46. to the recovery of that debt has noticeably decreased; we trust, however, that no efforts will be left untried to that end, and must wait to see whether it will be deemed advisable by you to make use of the method of recovery which was proposed by the Gesaghebber in his separate letter of 15 January 1785. The reasons presented in the Ministers' joint letter of 16 January 1785, why it had been deemed necessary by the Gesaghebber for the present to leave without effect your qualification to appoint the adopted son of the deceased broker Mantchergie as Company's broker, appeared to us very well-founded, and the proposed plan to appoint as brokers §. 584. Brokers brokers of the Company two of the foremost and most accredited bankers of Souratta, named Laalla Raam Navaam Sien Naraam and Terraatjent Nagerdas, and to associate with them the aforementioned adopted son of Mantchergie, named Bouwmandjen, as well as the son of the likewise deceased previous broker Gowenram, named Craamsinker, seems to us very suitable, on the one hand not to expose the Company's trade to the dangers of a misplaced credit, and on the other hand, by maintaining the houses of both deceased brokers in the persons of the aforementioned Bouwmandjen and Praamsinker, to give so much more opportunity for the settlement or recovery of the debt of 47. of those houses; it being especially to be noted as very prudent in that devised arrangement that the two first-named alone would be responsible and answerable for all the proceeds of the merchandise which, after sale, would be delivered to the merchants upon their request and under their guarantee. Meanwhile, it has appeared to us both from the Ministers' aforementioned letter and from their Resolution of 12 November and 5 December 1784, that the frequently mentioned Bouwmandje showed himself aggrieved by the aforesaid arrangement and desired to be the sole Company's broker; and although the Ministers found no grounds in those objections, so that the approval was requested by them from you §. 549. for for the appointment made of the remaining three persons as Company's brokers, we see nevertheless that at the same time negotiations have still taken place with the aforementioned Bouwmandjen, and that it was then indicated by him that, being broker on the footing as was desired by him, he would from time to time pay off as much as possible on the old debt and try to provide guarantors for it. We shall therefore await the outcome of this matter and trust in the meantime that the description concerning the two brokers who were proposed to you in the first place has been made with fidelity and the requisite knowledge of affairs. The presentation of the request §. 550. of the 48. Upon this we take the liberty very respectfully to note that the retaining of the original bonds in the hands of the said Banians, and the non-signing of the bills of exchange for acceptance, shows that these people, alongside the linen suppliers of the Honorable Company, indeed showed themselves ready under those circumstances to help protect the Company from damage as much as was in their power, but always on this condition, that in case of violence, as has since taken place in the breaking open of the warehouse, they themselves would not become the victims, but would retain their recourse against the Company; in which manner we had the honor to inform Their High Nobilities in our letter of 16 January 1785, §. 248 and following. of the Banian merchants to have compensation for an amount of one hundred thousand rupees advanced to the Company on 23 March 1781, and for which sum two bonds, each amounting to 50,000 rupees, had been issued, together with what had accrued thereon in interest, seems to us to be subject to considerable doubt. For we see that, upon the received news of the war, for that amount two bills of exchange were placed into the hands of those merchants drawn upon the linen suppliers, as we presume, of the Company, and that notwithstanding this, the said merchants were allowed to retain the aforementioned bonds. That those suppliers had not not accepted the bills of exchange, but had delivered the keys to the holders thereof of a warehouse in which linen goods worth about 50,000 rupees were stored, and that those linen goods had since been taken out of the aforesaid warehouse by the English and made prize of. The aforesaid bills of exchange, after all, not having been protested for non-acceptance, the said merchants can be considered to have been satisfied with the pledge given to them by the suppliers, and consequently to have to recover themselves from those suppliers the damage which they, the merchants, might suffer through the taking away of the aforesaid pledge consisting of linen goods, while it seems to be the duty both of the aforesaid merchants and the suppliers

