The Gentlemen Ceylon Ministers having seen fit to draw upon this Directorate a draft of 20,000. –. rupees for the benefit of the Bania merchant Dearam, dated the 9th November last, to be paid at 14. days' sight, the Director gave notice that, as the credit of the Company makes it necessary, the same was accepted for payment by His Honour on the 30th December of the past year, and it was consequently agreed to have the aforesaid draft paid as soon as the state of the treasury shall permit. The Junior Assistant van Hien increased in salary to be presented with gifts, had been satisfied with the ordinary gift that had always been customary to give to a fourth collector or Resident of the Marathas, upon his arrival in this city, for once, and that the dispute having thereby been cleared out of the way, the said fourth collector had on the 12th of this month paid his first visit to him, the Lord Director, on which occasion he had as usual been presented with 4 lb cloves, 2 lb nutmegs, 2 lb mace, 4 lb cinnamon, 2 ounces clove oil, 1 ounce nutmeg oil, and 1 ounce mace oil, and with 5 pieces of pomeri for him and his retinue, to the amount of 198 rupees. The Assistant van Hien, having been promoted in Ceylon on the 3rd November 1785 from gunner's mate, in which capacity he arrived in the Indies in 1783, to Junior Assistant, and that on his running contract and earning a salary of f. 14. -. –, it was decided, in view of his diligence and good conduct, to grant him the salary of f. 16. -. – allowed by the Regulation to a Junior Assistant, 37. The 16th January 1787. The Soldier Claassen and Sailor Andriessen promoted to Junior Assistants at f 16. –. –. and the Provost Cornelis Bons increased in salary to serve out his aforesaid running contract for that amount. The 12th of February, the Year 1787. refused to discharge; that thereupon, having gone down on one knee in order to tighten slightly the cock of the aforementioned musket, which was at half-cock with the pan properly closed, while the above-mentioned two assistants stood beside him, at that moment a certain Persian youth named Dada Beiram, who was in the service of the aforementioned Van Wier and had followed his master, came rushing forward without having been called or ordered to do so, and unexpectedly seized the muzzle of his musket and held it against his chest, presumably in order thereby to assist him in fixing the same; which caused the same weapon instantly, without anyone knowing how, to discharge and wound the aforementioned youth in the chest to such a degree that, to the petitioner's unspeakable sorrow and deep grief, he immediately fell dead to the earth; in such manner as your Honorable Worships will be most graciously pleased to find all this in its particulars from the sworn interrogations legally conducted ex officio by the Fiscal of this Directorate, Egidius Meijer, of the aforementioned fellow assistants Van Tien and Roosemeijer, and the Persian youths Couwla Sappoer and Nauwla Couwgie, the only ones who were present at this so lamentable accident, annexed hereto under the letters A, B, C, and D. That the petitioner, after having recovered from the first consternation and despair into which this accident threw him, reflecting that the same had occurred without anyone's fault (unless it were through the carelessness of the deceased himself, by seizing the muzzle of the weapon and placing the same against his chest); at all events that his conscience, after the strictest self-examination, fully acquitted him in all respects, that he was entirely innocent of the same, not 42. The 12th of February, the Year 1787. not only through intent but even through any carelessness on his part, made no difficulty about immediately presenting himself to his Honor, before the Director of this Directorate was informed thereof from elsewhere, reporting the same, and placing himself in the hands and power of his natural judge; whereas, had he found himself guilty of any crime, he would have had ample opportunity to save himself by flight; which resulted in the petitioner being taken into custody, while the Fiscal ex officio conducted all the inquiries he deemed necessary, and, as he is informed, was intending to proceed against him in a criminal case or otherwise. That, as there is no other way left for him to prevent a most unpleasant proceeding, which, however innocent he may be, must always be highly detrimental and damaging to him in its consequences, he finds himself compelled to apply for the obtaining of remission or pardon, insofar as he may need such, to Their High Nobilities as the sovereign authority of these lands. Wherefore he takes the liberty to present to your Honorable Worships a petition addressed to Their High Nobilities to that end, with the humble request: That it may please your Honorable Worships to transmit the same at the first opportunity to the aforementioned Their High Nobilities, and in the meantime, until Their High Nobilities' decision thereon shall have been obtained, to order the Fiscal of this Directorate ex officio provisionally and until such time to suspend the proceedings intended against him, and to cause the petitioner to be released from his detention under the provision of sureties to present himself again at all times into the hands of the judge if required. And whereupon, having deliberated and taken into consideration that this entire assembly is aware that the unfortunate death of the Persian youth, far from having to be attributed to any malice on the part of the aforementioned Dooremans, does not even seem attributable to any carelessness committed by him, but must solely be understood as one of those unfortunate occurrences which are, as it were, unavoidable; not only that, but also that the Director, upon the oath taken at the assumption of his office, declared that a few days after the accident had occurred, there appeared before his Honor the father of the deceased Persian, accompanied by some of his nearest relatives, with the most urgent plea that we, the rulers, would be pleased to release the repeatedly mentioned petitioner, Pieter Jacobus Dooremans, from his detention, and see to it that 44. To offer the report to their Right Nobles, the assistant Dooremans released from his detention the boat's tow-rope and the impossibility in which the ferry operator was to follow and overtake the adrift boat without any neglect of duty having taken place therein, so it was approved and understood to bring the aforesaid to the high notice of their Right Nobles, with the presentation of the report itself. 