export cash in specie, and against this inconvenience we have provided with regard to the regiment. We will nevertheless not deny that it has been more or less disadvantageous to the officers in particular when purchasing provisions and other necessities from foreigners, and it is also especially out of that consideration that we made them the present of 3000 rixdollars mentioned above, although we thought it best not to give it under that name to prevent them from sometimes drawing conclusions therefrom to legitimate more or less what they demanded from us on that subject. It may well be that in special cases people who needed to export cash in specie, on the occasion that they could get no merchandise to their liking, exchanged silver or gold for copper money at a loss of 25 to 30 percent, but the scarcity of gold and silver money on Ceylon has had no such harmful influence on provisions and what is needed for clothing, since a good portion of what foreigners bring in is paid for with the country's products, which are still always more or less at the same price as they were during the late war, when almost nothing other than gold and silver money circulated on Ceylon, so much so that there was even a time when copper money was so scarce that in order to exchange a piastre for doits one had to lose 7 or 8 stivers. With the national brig Diana our last of the 21st of July past was dispatched to your Honors, the duplicate of which lies here adjacent. Since then or on the 22nd of August, the ship de Gouverneur Falck arrived in the roadstead of Point de Galle, with which we had the honor to receive your Honors' esteemed letter of the 14th of June of this year. We have seen from it with great regret the misfortune that befell our return ship Java, which we from our hearts had wished otherwise; yet we hope that the damages it sustained may be remedied so quickly that it can still continue its voyage in a timely manner. Now depart for thither under convoy of the national frigate Ceres, commanded by Captain van Halm, the chartered ships de Vrouwe Johanna, de Drie Gebroeders, 't Fortuin, and Susanna, in order to continue the voyage from there to Lorient for the disembarkation of the regiment of Luxemburg that is transported therewith. To the captains of these four ships such written orders and instructions have been given for their guidance as appears from the copies thereof, which accompany this for your Honors' inspection. The Galle servants will inform your Honors whether the aforementioned ships require any supplement of provisions that could not be fully supplied at Galle due to a lack thereof, and we kindly request your Honors to be pleased to have this deficiency made good there in such a case. Since the crew members who were lent there to the ships de Drie Gebroeders and Susanna have too large arrears on their pay accounts to transfer directly into the service of the owners of the said ships, and we also have no sailors here who are not also more or less in debt to the Company to replace the aforementioned Cape people: we thought it best, as the aforementioned ships will call there anyway, to let those crew members remain on them at your Honors' disposal; they accordingly return now, and their Cape pay accounts accompany the enclosures of this. Only from these, the sailors Pieter Vernoe and Johan Wilhelm Schmeltz, who were assigned to de Drie Gebroeders, have, at their request, been changed to soldiers and remained at Galle, which is why we have caused their earned wages during the time they were on board to be debited to the expense account of that vessel, and two other sailors have been provided to this ship in their place, who were discharged from the Company's service and entered into that of the owners. To the troops of the regiment of Luxemburg, who are transported on the aforementioned four ships, an advance provision has been made here for the months of October and November, namely wages and emoluments to the officers, and only wages to the non-commissioned officers and soldiers. The goods and cash that were seized upon the arrest of the aforesaid three officers, according to our resolution of 13 September 1785, for such reasons as are detailed at length therein, were, according to the absolute sentence of the Honourable Council of Justice of the Castle of Batavia, to be returned to them; but Lieutenant Colonel de Raijmond has since laid an attachment upon them, for and on behalf of the Prince of Luxemburg, by virtue of the aforesaid claim of 9000 piasters, and after the said three officers had been summoned in this matter by edict up to four times, and the last time ex superabondantia, a statement of claim having been served by him, de Raijmond, the Council of Justice did not deem that summons sufficient, but ordered that, as the defendants had last resided in Batavia, the edictal summons should also take place there, and further decided to have the seized goods sold in the meantime, in order to prevent deterioration. After our respectful letter of the day before yesterday was closed, we received from Galle a letter from the Lieutenant Colonel and Commander of the Regiment of Luxembourg, the Knight de Raymond, in which he requested of us: 1. To be permitted to have a detailed statement of the proceeds of the sold goods of the Colonels de Hugonet and de Bas, and of Captain de la Roche, which have been under sequestration here, and to be permitted to have a bill of exchange from these proceeds and from the sequestered cash of the said officers in favor of the Prince of Luxembourg, in order to be able to receive the amount thereof in the Netherlands. 2. That in the said bill of exchange might be included the amount of the allowances that the aforesaid three officers had due to them when they were arrested; and 3. To be permitted to have back the original documents that he submitted to the Council of Justice here in support of a claim of 9000 piasters which he instituted in favor 2113 of the Prince of Luxembourg against the aforesaid three officers before the said Council. The aforesaid goods and cash, which upon the arrest of the aforesaid three officers, according to our resolution of 13 September 1785, were seized for reasons stated therein, were to be returned to them according to the absolving sentence of the Honorable Council of Justice of the Castle of Batavia; but Lieutenant Colonel de Raymond has since placed an attachment thereon on behalf of the Prince of Luxembourg on account of the aforesaid claim of 9000 piasters, which claim, however, has not yet been decided, because the Council of Justice did not deem the edictal summons served here sufficient, and therefore ordered that a similar summons must also take place in Batavia, where the repeatedly mentioned three officers had last resided; meanwhile, the seized goods have been sold, pursuant to a decision of the said Council, to prevent decay. We have judged that in this matter, which is also judicial, we should not arrogate to ourselves any decisions, and have therefore, as appears from our resolution of yesterday, decided: 1. That, on the grounds that a statement of the unpaid salaries of the aforesaid three officers has already been sent to Batavia, and it is not known whether payment for this has not already been made there, to have only a similar statement thereof delivered to Lieutenant Colonel de Raijmond; and 3. Likewise to demand from the Council of Justice and to send to him the original documents requested back by him regarding the claim of the 9000 piastres.