On the article of the Carpenter's works and Repairs, these and those remedies, both to the Buildings, and to the Piling of the wharf, having been presented by the Ministers as entirely unavoidable, we can make no remarks thereon, because they seem to have been a necessary consequence of the restoration of this Factory. It nevertheless remains of concern, and recommended to the care and attentiveness of the Ministers, to keep well in mind when incurring such expenses, that it is by no means completely certain whether the Company in the long run will find its interest in the maintenance of this Office. paragraph 351. paragraph 552. 2 being non all of us, and the Director in particular, take the liberty to assure your Right Honorable Worships that our attention will constantly be focused on this so very important object, and we may present as a proof thereof that the Charges are now again less than in the preceding financial year 51704:4: and indeed 12427:10:8 below those of the five last Years before the war. And since, in order to derive a proper benefit from the same, the establishment ought to be as small as will be in any way possible, we expect from the Ministers in general, and from the Commander Sluijsken in particular, that this as weighty as necessary point will be a constant object of their considerations, and will be worked out through zeal and industry, so that for the Company's activities no more Servants are present at this office than are absolutely necessary for it. paragraph 553. We have not found unfounded the difficulties which were brought forward by the Ministers regarding your decision to have the Moorish mariners henceforth treated in such a manner as is customary in Bengal, with what further pertains to this matter, all described more broadly in the Ministers' aforementioned Missive, the arrangements which the Ministers had provisionally made in order not to get into any difficulty over this, among others with the Moorish Government, having been noted by us as very prudent. paragraph 554. Since now, according to their report, the abuses that from time to time had been committed in the salary-matters of these mariners, both at the Main Place and here in Surat, had mainly taken their origin from the fact that the crimps, through the mistaken notion that the Company absolutely required Moors, had given Moorish names to those mariners whom they had taken from the other Heathen castes, 50 castes, in order thereby to make them pass for Moors or Mussulmans, but which names, being easily forgotten by the latter, had necessarily caused much confusion. And it has been proposed by the Ministers, under a severe penalty, to bind the crimps thereto, that to the Native mariners taken into service, no other names are given than those they have carried from youth on, with such further provision as appears more broadly in the Ministers' often-mentioned missive. We shall now await the result which this proposal of theirs will have had, while the same will without doubt have been taken into serious consideration by you. paragraph 1. Among the Domestic matters our eye has fallen upon the qualification granted by the Ministers to the head surgeon of this Directorship for purchasing some medicines instead of those brought with the ship Trompenburg, as they had been found spoiled and unusable. And we expect that you will have investigated whether any neglect took place around the supply of those medicines at the Main Place. paragraph 556. Lastly, it still serves for your information that the petition of Martinus Joan Bosman, former Director of Surat, of which mention is made in your advices of the last of December Both ships had each an equal number of dead. Concerning the draft of the ships upon arrival here all attention will be focused. The cloves have remained unsold for the present. To fixing a time for the collection of the same by those who arrived with the Sparenrijk could not be moved because of the fallen price. When on the 21st of June aforesaid it was found that the seal of Justice, which the Fiscal and Commissioners are customary to place on the Door of the Shed each time after the weighing out of spices, was torn off, the shed opened, and from it a quantity of 51 pounds of Cloves was stolen, of which it was impossible to discover the perpetrator, it came into our consideration who should bear this loss, and we resolved on the 12th of July following, as appears by the Resolution of that day, wherein also both the various Reports of the Judicial Members and of the Fiscal are recorded, that whereas the Warehouse Master has no other concern in the handling of spices than that he keeps account thereof and stores the chests upon receipt in the shed in the presence of the Fiscal and Commissioners and upon weighing out again delivers them out of the same to them, to request and await Your Excellencies' pleasure in this matter. 5: 56. Then, when the Nabob a few days thereafter had the Thieves of the aforesaid stolen Cloves apprehended, while now the Warehouse Master is charged with the compensation for the same. As also the Sureties of Peperhoven the 224 bottles of spoiled Rosewater. When the Nabob had the thieves of the aforesaid Cloves, as well as the Banyan who had bought them, apprehended, and it appeared that they were three of the Malabars who usually work in the Warehouses, we resolved in our Meeting of the 11th of August following: to charge the Warehouse Master with this compensation, in consideration that no one but he and his subordinates can and ought to guard against such thefts, which are committed by persons belonging to the Warehouses, without prejudice however to his recourse against the Thieves themselves. On the 20th of November last, upon the Report of our Head Administrator, drawn up from the received Invoices of Accounts, we resolved: pursuant to Your Excellencies' esteemed missive, to cause the amount of the 224 Bottles of Rosewater found spoiled at Batavia, costing f635:15:—, to be compensated here to the Company with a Capital advance, by the Sureties of its Supplier, the former surgeon major of this Directorate Daniel Peperhoven. 