57. The 12th of March Anno 1787. Egidius Meijer, stating how the agents of the Moorish seafarers, otherwise called soul-sellers, recently requested from him, upon receiving the two months annual remittance for the Moors still in the service of the Company according to the memorandum received from Batavia, a statement of the Moors who have died and gone missing on the aforementioned main place and elsewhere during the past year, in order to settle their books accordingly and subsequently receive payment of the wages which they were owed by the Company at the time of their decease. That he, the Pay Bookkeeper, thereupon having informed them that according to the name list dated the 30th of June 1786 and signed C. G. Sanders, received from Batavia by the ship De Geregtigheid, concerning such Moors as have been found absent and have died from primo July 1785 until ultimo June 1786, and also as such have been closed off with the ship De Jonge Hugo, consisting of 1 deceased 33 absent and 5 runaways or deserters, the aforesaid soul-sellers thereafter again approached him, the Pay Bookkeeper, with the request that settlement and payment be made to them of such funds as the aforesaid Moors had earned and were owed by the Company at their decease and disappearance, and which according to their calculation would amount to a sum of rop:s 5467. 17. That he, the Pay Bookkeeper, having answered them thereto that regarding the one deceased sailor, Sjeeg Rossen Sjeeg Fatjoe, his credit could be received by them at rop: 37. 29., but that with respect to the absent and runaway Moors he was not authorized to pay them anything without the express order of your Right Honourable, whereupon the soul-sellers requested him to propose their case to your Right Honourable. That they, since it is an absolute order of the High Government, 58. The 12th of March Anno 1787. are indeed obliged to submit to the wages owed to the five runaway or deserted Moors being confiscated for the benefit of the Honourable Company, and thus to bear this loss; but that they believe this can by no means apply to those who were found absent at the general muster at Batavia under ultimo June 1786, for the following reasons. Firstly, that given the unhealthy condition of Batavia, indeed even according to natural reason, it appears contrary that of 34 sailors over a period of 12 months, only a single one would die and by contrast as many as 33 would go absent, and that one must therefore reasonably conclude that these recorded as absent have died or perished here and there, without a record being kept or a report being made of it: whereby their death and the resulting disappearance were not discovered until the muster, and they were recorded and made known as absent instead of deceased. A deduction which the soul-sellers also base on the fact that in the name lists of the deceased and absent received from Batavia, the latter are expressly distinguished from the runaways or deserters, which would not have occurred if it had been assumed at Batavia that their disappearance was attributable to desertion or running away. And secondly, that on behalf of the friends and heirs of these Moors, or rather the authorized representatives of their estate, to whom they are bound to give an accounting, they have a right to all the wages which these Moors have earned up to their death and disappearance, if not according to their books, then at least according to the Batavian books and the accounts received here, no matter how they are recorded, since it is sufficiently certain that their disappearance is to be attributed to their death, and that otherwise, by giving the deceased the designation of absent, one could deprive them, or rather the heirs and entitled parties, of everything they had earned, 59. The 12th of March Anno 1787. requesting therefore that payment of these wages may be made to them. And while the Pay Bookkeeper thus acquits himself of his duty to present the request of these people, he takes the liberty, for your Right Honourable's information, to attach hereto the name list mentioned above, with a calculation of what everyone is owed upon his decease according to the pay accounts also sent hither from Batavia. From which it appears that the pay accounts of 33 absentees have been closed at Batavia and sent hither with an outstanding sum of Rop:s 3285. 3/6; that the deceased is owed Rop:s 37. 29., and that five runaways stood outstanding for rop:s 144., the Pay Bookkeeper requesting that your Right Honourable may be pleased to provide him as soon as possible with your orders in this matter, in order to avoid difficulties with the Government. The 12th of March, Anno 1787. accidents, death, or going missing, and who have not willfully deserted and faithlessly abandoned the service, should be confiscated for the benefit of the Company; as they maintain that, having served the Company until their absence or disappearance, no one can have any right to deprive the heirs or rightful claimants of that which these absent Moors have earned over many years; and, on the other hand, that even if one were to assume that among the 33 Moors in question some may be found whose absence is to be attributed to a punishable desertion, one cannot nevertheless suppose with the slightest probability that during the course of an entire year, or from the 1st of July 1785 until the 30th of June 1786, out of a number of more than 200 heads only a single one would have died, but indeed 33 would have gone missing; while in any case it will be impossible to make the Native Regents acquiesce to an assumption of that The 12th of March, Anno 1787. nature. Right Honorable Lord! Most respectfully shows Christiaan Dechtmeijer, how he, having engaged here in Souratta in the service of the Noble Company as a soldier