Saturday the 17th Introduction of Peeter van Spall as member of police takes the oath Report on the state of the outer works of this city Insertion of the same March 1787. of the Dispenser Willem van Haeften is generally very weak, although the same, when all are present according to the stipulation by the Batavian letter of the 30th of September 1732, consists of nine members, it has been approved and agreed, upon the proposal of the Lord Governor, to grant the Junior Merchant out of employment Peeter van Spall a seat in the same, and consequently the said Pieter van Spall was summoned into the assembly hall and, after taking the oath before the members of police, the designated seat was assigned to him, next to the pay bookkeeper Scheitz. The report of the inspection of the outer works of this city, which according to the resolution of the 18th of August 1785 must be submitted monthly, having been received, it has been approved to insert the same here. Right Honorable, Highly Esteemed, Commanding Lord The undersigned have the honor to report to Your Right Honorable and Highly Esteemed Lordship that the outer fortification works have been properly inspected, and that all outer works are in a good condition. The large ditch that surrounds the entire glacis has been properly excavated. Wherewith we have the honor to be with the greatest respect, stood below, Right Honorable, Highly Esteemed, Commanding Lord, Your Right Honorable and Highly Esteemed Lordship's humble and obedient servants, was signed, I. G. Gebhardt, in the margin, Roetsiem the 1st of March 1787. Whereas Condition of the fleche at the bastion Holland Resolution to continue with the measures employed against it Saturday the 17th of March 1787. Whereas for some time, due to the strong drainage and heavy northwest winds, the river first slowly carried away the foreland in front of the fleche below the bastion Holland, and finally, notwithstanding all precautions taken against it, completely tore it away, so that the same presently runs into the ditch and along the work itself, and this latter is not a little damaged by the violent scouring of the water; it has been approved and agreed, upon the proposal of the Lord Governor, not only to continue with the measures employed thus far for the preservation of that work, consisting of laying dams and driving in piles, as well as applying wild pineapple bushes and other shrubbery, in order to reduce the rippling of the water thereby as much as possible, and thus to keep it maintained, and there further Saturday the 17th of March 1787 and also to use a quantity of stones and clay for that purpose Insertion of the same to maintain it until the northwest winds, which appear to be the greatest cause of it, cease and the southwest monsoon breaks through and again washes up new foreland, but also to have as many laterite stones thrown as can be obtained, and the said pineapple bushes, and to fill the interstices with clay, in the hope that the work will be preserved hereby. Report concerning the stamped papers After review of the usual half-yearly report of the stamped papers which remained on balance at the end of August 1786, and have since been sold, written off, and still remaining up to the end of February last, it has been approved to insert the said report here. It was communicated to the members by circular query that the ship Gouda, destined from Amsterdam for this government, had been wandering off this coast since the 19th of this month, and that the Governor, upon the first receipt of news thereof by a letter from the captain of that vessel, Klaas Voet, dated the 20th, which was only delivered here on the morning of the 23rd by an inhabitant of Alepe, immediately sent the Master Attendant Iohannes van Blankenberg and the master Arnoldus Messemaker to Alepe, with orders that the latter should be placed on the ship as a pilot to bring it to the roads of Ponnekeel; but that when the Master Attendant arrived at Alepe, the ship had already departed with the intention of making for these roads, in which, however, it had been prevented by winds and currents and forced to anchor off Manikoorde. Right Honorable, High and Mighty Lord, In compliance with your Right Honorable's highly esteemed order, the undersigned, as special commissioner, repaired to Kranganoor, and there carefully inspected the defects of the residence of the chief officer and found as follows: On the northwest side the roof has sagged in and over toward the southwest side, whereby nine rafters are broken and all the pins with which the roof was secured have burst. The entire roof of the hall on the southwest side has deviated, and sagged more than a foot, and is overhanging on the north side. And while all the pins of the roof are broken, the same will certainly collapse immediately by any sudden squall of wind, whereby the brickwork would then be subject to great damage. Therefore, a new roof must be placed on the entire house, and it should not be as steep as the previous one, but flatter, as the wind will then not have as much hold on it, and also when a large part of the old timber can be employed, since the rafters will fall about a foot shorter. Wherewith I hope to have accomplished this commission imposed upon me according to the esteemed intention of your