3: 57: A vessel laden with 60 canassers of Sugar sunk before the wharf. 57 of the same damaged thereby. Petition of Captain Christiaansz. On the 15th of the Past Month of December a vessel with 60 Canassers of Powder sugar came from on board the ship De Geregtigheid to before the wharf, where by the strong current at spring Tide, it drifted over its Anchor, and shot with the stem under a cross-beam of the Great Pier, with the result that the same, by the sudden rising of the water, filled and sank, notwithstanding all efforts made, and even the cutting through of a Beam of the Pier, whereby 57 of the aforesaid Canassers of sugar were damaged by the water, and largely dissolved away. Captain Christiaansz thereupon addressed himself to us by Petition, with the request that we would order the Warehouse Master to receive this sugar thus for the Company, considering that it would be entirely without fault of him or any of his crew that this vessel, which was hired by the Company and navigated by a Native Tindal, sank by an unfortunate accident, and thereby the sugar became wet and spoiled. That petition placed in the hands of the Master Attendant to serve with a Report thereon and to submit a deposition therewith. And the Head Administrator authorized to have the wetted sugar sold at public auction. And which Petition having been placed by us, by Resolution of the 19th following, into the hands of our Master Attendant, while we ordered the Head Administrator, in order to prevent further damage, to sell this sugar at Public auction for the benefit of the interested parties, the Report submitted by this servant in our meeting of the 24th of said Month, with the deposition submitted therewith, has indeed convinced us that the sinking of the said vessel can be attributed to no one's carelessness or neglect, and especially not to that of the captain or any of his people, but to a simple accident. To resolve to discharge the Officers therefrom we find ourselves unauthorized. But provisionally debit their pay accounts with the amount of said sold sugar. However, by virtue of Your Excellencies' order emanated in the General Regulation concerning the write-offs of shortweights and deficiencies of the 15th of August 1752, with the further amplifications reprinted the 15th of August 1764, Art. 4, we did not find ourselves authorized to take any decision regarding the discharge of the ship's officers. 3: 62. With respectful thanks for the approval which it has pleased Your High Nobilities to attach to our conduct in terminating the disputes concerning these Moors, who according to the records of our Resolutions of 4 March and 21 September 1786 went missing and were absent, we have, in our meeting of 28 November last, ordered the Pay Bookkeeper Meijer to now finally close all the accounts of the aforesaid Moors, to the number of 283 heads, as well as of those who went missing and were lost with the ship De Vrijheid, which was captured by the English during the war, and after having debited their accounts for what was received, to balance the remainder to the credit of the Honourable Company as confiscated. Pursuant to the request made by the Pay Bookkeeper Meijer in a petition recorded with our Resolution of the 5th of this month, we take the liberty of requesting Your High Nobilities that there may be sent to us the final accounts of 39 Moorish seafarers who were found deceased and absent at Batavia as of the ultimate of July last, as those accounts, possibly due to haste, were omitted from being sent hither among the pay papers. That he, the Director, after careful consideration of everything, thought he might conclude not only that a rupture between England and France over the regrettable divisions in our beloved Fatherland was not so imminent as people here, through a misconception, imagined or at least the natives believed, but even that a means might yet be devised to prevent such an extremity, and therefore could not bring himself, on these wild rumors and misled by an imagined fear, simply to give away the Company's goods, especially commended to his care, for what profit-seeking traders saw fit to offer for them. That he, the Director, together with the Honorable Head Administrator, had therefore entered into a negotiation with another of the town merchants named Jeanaet Mantjaram, otherwise called Dewijee, 98. concerning the Japan copper with the nutmegs and mace, and that the latter had offered 55 Rupees for the copper, together with the usual prices for the nutmegs and mace, and all in clean money, without any discount, with an offer to pay 50,000 Rupees immediately to the suppliers, and in eight days again another 50,000 Rupees; provided that he be paid interest until the collection of the goods.