in the year 1772, was subsequently promoted to corporal in 1776 and finally to sergeant in 1778; that he continued to serve in this capacity, as he flatters himself, to the satisfaction of his Lords and Masters, until on the 14th of June 1781, at the taking of the Directorate by the English, he was taken prisoner of war, led to the castle, and there put in irons; until finally, to get rid of such harsh treatment and seeing no other way out, he was forced to engage in their artillery as a gunner. That he, having subsequently been sent as such to Bednur, was there taken prisoner of war by the troops of Hyder Ali, carried upcountry, and only returned a short time ago. The French frigate La Calipso on the 21st February last and la Corvette L'Ecureuil on the 6th of this month having arrived at the roads of Surat, and its Commander the Count De Kergarion having repeatedly made a request to the Director to assist and support him with some monies against Bills of Exchange drawn on the Treasurer of naval affairs at Pondicherry, for the purchase of refreshments, provisions, and ship's necessities, which to him, who 65. Lalaatje 4 sepoys, with orders to demand from him a sum of 200 rupees, which he claimed was due to him from the ordinary annual gift of the Honorable Company; that the Mister Director, knowing that this demand was entirely unfounded, immediately sent 4 sepoys with a jemadar of the Honorable Company thither, with orders to drive those of the Marathas away with force if necessary, sending at the same time to the English Chief with the request to ensure that no further hostilities were committed against the house of the broker, which resulted in the sepoys of the Marathas departing and the matter remaining at rest. It is resolved to order the equipage master by extract hereof to state in writing and to provide a report on what the cordage consisted of that had to be purchased for erecting the new flagpole, and what part thereof has been taken back into inventory for the Company's account. 80. 20 March Anno 1787. Reasons for the reduced prices: That the Lord Director, having investigated the reasons for such reduced prices, had learned that this occurred with regard to the Japanese copper in particular out of the fear of the natives that the English, once again out of a shortage of money, which it is said is already beginning to increase, while it is rumored here that the same in Bengal is still just as great, will resort to a public sale of their copper; and with regard to the sugar, the tin, etc., that this arose solely from the approaching bad monsoon, and that there is no longer any expectation of any shipments, especially not to Sind or Muscat, where it is heard that sugar has been brought in abundance, whereby the merchants, having no opportunity to sell their goods, and yet being obliged 101. The 3rd of April In the year 1787. Consideration regarding this: being obliged to provide the Company with the necessary funds merely for the usual interest of 74 percent, must suffer a loss on this with the discount or batta being at 3½ to 4 percent; while with respect to their refusal to bind themselves to a time for collecting the spices, they declared to be compelled thereto at present, because the cloves which were brought from Batavia to Bombay in the autumn of 1785 by the Portuguese merchant Ribeiro, and in June last past with the ship of the fellow Portuguese merchant Pantaleao, are currently being delivered for 585 rupees the bag of 181¼ lb, making not even 3¼ rupees per pound, and that they thus must necessarily remain stuck with those of the Company until all these have first been consumed. The brokers having thereupon appeared in the meeting, they repeated all the foregoing with the statement, after all applied exhortations, that 102. The 3rd of April In the year 1787. that they were not able to obtain any higher prices, wherefore then, after they had gone outside again, it was taken into consideration that it is fully known to every Member of this meeting that those cloves are currently sold here for 585 rupees per bag; that, as far as the fear of the natives is concerned, one will not be able to dispel it with arguments, although it is also to be thought according to the stated reasons that the English Government will not easily resort again to such a detrimental expedient as a public sale of its copper etc. for cash as long as any other way is open, and that it will have learned through the detrimental experience to provide for this in time; and that 103. The 3rd of April 1787. that finally, as far as the now lower bid for the sugar and further merchandise is concerned, it cannot be contradicted that the approaching bad monsoon and the little prospect there is to send any considerable quantities abroad before its beginning, even though no large remnant of the Geregtigheid remains any longer, must necessarily cause the prices to decrease, in comparison to those which were paid for the sugar and tin brought by the aforementioned vessel, even though the Company in fact now still receives higher prices than before the war. While then finally it also came into consideration that, by leaving all the goods lying in hope of a better market, one will not be able to dispatch a noteworthy return shipment on account of lack of money, since 104. The 3rd of April In the year 1787. Resolved to sell the specified merchandise on the proposed conditions, but to retain the mentioned items: since the entire sales amount of the Geregtigheid to the sum of 339,724 rupees gross has already been entirely absorbed by a shipment of 224,747½ rupees by that same vessel, the payment of a Ceylon bill of exchange, and what further has been paid on account up to 32,000.- rupees, and the expenses paid in the household and the return goods now in hand. Thus, after mature deliberation, it was approved and agreed to sell the spices on the proposed conditions, as well as the sugar, tin, lead, elephants' teeth, and red lead, but not to sell the Japanese copper, but rather to hold it for the present until the merchants shall have recovered from their imaginary fear, when it is certain that the price of that mineral will rise again.