Right Honorable, so I give myself the honor to subscribe with deep respect. Arrival of the ship Gouda at Tuticorin. Receipt of a European packet. A packet destined for this government, brought by the ship Gouda, was delivered at Tuticorin and sent from there hither, containing a letter from the Gentlemen Directors at the Amsterdam Chamber, dated 28th August 1786, escorting the said ship, along with several invoices relating to the cargo of the said ship; whereupon it was decided to keep this record thereof. Thus done, resolved, and decreed in the Council of Malabar, in the town of Cochin, on the day, month, and year aforesaid. Was signed, J. G. van Angelbeek, R. v. Haru, H. Poolvliet. Upon the proposal made thereto by circular vote, it was approved and agreed to have the ship Gouda, which departed for Tuticorin on the 28th of May last in accordance with the order given for that purpose, and which according to the letter of the officials dated the 30th of that month has arrived there, proceed at once to Gale, and to inform the Ceylon Government that there is a stock of upwards of three hundred thousand pounds of saltpetre on hand here, and that at least one million pounds of pepper is counted upon, and that this small vessel can therefore be fully laden here with pepper on a lower layer of saltpetre, and be sent therewith to the Netherlands in January, if Ceylon requires no more than 400,000 or 450,000 lb of pepper for its three return ships and sees no opportunity to relieve us of the aforesaid return goods this autumn; and therefore, in this case, and in so far as no better use can be made of that small vessel yonder, to let it depart hither with the cargo for this Government as soon as the navigation opens, but otherwise to unload the goods yonder and send them over with the pepper ship; to which end it was likewise decided to present the invoices and further papers concerning the same to the said Government. Friday the 22nd of June, in the forenoon at half past nine o'clock, all present: It was communicated by the Lord Governor to the assembly that the commandant of Kranganor, Fredrik Christiaan von Mullertz, had reported by letter of the 12th of this month that after taking off the roof of the chief's residence, for whose repair authorization had been granted by resolution of the 30th of May last, many beams were found displaced and partially rotted, and severe cracks were discovered in the walls, which seemed to be caused by the undermining of the quay by the water of the river, and besides this, yet more defects appeared which he could not state in his letter. That His Honour thereupon commissioned the Lieutenant of the Artillery and Overseer of the Timber Yard Johan Henrik Vogh, the Land Surveyor Karel Lodewijk Godlob Krouse, the Overseer of the Carpenter's Yard Ian de Lange, and the Overseer of the Blacksmith's Shop Karel Iulius Springer to conduct a precise inspection and examination of the mentioned defects, and received a detailed report concerning the same. In compliance with your Honourable Highly Esteemed highly honoured order, we, the undersigned special commissioners, proceeded to the fortress of Kranganor, and there accurately inspected and examined such defects as have been caused from time to time by the heavy currents and drainages at the quay, namely: The foundation of the main rampart wall under the residence of the commandant has subsided due to the swirling of the current and has caused the wall of the old powder magazine to be severely cracked in six places, down to the foundation, and must thus be entirely broken down and renewed. The wall of the front porch of the old powder magazine under the stoop is entirely cracked, and toward the east side the foundation has shifted; it must also be broken down and renewed. Of the lodge on the east side under the kitchen, the wall on both sides is cracked and subsided; it must also be broken down and renewed. The beams in this lodge as well as in the old powder magazine are rotted off and deviated two-thirds of the way into the main rampart wall of the fortress, so new ones must be laid. The Friday the 22nd of June 1787. Both walls in the room upstairs in the residence are cracked through and through in several places on the northwest side. In the front porch of the new powder magazine on the south side, six beams are entirely rotted off in the wall, and one of them is completely broken in two in the middle of the ceiling; the first five can be repaired, but the last one must be taken out and a new one inserted. The beams in the warehouse on the north side are completely rotted off in the wall, but can be repaired without removal. The wall along the ditch in the faussebraye has collapsed in several places and is cracked from top down to the foundation in more than forty places, so that the said wall daily falls out in pieces and chunks; it is also detrimental to the defense of the fort, therefore it should, to avoid expenses, be broken down to two feet above the water and raised obliquely. But the two faces and the two flanks on both sides should, on account of the horizontal defense of the ditch in the berm of the fort, be raised from the ground and repaired. The rubble and pieces of stones from this broken-down wall of the faussebraye can serve to fill up the