it is understood that the contract entered into by the Director concerning the sale of the nutmegs and mace with the Japanese copper is approved and ratified. This is a true state of the case, and I beg leave to assure you that it was never our intention to return a less number of guns to the Dutch ship than was fired, and I am truly sorry that any mistake has happened. No. 9: Short demonstration of the true state of the Honorable Company at the Surat Office, as the same has been found in comparison against the book-year 1785/86 and the established budget of the year 1755, upon the closing of the Trade Books of the year 1786/87 as of the last day of August 1787. Namely: I. General indication and comparison of the profits and charges of this against the book-year 1785/86: to wit, The true profits of this book-year amount to ƒ356727:11:8. In the year 1785/86 they amounted to ƒ198077:3:—. Thus now more: ƒ158650:8:8. The charges amount, in a full year or the course of the books of 1786/87, to ƒ52895:12:8. In the year 1785/86 they amounted to ƒ54635:16:8. Consequently, in this book-year, less: ƒ1740:4:—. The lesser incurred charges added to the greater achieved profits, it appears that this office in the present book-year has advanced further than in the year 1785/86 by ƒ160390:12:8. And taken on its own, or if one deducts from the true profits achieved in this year to the amount of ƒ356727:11:8, the incurred ordinary true charges amounting to ƒ52895:12:8, it appears that this office, during the course of these books or in one year, has advanced by ƒ303831:19:—. II. General comparison of the profits and charges against the established budget, with the added reasons from which the differences take their origin; as follows: For the profits, there was set by the Memorandum of Retrenchment dated 9 May 1755: ƒ367000:—:—, which reduced by 1/5 or in Netherlands currency amounts to ƒ693600:—:—. And the same amount to ƒ356727:11:8. Thus less: ƒ336872:8:8. The origin of this so disadvantageous difference with respect to the profits, in comparison with the aforementioned memorandum, is to be ascribed as much to the times in which that memorandum was written, which were certainly the most flourishing that Surat has ever had, as to the present lesser supply and sale. The profits are in themselves proportionally much higher because the goods are more expensive, and the profits—which, through the interest on negotiated capital with which one is burdened here, thus appear less—have actually been ƒ401168:2:8, and would, with a moderate sale of spices, as in the 18 years before the war, have risen to over 5 tons of gold. The charges were fixed by the Memorandum of Retrenchment and general regulations on the allowances for the servants at about ƒ119500:—:—, which now according to the current value is ƒ95600:—:—. No: 12: To the Right Honorable Worshipful Director and Chief Commander of this Directorate, Abraham Josias Sluijsken, together with the Council at Souratta. Monday, the 21st of December 1787. Resolutory Decisions taken in the Council of Policy. The adjacent sum of ropp.s 6000:- or f 7200:—:—, having already been charged to Ceylon per invoice of the 15th of September last, has thereby reached its settlement. While it is understood that the sum of f 504:—:— mentioned in the text on account of interest paid is also to be debited to that Government per invoice, as well as the opposite small sum of f 24:12:—, whenever the same shall also have been charged to Cochin in the first outgoing invoice, whereupon this will likewise be settled. The undersigned Trade Bookkeeper has the honor to inform Your Right Honorable Worships that, during the closing of the Surat trade books for the year 1787/1788, he found such debtors, creditors, and outstanding accounts as are described below and following, with their origin, increase, and decrease; to wit: Debtor: Ceylon Government f 7704:—:— In accordance with what was noted down by resolution of the 12th of March of this year, there was already issued here from the Honorable Company's treasury on the 8th preceding a sum of six thousand pieces of silver current Surat rupees, which, upon the repeated instances of Count De Curgavion Loemaria, Commander of the French King's frigate of war La Calypso, were directly brought over and handed over by the Company's Court Courtier Mahomet Areff to Mons.r De Malazee, purser of the said frigate, who in return duly provided bills of exchange in duplicate, dated the 8th of March 1787, to be paid at sight by the Treasurer of the Navy at Pondicherry to the order of the Director mentioned in the heading of this document; the said bills of exchange having been endorsed by the said Right