foundation of the quay at little cost. With regard to the administration of the Poor's funds and the annual account thereof, the following proposals were brought to deliberation by the Lord Governor in a document reading as follows: In the financial statement of the Diaconate of the year 1786/7, which was rendered on the 21st of February last, several improper dealings were discovered, which have given cause for a further investigation into the administration of the Poor's funds since the first of February 1783, when the same was entrusted to the present Deacon-Cashier Johan August Nasse, which, on account of the numerous small revenues of the Poor that had to be traced individually, 35 had to be traced, has lasted until now, when a multitude of errors, omissions, and improperly booked items have been discovered, which are pointed out in a report from the Honorable Scheids and Lunel. 37 Friday the 22nd of June 1787. that one subsequently presents whatever remains of those interests and revenues, and thus enjoyed by the Diaconate, as a debt of the latter to the Lazarus House in the account, appears to me to be an improper procedure, which does not at all accord with the purpose of the aforementioned resolution, since the Diaconate would thereby fall deeper into debt to the Lazarus House each year and its capital would gradually decrease, whereas the purpose of the resolution is rather to support the running-down Diaconate with the surplus of the Leper House; wherefore I am of the opinion that in compiling the books and accounts one ought indeed to maintain the method of presenting each one's capital and revenues, as well as each one's expenditures and charges separately, as was also recommended in the aforementioned Resolution, but that subsequently all interests Friday the 22nd of June 1787. and revenues should be combined and taken in for the benefit of the Diaconate, and from these combined revenues all charges, both of the Lazarus House and of the Diaconate, must be paid, without the lesser or the greater amount being carried over to the advantage or disadvantage of the same. The capital of the war fund amounting to Rop: 4024:18 was, according to the resolution of the 22nd of November 1781, handed over to the Deacons, in order to maintain from the interest needy widows of officers, non-commissioned officers, and soldiers, and to employ the surplus for other expenditures of the Diaconate, and since then it has only run within the margin in the books and not under the outstanding balances, and in the balance sheet it is merely cited as resting with the cashier of the Diaconate, who has lent it out at interest now partly, now entirely; this too is a very improper procedure, partly because from this 39 Friday the 22nd of June 1787. a loss of interest arises, insofar as there is no opportunity to lend everything out in that manner, and partly because one is not thereby secured of the capital itself. It is therefore much more fitting that this capital henceforth be lent out in its entirety, in a sufficiently secured manner to private individuals at ½ percent or else with the Company at 5/8 percent; currently the merchant Anta Tetlij has four thousand ropijen thereof on interest at ½ percent, so one could leave the same with him for as long as he wishes to retain it, and add to it the small surplus of 24 rop: and 18 stuivers, provided it is also recorded as such in the books and account. In the year 1781, a capital of 6000 ropijen was donated to the Diaconate, which is placed on interest with the Company at 7/8 percent, under this condition, that the interest thereof must be paid out to the free woman Anna Patrix and her son Johannes Batenberg for as long as either of them lives, after which the entire capital with the interest falls to the Diaconate. For a well-deserved and mild correction of the Assistant Johan August Nasp, who committed the aforementioned errors and malversations as Deacon and cashier of the poor-funds, it is approved and understood upon the proposal of the Honorable Governor to dismiss the same from the office of Deacon, and to let him do sentry duty at the Main Guard for the period of three months, six hours a day, as well as to recommend to the Reverend Church Council to choose another capable Person in his place and nominate him for approval. Friday the 22nd of June 1787. neglect of the mint-masters, the full mintage was not properly expressed, but that this defect was perceived on so few fanums, that in order to clear that pretext out of the way, one could easily exchange them, and that the King his master would cause that exchange to be made without any profit or loss, during the period of one month after the publication of the edict, by fixed money changers, after which time those mis-minted fanums would no longer be permitted to circulate. That the said minister subsequently had made known to His Honour how the King his master, in order to give this edict greater authority and stability, gladly wished that the same should be published not only in the name of His Highness in his country and in that of the Company in its district, but rather everywhere in both their names. That His Honour subsequently had submitted to the said minister that with the edict 73 Friday the 22nd of June 1787. Fine against the violators.