Honorable Mr. Sluijsken to the order of the Right Honorable Willem Jacob van de Graeff, Extraordinary Councillor of the Dutch Indies and Governor and Director of the Island of Ceylon and its dependencies, and dispatched thither together with an invoice of charge dated Souratta the 15th of September 1787: f 7200:—:— On the date of the 31st of December 1786, the native merchant Devaldas Paaldas presented to the Right Honorable Worshipful Director a bill of exchange granted by the gentlemen of the Ceylon Ministry to the supercargoes of his two-masted vessel, dated Colombo the 1st of November in the year 1786, to be honored here at fourteen days' sight; this bill of exchange, notwithstanding the scarcity of money, was nevertheless accepted by the aforementioned Director, but could not be paid with rupees 20000:- earlier than on the date of the 9th of April 1787, being 84 days after the due date; thus the accrued interest on the said principal of 3/4 per cent for 84 days, paid to the aforementioned native merchant with rosp.s 420:— and entered to the debit of this account on the warrant of the oft-mentioned Director, amounts to: f 504:—:— Total as above: f 7704:—:— Cochin Government: f 24:12:— This amount was received from the Honorable Company's treasury by the pay bookkeeper Meijer, among others, on the warrant of the 5th of April, for the provision of advance wages to the crew members of the Honorable Company's ship Sparenrijk, and entered in the cash book according to the contents of the warrant to the debit of Ship's Wages at Rop.s 20 1/2, which were provided in the following manner, namely: To Lourens Hansen, sailmaker, for two months: Rop.s 16:— To Domingo Riberro, drummer, for one month: Rop.s 4 1/2 Is as above f 24:12:—, or rather rop. 20 1/2. However, upon noticing that the said two persons were not stationed on the said vessel, but merely loaned to the same, and continued to be carried on the pay books of the Cochin Government, the undersigned rectified this error made during the entry of the cash account into the Journal, page 91, and placed the amount paid to the debit of this account, in order, in due course, with the approval of Your Right Honorable Worships, to charge the said Government.

These merchandises, apart from some copper, have not yet been fetched since, except for the Cloves, which, on account of the unprecedented low price of 2 19/48 rupees per pound to which they have fallen due to the large supplies from Ceylon and particularly from Cochin in the last rainy season, could not be delivered to the buyers, although the merchants have paid in advance or disbursed to the Company ƒ 165907:11:— on account of the same and the copper. This will be credited to the debit of the beneficiaries at ƒ 24:12:— upon liquidation of that which was paid by the English East India Company. Expenses at the appraised surrender of the Directorate: ƒ 7718:10:— The war between Great Britain and the United Netherlands: ƒ 280305:18:8 Having shown as distinctly as was possible for me the origin of the three above accounts in the two most recent annual Memoranda of Debtors and Creditors, which were treated and recorded by Resolutions of 8 February 1786 and 2 January of this year, I request permission to respectfully refer to the same. When Their High Right Nobles' favorable authorization for writing off the aforementioned cost of this vessel, which was requested by missive of this assembly of 23 April of this year, folio 126, shall have been obtained, this entry will find its settlement. Sundry merchandises sold in the year 1786/87 that have not yet been weighed out, and which by order of the Director were transferred to this account, amounting to ƒ 274524:6:8. This sum must now, having already been kept for two years by the Director, find its settlement in the three following years. The newly built smalschip De Batavier with standing rigging, running rigging, and further accessories: ƒ 27450:3:—. This small keel having been newly hauled out and rigged this year, the account submitted thereof was examined, approved, and recorded by Resolution of 16 January last with 22127:24 rupees, making ƒ 26552:19:—. Since then, four pieces of four-pounder cannon with their carriages and further accessories have been supplied to this small keel, the costs of which, by order of the Director, were also written off to this account in the Journal of the year 1786/87, page 115, at ƒ 900:17:8, making ƒ 27453:16:8. Having discovered upon closing the trade books that at the rigging of this small keel ƒ 3:13:8 too much was charged and written off for 12 bundles of marline, which small amount was credited back to the debit of the Equipage Warehouse with ƒ 3:13:8.
